But that move will place education in the hands of "faceless ministerial bureaucrats,- Mr. Fairburn told col- leagues. Despite it rare illness that almost killed her and has left her face paralyzed, making it impossible for her to smile, the seven-year-old has a sunny per- sonality that includes a wonder- ful sense of humor. Those attributes make her a fittin- selection as the Pickerinv Rotary Club's Easter Seal Society Tammy. She'll be the -uest of honor at Easter Seals events like Thursday's Business Leaders Luncheon for Easter Seats. Julie has a rare disease that doctors haven*[ even yet given a name to. It attacks the nerves, leading to paralysis. It once put her on life support. Julie's illness began in her right arm when she was I I months old. Since then she has been in and out of hospitals incitiding the Hospital for Sick Children. This week, the rhetoric from DNA has grown in direct proportion to the news the Pickering Nuclear Generating Station would fire up reactors idled since the large spill late last year in Unit 2 at the plant. DNA suovests the Atomic Energy Control CC 4:1 Board (AECB) has ignored safety concerns and the risks associated with restarting the idle reac- tors. In its tradition of anti-nuclear zeal, DNA itself has ignored the clear and cogent steps taken by Ontario flydro (which operates the plant) to improve the system. Ilavina said all that, however, the bureaucrats at AECB and the decision -makers at the Pickerin g Nuclear Generating Station must, as part of their obligation to provide a safe source of electrical power, continue to inform and work with both the public and the groups who represent them. That, in the past. has not been as important as it should be. The fact remains the public DNA allegedly represents is not at all served by glib and self- serving attacks -- which are often unsubstantiated -- on the agencies which provide and regulate nuclear power. DNA must realize nuclear power is here to stay. The people who live and work in and around Ajax and Pickering would be much better off if DNA became more of a watchdog and less of an attack dog. In''quest" wraps . up PICKERING — A coroner's inquest looking into the death of a hydro worker has suggested the Pickering man's fate be used to warn others of dangers they face. That's among the recommendations put forward by a five -person jury following a 13 -day inquest into the death of Thomas Vanderstarren. The 31 -year-old father of three was killed shortly after midnight on Oct. 16, 1992, while working with a Toronto Hydro crew at an underground transformer vault at Main and Danforth Streets. According to the jUTV*s report. MT. Vanderstarren had been instructed to per- form a routine switching operation involv- ing the grounding of a de -energized feeder. He accidentally went to an energized isn'' Hy''' dro''! w' o r k � r'9 s d e at h transformer and turned the primary switch to the ground position, thereby grounding an energized feeder cable. The transformer exploded, releasing burning oil and vapors into the vault. Mr. Vanderstarren suffered first- and second- degree burns to 90 per cent of his body and was killed instantly. Toronto HydTO was fined $200,000 for a violation of the Occupational Health and Safety Act after pleading guilty to a charge of failing to maintain equipment in good condition. An investigation had revealed that the transformer, which was about 30 years old, had not been properly main- tained. Other recommendations from the inquest. which Wrapped up in Toronto last Friday, include: 9 There should be at least one manage- ment person on duty at all times. When the accident occurred, one supervisor who worked during the day five days a week was responsible for 24 overhead trouble crews working 24 hours a day, seven days a week. - Rules should be enforced through ran- dom checks. Each crew member should also be checked several times a vear. All work orders and instructions should be given by supervisory staff only. All transformer switching work orders and instructions from control room should be repeated back or positively responded to by the receiving crews in the field before work is done. - Safety must be the first consideration in the design of equipment and work place. For example, when any switching opera- tion is to be made in a confined space — such as an underground vault — there should be some way of operating the switches from a remote location outside the vault. - The accident should be used as a case study in Toronto Hydro's training program. The report suggests making a video show- ing the destruction of a transformer if pos- sible. But it wasn't as easy as it sounds. Thouoh the ei-ht-mem- ber improvisational team did indeed have only 15 seconds to brainstorm before launchino into improv routines, the road to the nationals took months of prepara- tion. That's because team members Tanya Kerr, Julie Dumais, Riaz Ebrahim, Sean Ilakim, Matt Blundell, Chris Bockhop, Arthur Chen and Brian Marsell take their funny business seriously. But just what is improv? "It's mostly funny," says drama teacher and improv coach Marguerite Jack- Vermey. -1 used to answer, 'It's the- atre off the top of your head.' But it's so much more than that. You have to work very hard to make it seem simple." What kind of work" -The big part of training is not training. but getting to know one another." she explains. "You have to understand how each person works." That's bccause a team has just a few seconds to put together a skit. What constitutes good after sales service? During the Ontario New Home Warranty Program's (ONHWP) selection of the 1994 Emest Assaly Award winner several examples of superior after sales service emerged. One builder. for example. provides a complete information package to home buyers outlining emergency repair procedures. a homeowner's manual and how to maintain the home to ensure ONHWP's new home warranty coverage. Another builder prides himself on promoting maximum homeowner involvement. Clients are escorted through the home at key stages of construction and introduced to the builder's service personnel prior to completion of the home sale. To ensure ongoing. open communication between builder and homeowner there is a 24-hour service hotline. New home buyers should compare the after sales service program available from builders such as follow-up inspections and five-year guarantees on materials and workmanship. Some builders who want to back up their above average building standards. market appealing after sales service packages. New home buyers can easily recognize builders who pride themselves on outstanding after sales service. Builders proudly display the gold foil Seal of Excellence in their showrooms and in their brochures. This ONHWP designation reflects the builder's after sales service record but is not a judgment on design. construction. workmanship or quality of materials. ONHWP Service Excellence Award recipients (nominees for the Ernest Assaly Award) should also be noted by consumers seeking builders with a proven history of consistent customer satisfaction. Home buyers who want to determine a builder's quality of after sales service need to do their own homework. Consult homeowners in the subdivision where you want to live about the builder's response to inquiries am: complaints. Is a legitimate complaint treated promptly and courteously? How quickly is incomplete work finished? Before home buyers enter into a business relationship with a builder, they should be aware of how previous home buyers were treated before and after the Agreement of Purchase of Sale is signed. To assist home buyers in their quest to find a reputable builder, ONHWP publishes the Home Buyer's Guide to After Sales Service. This comprehensive booklet is updated annually, rating several thousand registered builders' after sales service. Home ownership good investment "Home ownership will continue to be a good investment, even in a low -inflation world," says a study comparing the investments of homeowners and renters in 11 cities across Canada. Few investments can match the returns on a new house purchase. While the homebuyers's initial investment mar represent only five or 10 per cent of the total purchase price of a new home, appreciation accumulates on 100 per cent of the value of the home. If the homeowner sells the house, no tax is paid on the earnings for the investment — as capital gain on a personal residence is tax free. Even if prices do not rise, a home offers owners greater net worth The study indicates that if house prices increase in line with the two -per -cent general inflation rate, homeowners will have a $50,00 greater net worth after 20 years than renters investing in GICs or in the stock market. and a $167,000 greater net worth after 30 years. Even if house prices do not rise at all. the owner's net worth is still $75.000 greater than the renters after 30 years. Once the mortgage is paid off after 25 years, homeowners' shelter costs fall to less than one- third of renters' shelter costs. Homeowners can then reinvest the difference for even greater financial gain. A cross -Canada survey of residential appraisal specialists who are members of the Appraisal Institute of Canada showed that several features were most likely to add to a home's value: • Master bedroom and ensuite bath combination. • Separate living room and dining rooms. • Family rooms. • Garage. These features, appraisers say, can improve chances of resale at a good value in the future. "Choose a house in a location close to amenities, constructed with quality materials and with adequate space for future additions and improvements," says a Halifax appraiser. "Go for quality," adds an appraiser from Ottawa. "Look at subdivisions built by a variety of builders and shop around. What does the strectscape look like`' How arc the rooms laid out? Arc they of adequate size and attractive?" Appraisers were also asked if they thought first-time buyers should consider the size of a house over the presence of luxury features, given an equal selling price. The answer, they agreed, was to choose the largest house for the money and then add the luxury features as needed. For buyers able to afford luxury features, appraisers recommended looking for mainfloor laundry rooms, two -car garages and energy-saving features such as high -efficiency furnaces. Professional real estate appraisers routinely provide value estimates to banks, trust companies and mortgage brokers as well as private firms and individual property owners. The Appraisal Institute of Canada awards "AACI" and "CRA" designations to those appraisers who have met stringent requirements for education and experience.
