PICKERING —The I-iberal government
was delivered a blunt message by angry
taxpayers here Wednesday night: Don't
raise taxes to deal with the mounting feder-
al debt: cut spending fust.
Ontario Riding MP Dan McTeague and
Durham Riding MP Alex Shepherd were
the target.. as about 3.500 people rallied at
the Metro East Trade
Centre to warn the local
Liberals against supporting
tax increases in the Feb. 28
federal budget.

rally was organized by the
Taxpayers Coalition of
Pickering and Ajax.

McTeague federal Finance
Minister "Paul Martin should take a hint.
You can't fix the deficit with pocket lint.
"If there's even a two -cent -a -litre tax
increase on gas, tell Mr. Martin we can't
take it and I want you to walk the floor" of
the House of Commons and sit as a mem-
ber of another party. Mr. Catney told the
MP for Ajax, Pickering and most of
Whitby.
Canadian Taxpayers Federation (CTF)
executive director Jason Kenney noted
Prime Minister Jean "Chretien said he
would only raise taxes if there was a war. If
he raises taxes, there'll be a war — a war
on the middle class."
The Pickering rally is the 15th of 21 the
CIF is holding across the country prior to
the federal budget.
At one point during Mr. Shepherd's
speech, the boos and catcalls were loud
enough to stop him from talking.
One man who addressed the crowd said,
"I see how we got in this mess. The entire
crowd is roaring and Mr. Shepberd was

DURHAM — Students who commit violent acts
will be given the benefit of the doubt before they are
suspended or even expelled under the Durham Board
of Education's proposed discipline policy.
Unlike other Metro Toronto -area school boards,
which have chosen a zero -tolerance approach to vio-
lence, the Durham board's policy will emphasize toler-
ance for student offenders and mete out suspensions
and expulsions only for extreme cases.
"Wouldn't it be better for schools to work with the
kids before social services has to?" asks Pine Ridge
Secondary School vice-principal Tom Reed, who heads
a school board committee drafting the new discipline
policy to be incorporated into its safe -schools policy.

School board tackles violence

"1 think the fight to keep the kid in
school has to be at the school level.
It's far better to deal with the kid here
than to ship a student over to another
school board," he says.
While the school board's draft poli-
cy on discipline contains a number of
measures to deal with violent students
ranging from counselling
to peer -mediation and con-
flict resolution programs,
suspensions and expulsions
can be meted out for per-
sistent violent behavior or { evc
serious violations.
"The policy has to be
all-encompassing enough
so that the board has flexi-
bility, but it also has to 101M

do it." Mr. Reed says.
Violent incidents which may merit
suspension, and even expulsion,
include: possession of weapons,
threats of serious physical violencxI
physical assaults causing bodily harm,
sexual assault, robbery and extortim
hate -motivated violence involving
racism or homopbobia, vandalism
resulting in extensive damage to
school property or property located on
school premises, and the sale, or pos-
session for the purposes of sale, of
drugs or other prohibited materials.
ANiough the policy is still in draft
form, the school board has the legal
right to suspend or expel students
under the Education Act. In fad, 93
suspensions and one expulsion were
handed out by the school board
between Sept. 1, 1994 and Jan. 18,
1995.
The draft policy emphasizes a com-
munity approach to preventing violent
acts before they occur.
To that end, the community will be
involved, possibly through school
councils, in developing a code of
behavior for students in
co-operation with school
officials.
"Because the
low demography of each
school is so different,
staff, we're recommending that
a code of behavior be
E developed in conjunction
tg and with members of the com-
ubhc9 munity," says Mr. Reed.
A key regulation in
the draft policy deals with
codes of behavior at each elementary
and secondary school "that communi-
cate to all members of the school
community the types of behavior
expected from students".
The draft policy states the code of
behavior "must be developed with
students, staff, parents or guardians
and the community".
The policy also calls for the codes
of behavior to be communicated to all
members of the community to ensure
awareness and that they be reviewed
"�you set down the ground

ing) how each school will be run,"

The reserved nature of Canadians
— "They'll speak about it over the
kitchen table, but they don't do it pub-
licly" — allows the government to
raise taxes, be said.
The Reform Party is now working
on a bill that would cap federal spend-
ing and taxing, be said.

they didn't get the message from the

Emergency crews attend to a victim of a
chain -reaction series of smash-ups in the
eastbound lanes of Hwy. 401 west of
Thickson Road in Whitby around 1:40 p.m.
Thursday. Whitby OPP report a vehicle
crashed into a guardrail, slowing traffic. A
tractor -trailer then jackknifed and rear-ended
another car. Police say there were no life-
threatening injuries in the mishaps, which
tied up eastbound traffic for approximately a
half an hour. i

Cops call Oshawa death
of woman 'suspicious9
OSH.AN.A -- Police are not ruling out foul
pla% in the death of a woman found in a parking
lot at Lake% iew Park in south Oshawa Thursdac
morning.
The body of a woman in her late 30s or earl
40s was found at the park at the foot of Simcoe
Street South at 8:14; a.m., says Durham Regional
Police Staff Sergeant Sande Ryric. Police closed
off the area and brought in homicide and forensic
units.
The body was taken to the coroner's office in
Toronto to determine the cause of death.
"Vb'e're treating it as a suspicious death until
we can determine the cause," Sgt. Ryrie says.
Police had not identified the woman at press
time, and are still investigating.
Mom saves daughters from fire
WHITBY — An anonymous Whitby mother is a
heroine after saving her two daughters during an
early -morning fire at their Lofthouse Drive home
Thursday.
The mother, whose name was not released by
police, suffered minor burns to her hands and feet
while getting her children to safety. Her daughters
escaped injury.
Thirteen firefighters arrived on the scene around 2
a.m. after the Whitby Fire Department responded to
a 911 emergency call, says Captain Doug MacLean.
The fire started in a bedroom and caused $50,000
damage, he reports. The cause of the blaze is still
under investigation.
Police use pepper spray
to subdue theft accused
OSHAWA — Police used pepper spray to
subdue a 16 -year-old young offender they
charged with theft over $1,000 and possession
of stolen property over $1,000 after a cash reg-
ister was removed hom an Oshawa restaurant.
Witnesses saw a youth drag the cash register
into a home on Warren Avenue in the Park
Street -Bond Street area around 5:45 p.m.
Monday, Durham Regional Police report.
Police investigation led to the arrest during
which the suspect struggled, requiring ofiioers
to subdue him with pepper spray.

refusing comment on newspaper
advertisements taken out by the
Power Workers' Union alleging
the public utility is "wasting"
moncv.
The union claims the company
is spending taxpayers' dollars on
items such as a coffee table that
transforms into a desk at the touch
of a button -
The wion, which is negotiating
a first contract with
Whitby Hydro, placed
ads in the News
Advertiser on the week-
end claiming the utility is
wasting hundreds of
thousands of dollars.
Among the union's
examples of Whitby
Hydro's spending are:
O Gene Manager Tom
May's coffee table which
turns into a desk;
O A private bathroom for Mr.
May:
13 A truck costing neatly $500,000
that was taken off the job by the
Ontario government because it
was too big and a traffic hazard.
The truck, nicknamed "Too Tall,.'
has a capacity to reach almost
eight -and -a -half stories, 20 feet
higher than nearly all of the hydro
poles in Whitby.
O Two proposed substations cost-
ing $1.75 million, which the union
says are not needed -
Union president John Murphy
says the union went public with
the allegations after not being
treated seriously by Whitby
Hydro.
"We want Whitby Hydro to be
more efficiient and more eB'ective,
and we ran up against a brick
wall," Mr. Murphy says. The
most effective way to correct
waste and inefficiency is to expose
it to the people who pay the actual
bills in Whitby."
Mr. May says he will be malting
a report to the Whitby Hydro
Electric Commission on each of
the allegations made by the union,
but will not comment publicly on
the charges.
The response will be made
after we have a collective agree-
ment," Mr. May says.
Mr. Murphy says the union's

public has a right to
know about the waste

Worker breaks ankle

WHITBY — A 35 year-old Mississauga
man broke an ankle and sparred a wrist after
falling down a ladder at a Whitby construction
site around 6:15 pm. Tuesday.
The man was taken to Whitby General
Hospital, treated and released after the acci-
dent on Victoria Street east of Thickson Road.
He had been working on the roof of the budd-
ing.
The Provinciall Ministry of Labour is inves-

DURHAM — The Durham Board
of Education may have to scrap its
new report card pilot project in the
wake of Ontario Education Minister
Dave Cooke's announcement that
the Province plans to introduce a
standard report card for use through-
out Ontario.
Dave Snoddon, the board's super-
intendent of education in charge of
assessment and regional services,
told school board trustees Monday
that work is continuing on the new
report cards despite the minister's
announcement.
The report cards are currently
being piloted in 23 elementary and
secondary school across Durham
Region, he told the board.
We are currently collecting input
from about 6,000 parents from
throughout the community. Around
80 per cent have indicated they like
the (report card) form we're pilot-
ing. But the minister's announce-
ment begs the question whether we
proceed with our report card, which
has been developed locally, or wait
for further details from the ministry.
1 hope the provincial report card will
also have that type of approval from
the community."
The possibility also exists that the
provincial government will approve
some of the new report card initia-
tives being piloted in Durham
schools, board officials say.
There are also doubts at the
school board level that the Province
will be able to come through with
the new standard report cards by
September of 1996, as announced by
the minister last week.
But some school board ratepayers
are wondering whether the Province
and school board are working at
cross purposes with their respective
report card projects, resulting in
needless duplication of services.
Mr. Snoddon said as soon as more
details are known about the
Province's announcement, steps will
be taken to "keep cost and duplica-
tion of effort" to a minimum.
Some trustees have also raised
concerns about the report card as
they attempt to hammer out a tax

A common report card is current-
ly being tested for Grades 1-3
(Formative Years); Grades 4-6 (also
part of the Formative Years); Grades
7-8 (Transition Years); and Grade 9
(also part of Transition Years).

The federal government would have to be deaf,
dumb and blind if it hasn't got the message yet.
That message was delivered loud and clear
Wednesday night when an estimated 3,500
Durham residents gathered at Pickering's Metro
East Trade Centre to warn area Liberal MPs
against their party raising taxes in the Feb. 28 fed-
eral budget.
But, at least two of those average Canadians in
attendance left the No More Taxes rally with a
bad taste in their mouths and their hands firmly
gripping their wallets.
They went away with the feeling that Ontario
Riding MP Dan McTeague and Durham Riding
MP Alex Shepherd are out of touch with
Canadians already over -burdened by taxes, failing
to clearly recognize people are mad as hell and
aren't going to take it any more.
Rally participant David Long summed it up
most concisely: "I don't think these people know
how bad it is, how fed up the Canadian people are".
If federal finance minister Paul Martin does opt to
fight the deficit on the backs of middle-class
Canadians, he will indeed be showing the thousands
attending these no -tax rallies his government doesn't
know how bad it is.
And Canadians are fed up. This time they're not,
as P4eswn Manning said, speaking out about it -over
the kitchen table'".
Middle-class taxpayers have borne the brunt of
Pam federal budget provisions. It's their turn for a
reprieve. Mr. Martin has indicated the government
will dose tax loopholes which only benefit wealthy
Canadians.
This time, let the rich pay.

I am not impressed with same of the recom-
mendations of the Royal Commission on
Learning.
It is again self -seeing. More teacher educa-
tion and more teachers equal higher wages, more
taxes but no guarantee of a better product.
Ontario already has the most expensive and
the least productive education system in Canada.

Has this resulted in superior graduates? I think

Some boards use 40 per cent of their budget
for administration. That is not acceptable. We
cannot afford it.
We cannot afford high-priced teachers nw&

DURHAM — A select handful of
schools in Durham Region will be
evacuated Thursday. Feb. 23 as part
of a nuclear plant mock disaster.
The exercise is being organized by
the provincial government and
Ontario Hydro in conjunction with a
number of local government agencies,
including Durham Regional Police,
the municipalities of Pickering, Ajax
and Whitby, as well as both the
Durham public and separate school
boards.
Parents of students attending
schools within a !O -kilometre "prima-
ry" zone around the Pickering
Nuclear Generating Station will be
notified of the exercise, according to
Doug Wilson, the Durham Board of
Education's superintendent of educa-
tion in charge of operations.
While all schools within the zone
have been told to be ready, only a few
schools will actually be cvacuated.
Those schools won't be told they are
being evacuated until the morning of
the exercise to make the emergency
simulation as realistic at ponsible.

secondary
schools located
out of the 10 -
kilometre zone
in Whitby and

Meanwhile, two
or more schools
west of the
nuclear station
will be evacuat-
ed to the
Metropolitan
Toronto Zoo in
Scarborough.
Several school
buses will be

diverted to a reception area, either the
Oshawa Civic Stadium or Durham
College in Oshawa to enable other
agencies to test their facilities.
Students in buses will he accompa-
nied by police escorts.
Communication will be maintained
by the bus company and police
throughout the exercise.
All students will be returned to
their respective schools by noun hour.
The names of the schools participat-
ing in the exercise will be announced
periodically, during the exercise, on
several radio stations. Parents will be
informed of the call letters and fre-
quencies of those radio stations.
For schools not selected for the
evacuation exercise, education offi-
cials will make unannounced visits to
random schools within the primary
zone.
A debriefing session will be held
on March 1 for staff and principals of
schools that are cvacuated or used as
holding or evacuation centres to dis-
cuss improvements for future evacua-
tion simulations.

Durham firms set to flourish

DURHAM — The cloud of the recession
may have had a silver lining after all, leaving
Durham Region businesses leaner and better
able to take on a competitive international
marketplace in 1995.
Pat Olive, commissioner of Economic
Development for Durham Region, says the
North American Free Trade Agreement and
alliances like the European Community have
changed the structure of the world economy,
opening it up to increased trade. And, Durt>arn
is well placed to meet the challenge of
increased competition on an international
scale, Mr. Olive believes.
"Durham Region is coming out of the
recession stronger," he says. "The future
looks very good. Certainly, when I see the
dynamism of the people, when I see the part-
nering of business and government, l am very
encouraged --
The recession's long shadow seemed to
still linger over Ontario, with the recent flood
of applicants for a rumored third shift at
General Motors in Oshawa overwhelming the
Metro Eau Trade Centre in Pickering. Despite
this, Durham business people can afford cau-
tious optimism. says Olga Myers, labor ana-
lyst for Human Resource Development
"There's very skarn growth, but neverthe-

structure and treaties such as
NAFTA make it a tougher market-
place.
"Businesses have to get competi-
tive" warns Pat Olive, commission-
er of Economic Development for
Durham Region.
"In 10 years, all duties will be
off. If they can't produce, they'll
be wiped off the screen. And so
they have to get in a position where
they can become very efficient,
very economical, extremely quali-
ty-arieWod."
He offers the fd owing tips to
companies which want to secure
their positions:

the area fell from 13.4 per cent in December,
1993 to 7.4 per cent in December, 1994.
Further analysis of declining
Unemployment Insurance claims points to an
improving trend in all sectors of the economy,
with manufacturing leading the way. Also

accommodation, food and beverage services,
and business services grew strongly over
1994, increasing from 34 per cent of total
industrial sector growth in December, 1993 to
42.6 per cent as of November, 1994.
Population growth in Durham is partly
responsible for the improved employment sta-
tistics, Mrs. Myers says. "There's strong sug-
gestion that employment growth has not
occurred here so much as the population has
grown so tremendously and people are com-
muting to Toronto and Scarborough. In
Oshawa, I believe it's as low as 50 per cent of
the residents, but in Pickering it may be as
high as 80 per cent commuting to Toronto...

Kevin Brady was employed doing market
research for a Toronto computer company in
1986. The information he gathered led him to
the conclusion there was an opportunity for a
company that could re -manufacture computer
parts. When his employers passed on the
opportunity, he took his own advice and
fon ned the Brady Group Inc. in 1988. Today
he employs 35 people in Whitby. and is look-
ing forward to expansion.
Plastiglas Industries Ltd.. in Ajax, has for
21 year,, to cw4xs on tlx: customer and turning
out a hivb-qw lith pnxfuct F=ormed by Rick
Group. Firms like this are doing well in
the post -recession environment.
and Steve Baker, Plastiglas employs 35 peo-
ple and has invented a way to recycle fiber-
glass -reinforced plastic and other waste mate-
rials into usable building material.
Both companies export their products inter-
nationally, which Mr. Olive sees as an avenue

Performers wish
upon a star
PICKERING — You can help make dreams come
true for sick children who Wish Upon A Star,
The Pickering West Hill Musical Theatre will stage
the variety show Wish Upon A Star Friday. Feb. 24 and
Saturday, Feb. 25 at the Village Retirement Centre,
1955 Valley Farm Rd., north of Hwy. 2, Pickering.
Doors open at 7:30 pm. and the show begins at 8:15.
Other activities include a silent auction, a cold buffet
served around 11 p.m., and dancing.
Proceeds go to the Children's Wish Foundation,
which grants requests to terminally -ill children.
Musical director is David Mills, artistic co-ordinator
is Joyce Crawford and producer is Mike Gruszczynski.

celebration
DURHAM — A community in
harmony — that's the message the
Festival of Folklore will convey
when it's presented this weekend.
The festival was the brainchild of
its co-ordinator, George Blake. He
says, because folklore is the basis of
all culture, he felt this would be the
ideal way to celebrate unity. It is
also, in part, a celebration of Black
History Month.
Harmonious is a good word to
describe the relationship enjoyed by
the Robert McLaughlin Gallery, the
Durham Folklore Society, the Club
Carib of Oshawa, the Mississaugas of
Scugog Island First Nation and
Multi -Sounds TV during their work
together on the festival. The groups
pooled resources to present the festi-
val in Oshawa from Friday to
Sunday.
McLaughlin Gallery spokesperson
Alexandra Morin says the relation-
ship of the groups working on this
project has been representative of the
message they're trying to put for-
ward. "It was a good opportunity to
get together. We tend to stay in our
own niche: it's nice to work with
other members of the cultural com-
munity. Everyone worked together.
Everyone put their money into the
pot: they didn't hold back."
The result of their combined
efforts is a three-day cultural extrava-
ganza starting with opening cere-
monies at the Caribbean Cultural
Centre today, Friday, beginning at
6:30 p.m.
The first night's program will
appeal to all family members begin-
ning with a performance by the
Hummingbird Dancers of Club
Carib. This will be followed by three
a Sweet singer
Paul's Presbyterian Church (lower
hall), 32 Wilson Rd. N., Oshawa.
No musical experience is neces-

African. Native and European. The
evening will end with a performance
of Afro-Caribbean and Native drum-
ming. Saturday's agenda includes on-
going afternoon workshops at the
Caribbean Cultural Centre from 1:30
to 3:30 followed by an hour of liter-
ary appreciation. The action picks up
again at 7:30 with a concert of story-
telling, music and dance.
The festival closes on Sunday with
a program at the Robert McLaughlin
Gallery. At 1:30, there'll be a work-
shop on choosing and telling stories
to children presented by the Durham
Folklore Society.
Ms. Morin notes this is not a story -
time but an instructional workshop
for adults.
A concert of sacred and gospel
music will be presented by the
Echoes of Praise Chorale from 3 to 4
p.m. The group will perform music
ranging from Handel to gospel.
(Admission is by ticket only.)

Glenanna Road and Hwy. 2, from the
Pickering Corporate Centre where it was

optometrists offer complete eye care.

on the proper care. wear and maintenance

Dr. Fitzsimmons, Dr. Gillezeau, and other

radiation, Dr. Fitzsimmons says "eye

very young children. By the age of three
children should have their eyes tested.
There is no substitution for a complete
optometric eye exam."

children as young as one month on. The
younger eye is most susceptible to ultra
violet damage.
Dr. Fitzsimmons says, "There is more to
the eyes than just seeing clearly. The way
they function together, the way they
operate and focus and the way vision is
processed is so important." Children with
these difficulties are often slower at
school; they do poorly at reading and
they reverse letters. Through different
therapy techniques, vision processing is
greatly improved.

Due to recent advancements Astigmatism
and the issue of bifocals can now all be
addressed with contact lenses. Instruction
on the proper care. wear and maintenance
of contacts is also readily given.
Dr. Fitzsimmons, Dr. Gillezeau, and other
associates each have a role to play in the
operation of the clinic. Dr. Kirk
Narayansingh, Dr. Allan Hum and Dr.
Michele Schmidt are the other associates.
Having five doctors at the clinic means that
all patients can be seen in a timely manner.
The second location, at the Oshawa Centre,
has been serving families for a. full 12
years.
With recent concern over ultra violet
radiation, Dr. Fitzsimmons says "eye
protection is necessary, especially for
very young children. By the age of three
children should have their eyes tested.
There is no substitution for a complete
optometric eye exam."
Quality sunglasses are available for
children as young as one month on. The
younger eye is most susceptible to ultra
violet damage.
Dr. Fitzsimmons says, "There is more to
the eyes than just seeing clearly. The way
they function together, the way they
operate and focus and the way vision is
processed is so important." Children with
these difficulties are often slower at
school; they do poorly at reading and
they reverse letters. Through different
therapy techniques, vision processing is
greatly improved.

Making the right choice when it
comes to purchasing a home is a
matter of good planning, not good

Before starting out in search of a

your financial capabilities. Based on
your income and expenses, your real

Knowing your price range can save
a lot of time, energy and, especially,
frustration during the selection
process. It can also re -assure the
vendors about the validity of your
offer and, therefore, swing
negotiations In your favor.

Certified home inspectors can be

The Addendum is an important document

The Addendum to Agreement of Purchase and Sale is
an invaluable document to new home buyers since it draws
a consumer's attention to some of the most crucial issues
surrounding the purchase of a single-family home.
The Ontario New Home Warranty Program (ONHWP)
advises consumers not to underestimate the power of the
Addendum. Although it was devised as an addition to the
Agreement of Purchase and Sale, the Addendum overrides
all other agreements.
Attached to an Agreement of Purchase and Sale, the
Addendum provides purchasers of freehold homes with
substantial rights with respect to the extension and
termination of the Agreement of Purchase and Sale.
Condominium buyers are exempt from the Addendum and
they must closely read their Agreement of Purchase and
Sale for any terms of extension specified by the builder.
The Addendum stipulates builders must construct
homes in a timely fashion. The document sets out a home
buyers rights if a builder delays the closing day of their
home for more than 120 days from the original closing
date. Home buyers who have not previously agreed
otherwise, have a 10 -day window to end the agreement
and ask for their deposits to be returned. This provision,
between the 1211 and 130 day period, is only relevant if the
deal does not close.
If a purchaser does not terminate the agreement, the
closing is extended up to another 120 days unless
previously agreed otherwise. If the home is still not
complete, the Agreement is cancelled and all monies arc
returned to the purchaser .
Prior to the Addendum's inception in 1987, consumers
could have their completion dates extended indefinitely by
a builder/vendor or builders would cancel the deal because
they could not get it built on time. During the boom times
when house prices escalated, some builders repeatedly
delayed closing dates. Frustrated home buyers would
cancel the purchase agreement, freeing up the builder to
sell the home at a higher price.
When builders used these open-ended delay tactics,
many home buyers were forced to look for another home
in a rising market. Representatives from the housing
industry realized there was a serious gap in consumer
protection and were concerned about this dishonest
practice.
The Ontario Home Builders' Association, the Ministry
of Housing, the Ministry of Consumer and Commercial
Relations, the Greater Toronto Home Builders'
Association, the Urban Development Institute and the
Building Industry Strategy Board joined forces to spell out
a consumer's rights and improve the disclosure of
information. They drafted the Addendum to Agreement of
Purchase and Sale and presented the document to
ONHWP.
Since March 2, 1987, ONHWP has policed the use of
the Addendum governing single family homes. Builders
are required to include an attached Addendum with every
Agreement of Purchase and Sale and/or construction
contract as a condition of builder registration.
Breaches of this requirement can result in ONHWP
revoking the builder's registration.

land, the availability of a building permit, the builder's
address and telephone number, whether the builder is
registered with ONHWP and the house is enrolled.
The Addendum advises home buyers to consult a
lawyer before signing the Agreement of Purchase and Sale
and read over specific items in the Agreement for their
own protection. Points to consider are:
• The builder may have the right to cancel the Agreement
regardless of whether or not the purchaser is in default. For
example, a builder may base the sale of the home upon
subdivision approval.
• The purchaser may be approved by a mortgage lender
as a condition of closing.
• The rate payable on any mortgage in the Agreement
could be subject to increase.
• The builder/vendor could alter plans and specifications
or substitute materials without notice.
• The purchase price could be increased or adjusted by
additional costs or charges. Purchasers could be informed
that on closing and registration, certain legal fees and
provincial land transfer taxes are payable.
Home buvers should check to see an Addendum is
attached to their agreement or contract and if the document
is missing, contact their builder as soon as possible.

of homeowners and renters
in 11 cities across Canada.
Few investments can
match the returns on a new
house purchase. While the
homebuyers's initial
investment mar represent
only five or 10 per cent of
the total purchase price of a

Anyway, Garnet and
Maxine have been
splurging a bit on
themselves, as they should,
and they're in the market
for new appliances. Garnet
is one of those "bells and
whistles" guys who loves
all the gadgets and gizmos.
Em swears she got her first
gray hair the night she was
standing beside his car and
he let rip with the new air
horn on his Grand Torino.
Ever since he was a kid,
Garnet has always wanted
a fridge with an ice -cube
maker. Because he and
Maxine need a new fridge
anyway, and because he is
still a kid, Garnet still
wants a fridge with an ice -
cube maker and, darn it all,
he told me he's gonna have
one now. And a butter
softener. And it has to be
almond colored.
Well, Em and 1 shopped
for a new fridge last year
and learned some
interesting things, which
we passed on to Garnet.
For instance, your fridge
consumes more energy
than any other appliance,
but the average refrigerator
manufactured today uses
up to 40 per cent less
energy than the average
1972 model_ Units with
side-by-side doors
generally use the most
energy and one -door,
manual defrost modcls use
the least.
We didn't want to rain
on Garnet's parade, but we
did tell him that when we
compared the price of two
refrigerators with similar
features, he should think
about the purchase price: as
well as the lifetime
electricity cost -- "the
second price tag."
Buying an energy-
efficient model may mean
that the second price tag
will be lower than if you
bought a cheaper, less -
efficient model. Since your
new fridge is going to be
around for 17 years or
more, it's worth checking
out the "Energuide" label
of a few models and
comparing how much
electricity each one is
going to use. For example,
an extra feature like
Garnet's beloved ice -cube
maker will increase the
amount of energy required.
Speaking of energy, it
will be interesting to see
how much ekdricity Great
Aunt Hilda generates when
she sees those ice cubes
popping out of Garnet and
Maxine's new fudge!

net worth is still $75,000
greater than the renters after
30 years.
Once the mortgage is paid
off after 25 years,
homeowners' shelter costs
fall to less than one-third of
renters' shelter costs.
Homeowners can then
reinvest the difference for
even greater financial gain.
Beyond the financial
benefits, the study also
points out the "additional
