Public school board moves to shorter summer hours for staff DURHAM — As the lazy, hazy days of summer approach, the public school board will revamp its hours, giving staff a four-day work week, a move which promises to save taxpay- ers $8,000. In previous years, staff at Durham Board of Education headquarters have used a form of flexible hours, allow- ing them to work fewer hours on Fridays or Mondays. But, according to a report by Brian Cain, superintendent of education in charge of business, "This created dif- ficulties in arranging meetings as employees were frequently away when the meetings were planned.- This lanned"This year, employees will work longer hours throughout the year, thereby allowing the education centre to close Fridays during July and August. That day is traditionally the quietest of the week, according to Mr. Cain, who notes custodians work until noon. The change will also "allow depart- ments to utilize their staff in a more efficient manner" by having them work longer hours during busier times. The move is expected to save $1,000 a day in operating costs, totalling S8,000 over the summer. The summer schedule will be reviewed in September. "There will be no subsidization for people not on the leadership course", which is offered by the board and has a number of prerequisite religion courses. A total of 34 staff — including teachers, principals, consultants and supervisory offi- cers — took part in the pilgrimage, which ran from March 14 to 23. If any supply teachers were needed as a result of the trip, that cost would be picked up by participants, reports Mr. Andrews. He has promised trustees a full report outlining all costs at the next board meeting Monday. The Oshawa Presbytery, which represents United Churches in southern Durham, approved a motion Tuesday requesting the provincial attorney general to increase the legal drinking age. "We have to take action here. It's not enough to mourn. We have to take action so incidents like this don't happen," Rev. Catto says. "It's easier to build a fence at the top of the hill than at the bottom." The presbytery has sought to have the age restored to 21 since it was lowered to 18 in the early 1970s. A legal drinking age of 21 is a "reasonable target. It takes it out of the high schools and puts I W, �i people with different responsibilities, in schools and the community, in a stronger position" The drinking age was lowered by the Progressive Conservative provincial government of Bill Davis. The Tories raised it to 19 in the late 1970s. Establishing the drinking age at 18 was a "criminally irresponsible" act by that govern- ment, Rev. Catto charges. "We're the people who have to bury the vic- tims and comfort the families." Before the legal age was lowered to 18, there were fewer teenagers drinking, Rev. Catto claims. Most states in the United States have raised the drinking age to 21, as have some provinces and territories in Canada, he adds. "It may have been a 19 -year-old who gave them beer or a person at the beer store who couldn't tell the difference between 19 and 21." Rev. The News Advertiser r9i� regularly cases recycled newsprint Age matters not With each passing day, hope fades for a safe return of the six Durham -area teens who headed out last week onto the chilly waters of Lake Ontario. By all accounts, alcohol was involved in what is quickly evolving into a tragedy of huge propor- tions for the friends and families of the missing teens. The incident has now sparked a Durham Region church group to call on legislators to bring the legal drinking age back up to age 21. That's an honorable cause for the church organi- zation, but it misses the mark in relation to this incident. The age of majority could be raised to 25 or 30 years for all the good it would do in prevent- ing teenagers from obtaining and using alcohol. Liquor and beer is clearly available to youth, regardless of their age or the legislative restric- tions put in place by our governments. Instead, church and social groups should focus their efforts and resources on lobbying for educa- tion programs to battle alcohol abuse among youth. Aswas successfully done with drinking and driving awareness campaigns in recent years, education is far more effective in informing young people there is a potentially irreversible dark side to the use and abuse of alcohol. If the worst has indeed happened to these young boys, it won't be because the legal drink- ing age currently stands at age 19. Seniors' residences here are well-equipped to deal with fres, according to local fire officials. A man and two women were killed when fire broke out at a single -storey seniors' residence Tuesday evening. Following the blaze, Mississauga firefighters said the seniors' residence was not equipped with a sprinkler system. "We don't have the same problems as they do in Mississauga with the same types of buildings there," says Ajax fire prevention officer Thom Evered. Both the Ballycliffe Lodge Retirement Nursing Home and Ballycliffe Retirement Lodge on Station Street, are equipped with sprinkler systems, Mr. Evered adds. He qualifies his comments, however, by saying "you always are at risk of fie' even when precau- donary measures have been taken. But Ajax went through a similar experience as Mississauga two years ago, although no one was killed in a fire at the Westney Road retirement home, recalls Ajax Deputy Fire Chief Tony Mintoff. "Unfortunately, this is a recurring diing - he says - He said the Westney Villa was required to make several wades after the blaze, including installing a fire alarm and direct alarm book -up to the fire department. However, Deputy Chief Mintoff says he's somewhat con- cerned the building is not required to have a sprinkler system it the cur- rent fire code. He says he'd like to see that change. "I'd like to see these (retirement) hones treated in similar fashion as a nursing home because, as we saw in Mississauga, these residents are not ambulatory,- be said. Other buildings. which are referred to as seniors' residences and should be dis- tinguished from the building in Mississauga which is a hone for the aged, comply with the Ontario Fire Code, according to John Jones, property manager for the Ajax Municipal Housing Corporation. Nuke plant unit 6 reactor shutdown MCKERING - Work crews ac the Fkke ing Nuclear Generating Station are taking advantage of this spring's low demand for electricity to perform much-needed maintenance work on one of their reactors. Unit 6 was shut down Wednesday night for maintenance which will allow the unit on be prepared for peak demand periods during die npco�ming summer season, Ontario Hydro reporCrews will also use the shutdown to inspect the reactor's heat -transport system components and the boiler - room pane. 'Ile unit is expected to be back in service as early as Monday, March 27. Unit 6 produces about 540 megawatts of electricity. The peak demand of Durham Region is about 500 megawatts. "The building in Mississauga was halfway to a nursing home. We don't have anything like that in Ajax. What we run are buildings for seniors who are able to live independently. We don't provide any cane to our tenants," says Mr. Jones, who over- sees five seniors' housing developments in Ajax. "We have sprinklers in our buildings in locations which are required under the fire code," he adds. In Pickering, the fire department conducts an annual inspection of facilities used as seniors' homes, according to Chief Rick Pearsall. 'They all conform to fine codes in place at this time," he said. Chief Pearsall, however, says he's concerned with the number of fire deaths which have occurred in Ontario so far this year. "It's reached epidemic proportions," he says. He agrees with a review of fire code standards for seniors' horses being conducted by Ontario's Chief Coroner and the Ontario Fire Marshal in the wake of the tragic Mississauga fire. Jahna Poray, 18, an OAC student at Pine Ridge Secondary School, will per- form two Broadway hits at Celebration of the Performing Arts 1995 at Pine Ridge. She'll sing Someone to Watch Over Me from Crary For You as well as Can't Help Loving That Man from Show BoaL Ms. Poray's chance to sing at the high-profile arts showcase, featuring National Ballet of Canada principal dancer Margaret Illmann, came after she won the Pickering Arts Council Award at the recent Pickering Metro East Music Festival. She won the prize for her performance in the senior vocal category. A student of vocal music for nine years, Ms. Poray is part of two award-winning vocal ensembles at her school under the direction of Dawn Taylor.The school's chamber choir, which per- forms classical a cappella arrangements, captured the High Silver Award at the Ontario Vocal Festival in Oshawa two weeks ago. By winning the Ontario title, the Pine Ridge chamber choir qualified to perform at the Canadian high school music championships in Calgary in May. Pickering resident Margie Singleton is spear- heading a campaign to collect used soccer uni- forms for children in Zambia who are without the basic essentials to play soccer — the dominant sport of the country. "I don't think the (local) kids wear the shirts after the season. I think most people put them in the drawers, give them to the Salvation Army or throw them out. I imagine most fami- lies don't use them after the season," says Mrs. Singleton. Uniforms, as well as other soc- cer equipment, will be shipped to the Zambian city of Mansa to be distrib- uted to children there sometime between late April and May, says Mrs. Singleton, whose two daughters play in the Pickering Soccer Club. The idea to collect the soccer uniforms for Zambia came to her after meeting with Buie Musonda. a teacher from Mansa who was participating in an exchange at a Kingston school where Mrs. Singleton's sister, Trudy McKeown, is the vice-principal. The Kingston school is current- ly on a fund-raising drive to collect school supplies for Zambia. The uni- forms collected from Pickering and area will be shipped to Zambia along with the Kingston shipment of school supplies. Mr. Musonda "said they need- ed basic school supplies. He also asked if we could send them anything that would make their children feel part of a team. I thought collecting uniforms would be a terrific idea It's so easy for us to do and they really need them. They have nothing. If they don't have pencils in their classrooms, they certainly can't affoid soccer uni- form.s." And not just good times - boom times. The Canadian is Jeff Rubin, chief economist at Toronto securities dealer Wood Gundy Inc. He predicts the economy in 1995 will grow by five per cent, its best performance since 1984. This is well above most forecasts of 3.8 per cent and an impressive improvement on 1994's expansion of 4.2 per cent. Mr. Rubin says the low Canadian dollar ensures that the powerful export boom will continue and that consumer spending will return to a level not seen since the late 198(X. The strong growth in employment will also continue, he says, and that 600,000 new jobs - most of them full-time - will be created in 1995 and 1996. That's on top of 250,000 new jobs created in 1994. Not only will this give consumers higher income, it will bolster their confidence to make big purchases, like homes and cars. And consumers will be in the mood to spend more and save less, continuing a trend from 1993, when theN saved about nine per cent of their after-tax income. The savings rate had dropped to 6.7 per cent by the third quarter of 1994. !%Ir. Rubin said the rise in interest rates is temporary and that the banks prime lending rate will drop to eight per cent by the summer. The American futurist is Harry Dent, author of an international bestseller called "The Great Boom Ahead." Mr. Dent, a master of business administration from Har%,ard and a management consultant who has been involved in corporate re- organizations at such big organizations as National Steel and Firestone, was in Toronto recently. His visit was sponsored by CIBC Securities as part of their marketing program for its Hyperion mutual funds. Mr. Dent attributes the coming good times to the needs - and spending power - of the baby -boom generation who, he says. will find themselves with a much higher standard of living than their parents before the end of this century. "The baby -boomers are moving into a period of high spending and high saving and they, will be much wealthier than their parents," he says. "We're moving into a period which will be the modern-dav version of the Roaring '20s." Mr. Dent says the North American economy is on the verge of the greatest boom in history, lasting until at least 2010 when the baby -boom generation reaches retirement age. Mr. Dent says the 80 million baby -boomers in North America are the most powerful generation in history and the single biggest influence on economic trends. Their spending power will soon move to its peak and overcome the economic influences of government deficits and high interest rates, which have put a brake on economic growth. The largest group of baby - boomers are now in their mid - 30%, most of whom have bought their first home within the last five years and arc about half way up the earnings and spending curve (the chart used to plot trends). The front line of this generation is reaching its mid - 4()s, when most will be looking to buy their biggest home. "At this age, people trade up to their dream home, and fill it Up," says Mr. Dent. Hem �IoT>aCs a3aad IatCriors ' Choose your bu]*Llder carefully In the past, the time lapse between moving in and becoming the legal owner of a condominium unit left new condo owners in legal limbo without many of the warranty rights enjoyed by new homeowners. A major difference between a house and a condominium purchase is that when you buy a house, you become the legal owner the day you move in. Not so with condo buyers. A condo buyer does not become the legal owner until the condominium corporation has been registered with the Ministry of Consumer and Commercial Relations. This process can take up to three years after occupancy. Years ago, the delay in legal ownership caused condo buyers to be without some warranty protection offered by the Ontario New Home Warranty Program (ONHWP). A condo buyer for example, who was prevented from moving in on the promised date had no legal right to expect any notice of delay or financial compensation for alternative living arrangements. ONHWP changed this inequity between condominium and home buyers by implementing protection against delayed occupancy for condo buyers who signed Agreements of Purchase and Sale after April 1, 1991. With this new protection, a confirmed occupancy date or a tentative occupancy date that is clearly identified as tentative had to be included in every Agreement of Purchase and Sale. If the Agreement only mentions a tentative date, it must disclose when the purchaser will be informed of the confirmed date when a specific stage of construction is reached such as the foundation being completed. The buyer must receive this notice, as outlined in the Agreement, no later than 120 days before the confirmed date and no later than 30 days after the roof assembly is complete. If a builder fails to give notice of the confirmed date 90 days before the tentative date in the original agreement. then the tentative date automatically becomes the confirmed date. The wording may appear complicated but the meaning has effectively safeguarded the warranty coverage for condo buyers for the last three years. These regulations do not interfere with the builder's ability to offer occupancy before the confirmed date. If this is the case, the purchaser must consent in writing to the earlier date. Similar to delayed closings for freehold houses, the vendor can move the confirmed occupancy date ahead once by up to 120 days. But the purchaser must receive written notice of this change in occupancy date at least 65 days before the confirmed date. The vendor can also have a 15 -day extension if the purchaser is given 35 days notice. Delays in occupancy that are caused by strikes, tires, civil insurrections, floods or Acts of God are beyond the vendor's control and are not subject to the rules. Canadian want bigger homes, says CMHC Homeowners are thinking bigger, according to a study by the federal government's Canada Mortgage and Housing Corporation (CMHC). People planning to buy a home in the next five years say that want it to be nearly 50 per cent larger than where they are living now. Those already owning a home and planning to "move up" say they expect to pay about eight per cent more for the new home than the expected selling price of their existing home. And location and neighborhood is the key for new home buyers, says the study. As a result, "builders need to focus on more than the features of their homes," says Dallard Runge, CMHC- Ontario spokesperson. "'They need to create and sell `communities.'" In Toronto, almost two out of three Planning on buying a home in the next five years will be first -timers, says the study, compared with a figure of 40 per cent for fust -time buyers across Canada. "First -timers led the Toronto housing market during the first half of the decade and now it appears that they will dominate the second half as well," said CMHC. Budget was food news, say builders The federal budget was good news for the buyers of new homes, say representatives of the building industry. "It was positive news and I think you'll soon see interest rates falling," said Ward Campbell, president of the Ontario Home Builders' Association. The second is the threat of Quebec separation, the third the defeat of the Bob Rae government. "I think the outcome of the sovereignty referendum in Quebec is becoming quite clear. Quebeckers want to stay in Canada." And he is sure the Ontario government will be rejected for one in favor of more private enterprise, reducing the deficit and cuffing the size of government. Myer Godfrey, president of the Greater Toronto Home Builders' Association, predicted five-year mortgage rates below 10 per cent as a result of the budget. "The best thing for the housing industry is a growing economy with stable interest rates and a confident consumer and this budget was a good step in that direction." said Mr. Godfrey. He says he thinks the government's plan to reduce taxes are conservative and that there will be even greater reductions in the deficit over the next 12 months. "It will be great news a year from now," said Mr. Godfrey. Bruce Clemmenson, president of the Canadian Home Builders' Association, said the budget was strong medicine. Not only can we take it, we've been advocating such measures for a long time to achieve lower, stable interest rates. Houses made of plastic aren't readily available in Canada, but that day may not be far off. A Toronto company is building a plant to manufacture plastic houses, which in August will begin turning out the first of an estimated 10,000 to 15,000 kits a year. The company is Royal Plastics Group Ltd. of Vaughan, which has three models open for viewing on a site next to the company's plastics plant on Highway 27 just south of Highway 7. The models range from a 650 sq. ft. design the company is exporting in increasing quantities to more than a dozen countries worldwide, including Argentina, China and Vietnam, and to the Caribbean, to a 2,800 sq. ft. two-storey with a full basement. Home sales up by 50% in 1994 Figures from the Greater Toronto Home Builders' Association (GTHBA) show a total of 16,920 new home _ sales in 1994, an increase of nearly 50 per cent over 13. The figure includes si:.gle detached homes. semis, townhomes and condominiums. The top five municipalities in the Greater Toronto Area in sales were Mississauga (3,160), Markham (1,829), Brampton (1,660), Scarborough (1,282) and North York (1,349). New home prices in the greater Toronto area increased in 1994 to an average of $208,000, up from just under $200.000 in the previous December. Sales of new homes were at least 20 higher than in 1993, which were 12 higher than in 1992. Interest rates in February were 5.5 per cent (for six months) and 7.25 (for five years) before hitting 9.62 per cent (for six months) and 10.75 per cent (for five years) in lune. The 650 sq. ft. model is built on an eight -inch concrete slab without a foundation. The second model is a 1,250 sq. ft. bungalow with a Spanish -style "tile" roof and a "stone" facade that looks like the real thing. It has three bedrooms and an open - concept plan with a vaulted ceiling. The 2,800 sq. ft. model has a fine stucco facade and an imposing oak double front door and would look good in any neighborhood. The houses are made from pre -fabricated panels that slide together snugly and are then reinforced with concrete poured into cavities in the panels. Drywall can he attached to the panels, they can be stuccoed, or left unfinished. Thev are virtually maintenance -free and :cutt, and :ahm io�n,� can he easily removed. Roofs can be insulated up to any R -factor. The company says plastic houses will become popular as the cost of conventional housing goes up because of increasing costs for labor and materials. The most basic model can be constructed in as little as three days. Royal Group Plastics Ltd. makes vinyl siding, windows and doors and other plastic products at 49 factories in Canada, the United States and Mexico. It is the largest manufacturer of plastic blinds in North America and the largest maker of plastic plumbing in Canada. Annual sales are nearly $500 million. A kit for a home of 1,000 sq. ft. is expected to cost about 530.0(x). Plastic houses, like the 2,800 sq. ft. model pictured above, will soon be on the market in Canada. DESPITE SALES DIP IN JANUARY Overall increase seen for 1995 Sales of new homes in the Greater Toronto Area were down in January, according to figures released recently by the Greater Toronto Area Home Builders' Association. But there's plenty of room for optimism in the housing industry, experts say. "The decline in total sales, although somewhat disappointing, comes as no surprise to us," said Myer Godfrey, president of the association. "Frankly, we anticipated a slow start to 1995 due to the recent spike in interest rates. We are, however, projecting a five per cent increase in new home sales in 1995 subject to the outcome of the Quebec referendum and the Ontario election." He added, "The federal budget is an important factor in determining whether we enjoy a traditionally strong spring markct...a budget that strengthens the dollar and allows interest rates to fall (allows) consumer confidence to return and the housing market to surge ahead." Mr. "frey says the market represents a "tremendous opportunity" for homebuyers ready to buy now because the cost of building materials is expected to go up. A national survey of builders and renovators found that 80 per cent are expecting to pay more for lumber and other building materials in 1995 and half expect houses purees tonfe, said Mr. Godfrey. "With prices set to rise, potential purchasers would be wise to act now."
