man Tom Oldman has rapped an Ajax
trustee over critical comments he made

DURHAM - Durham College students
who can't afford to pay tuition in September
will now have until the end of the school
year to come up with the money.
Under a new policy passed by the col-
lege's board of governors last week, a stu-
dent cannot be refused entry because he or
she does not have the $1,100 in tuition fees.
"No student will ever be barred access to
Durham College due to financial hardship,"
says President Crary Polonsky.
Mr. Polonsky says that the college will
help set up a, payment plan for students who
can't pay. The college also will help a stu-
dent find a part-time job, Mr. Polonsky says.
"We're not issuing a freebie, but we're
bending over backwards to provide a flexible
payment pian for those in need," he says.
The student will still have to pay the
tuition, but will have until the end of the year
to do it and no interest will be charged. If
students don't pay by the end of the year,
their grades will not be processed. If they
still refuse to pay, the student will incur a bad
debt with the college. Mr. Polonsky said
there were $30,000 is bad debts last year, out
of more than $4 million collected in tuition
fees.

Association (CPTA) is represented.

freeway.

as part of a transportation
infrastructure project to
support the growing popu-
lation of the Greater
Toronto Area-

Input sought on

DURHAM - The Durham Region
Roman Catholic Separate School Board
wants public input on the issue of school-
based community councils.
"Ota goal is to unite trustees, parents,
staff, clergy and the community in the
common enterprise of educating our chil-
dren for the future," says Grant Andrews,
director designate of the board.
The Royal Commission on Learning
recommended recently that school-based
community councils be set up at every
school in the province. The separate
school board has established a working
group, consisting of members of the
community, to develop an implementa-
tion plan. The board is actively seeking

Welfare demand dips, but some still face hard times

DURHAM - Caseloads for social
assistance are dropping dramatically as
the economy improves.
But reading between the statistical
lines, a picture of tough times emerges.
While things may be improving for
some, others without skills are hit hand
and many are opting to return to school.

The younger age groups have
always had a high level of unemploy-
ment but them is no evidence to suggest
the caseload is getting younger."
General Welfare Assistance cases in
Durham dropped 12 per cent from
January 1994 through January 1995. In
January 1994 the caseload was 12,200
but by January 1995 that number had
dropped to 10,736. Numbers are down
across the board during the one-year
period with the most dramatic der.T_-&se
in employable male family heads,
whose cases dropped 19.7 per cent.
Looking at age group statistics. the
numbers are consistently down among
all groups including those aged 16-24
whose cases have dropped from 4.257
to 3,797 from January 1994 through
January 1995. That age group had the
most cases among seven defined age
groups. The second largest group of
cases comes in the 36.50 year old group
with 2,754 claims in January. 1995.

analysis but the drop in claims appears
to cut across all the categories."
Unemployment insurance claims
have dropped from almost 20,000 in
Durham in 1993 to 11,428 last year
which is comparable to pre -recession
statistics. In 1989 there were 10,893
claims registered for unemployment
insurance.
The number of claimants for unem-
ployment insurance in the 20-24 age
group was actually lower in 1994 (1.082
claims) than it was in 1989 (1,311
claims). The same is also true of the 25-

"I've seen a higher proportion of
young people going back to school
because they have been unable to find
work," said Olga Myers, a labor market
analyst at the Canada Employment
Centra; in Oshawa.
Ms. Myers said that recent Statistics
Canada reports say 8.5 per cent of those
in the 15-24 age group have stopped
actively seeking employment during the
period from 1992 until 1994.

The tone of debate surrounding school board amalga-
mation in Durham Region has taken a tough tum this
week.
As Ontario Education Minister Dave Cooke threaten,
legislation to reduce Ontario's 168 school boards, the
public and separate boards here are staking their claim, to
a certain extent. for continued autonomy. That is particu-
larly true of the separate school board in Duifiam, which
fears any amalgamation would threaten the integrity of
Catholic education instruction.
It must be noted that Durham's two school boards
have made gains in the elimination of some service
duplications and continue to seek new cost-saving oppor-
tunities. But, the amalgamation of the two school boards
here must be given a serious look. Costly areas of dupli-
cation include two central administrations with accompa-
nying buildings and support staff, and two curriculum
guidelines that are extremely similar (save for religious
instruction in the Catholic system).
With one 'super -board'. Dunham Region's taxpayers
could immediately benefit from bulk purchasing, a much
broader tax base, the sharing of educational support and
expertise, and a streamlined, more accamtable, bureau-
cracy. All of these things are 'hard' services and would
have no effect on teaching standards and curriculum

the end of religious instruction for Catholic students.
That is something that must be protected by Catholic
supporters, educators in bah boards and politicians at the
municipal and provincial levels of government.
This is about the best value for the dollar for weary
taxpayers; if then: is an opportunity to save it should be

There is a dire need for
government intervention.
Available funds should be
aimed toward more appropri-
ate sources.
One of these sources is
offering grants to small com-
panies.
This will promote expan-
sion, offer jobs to those in
need and will enhance positive
growth in the economy.
Consequently, unemploy-
ment will decrease and wel-
fare assistance will be mini-
mized.

racist message
DURHAM - Hate has reared its
ugly head in the region once again.
More than 1,500 pieces of hate
literature were discovered by
teenagers in Oshawa park lands last
weekend.
Two Gradel0 Eastdale students
came across the material, which had
been dumped along the bike path
trail in the Rossland Road -Wilson
Road area. After notifying their par-
ents, they helped to clean the mess
up.
"It makes me sick," the Oshawa
teen said after reading a leaflet.
The literature is not uncommon to
Durham Police. Featuring Nazi
insignias and racist statements, the
leaflets also include a United States
address.
Durham Regional Police Staff
Sergeant Sandy Ryrie says members
of the public should keep any eye
out for anyone seen to be dumpin¢
or distributing the literature and
notify police.
"We need the public's help in
identifying who is doing this," Staff
Sgt. Ryrie says. "To us it's disgust-
ing.'

men with
defrauding the
federal welfare
assistance pro-
gram.
All of the peo-
ple charged were
working either
full or part-time
at a Durham
Region parts
manufacturing
company while
collecting gener-
al welfare assis-
tance, according
to police.
The investiga-
tion has been
ongoing since
the summer of
1994 and the
arrests were
made during the
last two weeks.
At this time
police are not
releasing the
name of the
company the
accused worked
for or the
amount of
money that was
defrauded from
the government.
Eight of the
men, including
one man who
was a young
offender at the
time of the inci-
dents, are resi-
dents of Oshawa.
The other men
were from
Bowmanville,
Newtonville,
Port Perry and
Toronto.

number of children who go missing

gerprinting technicians. The program
is offered free of charge, although the
organization does accept donations.

the children who attend Kid Check

DURHAM - He shoots, he scores,
at least if the person doesn't have a
disability.
One couple from Oshawa is trying
to change all that. Dave and Cindy
King want to start a special hockey
league in Durham Region for people
who are developmentally challenged.
"Our son plays on a team in
Toronto," said King. "And we have
wanted to get one going out this way
for awhile. We found out that there
was interest so we decided to give it a
shot."
The hockey league they are starting
will be made up of two groups that
will play against each other.
Occasionally, the group will also play
against teams that are starting up in
areas like Ottawa. New York and Los
Angeles.
"Everybody has their own special
needs," says King. "They come out
and they practise skating. they learn to
play the game, they do drills, then
they have scrimmage games against
each other."
One of the things that motivated the
Kings to start the program is that it
would give kids the opportunity to put
the equipment on and
get on the ice. The
league is not
meant to be
competitive,but
to get kids on
the ice to play.
Most of
/ them have spent
their life just
looking over the
boards astheir

brothers or sisters play," King said.
"It's time we had something for
them"
The hockey league will not only
give disabled kids a chance to play the
game but it will develop their social
skills and improve their fitness level.
"They gain a lot out of it, not just
hockey," King says. —ney socialize
in the dressing room, and some kids
don't get a chance to do much physi-
cal activity, so it's good exercise."
One of the people who found out
about the hockey league is so excited
he can hardly wait for the program to
begin. Others are ready to go out and
buy their skates.
"I have one boy who calls me
almost every night; be can't wait for it
to start." said King.
Anyone with any kind of disability
can join. They can be male or female,
any age.
"We don't discriminate," King said.
"You can have a 10 -year-old skating
circles around someone who's 28, so
age means nothing."
With the help of flyers and the
Durham Board of Education, 35 peo-
ple have joined the program.
However, the Kings would like to see
even more people get involved, not
only to play, but also to volunteer as
coaches.
"The board of education helped us
to get the doors open and get the
information out there." said King.
"The response from people has been
great and as the word gets out I'm
sure there will be many more.-

some ice for the kids to play on.
Finding a place to play and getting the
ice, though, is expensive.
We approached the Town of
Ajax," King said. "That's the big
point right now. (If) the town of Ajax
gives us the ice, this thing is going to
work."
Ajax Minor Hockey has supported
the program and will be affiliated with
the league when it stars. The associa-
tion is also working with the Town to

to Durham for another performance

DURHAM - There's something about Elvis Presley
that just refuses to die. And Phyllis Deline thinks she
can put her finger on it.
"The fust time I saw him was on the Ed Sullivan
Show. And back then he was what we all needed. He
was sexy and wonderful and very charismatic."
Girls lusted after him and boys wanted to be like him
and his raw sexuality shocked parents. And that's the
key to why his fans adored him so much — he was
everything parents didn't want their children to be.
Deline says.
He represented freedom.
"Back in that era it was all, 'Do this, don't do that.'
Elvis came along and helped us release some of that
frustration," says Deline. "He brought out the rebels in
all of us — we could identify with him."
Deline says that something she personally found to be
eery attractive about Elvis,
was the contrast between
his on-stage and his off-
stage self.
"On stage he was this
� wild rebel and I loved the
rawness and wildness of his
voice. But off stage he was
this shy southern
Christian," she says.
Deline says she is not
among the fanatics who
think Elvis Presley is still
alive. "A genuine fan
knows that Elvis is dead."
And she says she finds
reports of Elvis 'sightings'
Entertainer Bob McVay
is Doming for a show in to be -very annoying."
But, while the real
Oshawa for the third McCoy may be long gone,
time this coming week- Deline says she thinks she
end. has found a good substi-
tute. That's why she's
bringing American Elvis impersonator Bob McVay
back to Durham. ('Ibis is the third time that Deline has
presented a concert featuring McVay.
She first saw McVay in Memphis, Tennessee, in
1991, performing in an Elvis impersonation competi-
tion. And, in her books, he scored very high. "Oh yes,
he's very sexy and very humble and down to earth, just
like Elvis. And if you close your eyes, he sounds just
like him."
Deline says, while she thinks McVay does a pretty
good Elvis, the majority of Elvis impersonators aren't
very good. But she says they all deserve some credit for
wying-
"Because afterall, it's their way of showing their
affection and admiration for a wonderful man."
McVay will be appearing at the Oshawa Little
Theatre on March 17 and 18. He will be backed by a
four -piece band called Popular Demand.
Roy Orbison impersonator, and Courtice resident
Bernie Jessome will make a special guest appearance on
Friday, March 17 only.

FOR ALL YOUTH IN AJAX
AND PICKERING VILLAGE
The OPTIMIST CLUB OF AJAX is proud to announce the Annual
Optimist International Oratorical contest for Ajax and Pickering Village
Youth UNDER the age of 16. The contest is scheduled for 7:00 p.m.
Tuesday, March 21, 1995 at the Ajax Community Centre in the H.M.S.
Ajax room - south mall.
The official subject for this year's contest is "Listen to me".
Contestants must speak on the subject between four and five minutes.
Scoring is based on personal qualities, material organization, delivery,
presentation and overall effectiveness.
First, second, and runner-up winners in each division will be awarded
medallions. In addition, first place winners will be eligible for further
competition in the zone and district competitions with the top prize
being a $1,500 scholarship.

The News Advertiser is seeking your help in
locating hometown heroes.
On April 5 we're publishing a special section
featuring people who have added a little
extra to your community.
A Hometown Hero can be a person who has
dedicated years to coaching hockey. Or, it
can be the crossing guard who spends a
little extra time with children. Hometown
Heroes come in all shapes, sizes, colors and
ages.
We need you to tell us who you think is a
Hometown Hero.
On April 5 we'll publish a story and picture
on each of the 50 Hometown Heroes we've
selected. The hero and a guest will be
honored at a dinner to be held at Gallantry's
in the Pickering Town Centre. The hero will
receive a commemorative T-shirt and
plaque.

you think deserves the distinction as a

advance to regional events

Three double -team entries for
the Annandale Curling Club
competed in the Ontario
Curling Association's Silver
Tankard zone playdown at
the club recently.
Pairs of men's teams were
also entered from the Oshawa
Golf and the Tam Heather
club.
The pairs of rinks combine
their scores, and the winners
stay alive, while the teams
with the lower scores are
eliminated. When the play -
down was completed, an
Annandale team skipped by
Warren Leslie and Jon Payne
was victorious.
Leslie and Payne will skip
their rinks at the Silver
Tankard Regional Playdowns
at the Weston Golf and
Country Club on April 2.

The 66th edition of the
Canadian Men's Curling
Championship, better known
as The Brier, got under way
in Halifax March 4 and ends
on Sunday. March 12.
More than 50.000 men
started out in December in
club playdowns in every
province, but only four will
remain next Sunday to hoist
the Labatt Tankard in a victo-
ry celebration.
The winning rink at the
Brier will represent Canada
at the Ford World j
Championships in Brandon.

Durham A quatic swimmers win share of medals this newspaper
DURHAM — The Durham Aquatic
Club had its share of good results at the
Scarborough Swim Club's Cindy Nicholas
Meet recently.
Many of the 12 swimmers DAC sent to
the meet came home with medals.
Courtney Mitchell, 16, was first in the
100 -metre butterfly and the 100m back-
stroke. She finished third in the 50m
freestyle.
Mike Lockett, 14, placed first in the
100m fly. He also competed in the 200m
breaststroke. 50m free and the 200m free
and swam for DAC's 14 -and -under relay
tam which placed first.
David Hinan, 9, earned the bronze
medal in the 50m free and the 50m back.
He also placed l Ith overall in the 50m fly.
Sam McLoughlin, 13, was sixth in the
50m free and also competed in the 100m
fly. I 00 back and 200m back.
Richard Duhaney, 17, finished fourth in
the 200m breast and sixth in the 50m free.
Rebecca Lockett, 11, competed in the
50m free. 50m free and the 100m back.
Joshua Lumsden, 14, swam the 50m free
and the 100m back.

As everyone knows, knowledge has become a mandatory asset for upward -moving, work -seeking individ-

sector trainers and Durham College.
As president of Durham College, I am understandably proud of the work that my 1,000 col-
leagues do on behalf of our 42.000 students. Your college is, and will continue to be, a vital
force for high-quality adult learning, economic development and social well-being in our com-
munity.
In addition to benefitting from what the college does, however, all other communities of our
size in Ontario and Canada also have a university. As a result, the Durham Region Municipal
Council asked me, about two years ago, to lead a group of three dozen citizens to develop and
gain support for a full-time university presence in Durham Region.
We are finishing our work this month and have already tested it with a number of municipal
councils, school boards, and business and labour councils. WE WOULD NOW LIKE TO TEST
IT WITH YOU. the individuals and families of Durham Region.
