But, Mayor Wayne Anburs said fol-
lowing the meeting that the motion, if
approved, would affect less than one-
third of municipal taxpayers.
"The majority of our taxpayer pay
their taxes at the same time as their
mortgage," he said.
Mr. Arthurs said the motion does not
reflect a problem in the Town with
unpaid taxes.
"'Ilse percentage of unpaid taxes with
respect to our total assessment has
remained stable," he said.

Life-saving teen took
CPR course just in time

outside his firm March 27.
"1 knew the course would be helpful
but I didn't think I would have to use: it
right away," says Mr. Ratter, an Ajax
reside ret who studied CPR because of a
fife -hong drum to become a firefighter.
The man he saved, 75 -year-old Ralph
Chappell of Ajax, was taking his dog on
its daily walk behind DDI Croup Inc.

spotted him from the lunchroom win-
dow. "When I went down to see him, he
was unconscious but still breathing."
Mr. Roher, with the assistance of co-
workers Chris Karakousis and Gus
Mantelos, tried to help Mr. Chappell
until police and ambulance crews
arrived by lifting the victim's head so he
wouldn't swallow his tongue and using
a jacket to elevate his feet. Though he
didn't actually perform CPR on the
stricken man, the St. John Ambulance
course taught him how to provide aid.
Hilda Chappell believes that, if it
wasn't for Mr. Robees efforts, her hus-
band would have died. She's grateful
for Mr. Robees quick thinking and for
the efforts of police.
"I'm so thankful that someone was
there b help.

Catholic school board defends trip to Israel

The price tag of a
recent pilgrimage
to Israel totalled
$6,800, but the
trip was of "con-
siderable value" to
students and won't
be an additional
cost to separate
school supporters.
So says
Durham Region
Roman Catholic
Separate School
Board director -
designate Grant
Andrews.
"The trip was
of considerable
value, particularly
to a (school board)
whose prime rea-
son for existence
... is to promote
the spiritual values
and spiritual
growth of its stu-
dents," he notes.
Thirty-three
teachers, princi-
pals, consultants
and supervisory
officers took part
in the March 14 to
23 pilgrimage.
"Though just six of
those days were
regular employee
holidays (March
break plus a week-
end), participants
were responsible
for the cost of any
supply teachers —

an option to a spe-
cial religion
course for leader-
ship positions. It
was open to all
board staff on the
condition that
those who needed
the course to meet
board criteria for
leadership posi-
tions would be
given fust consid-
eration. All appli-
cants were accept-
ed.
"The partici-
pants not only
grew in their
knowledge of the
Holy Land, its
geographical, his-
torical, cultural
and its biblical
background, but
more importantly,
the experience
helped them grow
in their relation-
ship to Jesus," Joe
Pezzarello, con-
sultant for reli-
gious education,
reported to the
board. "Because
of this, the partici-
pants will bring a
richer teaching to
the students (and)
staff we
encounter."
Sixteen of the
participants paid a
reduce rate o
$1,236 thanks to a
subsidy by Royal
Jordanian
Airlines. (Mr.
Andrews initially
believed the trip
was subsidized by
the Israeli govern-
ment.) The stan-
dard charge was
$2,321.
The board's
cost of S6,8Q0 was
covered by profes-
sional develop-
ment funds which
would normally
be used fir atten-
dance at confer-
ences and work-
shops. The "bulk"
of that price tag

Pickering Town staff rapped for inaction
on West Shore Boulevard traffic woes

PICKERING - Ward 1 regional
councillor Maurice Brenner lashed
out at Town staff during Monday
night's council meeting for failing to
bring forward a report on traffic prob-
lems in the West Shore community.
Mr. Brenner said he received a let-
ter from an 'rate ratepayer accusing
him of breaking a campaign promise
made during last year's municipal
election to do something about the
problem.
Staff were directed months ago to
report back to council on the issue,
but nothing has been produced, the
angry councillor said, directing his
comments to Town manager Timothy
Sheffield, the Town's top administra-
tor.
"This is the perception of the public
when there's a lack of action," said
Mr. Brenner while waving a copy of
the citizen's letter.
"Who ig blamed for r

asked.
Mr. Sheffield
defended Town staff
saying they had
"reported to council or
members of council
independently".
But Mr. Brenner
demanded the report.
which was requested by a resolution
of council back in January, be pre-
sented to council at its next meeting.
Following the meeting, Mr.
Brenner confirmed the letter was in
reference to traffic problems caused
by westbound commuters detouring
from Bayly Street onto West Shore
Boulevard and Oklahoma Drive to
access Whites Road.
Residents are demanding changes
to the crosswalk on Oklahoma where
a Pickering woman was struck a few
months ago.

Traffic causing major woes
for West Shore residents

Commuter traffic is causing
havoc for residents living
near the intersection of Eyer
and Oklahoma Drives, and a
solution doesn't appear near.
Westbound motorists on
Bayly Street are using West
Shore Boulevard and
Oklahoma to access Whites
Road, causing safety con-
cerns for both residents and
students using the crosswalk
on Oklahoma.
On one occasion, a
Pickering woman was hit by
a car while in the middle of
the crosswalk.
Residents say motorists
aren't stopping for pedestri-
ans using the crosswalk,
which has an overhead
flashing amber light that can
be activated before crossing.
They want the crosswalk
replaced with a flashing
overhead red fight and stop
signs installed on Oklahoma,
just south of Fairport Beach
Public School.

about the intersection, which

ing guard there. But he real-
ly has to be on his toes. He's
observed people who have
driven through the intersec-
tion while people are cross-
ing," Mr. Midwood adds.
He believes the large vol-
ume of westbound com-
muter traffic using
Oklahoma to access Whites
Road is the root of the pro&
Ion.
"If they're local
(motorists) they know about
the crosswalk, but if they're
Just driving through they
may not be aware of it."
But the Town won't
remove the crosswalk and
replace it with an overhead
flashing red light without
consulting rc%klertts and the
public school board first,
says Stephen Brake, traffic
and waste -management co-
ordinator for the Town.
"The crosswalk was
installed five years ago at the
request of the school and the
community. We cannot
remove the crosswalk. It's
unfortunate someone was
hit, but the location of the
crosswalk isn't any more
dangerous than at any other
location in the Town."
Four-way stop signs at the
intersection "aren't the way
to ge' because of the vol-
ume of traffic travelling
along Oklahoma, says Mr.
Brake.
Another option is for the
Town to install a no -left -tum
sign at West Shore
Boulevard and Bayly Street
to block commuter traffic.
But that would be an incon-
venience for local traffic,
says Mr. Brake.
"We can't preclude the
entry of commuter traffic
into the subdivision without
restricting all traffic," he
says.
The solution may lie in
improving street markings in
and around the crosswalk, as
well as conducting a public
education blitz to teach peo-
ple bow to use the crosswalk

Pickering expected to start
next year.

New direction
A floundering local sports institution appears to
have a new lease on life.
The Metro Junior 'A' Hockey League Pickering
Panthers, which has gone from the peaks to the valleys
since it was established in the early '70s, appears to be
headed track to respectability and that curt be nothing
but good news for local hockey enthusiasts. The mori-
bund junior franchise was rescued several weeks ago
alter local businessman Michael Boyer bought the
tem.
Make no doubt about it, the Panthers have fallen on
hard times through the late '80s and early '90k — fin-
ishing last in the league's Bauer Division this past sea-
son. New ownership, a new direction, is the right way
to go in reviving the once -proud club.
Junior hockey has acted as a focal point for the
community in the past, as witnessed by the throngs of
Panthers faithful who piled into Don Beer Arena in the
early days of the franchise.
Moreover, the club has provided the coaununity's
up-and-coming hockey stars with a worthy goal to
shot for as they progr+e m through their careers. The
club has served exd as a futile training ground for players
who now enjoy National hockey League success.
Both New York Rangers goalten dLr Glerin Ilealy and
Calgary Flames forward Joe Nieuwendyk toiled for
the Panthers as teenagers. Big -name coaches and man-
agers' paths to the N111- also came through the
Panthers organization, including current St. Louis
Blues head coach Mike Keenan and Quebec
Noniiyues executive Sherwood 'Sherry' Bassin
We wish Mr. Boyer good luck in what will be a big
job of turning the club beck into one which can pro-
vide high-level hockey for yang people and become
once again a sourcx of pride for the coxnmtatity.

Let's examine Ontario NDP honestly

The purpose of this letter is to honestly
examine almost five years of provincial NDP
government and, in so doing. I must refer to
Durham West MPP Jim Wiseman who repre-
sents us. We pay him more than S54.000
annually for a six-month, part-time job.
Why is Mr. Wiseman suddenly interested
in local politics:'

Driver loses control
after heart attack
PICKERING — A 65 -
year -old Pickering man
remains in serious condition
after suffering a heart attack
and losing control of his car
here Sunday.
The man was driving a
1980 Cadillac on Major
Oaks Road near the intersec-
tion of Pepperwood Gate
around 2:30 p.m. when his
car left the road and struck a
hydro transformer box on the
south side of Major Oaks,
police report. Durham
Regional Police say he suf-
fered a heart attack immedi-
ately before the accident
occurred. He was taken to
Ajax -Pickering General
Hospital, where he was list-
ed in serious condition. The
transformer box was
knocked off its mounting,
resulting in a five-hour loss
of power in that area.
Police don't expect to lay
any charges.

Sports celebrate Grand Openings
It was two grand openings in one as Once Upon a Child and Play It
Again Sports joined forces for a huge celebration Saturday, Manch 25.
The Baywood Plaza businesses had prizes, refreshments and
draws for the visitors.
Once Upon a Child presented Anna McInnes of Ajax with the
Grand Prize of a Step 2 Wagon for Two. There were also hourly draws
for Lion King videos, passes to the Ontario Science Centre and much
more. The turnout was fantastic and business was booming as it
always is at the two stones.
On hand for both official ribbon cutting was Mayor Jim Witty. In
the top photo the Mayor is helped by Janet Smith and Lisa Crowley of
Once Upon A Child and below at Play It Again Sports Is Manager Dan

the end and order is restored.
All the actors are doing a superb job
with this production. It's a pleasure to
see Ilerongate owners Ann Ward and
Steve Graham on stage themselves.
The set uses an interesting design
reminiscent of a country log cabin. As
always, the costumes are beautiful and
the lighting and sound are good.

Pickering's Kevin Sally, 21, broke a record and
earned a bronze medal while competing in archery at
the recent Pan American Games in Argentina. Now.
the university student has set his sights on competing
for Canada at the 1996 Summer Olympic Games in
Atlanta. He'll also take part in the world champi-
onships in Indonesia in August.

PICKERING — A Pickering
archer was on target to win a medal
and turn in a record-breaking per-
formance at the recent Pan
American (carnes in Mar Del Plata,
Argentina.
In only his third year of archery
competition. Kevin Sally. 21,
helped the Canadian men's archery
squad to a bronze medal in the team
round at the Pan Am Garncs.
Sally also set a new mark in the
elimination round of the learn com-
petition which pits archers from dif-
ferent countries against each other.
In that round, Sally scored 163 out
of a possible 180 points to set the
new Games record.
That score also secured his place
on the Canadian men's archery team
which may compete for the country
at the 1996 Summer Olympic
Games in Atlanta. Ile's the only
archer to qualify for the Canadian
men's team so far.
Sally's ecstatic with his perfor-
mance at the Pan Am Games.
"Yes. I'm very pleased with my
results. Not just with the results, but
also with the way I felt throughout
the competition. I was pleased with
the way I shot."
In the individual competition,
Sally finished fifth overall in a
world-class field of archers.
The electrical engineering stu-
dent at Ryerson Polytechnical
University will now focus his atten-
tion on the World Archery
Championships in Indonesia in
early Aueust.
The Canadian team, as a whole,
must finish in the top eight to
advance to the Olympics.

Individually, Sally must place in the
top 43 in the world to go to Atlanta.
However. he's confident he and
the Canadian team will qualify for
the Olympics.
"I think we've got a very good
chance. We're very positive we can
do that."
Sally notes the key to his
Olympic aspirations is further train-
ing and to continue to have fun in
the sport.
"Basically, you have to stay calm
and enjoy yourself. Everything
becomes simple after that. You have
to be confident in yourself."
Sally continues to train under
coach Bill MacDonald at Hallam Is
Shooting Complex in Richmond
Hill where he started in archery
three years ago.
Oldtimers face off
in weekend tourney
DURHAM — One of the area's
largest oldtimers hockey tourna-
ments is coming to Durham this
week.
The 1995 (tech Senior's Cup
opens at the Pickering Recreation
Complex Friday, April 7 and will
continue until late Sunday afternoon.
Saturday games will be split between
the complex and Iroquois Park
Arena in Whitby. All Sunday games,
including the finals of all divisions,
will be played at Iroquois Park.
'The tournament features 33 teams
involving players over the age of 40,
including one division made up of
players 55 to 60.
Squads are travelling from
throughout the province to compete
in this year's tournament.
The championship finals in each
division will commence Sunday at
12:30 p.m. with the last title match
slated for 4:30 p.m.

home warranty
New homeowners in Ontario could save
themselves a lot of grief if they took the time to
carefully read and fully understand their new home
warranty.

wasn't aware there was a time limit on making a
claim," are comments we often hear at the Ontario
New Home Warranty Program. Like any warranty.
there can be different interpretations of the same
paragraph. It is extremely helpful to study the
warranty that usually arrives in the homeowner's
hands after ONHWP's receipt of the Certificate of
Completion and Possession.
Consumers often put all the onus on ONHWP to
educate them when in fact they can gain the
knowledge and prevent future disappointments for
themselves.
By taking the time to find out what parts of their
home are covered by warranty and the length of time
for that coverage, homeowners are able to be more
proactive in the complete maintenance of their new
home. An active involvement in the warranty means
long term happiness. Small problems can be
corrected before they become larger annoyances.
Serious building defects can be recognized and
rectified.
While ONHWP was established in 1976 as a
consumer protection watch dog, it attempts to
balance the homeowner's rights with the builder's
needs. ONHWP is not able to help homeowners
who file a claim after the warranty coverage has
expired. There is no such thing as a retroactive
claim. Homeowners who wait until after the
warranty has ended before filing their problem will
find their coverage has expired.
New homeowners should acquaint themselves
with the facts concerning the various features being
covered for the varying time periods. A homeowner
with a complaint should notify the builder first in
writing and send a copy to ONHWP, being mindful
of the warranty time frame.
If your new home was enrolled before December
31, 1990, and you encounter a `major structural
defect', your home is covered for five years. If your
home is enrolled after that date, there is a seven
year warranty against major structural defects.
Understanding where protection on new homes
starts and stops begins with an educated consumer.
To help homebuyers decipher all the vital facts in
their warranty, a brochure, What Every New Home
Buyer Should Know, is available free upon request
by calling toll free at 1400-668-7504.

contact will be. Your builder may have a

If desired, your builder can provide you with
information about financing your new home. Some
builders arrange mortgages in order to facilitate the
sale and make the purchasing process as easy as
possible. Others can make suitable recommendations

Your builder may also be able to give you useful
advice if you have to sell your existing home in order

Before work can begin, your builder will need a

features, options and changes. This requires you to
consider your needs and wants carefully in light of the
features and options offered by the builder. Most

have full inventory of optional items such as upgraded

use of resources and benefit the environment.
Don't hesitate to discuss your concerns and
questions with your builder who will be able to assist
you in making the right decisions for your home. Your
builder will keep a record on file of all the selections
you make. Nothing is left to chance!
During construction of your home, you may be
asked to make a few additional decisions, such as
placement of electrical outlets. Be sure to give each
matter adequate consideration, but don't delay
unnecessarily or the schedule for the entire project
may be affected.
Try to stick to choices you made in the beginning.
In many cases, the materials you select are ordered
immediately to ensure delivery on time. Before
requesting changes during construction, discuss the
implications with your builder. Are your new choices
readily available? How much time will you lose? How
does the change affect the scheduling of subtrades?
Your move -in date? And, finally, what is the cost of
the suggested change? If the change is important to

arrange to make the change. Changes can often be
accommodated, since your builder wants you to feel
happy with your new home and satisfied with the
service you receive.
As construction heads into the final stages, it is
important to maintain close contact with your builder
until final closing.
