She believes the principal "should
have used common sense" before
calling the CAS. "The message
(authorities) are giving children is that
parents have no control at all ... It's
like a form of losing control in your
household."
According to Durham Board of
Education policy, all employees must
report suspected rases of child abuse
to the CAS. When unsure whether
they have reasonable grounds to
report the incident. employes are
inistructc d to call the CAS — anonv-
mously if wished — and describe
their suspicions. If the CAS believes
reasonable grounds exist, the board
employee must then identify the child
and school.

Dubray confirms professionals must
call the CAS when they suspect
abuse, but says "it's a judgment call.
If a child is injured or hurt, they
would have some concern...If it
sounds serious, we have an obligation
to investigate" While "there is no
law that says a parent can't spank
their child," he notes youngsters can
be seriously hurt as a result of disci-

see a doctor the night of the incident

reports "there was no mark. It stung
her hum, but it didn't mark her.")
Meanwhile, the CAS will send

Lake algae shuts down
four nuclear reactors

Nuckear Generating Station's
'B' side were shut down
Tuesday afternoon as algae
built up in the plant's water
intake system.
Strong lake currents car-
ried the alrae into sc:rciens in
the steam condenser water
intake system.
There was no danger to
employees or the environ-
ment during the shutdown.
Ontario Hydro says. An
investigation of the incident
began the same day as the 1
p.m. incident.

as the volume of water sup-
ply from the intake was

Charlebois. "Operators shut

International Institute of Concern for Public
Health, to conduct the survey to assess the
health of children living around the landfill
site.
The Health Profile of Area Children
found more local residents have problems
with their livers, skin and respiratory Sys-
tems than the Ontario average, at levels that
are consistent with other residential areas
around landfill sites.
There is sufficient evidence, the study
concludes, to "substantiate the reasonable-
ness of the association between health prob-
lems and emissions from the landfill site,
leachate `puddles' or vents from the sewer
discharge pipe."
Petition organizers say the survey results
suggest:
- the Brock West dump "is a major
source of air, water and land pollution":
• it "must be closed at once";
• "beginning immediately. the pollution
emanating from (the landfill) must be
cleaned up, with completion no later than
June 1, 1996";
• and the EE11 dump "must never be
allowed to proceed and open".

year, prior to the release of the study, when
8,000 signatures were collected, notes

end.
It all started
around 7 a.m.
Sunday when
Anne Gideon
went into labor at
her Sandhurst
Crescent home in
Pickering. An
hour later, her
husband Mark
called an ambu-
lance, which
arrived in a cou-
ple of minutes.
On the way to
Ajax -Pickering
General Hospital,
Mrs. Gideon was
so far into labor

pull over at the
side of the 401
close to the
Brock Road
interchange.

PACT intends to present the signatures,
along with two 120 -foot banners with
signed anti -dump messages from residents,
to new Durham West Progressive Conserva-
tive MPP Janet Ecker. Her party vowed dur-
ing the provincial election campaign that it
would dismantle the Interim Waste Authori-
ty, which selected EE 11 as the future site
for Durham's garbage, and turn over waste
management to the Regions.
In the meantime, Ms. Yacoob says more
help is needed to canvass the 1,700 homes
in the Brock West area. People who want to

Pickering honors its top
PICKERING — Outstanding members of
the community were honored recently with
the presentation of the 1995 Civic Awards.
The following are the recipients of Individ-
ual Civic Awards recognizing outstanding
volunteer service within the community:
Helen Dionne has dedicated years to assist-
ing the developmentally handicapped. Ms.
Dionne has been an active member of the
Founding Board of Rougemount Community
Co-op and the Ajax/Pickering and Whitby
Association of Community Living. She has
assisted with the development of monitoring
those affected by P.K.U. Metabolic Disorder.
Connie Escoffery, Social Director of the
Pickering Hockey Association, has been heav-
ily involved in the teams' fund-raising activi-
ties. Her duties include looking after the snack
bar at the Pickering Recreation Complex,
organizing Coaches Dana, Hockey School
Banquet, House League Banquet, and kitchen

for pedestrian
bridge
PICKERING — The Town will pro-
vide as much as 550,000 to the Ontario
Ministry of Transportation toward the
cost of designing the Hwy. 401 widen-
ing so it can accommodate a pedcstn-
anicyclist bridge over the thoroughfare,
Pickering council decided Monday.
The bridge would link Pickering•s
downtown area with the GO train sta-
tion. Its precise location is yet to be
detcrmined by the ministry.
Cast of the actual bridge, if approved,
would be in excess of S 1 million.

A resolution to demolish a vacant
house in Lynn Heights Park was
deferred to the Local Architectural Con-
servation Advisory Committee for three
months.
The house faced demolition as is its
thought by the Town to be a fire hazard
and a target for vandals.
LACAC will determine whether there
are feasible alternatives for the house,
built in 1823, due to its historical signifi-
cance.
Council voted to have entrances to
the building locked in the meantime to
prevent vandalism.

AJAX-PICKERING — Fire depart-
ments here are joining forces this sum-
mer to heat up the campaign for funds
for Ajax -Pickering General Hospital.

Tom Mohr has been a mernbei of the Pick-
ering East Shore Community Association
executive for five years. He is an active mem-
ber of the Mayor's Task Force Against
Dumps, PACT (Pickering -Ajax Citizens
Together) Liaison, the Barbara Black Centre
board, Local Architectural Conservation
Advisory Committee, the Frenchman's Bay
Festival Committee, and the Ontario Histori-
cal Society. Mr. Mohr is responsible for a
photographic history of the eonununity.
Alma Thomas has worked as a member of
the Social Development Board, the Durham
Board of Education, Ethnocultural Advisory
Committee, the Pickering Carib Canadian
Cultural Association, the Barbara Black Cen-
tre, and the Non -Profit Housing Board of
Pickering.
The following are recipients of Special
Citation Awards recognizing achievements at
the provincial and national level:
Kerry Ashley, a member of the Oshawa
Olympic Wrestling Club, captured two gold
medals this year in the Canadian Amateur
Wrestling Championships in Saskatoon. The
OAC student at Pine Ridge Secondary School
won the Canadian championship in his weight
class in freestyle wrestling, and also won the
Greco Roman title in his weight category.
The Durham West Girl's Hockey Associa-
tion - Senior C Team won the Ontario Provin-
cial Championships on April 23. The associa-
tion hosted the event in conjunction with the

Happy birthday!
PRW 1 RIK As a country, we mark another anniversary of
Confederation Saturday.
As individual Canadians, we're likely to give
• more thottglit to the happy prospect of a king summer
weekend than we'll give to the nation.
It's not the Canadian way to wave the flag with as
much vigor as our neighbors b the south do on July
4. Apart from the centennial celebrations of 1967,
our country's birthdays just don't seem to spark
much coast-to-coast national pride.
Since we stopped calling July 1 Dominion Day m
favor of Canada Day, however, that's slowly begin-
ning to change. Many communities have emtxaced
the tradition of annual family festivities to mark
Canada Day. Chances are, you won't have far to
travel to fir d a park hosting musicians, children'.
events or fireworks.
While it's easy to have fun throughout the day
without stopping to think about the significance of
the holiday, w•e should all make an effort to wave that
rLd and white flag just a little. It's easy to criticize the
•• problems Canada has but it's still one of the hest
• countries in the: world in which to live and work:.

sion to take the day off and relax with family and

can be hazardous to canines and cats.
The Oshawa and District Humane Society
reports there are numerous
surnmer hazards for animals
so pet owners should remain

so, if you're planning to attend such a
show this Canada Day long weekend. the
society suggests you leave your animal at
home.
Dogs are often injured riding in the bed of
pick-up trucks because of a lack of restraint.

right out of the truck and into traffic. Ihxs
can also suffer hums to the pads of their paws

Warmer weather brings summer growth

Many items used in barbecuing, ging
and painting are also toxic. Homeowners
should consider non-ioxic Wives to vari-
ous herbicides and pesticides.
Pets allowed to run at large are more
inclined to wander from home
during the summer months.

the roadways or fighting with
other animals.
Drivers should keep their
eyes open for animals on the
roads. Reducing speed is the
best way- to avoid hitting sitters. Extra pre

Drivers should pay close attention to ani-
nud reusing signs.
Pets should be provided with water and
kept in well -ventilated, shaded areas. The

endeavors of Kris Schwartz and
Scan Pierson have been recog-
nized by Dunbarton High

Schwartz was named the Pick-
ering school's outstanding
female athlete of the year and
Pierson the top male during
recent ceremonies.
Pierson competed in
wrestling, hockey, baseball and
dragon -boat racing.
He won the provincial high
school wrestling title in the 72 -
kilogram (159 -pound) division
and the Canadian senior open
men's Greco Roman champi-
onship.
Schwartz played volleyball,
basketball and soccer.
Athletes of the Year were also
named for each grade leve:.
Winners were Jen Lewis (Grade
9 female), Al Stephens (Grade 9
male), Kara Worgan (Grade 10
female), Iain Meredith (Grade
10 male), Jessica Allen (Grade

attracts Russian 'visitors
Canadians are among the best -housed people in the
world and Canadian homebuilders are highly regarded
in the industry.
So, it should come as little surprise that a group of
Russian visitors decided to have a look at what places
the Canadian housing industry among the leaders in
the industry.
A group of Russian engineers and government
officials recently stopped in Courtice and have a look
at the homes in Kassinger Built Home's Highland
Gardens community. The Courtice community was
chosen as a stop for the visit since Kassinger Built
Homes is recognized within the industry leaders in
building R-2000 homes, houses that are revolutionary
in incorporating technology that makes them highly
energy efficient and environmentally friendly.
The delegation liked what it saw.
"We are looking for such systems," said Gennady
Kopeikin, first deputy mayor for the City of Omsk in
Siberia. "There arc a lot of interesting things Russian
contractors would be interested in using."
Speaking through an interpreter. Kopeikin added,
"We used to be in high-rise building construction and
now the demand in is individual home construction."
Kassinger explained that the home-building
industry in Europe is still using materials and
techniques that are no longer used in Canada.
In Europe and Russia, they still use concrete
cinder block construction which is inncficicnt." said
the Kassinger Built Homes president. "Our R-2000
technology is leading edge anywhere in the world.

Move -up buyers can now have the home of their
dreams and at a price they can afford.
"There has probably never been a better time to
buy a new home than right now," says Mary
Lawson, a spokesperson for the Canadian Home
Builders' Association. -In order to boost consumer
confidence, builders are offering some great deals -

Affordabilitv has never been lower. Low
mortgage rates have reduced the cost of buying a
house and enabled consumer. to afford higher
priced homes. Today's move -up buyers are finding
that they can buy "more house for their money" than
they expected.
Builders are offering a vast selection of new
homes, specifically tailored to move -up buyer., with
all the features and amenities that these consumers
could not afford in their previous homes — targe
bedrooms with ensuites, spacious bathrooms with
whirlpool tubs, mainfloor laundry rooms, lots and
lots of windows in all sizes and shapes, bright and
efficient kitchens, formal and informal dining eating
areas, greenhouse kitchens and many other features
that add to the quality of life through comfort,
convenience and aesthetic pleasure.
At the same time, builders are beginning to see a
number of changes in the demands and desires of
move -up buyers. Streamlined design is an important
concern for today's economically -minded consumer
and move -up buyers want a carefully -planned layout
that maintains a feeling of openness.
Energy efficiency and reducing the monthly
heating bill is becoming more important and the
concerns about indoor air quality and other
environmental issues are becoming more common.

Besides the R-2000 technology, the Russian
delegation showed interest in Canada because the
similarities in climate between the two countries.
Some of the most appealing elements the visitors
looked at included the uniwue heating system
Kassinger Built Homes uses which employs a heat
recovery ventilator to ensure the healthiest possible
interior environment.
"We will certainly try this technology at our
construction sites," said Kopcikin. "We could use
your technology and it will bring us big economic
savings."
Kassinger Built Homes was honored by the
Ontario Home Builders' Association with the Best R-
2000 Home of the Year in 1994. And Kassinger was
excited about the Russian delegation's interest in
Canadian home-building technology.
"We are pushing the envelope further to bring
Canadians, and the rest of the world, better homes,"
he said.

Home ventilation is an important concern
Invisible yet vital, the air in a
new home should be every new
homeowner's concern.
Understanding your new
home's ventilation system and its
proper operation and maintenance
is the first important step to not
only controlling indoor air quality
but protecting your new home
warrantty. Problems arising from homeowner neglect are
not covered by the Ontario New Home Warranty
Program (ONHWP). Acquainting yourself with the type
of ventilation installed in your new horse and its regular
tnunueaance procedures can be as simple as asking the
builder for information. The pre -delivery inspection is
an excellent time to ask questions.
All too often homeowners do not understand the role
they play in ensuring their home's air quality. For
example, preliminary findings from a
recent mechanical ventilation
assessment research report sponsored
by the Ontario Ministry of Housing.
Ontario Hydro. the Ontario Natural
Gas Association and ONHWP
indicate homeowners with exhaust
only ventilation systems often do not
continuously operate the ventilation
fans to ensure safe and healthy air
quality.
New homes require continuous
ventilation during the first year of
occupancy. Since many construction
materials contain water. especially
poured concrete and wood, new
homes need six months to a year to
dry out. During this time. you will
probably need to run the ventilation
and circulation fans continuously
whenever the windows are closed.
After the first year. the need for
ventilation will depend on your
family's lifestyle. How much
moisture is generated in the home
from smoking. cooking and washing?
Many homeowners use fans
extensively during the heaung season
while others run the ventilation
system for a set period of time each
day_
An indicator of the humidity level
in a home is on the windows. If there
is a build up of moisture on the
windows. you probably need to run
your fans more often. If your nose
and throat are constantly dry. turn the
fans down or run them for shorter
periods. Consider buying a simple
humidity meter from a hardware store
for a more accurate humidity
indicator.
Some ventilation systems have
automatic controls which turn the
fans on when the humidity climbs
above the selected level. New home
buyers might want to ensure they
receive this convenience by asking
the builder to install automatic
controls.
It is important that homeowners
locate the switches for ventilation and
circulation fans. These switches are
normally located near the thermostat.
New homes have supplemental
fans and switches in each bathroom
and some homes have another switch
in the kitchen for additional
ventilation. These switches control
local moisture and odors from
showering and cooking. Some
bathroom fans are equipped with a
timer to control humidity during a
bath or shower.
The ventilation system requires
frequent maintenance to ensure its
safe operation. Homeowners should
establish a monthly maintenance and
cleaning schedule. Start by
checking to see if the hoods over
intake and exhaust openings
outside the house are broken or
blocked. Clean all grilles or filters.
Replace or clean all in -duct filters.
Homeowners with a heat recovery
ventilator should clean or replace
filters. Regularly scrub kitchen
grease filters with hot. soapy water. Always disconnect
the power before cleaning fans.
New homeowners may encounter a ventilation
system that includes an open air inlet. Basically
designed as a hole in the basement wall, this hole should
never be blocked despite the possible occurrence of a
draft. Instead, homeowners should ask their builder to
install a damper.
Homes containing a wood burning fireplace or wood

stove may be required by law to have a carbon
monoxide (CO) detector to detect dangerous levels of
gas. Some ventilation systems are designed so that a CO
detector is not needed. Check with your builder to
determine if your home has the necessary requirements.
High concentration levels of carbon monoxide can cause
death. If your CO detector alarm sounds-, call the fire
depuvrtent. Open up the doors and windows to get fresh
air into the house and turn off your ventilation system,
including all exhaust fans.
Your ventilation is designed to protect your home
against moisture damage and ensure your home has an
adequate amount of fresh air. For information about

the last six months of 1995. As a result, in the second
half of 1995, 26 per cent of renters w-iIl be able to
afford to buy a home."
The most affordable areas in the county dunng the
second half of 1991 were found in eastern Canada or
in Saskatchewan. The least affordable areas were
located on the west coast or in scwthern Ontario.

Homebuyers who want to ensure investment
value are wise to look carefully at the features they
consider when purchasing a new home, say
Canada's professional real estate appraisers.
Features most likely to add to a home's value
include master bedroom and ensuite bath
combinations, separate living room and dining
rooms, family rooms and garages.

the Oshawa -Durham Home Builders'
Association.
In co-operation with New Homes &
Interiors, this will be a regular feature to
let potential homebuyers become
familiar with the efforts of the Oshawa -
Durham Horne Builders' Association as
well as highlighting some of the
interesting developments in the housing
m Itis true the association directly
represents most of the builders,
suppliers, sub -trades and associates
carrying on business in the Durham
Region. But it is also true, the
association indirectly represents you —
the new hoarse buyer. Whether you are
planning on purchasing a new home this
year or years down the road. this
organization is watching out for your
interests.
Without the ODHBA. the new home
buyer is otherwise without a voice. One
of this association's highest priorities is
to ensure that the dream of home
ownership is attainable and within your
reach.
All too often. various governmental
agencies attempt to generate revenues
through taxes and levies on new homes.
Sometimes, they try to impose standards
which would not support a costibenefit
analysis. The ODHBA works to prevent
frivolous standards from being imposed.
Recently. the Durham Boards of
Education imposed a costly charge on

in their district.
The ODHBA

vociferously to
prevent this
regressive tax from being imposed upon
you. Unfortunately. the boards decided
that cash was more important than
fairness and imposed this tax grab
anyway. The Oshawa -Durham Home
Builders' Association has taken this
issue to task and it is now before the
Supreme Court of Canada.
You. the home buyer. are our best
friends. Without you. we cannot do
business.
