"We expected the first few months of 1995 to be off the pace set in 1994 due to the increase in interest rates last fall. However, we didn't anticipate the extent of the decrease," Mr. Godfrey says. V EDITORIAL It's fair game The equation really is a simple one: Dwindling provincial funding plus growing educational demands equals a fight for your tax dollars. The emerging picture in Durham, consequently, is that local school boards are waging a fiscal turf war to get more tax dollars from citizens in communities across the region. And the competition is becoming ever more tierce. The public school board this week voted to extend the contracts of assessment revisors to contact home and business owners to determine if they are directing the educational portion of their taxes to the proper board. The separate board is responding with a plan to hire two more part-time revisory to combat the public board's efforts. It all sounds unseemly, but is primarily a sign of these tough economic times. In neighboring York Region, the battle isn't nearly as ragged, nor as politi- cally charged. One revisor at the public board diene apps xdws businesses to determine their preference. There have been no recent reports of negative inter- ference and no battle lines are being drawn between the two school boards. And that is as it should be. Durham Region's school boards, rather than engage in an escalating war of words, should see this for what it is: business as usual. Each board has a right to ensure that it is getting the most support from taxpayers it possibly can Further, each board is sim- ply trying to get the best value it can. In theory, at least, that extra money will help fund needed pro- grams, build facilities and so on... Rather than bicker about this, school boards must continue moves to share m%ou rms and eliminate ser- vice duplications. That is where rt --al money will be found and put to use in both school systems. Durham is no exception. Your May 3 article regarding continued free food for trustees and staff alike speaks only to a sliver of a systemic trough mentality. Even more disturbing is the -gag order" which you so eloquently rebuked in your April 26 editorial. This motion was supported by all female trustees. So much for the agitations of decades gone by that We asked: things would be so much better if only women were to run the show. And all of this from freshly elected trustees expected to be different. Key to solving death probe lies in finding someone who saw victim: Metro police Q Police need witnesses to help determine if Ajaz Reham was murdered By LINDA WHITE STAFF REPORTER AJAX — Metro Toronto police haven't ruled out any possibilities in the death of an Ajax man whose body was found beneath the Scarbor- ough Bluffs a week -and -a - half ago. Finding someone who saw Ajaz Reham before he died is the key to determining if he was murdered, if he suffered an accidental fall or if he committed suicide, reports Metropolitan Toronto Police homicide Detective Dave Perry. Mr. Reham, 29, was last seen leaving his twin sister's apartment in Mississauga on Saturday, May 6 around 9:30 a.m. His fully -clothed body was discovered in the water the following Monday around 5 p.m. by a teenager walking along Lake Ontario at the foot of Galloway Road in Scarbor- ough. Mr. Reham, who came to Canada from Pakistan, was developmentally -handicapped and was known to take long walks along the Lakeshore, police say. His body suffered some trauma and he also drowned. "We haven't found anyone who remembers seeing him, particularly down around the lake," notes Det. Perry. "Talking to someone who saw him would help us answer questions, like what state he was in." Mr. Reham was 5' and 138 pounds. He had black, medi- um -length hair and a mous- tache. He was wearing a white, yellow and grey golf shirt with the word "AUREUS" on the sleeve, grey pants with a thin metal chain for a belt, black socks, and black, steel - toe workboots. Each person has a different set of circumstances, and i some of the factors that enter the -equation, are Life Style, General Spending Habits and Future Planning. In certain situations, a debt consolidation makes day to day living (or surviving depending how you look at it) a great deal easier to handle. The exception to this, would be to consolidate on a short amortization period, (or the time it takes to pay the debt back in full) because the interest rate should be considerably lower on a loan or mortgage than on your credit card balances. AM I ABLE TO? If there is a reasonable amount of equity in your home, the answer is YES. If you have no equity in your home and have a poor credit history, the answer is probably going to be NO, unless you have a very strong co-signer to help out in your present situation. If your credit history is poor, and your income level is below normal requirements, but there is substantial equity in your residence then the answer is YES. RATES? It appears that rates are in a relative holding pattern, with minor glitches upwards followed by downward glitches. I think this will be the general pattern over the next few months. IN CONCLUSION. In general, response to our advice has been excellent. The number of clients coming to us for consolidation loans and mortgages has risen dramatically, and we are pleased to report that we have been able to help approximately 90% of the applicants. And it is up to builders to rise up and meet the challenges ahead says the Canada Mortgage and Housing Corporation (CMHC). The '90s have already brought about many changes and the first five years have presented consumers with a great benefit — choice. According to the CMHC, the challenge for builders will be to find ways to tailor your products to specific segments of the market. Economic, social and demographic conditions are changing the housing market. These changes affect housing and settlement patterns across the country and the building industry has to be prepared to change along with the market. Large urban centres account for much of the population growth. Yet. there is a high percentage of people, between the ages of 20 and 44, who cannot afford home ownership despite current low interest rates and stabilized housing prices. That is where the building industry can play a key role, says the CMHC. The challenge for builders is to come up with innovative housing that will make it desirable for renters to make the move to home ownership. The organization says builders must continue to make efficient use of existing structures, available land and construction techniques. The CMHC adds that builders cannot achieve this on their own and municipal regulations must be more flexible to enable builders to adopt innovative ideas and practices. Another key figure for the housing industry is the increasingly large and important segment of the housing market — senior citizens. Figures show the number of house maintainers who are 75 years -of - age or older will increase by close to 46 per cent in the next 10 years, and one in five Canadians will be a senior citizen by the year 2030, according to Statistics Canada. This trend has both long- and short-term consequences and opportunities for Canada's housing market. Seniors will require a broad range of housing to reflect their widely differing circumstances and financial situations. A study by Clayton Research Associates Ltd. indicates that renters who use this plan to become homeowners will end up in a far more beneficial financial situation than those who continue to rent. At first, renters have far lower monthly costs than buyers and renters can build up their investments. But, over time, rents rise more quickly that owners' monthly costs (even with low inflation) because mortgage payments remain fairly constant. After 30 years a homeowner using $20,000 in RRSP funds to purchase a home will be at least S40,000 ahead of the renter — even if the renter has invested the full difference between his costs and the homeowner's cost in Guaranteed Investment Certificates and assuming there has been no increase in house prices. Fiction: Some consumers assume this non-profit private corporation offers blanket warranty coverage. Fact: ONHWP was established in 1976 to give comprehensive new home warranty coverage to every new home built for sale in Ontario. It is important for new home buyers to understand precisely what is covered and just as importantly, what is not covered and how long the warranty periods last. Homeowners should take the time to read through the ONHWP warranty. This valuable information is part of ONHWP's Warranty Certificate which a home buyer receives when the Certificate of Completion and Possession (CCP) is signed after the pre -delivery inspection. Fiction: Manv home buyers believe ONHWP's warranty coverage has an unlimited time period. Unfortunately, many only realize their mistake only after they lodge a complaint or claim when the warranty on the particular problem has expired. This documentation should define and date the defect and include the home's enrollment number, the complete address, the lot and plan numbers and the official request to have the builder fix the problem. Fiction: Many new home buyers believe that HUDAC still exists. Fact: The acronym HUDAC stands for the Housing and Urban Development Association of Canada, an organization founded in 1971. It administered the voluntary warranty program until 1976 when the provincial government passed the Ontario New Home Warranties Plan Act making the program mandatory. HUDAC continued until 1983 when the program took on its new name, the Ontario New Home Warranty Program. The walls of your home should reflect the moods of your rooms, providing an attractive, yet subtle backdrop. all it takes is a little imagination and planning to make the walls of your home come alive. Today, there are a number of innovative techniques which have been tried and proven. The easiest is using paint or wallpaper or a combination of both. But before you decide to paint or wallpaper, you should take a good, close look at your walls first. "There has probably never been a better time to buy a new home than right now," says Mary Lawson, a spokesperson for the Canadian Home Builders' Association. "In order to boost consumer confidence, builders are offering some great deals. Today's buyers are getting incredible value for their money." Affordability has never been lower. Low mortgage rates have reduced the cost of buying a house and enabled consumers to afford higher priced homes. Today's move -up buyers are finding that they can buy "more house for their money" than they expected. Today's Builders are offering a vast selection of new homes, specifically home tailored to move -up buyers, with all the features and builders amenities that these consumers could not afford in their are previous homes — large bedrooms with bathroomsspacwith offering whirlpool tubs, mainfloor laundry great rooms, lots and lots of windows in all sizes and shapes, bright and efficient value for kitchens, formal and informal dining eating areas, move -up greenhouse kitchens and many other features that add to buyers the quality of life through comfort, convenience and aesthetic pleasure. At the same time, builders are beginning to see a number of changes in the demands and desires of move -up buyers. Streamlined design is an important concern for today's economically - minded consumer and move -up buyers want a carefully -planned layout that maintains a feeling of openness. Energy efficiency and reducing the monthly heating bill is becoming more important and the concerns about indoor air quality and other environmental issues are becoming more common. By visiting builder sites and touring model homes, buyers can better get an idea of the home - design features they are looking for in a new home. — not only to determine what color but what texture may be best for the space. Painting is probably the easiest and quickest way to bring life to a room. You can do many creative things with paint, including glazing -- which can give you unique patterns like flecks or streaks or even a marble - like effect. This can be done by applying glaze with a sponge or brush or applying glaze and then smudging it. When planning, carefully consider the overall effect you wish to create. For instance, do you want to make a small room -- like a front hallway -- appear larger? Or do you want to visually downsize a large room to make it look cozier? Wall color plays a major part in enhancing or diminishing the size of a room. For instance, a deep, dark color can make a room seem smaller, while light, neutral tones can make a room look larger -- particularly if the accompanying woodwork is painted the same color. Also carefully consider any patterns you want to incorporate -- particularly if you plan to use wallpaper or material as wall coverings. Details and accents should also be considered at the planning stage. For instance, you may want to apply borders or stencilling around the tops of your walls, to give them some subtle distinction and set off your decorating scheme. You can use borders or stencils to highlight special areas. A popular choice with many homeowners these days, stencilling is not terribly difficult to do and there are numerous stencil patterns to choose from. consult some decorating or "how-to" books for examples and directions. You may want to practice with different color combinations on a large piece of paper first. However, if you want to go with a very ornate and special stencil pattern, it is a good idea to consult a design expert first. Everyone 3Ls thinking energy efficiency If you are like most people today, you're probably concerned with our vanishing resources and looking for ways to conserve energy. It's not just to ensure a future, but also trying to save money on your utility bills. While you may think you'd have to live in the dark and keep your thermostat set at 20 degrees Celsius to make a sizeable dint in your bills, don't despair. There are several "common sense" things you can do to cut expenses, while stili maintaining your creature comforts. There is an additional payoff as well. You'll be saving energy at the same time. To start with, take a look at your daily routines and all the things you do around the house which require the use of utilities — the washing machine, the dryer, the dishwasher, the shower, the vacuum, refrigerator, lights and so on. The list is virtually endless. WATER CONSUMPTION Your shower stall is one of the easiest places to cut down on water consumption and save money. Consider installing a low -flow nozzle on your shower head. You can also save money by installing a shower head which has its own on/off valve. That way, you can turn the flow off while you are applying soap or shampoo. Also keep in mind that taking a shower generally uses less water than a bath — depending on the duration of your showers, of course. Leaking faucets and toilets also waste a major amount of water. If you suspect you have a leak somewhere in your plumbing system, or your faucets, get it fixed otherwise your money is literally going down the drain. You can also have the temperature setting on your water heater turned down to cut down on the power it takes to heat the water in the tank. Check with your utility company for information. You may even want to insulate your water heater with a special cover. Again, consult your utility company for advice. IN THE KITCHEN Don't open the refrigerator door ends •ssly and be sure to clean the condenser coils at the back of the unit every six months. If you don't have a self -defrosting refrigerator, you should defrost it when you have a build-up of about one-quarter of an inch of frost. Also be careful to avoid cramming too many items into your refrigerator because air cannot circulate properly. Exercise similar precautions when operating your freezer. Keep your oven clean as well. It will operate more efficiently. And don't preheat it for more than 10 minutes when cooking or baking because you are just wasting power and money. If you are cooking small amounts of food, consider using your microwave or a toaster oven instead of the stove. These appliances use less power. You should also avoid using the large element on your range top if you intend to use a small saucepan. As well, try setting appliances — like your dishwasher — on low-energy settings where feasible. Avoid putting heat -producing appliances — like a stove or a dishwasher — next to a refrigerator or a freezer. The heat will cause the cooling equipment to work harder. If you have a dishwasher, make sure you have a full load before using it and try letting your dishes air dry after washing. LA UNDR Y To save money on utility costs associated with laundry, try to wash one full load at a time. But its is important to remember not to overload the machine. And always use cold water in the rinse cycle. It is also advisable to wash laundry in cold water as much as possible. The same common sense approach applies to using your clothes dryer. Don't overload it and be sure to clean out the filter trap in between loads. It is also wise to avoid overdrying loads of laundry. You are just wasting electricity and your clothes get an extra unnecessary beating. Also be sure to keep your dryer and the area around it clean and lint -free and remove and clean the exhaust hose a couple of times a year. Check the vent and damper as well. If you suspect any problems, call a qualified repair person. If you suspect that your clothes dryer is responsible for a large portion of your utility bills, consider air drying your clothes when and where it is possible. Laundry smells fresher when it has been dried outdoors. You may also want to dry small items, like socks, indoors on a folding, portable clothes rack. When your laundry is dry, you simply fold up the rack and store it out of sight. These racks can be purchased at most department and hardware stores. You can also purchase small, retractable clothes like which can be installed over your bathtub. LIGHTB ULBS You can replace existing light bulbs with more efficient ones. For instance, try using a 52 -watt bulb instead of a 60 -watt one. This will save energy and money and the difference is barely noticeable. For peak efficiency, be sure to keep your lightbulbs free of dust and dirt. And be sure to turn out the lights in rooms which are not being used. As well, try to minimize the number of lights you use in a room whenever possible. You may want to install dimmer switches so you can diminish or intensify the amount of light in a room to suit your requirements. The concept of community living is not a new idea, but the popularity it now enjoys is a relatively recent occurrence. Europe was the vanguard for the condominium revival about 200 years ago. Then, 50 years ago, Brazil passed condominium legislation. And, in 1961. the colonies got into the act with the United States adopting the concept and Canada following suit in 1966. Since then, many other countries have picked up the idea, including Cuba, Puerto Rico and Australia. Why is condominium ownership riding such a crest of popularity? Possibly because buyers see it as a combination of the best of both worlds. Many of the advantages of home ownership are still there, but without the tiresome concerns of home maintenance. Plus a lot has changed in 2,500 years. Lifestyles don't always revolve around the home. For active young couples, it gives them a freedom to travel or concentrate on a career. For empty -nesters. the time-consuming constraints of yard maintenance are eliminated. Still others find a condominium to be an affordable alternative as a first home. The word "condominium" refers to a legal form, not the actual dwelling place or, as it is commonly called, the unit. Condominiums come in many forms including detached, townhouses, apartments and duplexes. The units can be new modem high-rises, conversions from older apartment buildings, garden apartments, cluster housing or even single-family homes in a subdivision format. And the concept isn't limited to homes. It can also be applied to industrial or commercial properties. Another area of responsibility of the condominium corporation is the establishment of by-laws. All condos have them. Usually, common sense dictates what they are, but you should also review these as they could affect your enjoyment of your home. If you love cats, for example, some by-laws restrict pets. Check this out before you and your feline friends take up residence. Whatever the by-laws that are in existence, they can be changed. Each owner is entitled to vote on the issue and, if enough animal lovers are in a complex, obviously that by-law will be changed. Remember too that most by-laws are there to protect your investment.
