A beer bottle found Friday by police divers is "an addi- tional piece to the puzzle" in the disappearance and proba- ble fate of the teens. "I believe the beer bottle found probably came from the boys," reports Durham Regional Police Detective Sergeant Tom Cameron. The full bottle was found by divers near one of two channel markers at the mouth of Frenchman's Bay, where it's believed the teens tool[ a 14 -foot imitation Boston ,'Whaler boat and water bicycle for a joy ride on Mandl 17. As the final round of budget talks drew to a close late Monday night, Durham Board Oshawa will be closed in at a cost of $750.000. while those at Woodlands Centennial in Pickering will be closed in at a cost of 5500,000. - $1 million of last year's operating budget surplus has been earmarked for school ren- ovations. That issue sparked much s Ruth Ann Schedlich of Education trustees approved a draft budget of $366 million which would pass on an average hike of 0.63 per cent on the education portion of proper- ty tax bills — or about $8. If it's rubber-stamped as expected at the board's next regular meeting April 10, Oshawa residents will see their taxes decrease by 0.57 per cent, while those in Brock will be hit with the highest increase of 2.84 per cent. Ajacians will see a hike of 1.95 per cent, while those in Pickering will see an increase of 1.51 per cent. Whitby resi- dents will see a hike of 0.09 per Cent - (The tax hikes vary because the mill rate, which is based on property assessment, varies widely throughout the region.) Because the tank contained an incorrect mixture of gasoline and oil, the motor wouldn't start, accord- ing to Det. Sgt. Cameron. • A lady's bicycle was thrown into the water from that dock, where another boat owner reported the theft of a 12 -pack of beer from his boat the night the teens disap- peared. It contained about six full bottles of Carling Ice beer — the brand discovered by divers. -It was a relatively fresh bottle," reports Det. Sgt. Cameron. That's the consensus among medical patients who'll have to make do with- out their doctors' care for three days in April (April 6, 7 and 17) and one day in J May (May 23) because of Social . Contract cuts. ..; Emergency medical care will be ' available at Ajax and Pickering General Hospital, which will have extra staff on Hugh hand to handle the additional patients Morton expected on those days, according to hospital president Bruce Cliff. I Ajax residents are equally angered by the Social Contract's impact on the level of medical care they receive. "I don't think much of it (doctors' Rae days). If somebody gets hurt and needs a doctor, they can't get in (to see y` their doctor)," says Denver Hamilton. "It's disgusting," says Hugh Morton. "I don't like Rae days. It's a danger to _ the public. I blame the provincial gov- ernment. They're trying to cut back on everything." Whitby resident Catherine Bremner, Arlene the mother of a disabled child, says McNeil she's concerned with the future of the health-care system in general, which she says is being eroded by government cutbacks. "I'm not so concerned at this moment as I am with the future,- she says. She accuses Mr. Rae of making cuts to health care, while increasing spending for new roads, better train ser- vice and a new court house in Durham Region. (rood news Public school supporters in Ajax and Pickering can breathe a little easier this week with news that their school board has pared the final draft budget increase down to an average of 0.63 per cent. That nearly completes the trio of elements that make up your tax bill every year. Durham Region Teported last week it is closing in on a zero increase and the Towns of Ajax and Pickering have struck budgets which also hit that target Bearing in mind that property tax assessment formu- las vary widely throughout Durham, you may indeed fare a slight increase this year in the education portion of your property tax bill. In Ajax, for instance, taxpayer will pay 1.95 per cent more and in Pickering, they'll pay 1.51 per cent more. ('Those in Brock will be hit with the highest increase of 2.84 per cent) An increase as small as the one the public board has come up sounds good because we've come to expect higher incnases from our governments. But we're not sure there should have been an increase at all. The taxpayer has been crying foul in recent years about board expenditures at the administrative level, most notably the grandiose education headquarter on Taunton Road. Iia% the board redly done all it could to keep expenses under control? Could more have been trimmed from an overstuffed bureaucracy'.' We suspect so. And once the Province sets a new budget, one which will surely contain deep cuts in trans- fer payments to the municipalities, there are bound to be changes to the board's plans. In preparation for those cuts we think the board should start right now with a review of every deport- ment at the administrative level -- because when it comes time to cut, the axe should be sharpened on the flax of the adminiwation. It's a national disgrace that the federal govem- ment's responsibtity for rescue by air (RCAF) and water (Coast Guard) was amazingly weak in its attempt to search Lake Ontario for six missing teenagers. Let's get those soldiers back out there searching. If they can find a Spanish trawler on the Atlantic. they should be able to find a motorboat on Lake Ontario. It seems peo- ple believe that because personal taxes did not inrnease. everything is OK. The reduction of transfer payment% will have a major impact on public services and agency services provided in our province. I'm also amazed at the public perception that it's okay to downsize the federal public service by 45,000 jobs. This view assumes there are 45,000 govenunent employees sit- ting some place twiddling their thumbs. 1 assume these people provide a service. What is the long-range impact on our society when these services are no longer provided? P"le I know employed on the front lines of public service have never been as busy pro- viding service to the public as they are now. This constant, organized attack against the Public service is demoralizing its employees. See Di im Yak w YMOW" r Man files suit against Durham police DURHAM An $8.5 -million lawsuit against Durham Regional Police and the Children's Aid Society has been filed by a man claiming he is being wrongfully prosecuted for sex assault in a case involving his three-year-old daughter. The Scarbor- ough man is claim- ing damages for false arrest, wrong- ful imprisonment, malicious prosecu- tion and abuse of process. According to a statement of claim filed in provincial court, last October he was arrested and charged with sexual assault and interference, then imprisoned while police investigated The lawsuit names Durham police officers Debbie White, Lynn Kan- tautas and Chief Trevor McCagher- ty. It also names Maria D'Assisi of the Children's Aid Scx-iety of Durham Region.
