Hospital asks
residents for
prescription

AJAX-PICKERING — The local hospital L% looking for
a prescription from the public to help officials put it in
top-notch shape as they prepare to perform surgery on the
services it offers.
Ajax and Pickering General Hospital will hold public
meetings to seek input on its strategic planning process,
which outlines where it wants to be five years from now.
"Are the services we've identified as priorities things
(area residents) think we should be offerings Have we

DURHAM — Region welfare rolls
swelled by 355 residents in February, the
third straight month there's been an increase
in the number of people seeking social assis-
tance.
The rise "concerns us", says Durham
council health and social services committee
chairman and Whitby mayor Tom Edwards.
Social services "staff are confident it's a blip,
three successive months with an increase.
We're confident that with the good weather,
the welfare rolls will decrease"
Of the 18,484 people on welfare, 5,753 are
children. The 355 new ber of Family Benefit Allowance recipients,
recipients represents a rising by 149 people to 20,909. Included in
1.9 -per cent increase that figure are 13 721 children
over January.

recipients last month
than in February of
1994.
Mr. Edwards says
it's traditional for the

recipients to increase in January and

Prior to the December increase, the wel-
fare rolls had gone down in Durham eight
straight months.

and FBA combined) last month, a 0.6 per
cent increase. Community and Social
Services minister Tony Silipo says the rise in
February over January "reflects the seasonal
fluctuations typical of social assistance at
this time of the year."
There are 1.3 million Ontarians on social
assistance — about 725,000 on FBA and
607,000 on welfare.
Of the 344,000 provincial welfare cases,
about 219,500 cite unemployment as the rea-
son they collect aid.

free restaurants so it can rec-

"We certainly want to
know about any new ones
opening up," she says.
Business people consider-

ings by opting to become

tinue to focus on maternal and new-
born care, pediatrics, mental health.

gap in those areas it believes fall short
of the population it serves. For exam-
ple, it now has only one orthopedic
surgeon, has no nuclear medicine ser-
vices and only a limited range of
ambulatory care services.
❑ While the document recognizes
the hospital "cannot be all things to all
people". plans to strengthen links with
other hospitals and health-care
providers in the region will help it
ensure resident% have access to quali-
ty, cost-effective care.
(The Durham Region Acute Care
Study, a blueprint for the delivery of
health services, calls for the Ajax -
Pickering institution to serve as a
regional hospital for all of west
Durham and the Oshawa hospital to
handle east Durham. The Whitby hos-
pital, meanwhile. is set to become a
regional rehabilitation centre.)
While "many" of the plans outlined
in the document — including
improved client satisfaction and better
managing increased demands on staff
— will "definitely" be carried out,
others are dependent on provincial
funding, notes Ms. Moore.
But. "Durham is one of the highest
growth areas in southern Ontario and
the government has to recognize that."
Still. the public "must realize" ser-
vices are being offered much differ-
ently than thev've been accustomed to
in the past. For example, week-long
stays for the birth of a baby are a thing
of the past. usually replaced by visits
of just a couple of days. Technological
improvements such as orthopedic
surgery allow hospitals to dramatically
shorten stays because recovery is
much quicker than open surgery.
while a wide variety of home services
ensures patients can receive quality
care outside the hospital. Ms. Moore
notes.

It appears business is getting serious about the
fight against smoking.
More than 20 restaurants in Durham are now
smoke free. Somewhere out there thottsantds of non-
smokers an cheering the forward thinking of these
businesses. Now that these restaurants have elected to
outlaw smoking on their premises, let's hope more
establistunents follow the lead.
A great many businesses and municipalities have
fallen into line with the new regulations set forth in
the Tobacco Control Act. Some say they are not strict
enough but we believe the Act is a step in a healthy
direction, as is a model stroking bylaw drafted by the
Durham Region Health Department for the benefit of
local municipalities.
Non-smokers everywhere would like to see ever)
eating establishment prohibit smoking, but that's
wishful thinking.
The Act prohibits merchants from selling ciga-
rettes to people urxk-r 19: prohibits pharmacies and
other health facilities from selling tobacco: buns kid-
die packs: outlaws smoking in day cares, nurseries
and chikinm's hospitals: and prohibits lighting up in a
wide range of public places.
Although the Act offers minimum guidelines each
municipality must follow, individual communities
have the right to put mare stringent controls in place.
I lowever. few have shown initiative in this reganl.
As of January. Ajax had done little to improve
upon existing anti-smoking regulations but Pidaxing
was k2ding the pack with its call for 70 per cent rxm-
smoking scats in eating establishments and a 100 -per
cent bran in taxi cabs.
If other municipalities would make their smoking
bylaws tougher, we'd all benefit

Building trades hope to nail down Oshawa jobs

OSHAWA — Local con-
struction trade unionists
aren't convinced millions of
dollars in construction
announcements for Oshawa
will put an end to their
unemployment misery.
Some multi -million -dollar
mega -projects have been
unveiled for Oshawa in the
past couple of weeks, led by
the S100 -million downtown
courthouse facility and an

WHITBY — Kids in Whitby's White Oaks apart-
ment area are being told to quit hanging around_
Concerns about loitering, which have come from
White Oaks, have been passed on to the Town, but
police officials question whether Whitby council should
be involved-
Councillor Judi Longfield brought the issue forward
at a recent council meeting after it was referred to her
by Pentagon, which provides security at the White Oaks
high-rise apartments, on Hwy. 2 just east of the Ajax -
Whitby border.
An official with Pentagon secumy refused to discuss
the issue with Whitby This Week, the News
Advertiser's sister newspaper.
Management of the complex also did not want to
comment.
The posv-bility of instituting an anti -loitering bylaw
will be brought tip with Durham Regional Poliice, but it
is unclear if a Town can legislate private propexty.
The White Oaks area hasn't been a trouble spot,
ammling to Inspector Walter Hall of Durham Regional
Police's Whitby division.

dreds of construction jobs,
Labor repmsentatives scoff at
suggestions from an Oshawa
councillor that it will mean
jobs for all their members.
Oshawa Ward 3 regional
councillor Robert Lutczyk
maintains the recent spate of
announcements will result in
full employment for mem-
bers of the local construction
industry.
"By the fall of 1995 every
constriction worker in every
trade will be employed in
one or another of the above
projects," councillor
Lutczyk said in a letter to the

In an interview, he added,
"Unemployment will be
lower as a result of these
projects. There will be a flur-
ry of activity for our con-
struction people — union or
non-union. We're in the
momentum phase and our
interest is to keep momen-
tum going. Oshawa is the
Mississauga of the year
2000. This is just the tip of
the iceberg."
However, union represen-
tatives in the construction
industry refuse to get too
excited about the anncwnce-
ments until the actual work
begins. Even then, they say,
the projects aren't enough to
fix their unemployment
problems.
"It'll be great if we get it
going. We'll get some work
out of it, but it's been tough
getting work going in
Oshawa." says Quintin
Begg, business manager for
the United Brotherhood of
Carpenters and Joiners of
America, Lake Ontario
District Council.
Mr. Begg says his 600 -
member strong local has an
unemployment rate of atxwt
60 per cent.
"I'm surprised developers
even come near this place.
We don't get too excited
until we see a hole dug in the
ground," Mr. Begg says.

cept, but we're prohably

members are currently
unemployed.

PICKERING — A Pickering
swimmer won gold and a local
oarsman just missed a medal
Tuesday at the Pan Am Games
in Mar Del Plata, Argentina.
Lisa Flood, 23, swam to a
gold medal in the women's 200 -
metre breaststroke in a personal
best time of two minutes 31.33
seconds. The former Olympian
touched the wall just ahead of
long-time rival Guylaine
Cloutier of Quebec who earned
the silver medal in a time of
2:32.42.
Meanwhile, Jonathan Hollins.
also of Pickering. was part of
V SWIMMING
Canada's kayak -fours team
which finished fifth. Other
members were Craig Palmer of
Burlin -ton and Erik Gervais and
Dominic Sauve, both of
Valleyfield. Quebec.
The 1995 Pan Am Games
represent Flood's second
appearance and her third medal
at the Games. In 1991 in Cuba.
Flood won a pair of medals in
the breaststroke events.
Flood's victory at the Pan
Am Games is just one of many
impressive accomplishments in
her impressive career in the
pool. Last August. Flood repre-
rented Canada at the
Commonwealth Games in
Victoria where she won two
bronze medals.
She was also select-
ed to the national team
to compete at the
World Swimming
Championships in
University in Philadelphia,
Flood is an eight -time all-
American breaststroker and was
the NCAA 200 -yard
breaststroke champi-
on in 1992. She also
owns school and Big
East Conference
records in the 100
Rome where she and 200 -yard breast -
placed fourth in the 1 s_ stroke and is an
100 -metre breast- eight -time winner at
stroke, missing the_ the Big East
bronze medal by a Lisa Flood (: o n f e r e n c e
fraction of a second. Championships. She

on the Durham Aquatic Club estab-
lished a new benchmark for young
swimmers at the recent Short
Course Age Group
Championships in
Brantford.
Mike Lockett, 14. swam
to a gold medal at the high-
level meet in the 200 -metre
backstroke in a time of two
minutes 11.23 seconds to
three -peat as an age -group
champion.
Locket[ also claimed the
10 -and -under champi-
onship and was the 12 -and- Mike
under champ when he com-
peted in those age groups.
At the Brantford meet, he also
placed fourth in the 100m back and
sixth in the 200m individual med-
ley. Both efforts were in personal
best times.
This year repre-
sents Lockett's final
year as an age -group
swimmer. He'll move
into the senior ranks
next year.
Meanwhile, Chris
Mendes also competed
in the 14 -and -under
100m back: David
Grose swam in the
100m and 200m back in
Lockett the 12 -and -under divi-
sion: and nine-year-old
David Hinan competed in the 50m
freestyle, 50m back and 100m back.

Panthers Allen's Foods major ban-
tam 'AA' rep hockey team is one
game away from sweeping its
best -of -five York-Simcoe league
final playoff series with
Newmarket.
The Panthers won game two 5 -
to take a two -game lead.
Goalie Sean Villani turned in
another stellar effort to earn the
victory.
Greg Burnett collected his sec-
ond hat trick of the playoffs to
lead the Panthers offensively.
Other goal scorers were Tom
Spencer and Greg Miles. Assisting
were Jeff hales with three, T.J.
Hill. Jeff Sockett. Jeff Galea and
Boomer Armstrong with one each.

Meanwhile, Hollins came c

The optometry practice of Dr. Emile
Gillezeau and Dr. Mark Fitzsimmons has
built a solid reputation in Durham over the

Recently moved to a new building at
Glenanna Road and Hwy. 2, from the
Pickering Corporate Centre where it was
established for seven years, the
optometrists offer complete eye care,
together with a full dispensary of glasses
and contact lenses as well as sunglasses -
including a range of sunglasses for

This full-service optometry offers complete
family eye care. Staff keep up to date with
the latest technological developments and
instrumentation. For example,
computerized tests for glaucoma provide
fast, efficient results for the patient.
Due to recent advancements Astigmatism
and the issue of bifocals can now all be
addressed with contact lenses. Instruction
on the proper care, wear and maintenance
of contacts is also readily given.
Dr. Fitzsimmons, Dr. Gillezeau, and other
associates each have a role to play in the
operation of the clinic. Dr. Kirk
Narayansingh, Dr. Allan Hum and Dr.
Michele Schmidt are the other associates.

all patients can be seen in a timely manner.

With recent concern over ultra violet
radiation, Dr. Fitzsimmons says "eye
protection is necessary, especially for
very young children. By the age of three
children should have their eyes tested.
There is no substitution for a complete
optometric eye exam."
Quality sunglasses are available for
children as young as one month on. The
younger eye is most susceptible to ultra
violet damage.
Dr. Fitzsimmons says, `"There is more to
the eyes than just seeing clearly. The way
they function together, the way they
operate and focus and the way vision is
processed is so important." Children with
these difficulties are often slower at

school; they do poorly at reading and
they reverse letters. Through different
therapy techniques, vision processing is
greatly improved.

The optometry practice of Dr. Emile
Gillezeau and Dr. Mark Fitzsimmons has
built a solid reputation in Durham over the
past 12 years.
Recently moved to a new building at
Glenanna Road and Hwy. 2, from the
Pickering Corporate Centre where it was
established for seven years, the
optometrists offer complete eye care,
together with a full dispensary of glasses
and contact lenses as well as sunglasses -
including a range of sunglasses for
children.
This full-service optometry offers complete
family eye care. Staff keep up to date with
the latest technological developments and
instrumentation. For example,
computerized tests for glaucoma provide
fast, efficient results for the patient.
Due to recent advancements Astigmatism
and the issue of bifocals can now all be
addressed with contact lenses. Instruction
on the proper care, wear and maintenance
of contacts is also readily given.
Dr. Fitzsimmons, Dr. Gillezeau, and other
associates each have a role to play in the
operation of the clinic. Dr. Kirk
Narayansingh, Dr. Allan Hum and Dr.
Michele Schmidt are the other associates.
Having five doctors at the clinic means that
all patients can be seen in a timely manner.
The second location, at the Oshawa Centre,
has been serving families for a full 12

With recent concern over ultra violet
radiation, Dr. Fitzsimmons says "eye
protection is necessary, especially for
very young children. By the age of three
children should have their eyes tested.
There is no substitution for a complete
optometric eye exam."
Quality sunglasses are available for
children as young as one month on. The
younger eye is most susceptible to ultra
violet damage.
Dr. Fitzsimmons says, `"There is more to
the eyes than just seeing clearly. The way
they function together, the way they
operate and focus and the way vision is
processed is so important." Children with
these difficulties are often slower at

school; they do poorly at reading and
they reverse letters. Through different
therapy techniques, vision processing is
greatly improved.

covers a full eye examination every year.

Ideally, the home buyer wants a
builder who treats the Ontario Building
Code as a minimum of construction
standard while routinely going over and
above the requirements. One method of
determining the work ethic of a builder
is to solicit comments from present
owners, family and friends who have
recently purchased a home.
Compare the after sales service
programs available from builders. Three
and six month follow-up inspections
and five year guarantees on materials
and workmanship are some examples of
after sales service packages offered by
some builders. These after sales
guarantees are a sign of reputable
builders who are confident about their
work.
Local home builders' associations,
bank and trust company seminars are
another excellent source of information
to the home buying public. Practical
workshops on how to buy a new home,
the importance of the pre -delivery
inspection and how to maintain a new
home are often advertised. Take the
opportunity to have all your home
buying questions answered by various
experts in the home building industry.
The marketplace can seem like a
labyrinth of options to a new home
buyer. Consumers should make every
effort to attend information evenings
and conduct their own inquiries to de-
mystify the home buying process.
Since purchasing a hone is a major
expense, consumers should never feel
rushed into a decision when looking for
a new home. Take the time to assess
your needs against your wants. A room -
by -room check list of your must have's
and wants establishes your priorities.
Educated consumers make sound
decisions that they can live with.

Buying a new home can be an exciting and
rewarding process. Before signing on the dotted line,
however, you should do some research. This means
contacting the Toronto Home Builders' Association for
the names of builders in the greater Metro area.
It also means visiting open houses and model homes
with your list of must -haves versus nice -to -haves in
hand, always balancing you needs and desires with your
financial resources. Once you have decided on a builder
and home style, you must then decide on the features
that will ultimately result in your own unique home.
That is why it is so important you select a
professional builder, one who will help to make the
entire process, from first offer to celebrating your first
anniversary in your new home, run as smoothly and
trouble-free as possible. Your and your professional
builder will share a very important goal — making
sure you will enjoy your new home long after you
receive the keys to the front door.
Constructing a house is a complex process that
demands expert planning, knowledge of municipal
bylaws and regulations, careful scheduling and skilled
co-ordination by an experienced builder. A typical
house contains more than 3,000 parts, all of which
must be assembled carefully and in sequence. It takes
approximately 30 different subtrades to carry out this
work, from framers to roofers to finishing carpenters,
all of whom must arrive at the building site in the right
order at the right time. In fact, there are 109 workers
involved in the construction of a new single-family
home.
The professional home builder stands at the centre
of this process as the driving force in getting together
materials, labor and information, guiding the project
through a schedule and packaging everything into an
attractive quality product that will provide you, the
home owner, with years of comfort and pleasure.
Establishing a good working relationship with your
builder at the outset will help both of you throughout
the construction process. Find out who your ongoing
contact will be. Your builder may have a
representative such as a salesperson who is responsible
for customer relations and who will be available for
consultation during the actual construction of your
home.
If desired, your builder can provide you with
information about financing your new home. Some
builders arrange mortgages in order to facilitate the
sale and make the purchasing process as easy as
possible. Others can make suitable recommendations
to their customers based on long-standing working
relationships with one or several lending institutions in
the community.
Your builder may also be able to give you useful
advice if you have to sell your existing home in order
to buy a new home. Most builders have cultivated a
good business relationship with resale brokers in the
community.
Before work can begin, your builder will need a
firm offer that includes final specification of all
features, options and changes. This requires you to
consider your needs and wants carefully in light of the
features and options offered by the builder. Most
builders offer a number of choices for their standard
finishing products, like color of the carpeting and style
of kitchen and bathroom tiles. Many builders also have
full inventory of optional items such as upgraded
kitchen cupboards and flooring.
"Environmentally friendly option packages" are
rapidly growing in popularity as more home buyers
want to include energy- and water -conserving
technology in their new home. Low -flow showerbeads
and toilets, upgraded heating systems, high-
performance windows, "recycling stations" in the
kitchen and backyard composters help to reduce the
use of resources and benefit the environment.
Don't hesitate to discuss your concerns and
questions with your builder who will be able to assist
you in making the right decisions for your hone. Your
builder will keep a record on file of all the selections
you make. Nothing is left to chance!
During construction of your home, you may be
asked to make a few additional decisions, such as
placement of electrical outlets. Be sure to give each
matter adequate consideration, but don't delay
unnecessarily or the schedule for the entire project may
be affected.
Try to stick to choices you made in the beginning. In
many cases, the materials you select are ordered
immediately to ensure delivery on time. Before
requesting changes during construction, discuss the
implications with your builder. Are your new choices
readily available? How much time will you lose? How
does the change affect the scheduling of subtrades?
Your move -in date? And, finally, what is the cost of the
suggested change? If the change is important to you and
you accept the implications, your builder will arrange to
make the change. Changes can often be accommodated,
since your builder wants you to feel happy with your
new home and satisfied with the service you receive.
As construction heads into the final stages, it is
important to maintain close contact with your builder
until final closing.

With spring not far away, it is time to start
thinking about landscaping your home. And, when it
comes to landscaping especially a new home, the
best advice is 'be prepared."
Toronto Home Builders' Association member
Alexander Budrevic, a leading landscape architect
and president of his own landscaping firm, says new
hones offer distinct advantages when it comes to
Planning your Property's look.
"Owning a new home enables you to design and
implement your landscaping requirements to suit
your particular lifestyle and taste," Budrevic says.
"You don't have to cope with an existing garden that
was designed for someone else..'
Budrevic suggests new home buyers negotiate a
landscaping allowance with builders since features
such as walks to both front and rear entrances and
sod in both yards are often limited.
Although a complete landscaping project may be
financially impossible to undertake at one time.
Budrevic recommends homeowners devise an entire
plan to include patios, planting beds, shade trees.
flower gardens, play areas and, perhaps, a
swimming pool. A master plan means the finished
product will be cohesive, he says.
"Do the plan for your total propeny even if you
can't afford to do everything at once," Budrevic
says. "It is much more economical to spend extra
time and effort in proper planning that to correct
mistakes after the work and money is spent in your
garden..'
Proper grading of the property is vital to
landscaping projects, he says. To avoid wet
basements and puddles in the lawn, all hard surfaces
such as patios, driveways and walks should slopz at
least one per cent away from the building. Lawn
areas and planting beds should slope two per cent
away, he adds, and remember not to block or alter
existing municipal drainage plans.
For patio construction, a 12'X 12' area should
suffice for the placement of outdoor garden
furniture. Budrevic says. As well, paving materials
may consist of reinforced concrete, precast concrete
slabs, interlocking stones, flagstones or similar hard
surface supplies that complement existing building
features.
If possible, select a new home with a southern
backyard so as to be exposed to more sun for the
proper cultivation of grass, he says. And select
planting material with future maintenance in mind,
he adds.
"Don't plant large flower beds or construct
waterfalls, fountains or ponds if you can't properly
maintain them or hire someone to look after them,"
Budrevic says. Shrubs and trees eventually mature,
therefore it is important to know their ultimate size
beforehand, he adds.
Budrevic recommends selecting planting material
for all seasons, so as to have year-round color in the
garden. Flowering shrubs are beautiful in both
spring and early summer, he says. while some
shrubs flower in late summer and the fall.
While a colorful garden is pleasing, a healthy one
is preferable, Budrevic says. In most new properties,
he suggests homeowners prepare planting beds with
additional topsoil consisting of 18 inches of sandy
loam for flower beds, 24 inches of sandy loam and
topsoil for vegetable gardens -
"Well -planned and executed landscaping will add
a great deal to the enjoyment and value of you new
home, and will also hxmse the resale price of your
property as it madues," Budrevic says.

Solving the color mystery
People who like to do a bit of home decorating now
and again (which is just about everybody) find there is a
great deal of mystery attached to colors.
Some of the most often asked questions are: Which
colors work together? Is aubergine in or out? Why does
the paint on the wall never look like the paint in the can?
How can I use color to make a room appear
larger/smaller/brighter/cosier?
For all those people who think a complementary color
is a free can of paint, Color: A Stroke of Brilliance should
help clarify a few things. This lavishly illustrated book,
written by Leslie Harrington and published by B & E
Publications of Mississauga, demystifies the whole
mystery surrounding color.
Energy tips
There are a few things you can do to conserve
energy. Here is a list of 20 things you can do to
save energy and you hard-earned dollars.
1) Raise your air-conditioning thermostat in the
summer. For each degree higher, you'll cut your
energy use by eight per cent.
2) Turn off incandescent lights when you are not
using them, especially in the summer when they
produce unwanted heat.
3) Use low -wattage light bulbs in halls and other
places where no close-up tasks occur. However
using a single, high -wattage bulb is more cost-
efficient than using two lower -wattage bulbs.
4) Long -life light bulbs usually use more electricity
than regular bulbs of the same wattage. Use long -
life bulbs only in locations where access is difficult.
5) Use high -efficiency light bulbs in your outside
security lights. Put them on a time or photoelectric
switch.
6) Light only the specific area where you are
working.
7) Grime from cooking, smoking and dust can dirty
a light bulb and reduce the light it puts out. Inspect
and clean bulbs regularly.
8) Avoid checking on food while it cooks. Each time
you open your oven door, 25 per cent of the heat is
lost.
9) Cooking in oven -safe glass or ceramic pans
allows you to lower your oven temperature 25
degrees from what the recipe calls for.
10) In an electric oven, turn off your oven 15
minutes before the end of the cooking time. The
remaining beat will finish the job if you don't open
the oven door.
11) Partially thaw frozen foods in the refrigerator
before cooking them. In many cases, thawing foods
lets you cut the cooking time by one third.
12) Use the automatic cycle on your clothes dryer.
13) Rim your garbage disposal with cold water.
14) Use warm or cold water for washing clothes and
always use a cold rinse. You also save more money
by running full washer loads.
15) Keep heating and air conditioning filters clean.

16) Use fans instead of air conditioning for cooling
whenever you can. Fans use only about 10 per cent
of the energy air conditioners do.
17) Weatherstrip all doors and windows, even those
in rooms you are not using.
18) Replace your old thermostat with a newer dock
model. These devices can be set to automatically
lower your home's temperature at bedtime and raise
it again in the morning•
19) Keep your fireplace damper clothed when the
fireplace isn't being used. If you have glass
fireplace dogs, keep them closed as well.
20) Scheduk annual maintenance checkups for your
heating and cooling system. By keeping your
system in optimal working condition. You'll not
only reduce energy costs• but also extend its service
life.
