Durham Board of Educa- tion trustees approved the increases at their regular board mooing Monday. The only fees that will increase are at those facili- ties where the board is recouping less than 70 per cant of its operating costs for non-profit groups and 200 per cent for commercial users. For example. the board offers elementary school gymnasiums to non- profit groups Monday to Fri- day for $10 a night. But it costs the board $17.78 to offer that space. u, it there- fore collects just 56 per cent of its cost. The board will increase fees by 10 per cent a year until it recoups 70 per cent of its costs. In 1992. the board began increasing fees by 10 per cent annually for a period of three #cars. That decision followed a study which con- cluded the board was rccov- enng just one-third of oper- ating costs because of the number of organizations given free space and low rental rates charged to other groups. The herd decided at that time to offer school facilities at no charge only to municipalities because they can offer sorriethmg in return — such as reduced rates or no charge for pool rentals. There has been a bug population explosion this year thanks to a mild winter and recent hot weather. Everett Buntsma, director of parks and facilities for Pickering, says the "aphids in particular are really quite bad" in town. He hopes future rains will get rid of them. Ajax parks and recreation depart- ment director Tom Flood says this year's infestation "isn't abnormal and we have the average number of complaints we have with insects." The problem caused by the pests "isn't any major concern" for the department, Mr. Flood adds. Area residents can use their gar- den hoses to help cut down on the aphid population. Although homcowners will notice the damage in the fall, the grubs of these insects feed heavily in August and September. The beetles actually start mating in trees sometime in Jul-, and the eggs are burrowed deep in the grass. Ongoing lawn maintenance is the best prevention against the grubs which can kill large patches of lawn very easily as many property own- ers know all too well. Proper watering and fertilizer are key to preventive lawn mainte- nance. If there is already a grub problem the key time to spray is when they are young, so that you don't need to spray as much insecticide. "Grubs have to be feeding for the insecticide to kill them," Mr. Van- denEnden says. Once the grubs have metamor- phosed into beetles they can be a threat to the leaves of trees. Although the beetles and the aphids probably won't kill a tree on their own they destroy the leaves and expose the tree to disease. The Community Foundation of Durham Region "has a commitment and a direction that is going to assist groups within (the) community." says Gale Mossman, communications committee chairman. The foundation was set up to estab- lish a perpetual fund for local non- profit organizations. Like the 61 affil- iated foundations in Canada, the group's intention is to pool and invest the capital of its donors. The only money to be dispersed is the interest. which will be allocated to selected causes, with the initial donation remaining in investments. The funds, therefore, serve as a permanent lega- cy. The foundation's board of directors is made up of members of each com- munity in Durham, who ha -e been involved in the development of the organization since 1994. Durham's foundation can be approached by any non-profit organi- zation in the region which considers itself to be a worthy cause. It could be a group that needs Stan -up money or an agency requiring funds for shon- term projects. Such endeavors aren't eligible for funding from most chari- table organizations which only assist ongoing operations. Organizations like the United Way act as-chequing accounts", notes Ms. Mossman, whereas community foun- dations are more like "savings account-,". Eligible for funding could be agen- cies operating environmental projects, and groups offering youth or recre- ational activities, education and train- ing, arts and culture and health cane. Durham has -nothing in the way of arts funding," notes Ms. Mossman. "Ibe government is not going to have the dollars to continue to do this for to so it falls back on the citizens of an area-,. As the foundation is so new, how- ever, it is not yet in a position to grant money. "We have a vision for the future," says Ms. Mossman, who has volun- teered for the foundation since April, 1994. "(It) is important that we start thinking about this now.- Donations ow"Donations can be made in a variety of ways. A wealthy person can make provision in his will to leave money. A large company may wish to donate as a good corporate citizen. Residents living near the Brock West Landfill have gathered more than 800 names on a petition calling for closure of the dump, doing away with the new landfill site proposed by the Interim Waste Authority and cleaning up existing pollution in the area- lie reaTie new Ontario government led by Mike Harris campaigned throughout the spring to dismantle the Interim Waste Authority, which proposed the new site in Pickering. And, the call to end the process by residents becomes ever more important with the results of a study released recently on the health of children liv- ing near the existing dump which indicates there is a higher incidence of illness. Clearly. there is the political will -- both localh• and now at Oucen's Paris -- to take hold of the waste management issue. Further, the communities affected are mounting more pressure to see that promises arc kept and their futures more positively determined. Under the former New Democrat government. there was a perception that the Town of Pickering and residents living in the shadow of the Brock We.t Landfill were dealt with in a heavy-handed and cava- lier fashion. it's time to stop the waste -- of money spent fight- ing a new dump, of the efforts spent by local politi- cians and citizens, of tax money on a no-win propos- al. Instead of a mounting garbage crisis. we have a mounting resolve to fix the problem. For good. Secondly, I want to send thorns to the Ajax Home Weds Committee for dei-iding to change their opening celebrations and parade to directly compete with the Festival that has been celebrated on the same week- end for many years. In spite of losing some of their parade entries to the larger Ajax parade, the Village Festival Committee pulled together an enjoy- able parade and the many events and displays throughout the area were well attendees+. Residents of Histonc Pickering Village are, understandably, upset at this latest incident that seems to show the general lack of interest in our uniqueness. The first shot came when the Town decided to disxie us into two separate wards. This would help to bring the Village and the rest of the Town of Ajax together as one unit, according to local politicians. We need to remember that Ajax is a unique town rrride up of distinct communities: Pickmng Beach, tt•,e Old wartime area, Histone Pickering Village. These older areas and newer communities such as Westney Heights bring strength to Ajax. New developers to the area are going to great lengths to build -communi- ties", not just subdivisions. People want a return to that feeling of belonging. a sense of community. If we actively promote these communi- ties. we strengthen Ajax. Special events should be co-onit- nated so events such as Home Week for the whole town do not jeopardize their success. it was unacceptable for the Home Week committee to plan competing events on the same date set for many years by a community in the town for its festival. I suggest that the 1996 Home Week Committee contact the Pickering Village Festival Committee to be sure that there is no similar situation next vear. This is what I do: I spend time at the cottage (built on the Canadian Shield), drink some beer (Canadian), watch the loons (Common Canadian) and curse the hot, humid weather (Canadian cus- tom). I'm like most of the people who make their lives in this great coun- try. My family is from elsewliere -- Scotland -- and came here exactly 37 years ago to build a life for them- selves. Canada allowed them go do that My parents brought with them the same things people from around the globe brought when they decid- ed to move here. They had the hockey suets, he says 'eh' a lot, and clothes on their backs, some native customs, different dietary taste.,s, foreign accents and an optimism about the new life they would build. And they did just that because it was in Canasta they landed. I'm 31, the first person in my family bom in this great land. My two-year-old son is only a second -gen- eration Canuck, but as Canadian as they come. But we also have the Rockies, the Blue Jays, Brian Tobin, a thou- sand lakes in cottage country, Pieter Mansbridge, SCTV repeats, Red Green, Hockey Night in Canada, the Canadian Football League, etc.. etc. I like being Canadian. I like the fact that you don't have to be born here to be a Canadian. I like thumb- ing my nose at our bully of a cousin south of us. It isn't perfect, but it's close enough for one. For example, if a child witnesses his father being destructive toward his mother, he will identify with the father and likely repeat the same behavior. But if a child is able to identify with another's pain, to actually feel what someone is going through, he is more likely to make positive life choices, says Ms. McKellar. The key to prevention is a healthy sense of self- eseem. "It's really important par- ents work at building the self-esteem of their chil- dren," says Mr. Danilewitz. "Those children who lack self-esteem, who don't have a derud a sense of self. who seek to have their identity confirmed by another per- son, are susceptible to the manipulation of a more controlling person in the - community "With a distorted sense of self, they're more vulner- able to being abused for acceptance, approval, love" This is most often appar- ent when the boundaries between children and par- ents becomes blurred or distorted. through marital battles, incest or sexual abuse. It is also more preva- lent in families which arc isolated from the rest of society; being involved in the community, with friends, churches, mganiza- tions, provides People with a check for comparisons in behavior. It's a matter of balance, says Ms. McKellar. Patents need to teach their children "to respect authority, and abide by rules, but not to the extent that the child simply falls into line to every request that's made " "It's not the function of parents to breed helpless, compliant chddrea," agrees Mr. Danilewitz. "Those children will tend to be insecure and may go to extreme deviant behavior." Parents have to be avail- able to their children and to show concern for their feel- ings, say the experts. In the event of exposure to events such as the Bernardo trial. they need to desensitize them to the situation and explain that this is not the norm. Yes, bad things hap- pen, but not to everyone, and not all the time. Competing against 17 other high schools from Durham and York Regions, Metro Toronto and Mississauga, the Spartans captured the mixed section. In its first heat June 24, Dunbarton set a high ;school record by finishing the 640 -metre course in ,three minutes and one sec- ond, besting the old mark of 3:29 established last year. In the finals, Dunbarton was challenged to the wire by Mississauga's Glen Forest High School before winning by one second. On June 25, Dunbarton raced against the Youth Group champions (college and youth club teams) and again the Spartans pre- vailed. They were pushed to the end by Sir Oliver Mowat Collegiate of Scarborough but a big frn- ish gave the Spartans a 1.5 - second margin of victory.
