DURHAM — A public school trustee
wants the Province to put its monev where its
mouth is and help find studies on year-round
schooling.

Jordan, who'd like to see funding to help pay
for research, possible implementation and fol-
bw-up studies.
The Ajax trustee recently asked colleagues
to seek funding from Queen's Park. "We
have spent considerable time working on
(year-round schoohni'� .ince 1O4S.- she
noted.
But the board put her request on the beck
burner, opting instead to have a committee
study the issue first. However, that's not a red
flag for parents opposed to a modified school
calendar. trustees assure.
That's among the reasons why the board
deckled to study the issue before inmediawly
asking for funding. "I'm afraid that would stir
up communities that were strongly opposed

DURHAM — Durham Regional Police are
investigating a possible connection between three
London men and the Gagnon Sports murders,
which left a Pickering man dead
The suspects are currently in the custody of
London City Police facing charges for an armed
robbery in St Thomas on March 10, and Durham
officers are investigating their possible role in the
murders of Ken Thomas of Pickering and
Oshawa's Roger Pandy.
The suspects, referred to as the Balaclava Gang,
were arrested ager a holdup at a National Groom
in which a customer was shot in both legs. The

PICKERING — An environmental
igroup has asked a Joint Board holding
hearings into a proposed dump in north
Pickering to adjourn the proceedings
until afar the provocial election June 8.
The Joint Board (of the
Environmental Assessment Board and
Ontario Municipal Board) is to deal with
a motion Tuesday frog, Pkkering-Ajax
Citizens Together (PACT) for the
Environment who want the hearings
postponed until after the ekxdon.
The motion also calls for the hearings
into the Interim Waste Authority's
(IWA) proposed EE11 landfill in
Pickering to be suspended indefinitely if
the government is defeated.
"Ibis will be the death of the EEl l
site," says PACT chairman David
Steele, who reports both Liberal leader
Lyn McLeod and Progressive
Caoservative leader Mike Harris have
written Ichors to the group vowing to
scrap the provincial IWA and its Itodfill
selections in Pkberng, Vaughan mod

The two leaders have also met with
the mayors of the throe munictal ties

"We're no further ahead than we
were in 1990 as far as establishing a
proper, full environmental assessment
process for site selection for the Greater

takes dangerous walk
PICKERING — A "distraught"
29 -year-old woman high on drugs
tried to kill herself by walking on to
the westbound lanes of Hwy. 401
Thursday afternoon, say Durham
Regional Police.
Police say the woman was report-
ed walking along the highway at
Brock Road around 3:30 pm
She had taken a taxi to the west-
bound lanes, then got out and started
walking on to the highway ramp.
When officers located the woman,
she told them she was high on crack
cocaine and had consumed a large
amount of alcohol. The woman was
distraught because she had fought
with her parents who told her "they
wished she was dead," Detective
Sergeant Tom Cameron reports.
The woman was taken to Ajax -
Pickering General Hospital but "was
not co-operative with doctors and
nurses" who tried to treat her, DeL

The woman was not injured and
will not be charged, police say.

year at a number of schools — including
Highbush in Pickering, R.A. Hutchison and
West Lynde in Whitby, and Athabasca and
Coronation in Oshawa — failed to garner
enough support in a May, 1992 vote among
parents and staff.
But board officials believe a new proposal
may get off the ground at a new elementary
school to be built on the grounds at Anderson
Collegiate and Vocational Institute in Whitby,
scheduled to open by next fall.
It differs from previous proposals because it
will be open to interested parents in Whitby. In

other words, "attendance at the school will be
voluntary," explains superintendent Carol Yeo.
"Parents would be required to drive their chil-
dren them."
Though the plan to introduce a modified cal-
endar there "is still in its infancy stage, I'm pos-
itive it will go ahead," says Ms. Yeo. "Parents
and staff seem really interested. I don't think it
can fail when there's such an interest in iL"
And this time around, parents don't seem
afraid of the new concept. "Modified doesn't
mean a heck of a lot," explains Ms. Yeo. "It
just means not the traditional.,.
Students would still have the same number
of instnrctional days as they do now, but the
traditional two-month summer break would be
broken into dififerent components, such as two
one-month breaks or three three-week breaks.
A modified calendar allows a school to
increase student enrolment by 20 to 50 per cent
if it groups pupils into a number of "tracks";
there would always be on track on vacation.
"Most important, it could be better for stu-
dents," believes Ms. Jordan. "They could
receive a better education if they weren't away
from school for so long„ because they wouldn't
spend so much time "catching up" after a two-
month summer absence.

Detective reprimanded
PICKERING — A
Durham Regional Police
officer found guilty of mis-
conduct in February was
given a letter of reprimand
Thursday by a three-mem-
ber civilian board of
inquiry -
Detective Randy Wiles,
46, an officer with the
Major Crime Unit, "made
an unlawful arrest, without
good and sufficient cause,,.
in a case involving a
Pickering woman, the board
ruled earlier this year.
The board also dismissed
an allegation of discred-
itable conduct against Det.
Wiles, a 19 -year veteran of
Durham police, in connec-
tion with the same incident.
The Pickering woman
was arrested and charged
with theft over $1,000 on
Nov. 28, 1991. The charges
against her, relating to items
she had in her possession
belonging to her estranged
husband, were dismissed in
December of 1991. She
subsequently filed a com-
plaint against Det. Wiles,
the arresting officer.
'The officer had a duty to
make a reasonable investi-
gation to determine whether
or not there were reasonable
and probable grounds that
an offence of theft had been
committed," the board
ruled.

Durham Region health-care community's surpris-
ing move to wade headlong into the provincial elec-
tion this week should provide some interesting debate
in the coming weeks.
The Hospital Council of Durham Region, a collec-
tion of health-care professionals from the area's
seven hospitals, plans to make health-care funding an
election issue for all of the Durham candidates. The
hospital council's decision to formally force the
health-care issue to the fore during the election cam-
paign is a clear indication the profession is extremely
concerned about the direction of health-care funding
and services in Durham.
Consider the hospital council's figures: almost
one-third of people seeking hospital care in Durham
a end up outside the region; per capita funding in
Durham is 40 per cent less than the provincial aver-
age and funding limits are forcing bed closures and
service cuts.
Durham Region is a growing collection of munici-
palities. Its place on health pre charts and priority
lists at Queen's Park must reflect that trend. This
move by the hospital council reflects a growing cyni-
cism among both medical professionals and the gen-
eral populace that governments are sacrificing health
care services to meet growing demands elsewhere.
The hospital council deserves your support in its
bid to make the candidates accountable for medical
services and facilities in Durham Region. Though the
voice of the hospital council speaks primarily for the
health-care profession, it inadvertently speaks for
people just like you who one day will require medical
pre.

AJAX-PICKERING — Ajax -
Pickering General Hospital has received a
much-needed financial shot in the arm
from the provincial government.
Hospital president Bruce Cliff says the
institution has received a $2 -million rash
advance from the Ministry of Health to
be used to pay off its operating debL
The advance is expected to save the
hospital around W,000 in interest this
year.
The Province also came through with
$2.4 million to fund the hospital's mental
health program, part of the institution's
recent expansion project, Mr. Cliff con-
fums.
He adds negotiations are continuing
with the Province "to see if there are
ways (the government) can assist us" in
paying off the hospital's capital debt
resulting frau the expansion.
"Ibe ministry will also be helping the
hospital offset the overrun costs they
experienced in building of the tower,"
Durham West MPP Jin Wiseman says.
Mr. Wiseman confumed the provincial
government hopes to provide assistance
to address the hospital's long-term plans.

around the hospital," he says.
Earlier this year, the hospital
announced bed closures and layoffs to
offset a projected $800,000 operating
deficit. At the same time, it launched the
MASH (Making All Savings Happen)
program, to encourage hospital staff to
come up with cost-cutting ideas to help
save the jobs.
As a result, the layoffs have been
delayed until at least November.
However, the hospital closed 16 beds on
May 1.

Hospital doubles parking fee
AJAX-PICKERING — Ajax -Pickering General
Hospital has decided to boost parking rates 100 per
cent lo help offset its operating costs.
Starting Monday, patients and visitors using the
perking lots at the hospital will pay $4 to exit the park-
ing lots. That's up from the $2 the hospital started
charging last October.
Because of rising operating costs resulting from
increased demand for services, the hospital is being
forced to explore "every possible source of revenue,"
says Garth Johns, APGH vice-president of human
resources and hospital services.
Revenue generated from the increase will also be
used to offset the costs to maintain and operate the
parking lots, estimated to be around $10,000 per year.
The hospital spent $50,000 last year to install the auto-
matic gates needed to implement the parking charge.
Annual revenue from the lots is expected to be
mane than $200,000.

Frenchman's Bay battle continues

PICKERING — The Metro and Toronto
Region Conservation Authority upheld its ban on -
launching personal watercraft from its property
around Frenchman's Bay last week, but the battle
of the bay is far from over.
Andy Wickens, the MTRCA's manager of
conservation areas, says while the board rescind-
ed a similar ban for other authority property along
the lakeshone from Ajax to Mississauga to accom-
modate personal watercraft users, it stands by its
prohibition on authority land around Frenchman's
Bay.
"What the board approved was a revised reso-
lution. It specifies a prohibition of personal water-
craft from authority land adjacent to Frenchman's
Bay. That's a change from a prohibition on all
authority land," he says.
The authority agrees with concerns expressed
by the Town of Pickering as well as residents liv-
ing in the Frenchman's Bay area. They cite safety
and environmental concerns associated with per-
sonal watercraft — also known by their brand
name of Jet Skis and Seadoos — on the bay.
At the same time, the MTRCA recognizes the
frustration experienced by personal watercraft
users who want to have unlimited access to the
bay.

left turn ban
PICKERING — Town council made
a U-turn last Monday on its April 18
decision to impose a left -turn prohibi-
tion on westbound commuter traffic at
the intersection of Bayly Street and
West Shore Boulevard.
The reversal was the result of a pub-
lic backlash against council's decision
to request that Durham Region Mi4me
left -tum probi itm on Bayly, consid-
ered a Regional road, from 7 to 9:30
am. Monday though Friday.
Councillors said they had received
calls from concerned residents com-
plaining they'd be blocked from access-
ing their neighbahoocis if the left -tun
prohibition was imposed. The initial
docision was made to address concerns
expressed by West Shore residents
about westbound commuter traffic

Mr. Wickens believes the resolution passed by
the MTRCA on April 28 provides a compromise
for personal watercraft users and residents.
The authority also recognizes the problem of

ty land, it doesn't mean there won't be personal
watercraft on the bay. (The prohibition) just
makes it less convenient," he adds.
The issues of safety, speed -limit enforcement
and environmental damage to the marsh and
wildlife from personal watercraft on the bay
remain unresolved.
Despite having no authority to monitor or regu-
late the use of personal watercraft on the bay, Mr.
Wickens says the MTRCA will take a lead role in
trying to mediate outstanding concerns.
"Our board has asked staff to take a lead role in
co-ordinating the discussion. As a significant land
owner, we can't walk away from the problem."
The MTRCA will bring together representa-
tives of the Town, Durham Regional Police, resi-
dents and personal watercraft users and manufac-

DURHAM — The region's hospital
council, like the politicians, is taking its
cause to the people in the upcoming
provincial election.
The Hospital Council of Durham
Region (HCDR) is hitting the streets
with the "Let's be Fair Campaign".
This community awareness program is
aimed at informing area residents
regarding the future of health care in
Durham.
Area hospitals are hosting candidate
debates and forums to better educate
the public. The council has not deter-
mined locations or times for the events.

education," says council director Jim
Armstrong. "We have also been meet-
ing with the candidates."
Many families are not aware of the
particular circumstances surrounding
local health care, says Mr. Armstrong.
Most people tend to worry about health
care issues only when they need it, he
adds.
The council is made up of all seven
hospitals in Durham Region and its
membership includes hospital adminis-
trators, chiefs of staff and chief execu-
tive officers.
Oshawa General Hospital adminis-

going on and health care is a major
issue," Mr. Home says. "All candidates
have talked about protecting health
care, but there is a need in Durham to
meet the population growth."
Here are some of the key messages
for the public from the council:
• almost one third of people requiring
hospital care end up outside the region;
• per person hospital funding in
Durham is 40 per cent less than the
provincial average, and 60 per cent less
than Metro Toronto;
• funding limits are forcing bed clo-
sures and service cuts resulting in over-
crowding, increased delays and possi-
ble cancellations of treatment.

DURHAM — The grass is greener
on the other side, say some Region resi-
dents whose lawn clippings are no
longer picked up while yard scraps are
still collected in neighboring communi-
ties.
In November, 1993 the Region asked
municipalities to stop collecting grass
and leaf clippings in 1994 to reduce the
odor at the Ontario Disposal central
composting facility on Garrard Road
North in Whitby.

Pickering shut out West Hill 2-0
in the consolation final on goals by
Daniel Thrift and Richard Schofield
and assists to Ryan Beck and Joseph

In semi-final action, Pickering
stopped Cedar Hill 11-0. Scoring
were Beck and Kyle Wetering with
two each, Assenza, Ryan Carey,
Ryan Eckmeier, Francis Masse,
Andrew Paradis, Matthew Perrault
and Schofield with singles. Assists
