shows deficiencies in evacuation plan

media at a press conference at Durham

"We were concerned about how the plan

would go off and we've found some errors
of omission in the plan, but we feel confi-
dent we can clean up the shortfalls," said
Mr. Werrema, who was joined by Pickering
mayor Wayne Arthurs, Ajax mayor and
Durham Regional Police Services Board

centre and the Province's. The provincial
person was not in our control room and we
didn't have enough lines of communications
going out of the centre."
Mr. Herrera also said the control centre
set up at the Whitby police station on
Rossland Road across from Durham Region
headquarters was "too remote" and too small
to accommodate the number of people who
would actually be involved in co-ordinating a
real disaster.
Mr. Herrema said the Region will look
into establishing a permanent "turn -key"
operation centre somewhere in Durham to
address the problem.
"We're looking for a permanent office.
We can't take this kind of chance in a real
emergency."
Mr. Herrema's comments rang true for
members of the media who judged the exer-
cise to be somewhat disorganized and poorly
planned. Journalists sent scrambling to vwi-
ous facilities involved in the exercise were
left wondering how they could report a real
emergency to the public when they encoun-
tered problems in communications with
those in dwp of handling the mock dow
ler.
Staff Superintardent Kay agreed with Mr.
Herrema's comments about a communica-
tion breakdown, but added the key to any
emergency plan is pile education.

Pickering General Hospital now that a
report recommending it become a
regional health-care facility has been
sent to the Province.
Durham Region's Acute Care Study
recommends the local hospital become
a full-service institution, with more
money made available to run it.
The Durham R=gion District Health
Council approved the study Wednesday
and sent it to provincial Health Minister
Ruth Grier for her consideration.

would have to lay off about 50 full and

Mock disaster exciting,
scar
for evacuated students

AJAX-PICKERING — It
was both an exciting and
scary experience for hun-
dreds of Ajax and Pickering
students evacuated as a part
of a mock nuclear disaster
Thursday.
Around 9 a.m., four
Durham Board of Education
schools, three Durham
Region Roman Catholic
Separate School Board facili-
ties and a private school were
notified of the mock disaster
and told to evacuate.
Those schools were Sir
John A. MacDonald and
Woodlands Centennial in
Pickering and Parkside
Public and Exeter High in
Ajax from the public board;
Pickering's Holy Redeemer
and Notre Dame and St.
Catherine of Siena in Ajax
from the separate board; and
Pickering Christian School in
Ajax.
Students were bused to
two Oshawa reception cen-
tres — the Oshawa Civic
Centre and Durham College.
There, they were met by
members of a multi -agency
disaster team which
processed the students before
sending them back to their
respective schools about two
hours later.
Durham Regional Police,
Ontario Hydro, Oshawa Fire
Department and Region of
Durham Social Services and
health department officials
were on hand.
Buses were checked by
Hydro personnel for levels of
"radiation" and then run
through huge car washes
before being checked for
"radiation" again.
The students were then
taken through a centre for
processing by social services
and health department offi-
cials. Ontario Hydro
spokesman Dave Meyers
explained that, in the event of
a real disaster, social workers
and nurses would be on hand
to provide support to the
evacuated children.

Two fires considered suspicious

Valley Farm Road homes
PICKERING — bickering fire offi-
cials are treating two house blazes on
Valley Farm Road within a week of
each other as suspicious.
A Saturday fire ripped through a
home built by Lord Hyde of England
in 1820, which is owned by Cougs
Investments and leased by two
antique dealers. The home. which was
filled with priceless furniture, had
been vandalized a week earlier.
Just five days later, at 3:40 a.m.
Wednesday, less than a kilometre
away, a blaze broke out in a bungalow
on Valley Farm Road.
The bungalow was being rented by
a family who had no insurance.
Damage caused by the second blaze is
estimated at around S120,000. The
family was not home at the time of
the blaze and no one was injured.

student at Exeter High, after
the bus she was riding was
sent through a make -shift car
wash which sprayed a fine
mist of water over the vehi-
cle.
"I think it took too long to
get us out of the classroom.
We were in there for 25 min-
utes," offered Kristin
Speakman, another Grate 9
Exeter student
"I don't think everyone
would have acted as calmly
as they did if it had been a
real emergency," observed
classmate Amanda Shaban.

There's hope yet
At the same time residents in nearby Whitby
assailed the Durham Region Acute Care study
approved here Wednesday, the report's recommenda-
tions provided hope for Ajax -Pickering General
Hospital.
The Acute Care Study approved by the Durham
Region District Health Council calls for the Ajax facili-
ty to become a full-service hospital, creating realistic
expectations for funding increases from the provincial
government. At the same time, it recommends the
Whitby hospital be converted to a rehabilitation facility.
The local impact of the study's recommendations,
caning on the heels of a decision to close beds and lay
off staff at Ajax -Pickering General Hospital because of
an $800,000 operating deficit. served to reinforce the
local hospital board's position that its growing client
base requires more service, not less.
But the Acute Care Study's recommendations
should provide the provincial health ministry with the
final data it needs to see that Ajax -Pickering General
Hospital does require additional financial support. And,
Health Minister Ruth Grier must make the right deci-
sion based on the report Considering the study's state-
ment that "...given the significant population in the
western end of the Region, a full-service hospital site
should be located in Ajax." the issue is dearly support-
ed by health care professionals and agencies.
And. as hospital board spokesman Joe Atkinson cor-
rectly points out. the Province's unconditional support
is required so the hospital an adequately serve resi-
dew in the western portion of Durham.
This study speaks clearly to the issue as it relates to
hospital care needs in Ajax and Pickering. The
Provmcc, surely. can find no way — political or other-
wisc — to refute that and come up short again

DURHAM - Whitby General Hospital appears des-
tined to become a regional rehabilitation centre based
on final recornmendations of Durham's health council -
Despite opposition from many Whitby citizens and
most recently local council, the Durham Region
District health Council is standing fast on its original
regional model. which includes the elimination of all
acute in-patient and out-patient services at Whitby
General. The final report of the Durham Region Acute
Care Study was approved from the local health coun-
cil Wednesday. The report will now be sent to the
Ministry of Health for approval.

Catholic Separate School Board supporters paid
$3.000 for school administrators to attend a two-
day conference at a northern resort.
Oshawa trustee Beth Austin questioned the
expenditure during Monday night's school board
meeting, asking "Why was such an expense
allowed at a time when schools are under-
staffed?"
She asked that future expenditures for adminis-
trators' conferences be approved in advance by
trustees. School board director Earl Lagroix
defended the expenditure by saying "the school
board got more than its money's worth" out of the
conference. which was held at Pine Stone Inn in
Haliburion Feb. K and 9. He explained the 50 sec-
ondary and elementary school principals and vice -
principals who attended paid two-thirds of the
total cost for the conference out of their own
pockets.
"This is the only schi of board where principals
pay for their own in-service training," he said.

warm up to sounds
of Caribbean islands

AJAX — You don't have to travel
outside Durham to hear the sweet
sounds of the Caribbean.
Music familiar to visitors of the
islands has been reverberating through
the halls of Pickering High School since
the school started its own steel pan band
last October. -
The six -member band, the fust one to
take root in Durham Region, has heard
cathing but praise from concert -goers
ever since.
A casette seconded in January is sell-
ing well at the bead's concerts aroucd
the region.
And, the band's getting set to acquire
more steel drums to get additional teens
involved in the genre.
The band is the brainchild of co-op
music student Alex Sa nna and Pickering
High School music head Jack
'tMannatje, who took their cue from
farmer principal Craig Birch, who men -
boned last fall the Multicuitttcal Council
Of Oshawa/Durham was interested in
starting a pan band and wondered if
Pickering Hugh wanted to get involved.
Mr. 'tManage believes the steel pan
band is a good fit with the school
because of its multicultural diversity.
"There's a good ethnic mix in our
school and (the steel pan) is something
new. Things have grown a lot and
changed a lot and it's an exciting new
aspoct-
After some initial instruction by
Winston Fredericks, a fourth-year
Humber College music student major-
ing m plans, the undertaking was handed
to Mr. Sanna who's been the band's
musical arranger and conductor ever
sinoc.
"Mr. ` dannatje offered me a tdnarnce
b head the sled pan bend. It's so new
and relevant and such an untapped
resource that I jumped at the chant,"
says Mr. Saooa.
Moreover, the Pickering High pan
band was a good opportunity for drum -

"It was an excellent chance for the

the band played its first concert at
Piickerng High's arcual 24 -how fuod-
rawag concert following only two
weeks of >rhewsail. In December, the
band perfon ned at the school's altinital
chrisunas concert whale it was heard
by hos-time reoart producer Pat Riccio
Jr.
Mr. Riccio, who served as Anne
Mutiny's musical drector and cooduc-
for for 2ll years, recalls, "I went up to
Mr. 'T" after the concert and told him I
was in the presence of something won-
derful. I told him I wanted to make a
recording and I made a proposal. I've
been producing records for more than
30 years and when I see something spe-
cial it hits me."
The cassette, called Steelin', was
recorded at Oshawa's Ambassador
Studios in early February, with Mr.
Riccio in charge of the project. After
several days of mixing, Steelin' was
complete.
So far. the album has been selling
well. All money raised from the sale of
the cassette goes back to the school's
music program.
The pan band is catching on to such
an extent at Pickering High that the
music department will offer steel pan as
a full class at the school next year, says
Mr. 'tMammoe. And, the pan band will
soon take delivery of two sets of three
tenor pans which will unable it to grow
in size.

There are the most common
questions people ask themselves
about borrowing. I will attempt
to show some guidelines in each
area.
SHOULD I? Each person has a
different set of circumstances,
and some of the factors that enter
the equation, is Life Style,
General Spending Habits and
Future Planning. In certain
situations, a debt consolidation
makes day to day living (or
surviving depending how you
look at it) a great deal easier to
handle. Some clients over the
past few months, have had their
monthly output reduced by as
much as $1,400 a month, with
the average savings, in the $650
per month range.
So the answer is YES YOU
SHOULD consolidate to get that
monthly output down to a
management level.
SHOULD I NOT? If, you are
easily handling your present debt
load, and you do not forsee any
major purchases in the
immediate future, then the
answer for most would be NO.
The exception to this, would be
to consolidate on a short
amortization period, (or the time
it takes to pay the debt back in
full) because the interest rate
should be considerably lower on
a loan or mortgage than on your
credit card balances.
AM I ABLE TO? If there is a
reasonable amount of equity in
your home, the answer is YES.
If you have no equity in your
home and have a poor credit
history, the answer is probably
going to be NO, unless you have
a very strong co-signer to help
out in your present situation. If
your credit history is poor, and
your income level is below
normal requirements, but there is

YES.
RATES? It appears that rates are in a relative holding
pattern, with minor glitches upwards followed by
downward glitches. I think this will be the general
pattern over the next few months.
IN CONCLUSION In General, response to our
advice has been excellent. The number of clients
coming to us for consolidation loans and mortgages
has risen dramatically, and we are pleased to report
that we have been able to help approximately 90% of
the applicants.
Be careful where you go, remember there is no
replacement for experience, professionalism or
knowledge.

publishes the helpful booklet, What Every New Home
Buyer Should Know and ensures a copy is placed in
every" new homeowner's hands.
The Ontario New Home Warranty Program
encourages new homeowners to use this booklet as a
source of practical information during the entire home
buying process and after move -in day as a handy
reference on maintaining a new home and its warranty.
The 47 -page booklet was recently revised and
enhanced to include a pre -delivery inspection checklist,
specific advice to lawyers, mortgage lenders and real
estate professionals and updated information about some
of the new technologies used in today's home such as
your new home's ventilation system.
Several pages in the booklet explain what's covered
by ONHWP's warranty and what's not. In this section
new homeowners will discover ONHWP effectively
safeguards new home buyers against many problems
including deposit loss, delayed closing, major structural
defects, Ontario Building Code violations and
construction defects.
Since it was created in 1976 by Ontario's home
builders, ONHWP has provided comprehensive
warranty protection to more than 730,000 new home
and condominium units in the province.
The ONHWP warranty coverage takes effect from
the date of possession and remains in effect if the house
or condominium unit is sold before the end of the
warranty period. Hence, the warranty remains with the
house not the owner.
Your relationship with ONHWP begins the moment
you sign your Agreement of Purchase and Sale. One of
ONHWP's most important mandates is to ensure new
homeowners receive the warranty protection they are
entitled to under the Ontario Ncw Home Warranties
Plan Act.
The ONHWP suggests new home buyers can prevent
many headaches if they acquaint themselves with the
program prior to buying a home or condominium unit.
A little home buyer homework would reveal the
importance of selecting a reputable builder who abides
by provincial law and registers with ONHWP.
What Every New Home Buyer Should Know alerts
new home buyers to a small sector of rogue builders
who try to side step registration with ONHWP and
enrollment of each new home they build for sale. These
builders are often investigated and prosecuted by
ONHWP's Enforcement Group, ultimately facing fines
of up to S 100,000.
Fortunately, new homes built by an unregistered
builder are still protected by ONHWP. But new
homeowners would miss out on all warranty mailings
and the peace of mind during one of life's largest
purchases.
Should problems arise in a new home, homeowners
can consult What Every New Home Buyer Should
Know. ONHWP advises you to bring any problems to
your builder's attention and write to ONHWP before the
warranty period ends. (Check the booklet's back cover
for the appropriate ONHWP office near you.)
If ONHWP does not receive your notice in writing
within the warranty period, your claim cannot be
allowed. Describe the problem in the letter and ask the
builder to correct it. Remember to include the
enrollment number, your complete address, lot and plan
numbers or condominium address and unit number.
Many new homeowners are unaware they have
warranty rights as well as the responsibility of
maintaining their home to ensure ONHWP's warranty. If
ONHWP determines a problem was the result of a
homeowner's neglect, then it is ineligible for warranty
protection.
Most information in What Every New Home Buyer
Should Know outlines a home's most important
features inside and outside from masonry, landscaping
and roof to basement, framing, heating and plumbing.
To assist homeowners exercise consistent care of their
new home, ONHWP includes a suggested annual home
maintenance schedule with several items to be
inspected, cleaned or maintained on a handy checklist.

The Kaitlin Group is one of Durham

CMHC
If you are looking for an
upturn in national housing
starts, the Canada Mortgage
and Housing Corporation
(CMHC) says you have to look
beyond 1995.
In its annual National
Housing Outlook, the CMHC
forecasts housing starts at
141.000 units for 1995 — a
drop of 8.5 per cent over 1994.
The association expects the
construction industry to
rebound by 6.6 per cent in
1996, to a total of 150.300
units_
"Construction of single -
detached units will see a
relatively small decline this
year with a more significant
recovery next year," says Gilles
Proulx, chief economist at the
C%1HC's Market Analysis
Centre. "Multiples
construction, on the other hand,
will drop more this year and
recover slightly in 1996."

adjustment from the
construction boom in British
Columbia and the new
international immigration
targets. He adds that rising
mortgage rates in the latter part
of 1994 contributed to the
slowing of activity.
"Rates are now expected to
be close to their peak and case

Over the forecast period,
Ontario and Quebec housing
markets are expected to remain
near their 1994 levels in 1995
and show some improvement in
1996. British Columbia will see
lower construction throughout
the forecast period, while
Prairie and Atlantic regions
will drop slightly in 1995 and
show offsetting advances in
1996.
