Mock nuclear plant emergency exercise shows deficiencies in evacuation plan By SAL BOMAtARITO STAEF RL"TER DURHAM — Thur.dav'. mock disaster at the Pickering Nuclear Generating Station reveals several deficiencies in the provincial go%ernment's nuclear emergency plan, says Region chairman Gary Herrema. The mock nuclear disas- ter, which tied up area police, ambulance crews T and firefighters for much of the dav, saw several .- area schools evacuated j around 9 a.m. and stu- dents transported to Gary reception centres for radi- ation decontamination, medical care and coun- selling. oun- selIing. Mr. Herrema, addressing members of the media at a press conference at Durham Regional Police headgeaners in Whitby, was matter-of-fact about a breakdown in communication between the Province and local levels of government during the exer- cise. Mock disaster exciting and scary for children / Pg. 3 "We were concerned about how the plan (developed by the Ontario Ministry of Solicitor General and Correctional Services) would go off and we've found some errors of omission in the plan, but we feel confi- dent we can clean up the shortfalls," said Mr. Werrema, who was joined by Pickering mayor Wayne Arthurs, Ajax mayor and Durham Regional Police Services Board chairman Jim Witty and exercise director Staff Superintendent John Kay. .. The regional chairman said, "There were Ontario Hydro workers check for "radiation contamination" of one of the buses used to evacuate Ajax and Pickering students to Durham College in Oshawa dur- ing a mock disaster at the Pickering Nuclear Generating Station Thursday. .. photo by Sal Bommarito communication gaps between our control centre and the Province's. The provincial person was not in our control room and we didn't have enough lines of communications going out of the centre." Mr. Herrera also said the control centre set up at the Whitby police station on Rossland Road across from Durham Region headquarters was "too remote" and too small to accommodate the number of people who would actually be involved in co-ordinating a real disaster. Mr. Herrema said the Region will look into establishing a permanent "turn -key" operation centre somewhere in Durham to address the problem. "We're looking for a permanent office. We can't take this kind of chance in a real emergency." Mr. Herrema's comments rang true for members of the media who judged the exer- cise to be somewhat disorganized and poorly planned. Journalists sent scrambling to vwi- ous facilities involved in the exercise were left wondering how they could report a real emergency to the public when they encoun- tered problems in communications with those in dwp of handling the mock dow ler. Staff Superintardent Kay agreed with Mr. Herrema's comments about a communica- tion breakdown, but added the key to any emergency plan is pile education. Around 9 a.m., four Durham Board of Education schools, three Durham Region Roman Catholic Separate School Board facili- ties and a private school were notified of the mock disaster and told to evacuate. Those schools were Sir John A. MacDonald and Woodlands Centennial in Pickering and Parkside Public and Exeter High in Ajax from the public board; Pickering's Holy Redeemer and Notre Dame and St. Catherine of Siena in Ajax from the separate board; and Pickering Christian School in Ajax. Students were bused to two Oshawa reception cen- tres — the Oshawa Civic Centre and Durham College. There, they were met by members of a multi -agency disaster team which processed the students before sending them back to their respective schools about two hours later. Durham Regional Police, Ontario Hydro, Oshawa Fire Department and Region of Durham Social Services and health department officials were on hand. Buses were checked by Hydro personnel for levels of "radiation" and then run through huge car washes before being checked for "radiation" again. The students were then taken through a centre for processing by social services and health department offi- cials. Ontario Hydro spokesman Dave Meyers explained that, in the event of a real disaster, social workers and nurses would be on hand to provide support to the evacuated children. Ibey'd do things like pro- vide clothing for the evacuees and direct them to food and lodging," he said Morepractice needed: Aaxmayo FROM PAGE 1 municipal workers and member% of the public about the plan and what can happen so that hysteria is removed from the sit- uation. A Saturday fire ripped through a home built by Lord Hyde of England in 1820, which is owned by Cougs Investments and leased by two antique dealers. The home. which was filled with priceless furniture, had been vandalized a week earlier. Just five days later, at 3:40 a.m. Wednesday, less than a kilometre away, a blaze broke out in a bungalow on Valley Farm Road. The bungalow was being rented by a family who had no insurance. Damage caused by the second blaze is estimated at around S120,000. The family was not home at the time of the blaze and no one was injured. Historically, young people generally have waited until they're married and have established a lifestyle before deciding on a home of their own. That pattern is now starting to change. The younger set are starting to invest in homes far sooner than we ever did or could. I believe this is the result of more disposable income at an earlier age plus the greater flexibility at the different lending institutions. The Acute Care Study approved by the Durham Region District Health Council calls for the Ajax facili- ty to become a full-service hospital, creating realistic expectations for funding increases from the provincial government. At the same time, it recommends the Whitby hospital be converted to a rehabilitation facility. The local impact of the study's recommendations, caning on the heels of a decision to close beds and lay off staff at Ajax -Pickering General Hospital because of an $800,000 operating deficit. served to reinforce the local hospital board's position that its growing client base requires more service, not less. But the Acute Care Study's recommendations should provide the provincial health ministry with the final data it needs to see that Ajax -Pickering General Hospital does require additional financial support. And, Health Minister Ruth Grier must make the right deci- sion based on the report Considering the study's state- ment that "...given the significant population in the western end of the Region, a full-service hospital site should be located in Ajax." the issue is dearly support- ed by health care professionals and agencies. And. as hospital board spokesman Joe Atkinson cor- rectly points out. the Province's unconditional support is required so the hospital an adequately serve resi- dew in the western portion of Durham. This study speaks clearly to the issue as it relates to hospital care needs in Ajax and Pickering. The final report of the Durham Region Acute Care Study was approved from the local health coun- cil Wednesday. The report will now be sent to the Ministry of Health for approval. " Ibe status quo wasn't going to work anymore," said council chairman Gerry Blake. "We need a regraralization of hospitals.- The ospitals "The report identifies Oshawa General Hospital and Ajax and Pickering General Hospitals as full-service facilities and adds that Whitby residents are close enough to one of these hospitals so as not to be in any danger. Music familiar to visitors of the islands has been reverberating through the halls of Pickering High School since the school started its own steel pan band last October. - The six -member band, the fust one to take root in Durham Region, has heard cathing but praise from concert -goers ever since. A casette seconded in January is sell- ing well at the bead's concerts aroucd the region. And, the band's getting set to acquire more steel drums to get additional teens involved in the genre. The band is the brainchild of co-op music student Alex Sa nna and Pickering High School music head Jack 'tMannatje, who took their cue from farmer principal Craig Birch, who men - boned last fall the Multicuitttcal Council Of Oshawa/Durham was interested in starting a pan band and wondered if Pickering Hugh wanted to get involved. Mr. 'tManage believes the steel pan band is a good fit with the school because of its multicultural diversity. "There's a good ethnic mix in our school and (the steel pan) is something new. Things have grown a lot and changed a lot and it's an exciting new aspoct- After some initial instruction by Winston Fredericks, a fourth-year Humber College music student major- ing m plans, the undertaking was handed to Mr. Sanna who's been the band's musical arranger and conductor ever sinoc. I told him I wanted to make a recording and I made a proposal. I've been producing records for more than 30 years and when I see something spe- cial it hits me." The cassette, called Steelin', was recorded at Oshawa's Ambassador Studios in early February, with Mr. Riccio in charge of the project. After several days of mixing, Steelin' was complete. So far. the album has been selling well. All money raised from the sale of the cassette goes back to the school's music program. The pan band is catching on to such an extent at Pickering High that the music department will offer steel pan as a full class at the school next year, says Mr. 'tMammoe. And, the pan band will soon take delivery of two sets of three tenor pans which will unable it to grow in size. • u Merino" Every Weekend All Seats All Ages s4 2S Cr 1. Over the last few years a great many businesses of all sizes have found that investment in the Ajax/Pickering News Advertiser's Focus on Busism feature have generated extra phone calls that likely would not have otherwise occurred. How do you get involved? When a company makes a commitment to advertise for 10 weeks on the page, it also receives a full feature story, complete with pictures. The story reinforces the advertisement, enabling the business to explain in depth its product and/or service, philosophy, goals, special promotions and even a historical overview. Unless the business chooses otherwise, everything is done by the newspaper's staff: the ad design, story interview and writing, plus the taking of the photographs. All the business needs to do is prepare for the increased sales volume. Call Janice at 683-0707. SHOULD I, or SHOULD I NOT, and AMIABLE TO? There are the most common questions people ask themselves about borrowing. I will attempt to show some guidelines in each area. SHOULD I? Each person has a different set of circumstances, and some of the factors that enter the equation, is Life Style, General Spending Habits and Future Planning. In certain situations, a debt consolidation makes day to day living (or surviving depending how you look at it) a great deal easier to handle. Some clients over the past few months, have had their monthly output reduced by as much as $1,400 a month, with the average savings, in the $650 per month range. So the answer is YES YOU SHOULD consolidate to get that monthly output down to a management level. SHOULD I NOT? If, you are easily handling your present debt load, and you do not forsee any major purchases in the immediate future, then the answer for most would be NO. The exception to this, would be to consolidate on a short amortization period, (or the time it takes to pay the debt back in full) because the interest rate should be considerably lower on a loan or mortgage than on your credit card balances. AM I ABLE TO? If there is a reasonable amount of equity in your home, the answer is YES. If you have no equity in your home and have a poor credit history, the answer is probably going to be NO, unless you have a very strong co-signer to help out in your present situation. If your credit history is poor, and your income level is below normal requirements, but there is fi'he friendly and helpful at The Mortgage Factory are tram left, Lesley Singer, Glenn Campbell, Paul Chatlt m and Sylvia Jules. substantial equity in your residence then the answer is YES. RATES? It appears that rates are in a relative holding pattern, with minor glitches upwards followed by downward glitches. I think this will be the general pattern over the next few months. IN CONCLUSION In General, response to our advice has been excellent. The number of clients coming to us for consolidation loans and mortgages has risen dramatically, and we are pleased to report that we have been able to help approximately 90% of the applicants. Be careful where you go, remember there is no replacement for experience, professionalism or knowledge. The Mortgage Factory has been serving Durham for 9 years, and Ontario for 25 years. On a personal note, I would like to welcome our newest member of our team, Hylton Mullings, who with his experience and knowledge, will be a great asset to our organization. Till next time, Glenn A. The Ontario New Home Warranty Program encourages new homeowners to use this booklet as a source of practical information during the entire home buying process and after move -in day as a handy reference on maintaining a new home and its warranty. The 47 -page booklet was recently revised and enhanced to include a pre -delivery inspection checklist, specific advice to lawyers, mortgage lenders and real estate professionals and updated information about some of the new technologies used in today's home such as your new home's ventilation system. Several pages in the booklet explain what's covered by ONHWP's warranty and what's not. In this section new homeowners will discover ONHWP effectively safeguards new home buyers against many problems including deposit loss, delayed closing, major structural defects, Ontario Building Code violations and construction defects. Since it was created in 1976 by Ontario's home builders, ONHWP has provided comprehensive warranty protection to more than 730,000 new home and condominium units in the province. The ONHWP warranty coverage takes effect from the date of possession and remains in effect if the house or condominium unit is sold before the end of the warranty period. Hence, the warranty remains with the house not the owner. Your relationship with ONHWP begins the moment you sign your Agreement of Purchase and Sale. One of ONHWP's most important mandates is to ensure new homeowners receive the warranty protection they are entitled to under the Ontario Ncw Home Warranties Plan Act. The ONHWP suggests new home buyers can prevent many headaches if they acquaint themselves with the program prior to buying a home or condominium unit. A little home buyer homework would reveal the importance of selecting a reputable builder who abides by provincial law and registers with ONHWP. What Every New Home Buyer Should Know alerts new home buyers to a small sector of rogue builders who try to side step registration with ONHWP and enrollment of each new home they build for sale. These builders are often investigated and prosecuted by ONHWP's Enforcement Group, ultimately facing fines of up to S 100,000. Fortunately, new homes built by an unregistered builder are still protected by ONHWP. But new homeowners would miss out on all warranty mailings and the peace of mind during one of life's largest purchases. Should problems arise in a new home, homeowners can consult What Every New Home Buyer Should Know. ONHWP advises you to bring any problems to your builder's attention and write to ONHWP before the warranty period ends. (Check the booklet's back cover for the appropriate ONHWP office near you.) If ONHWP does not receive your notice in writing within the warranty period, your claim cannot be allowed. Describe the problem in the letter and ask the builder to correct it. Remember to include the enrollment number, your complete address, lot and plan numbers or condominium address and unit number. Many new homeowners are unaware they have warranty rights as well as the responsibility of maintaining their home to ensure ONHWP's warranty. If ONHWP determines a problem was the result of a homeowner's neglect, then it is ineligible for warranty protection. Most information in What Every New Home Buyer Should Know outlines a home's most important features inside and outside from masonry, landscaping and roof to basement, framing, heating and plumbing. To assist homeowners exercise consistent care of their new home, ONHWP includes a suggested annual home maintenance schedule with several items to be inspected, cleaned or maintained on a handy checklist. vendors who have been registered at least three vears with ONHWP. Information About Your Home's Ventilation Svstem advises homeowners how to safely monitor, operate and maintain their ventilation systems. A New Homeowner's Guide to Septic Systems is another booklet explaining the proper operation and maintenance of a septic system. To be protected by warranty, homeowners must properly maintain their septic systems. And you always get three appliances, which is especially helpful for first-time buyers. Aspen Springs is a master -planned community that is already home to over 350 families. People have come to Aspen Springs because of its location — just south of Hwy. 2 and only minutes north of Hwy. 401 — and because the community offers them everything they need. Shopping and recreation amenities are already very prominent part of the community, with more shopping facilities proposed for the area. Also being talked about is the possibility of a GO Transit station and the GO train coming into the area. A new elementary school is scheduled to open in September 1996. Of course, there are the open spaces and parks and greenbelt pathways that are great for young and old alike. Kaitlin Group president Bill Daniell believes every homebuyer "deserves value for their dollar" and strives to offer homes that are attractive, comfortable and has all the convenience features you could want. Then there is Kaitlin's after-sales service. Kaitlin stresses the importance of each resident. This attention on the part of the developer ensures the purchaser of a positive homebuying experience, which translates to excellent referrals. In fact, a large number of homes sold in Aspen Springs thus far have come about as a result of "word-of-mouth" advertising. So if you are looking for a community where house designs, construction techniques and service are second to none, Aspen Springs is the place to visit. The sales office is open from 1 to 8 p.m. Monday to Thursday and from 11 a.m. to 6 p.m. on Saturdays, Sundays and holidays. To get to Aspen Springs, take Hwy. 401 east to Waverly Rd., in Bowmanville, and proceed north. The sales office is located on Martin Rd., just minutes north of the 401. The reason is innovative thinking and quality products geared to the first-time homebuver. The main thrust of the Kaitlin Group's campaign is developing customized buying strategies. As president of the Kailtlin Group. Bill Daniell personally oversees the financial packages of each community set up for first-time buyers. Interest rates start at 7.9 per cent for a one-year term to 8.9 per cent for a three-year term, plus three appliances. "Every buyer deserves value for their dollar," says NIT. Daniell. "As a chartered accountant. I personally believe people need to buy financially smart. And the Kaitlin Group is focusing its sales and construction efforts to emphasize this belief. So what's in store for today's buyer:' With two communities strategically positioned in Pickering and Bowmanville, the Kaitlin Group is ready to cater to all levels of first-time buyer. BOWNIANNILLE'S ASPEN SPRINGS Aspcn Springs, a master -planned community that already is home to more than 300 families, is offering a new release of freehold townhomes from S109, 990 to $129,990 with several styles and sizes from 926 sq. ft. to 1,575 sq. ft. For those interested in more selection and variety, there are other homes on 24 ft. lots and 30 ft. -lots, with half a dozen plans a piece, from $117,990 and $129,990 respectively. An exciting feature of Aspen Springs is the inventory blowout sale. If you have as little as $2,500 down, a home is waiting for you. The method is simple. Once the deposit has been paid, you are given occupancy and over the next few months, you "rent -to - own" the home directly from the Kaitlin Group. So, four or five months later, when you have paid enough rent to come up with the five per cent downpayment, you close the deal on your new home. And renting is a thing _of the past The Bow•manville site is currently the best of both worlds. Small town charm and flavor with controlled growth. A major shopping mall has been given the go-ahead by town council and a proposed GO train station is next on the list. Along with parks, open spaces and recreational centres slated, a new elementary school is scheduled to open in September 1996. The school will be easily accessible by a series of greenbelt pathways to provide safety for the kids. If the term "new" or "growing" family best describes you, Bowmanville's Aspen Jprings is well worth a visit. A sales pavilion, model homes and 15 homes now under construction are open from 10 a.m. to 8 p.m. Monday to Friday and from 11 a.m. to 6 p.m. Saturday, Sunday and holidays. To get to Aspen Springs, take the 401 east to Waverly Rd., in Bowmanville, and go north. %,pen Springs is just minutes north of the 401. For more information call the sales office at (905) 427-8605. . PICKERING'S IROSEBANK FOREST A great natural setting best describes this community of 144 semi-detached homes located off Rosebank Rd., north of Hwy. 2. Along with great value, these homes have distinct, opulent stone facades. "'We designed these homes to blend in with the higher -end homes being built in this neighborhood," says Mr. Daniell. "Each unit has the appearance of being a large luxury home, complete with accented roof lines, turrets and a double -car garage. The unique feature is that there are two homes in one, each with a symmetrical floor plan to reduce noise between units. As with other Kaitlin Group projects, a financial strategy has been devised to assist the first-time buyer. "One financial option we offer is a monthly -rebate program,"says Mr. Daniell. "By assisting the homebuyer with a monthly cheque of $500 for 12 months, we make it easy for new buyers to settle into their new homes." Other incentives are being offered, such as a walk -out deck or walk -out basement at no charge. And for those with a 10 per cent downpayment, a gas fireplace awaits, again at no charge. With prices from $149,990 to $188,990 and sizes from 1,084 sq.ft. to 1,761 sq. ft., it is still possible to get value for your dollar and have a preferred location. The sales pavilion is open from 10 a.m to 8 p.m. From Monday to Thursday and from 11 a.m. to 6 p.m. Saturday, Sunday and holidays. You can reach Rosebank Forest by taking Hwy 401 east to Pt. In its annual National Housing Outlook, the CMHC forecasts housing starts at 141.000 units for 1995 — a drop of 8.5 per cent over 1994. The association expects the construction industry to rebound by 6.6 per cent in 1996, to a total of 150.300 units_ "Construction of single - detached units will see a relatively small decline this year with a more significant recovery next year," says Gilles Proulx, chief economist at the C%1HC's Market Analysis Centre. "Multiples construction, on the other hand, will drop more this year and recover slightly in 1996." PTOulx sdvs construction levels reflect a downward adjustment from the construction boom in British Columbia and the new international immigration targets. He adds that rising mortgage rates in the latter part of 1994 contributed to the slowing of activity. "Rates are now expected to be close to their peak and case gradually in the second half of the year," says Proulx. Over the forecast period, Ontario and Quebec housing markets are expected to remain near their 1994 levels in 1995 and show some improvement in 1996. British Columbia will see lower construction throughout the forecast period, while Prairie and Atlantic regions will drop slightly in 1995 and show offsetting advances in 1996.
