Cindy Hogan, 22, who died in a two -vehicle acci- dent m Port Perry Friday, had worked since June of 1990 in the dis- tribution depart- ment of the News Advertiser. "We've all lost someone v�cial and veryclo - to us here," says Abe Fakhourie, the paper's distrib- ution manager. "We're all a fami- ly unit here and one of the mem- bers has gone. "Cindy was very raring. espe- cially to children. That was her love. Working here real- ly suited her" because her job as an administration clerk involved waking with car- ders. Mr. Fakhourie adds, "My mom summed her up best Cindy would find an excuse to have a party, which is true_ She really enjoyed life." Close friend Michelle Kennedy says, "She was one of the happiest people I know. She was always calling and meet- ing people every- where she'd go. She'd go an a train trip and come britt wish all these phone numbers of people." Ms. Hogan "loved rids. One of the pro- grams in Pickering Ms. Hogan worked with was the Friday morn- ing Junior Kindercare for children aged 20 months to two - and -a -half years. "She was vital there. It's the first time the children were leaving their parents and she was really good with the little ones, sympathetic to the little ones," Ms. Morrison says. Durham Y director Tammy Eastman says Ms. Hogan "was 100 per cent dedicated to the children and tbeir families." The kids enjoyed the com- pany of Ms. Hogan, says Ms. Eastman. Alcohol wasn't a factor in the sash. Ms. Hogan was alone in her car as she was travelling to see her boyfriend Steve Mener. A Port Perry couple travelling in the Isuzu suf- fered minor injuries and weren't admitted to hospitaL Ms. Hogan is survived by her parents Marilyn and Barry Hogan of Whitby, sister Charity Hogan, grandparents Dave and Helen Helmele of Winnipeg, numer- ous aunts, uncles and cousins. A funeral was held yesterday in Oshawa with interment in Resurrection Catholicin Whitby. In lieu of flow- ers, the family has asked that dona- tions be made to the YMCA Community Fund, Ms. Eastman says. Their heartache may be tempered somewhat by the knowledge that the victim probably saved the lives of two others. Early reaction in Durham to the plan for sending three -year-olds to school is negative. Durham Citizens for Quality Education, for example, say that particular portion of the Royal Commission report addresses day-care and not education. We agree. Definitive results still aren't in on how four -year- olds are dealing with all -day, alternate -day kinder- garten. How then are we to adequately measure the impact of a new education program for children a full year younger? Further, there is little hard data being offered on the cost of implementing an in -school program for three-year-old children in locations across Ontario. Few would argue that reforming Ontario's educa- tion system is required. But the Province must con- sider the impact of the enormous change on school boards at the local level. By fast -tracking plans for a program that amounts to little more than glorified day C29 e (considering that pilot programs could be imple- mented as early as this fall), the Provincial govern- ment is creating an octopus with too many tentacles. Education Minister Dave Cooke has already hand- ed down several policy decisions related to the Royal Commission report that create a complex new man- date for educators in the province to act upon. The Province would do well to focus on that nar- rowly defined path in the short term to see that change is introduced effectively. Only then can it explore the child care business. When reached for comment, a nurse in Dr. Patten's office said, "We think (Dr. Patten) is pretty wonderful. He does have a lot of patients other doctors haven't been able to help, it seems.., Andrew's mom Mary Brown says, "Andrew's learning to walk, and although he still has a long way to go. it's like an added bonus. We always sald.'well, if he ever learned to wak that would be a miracle, that would be fantas- tic.' But we just wanted someone to help keep him alive." Tragically, an earlier child, Christopher, died of the disease at six months. By the age of nine months, Andrew had suffered nine episodes of cardiac arrest due to suffocation from fluids travelling into his hrags because of his difficulty swallowing. Andrew's last cardiac arrest was in August, 1994, and any slight illness was potentially fataL We were dealing with a time bomb, - recalls Mrs. Brown. The Browns' search for help for their son took thea from their home in St. John's, Newfoundland to Ajax in 1991. Once in Ontario, Andrew underwent tests at The Hospital for Sick Children in Toronto. When those tests revealed nothing new, the hospital sponsored the Browns on a trip to the famous Mayo Clinic in the U.S.. The Browns travelled there in 1993, looking for new informa- tion on his condition, and perhaps, hope for Andrew. "We were sort of at our wits' end with Andrew," admits Andrew's dad, Doug. VONMENrAL SPBCIA W The International Joint Commission has identified Metro Toronto and Region as one of 43 water pollution hot spots or "areas of concern" around the Grunt Takes. Public volunteers, along With representatives from federal, provincial and municipal agencies have developed a plan for cleaning up the waters in the area. This plan is called the Remedial Action Plan (RAP). On Jan. 19, a new logo was chosen for the Metro Toronto and Region RAP, "Clean Waters, Clear ChoLoes program. The win- ning logo designer is Durham resident Valerie Sippel, a student at the Ontario College of Art. The logo of man and fish will be used to promote water quali- ty projects. These include water con- servation programs, forums on watersheds and headwa- ters, streambank and shore- line clean-ups, the creation of fish habitat, tree plantings and environmental educa- tion. According to RAP's newsletter, the cost for clean water has been estimated at $1.7 billion over 20 years. Implementation will end up costing abaft $75 per person a year for a population of 2.5 trillion. Polls conducted in 1991 showed that two-thirds of the public were willing to pay for environmental clean-up. Most would pay up to double their current water bin (about $250 per year). A $65 increase alone would be enough to carry out com- bined sewer, swrinwater and sewage treatment improve- ments in the RAP area. Talk to Friends If that particular lawyer is unavailable or you want to choose someone else, the best way to get a referral is to talk to people you know, including family, friends, co- workers and neighbors, to see if they can recommend someone with substantial real estate experience. If not, they may be able to help point you in the right direction for a recommendation. And although your Realtor cannot recommend or endorse a particular lawyer, he or she may also be able to give you the names of several lawyers to contact. If these approaches leave you empty-handed, try contacting the legal referral service in your community. You will likely get the names of two or three lawyers to contact. Inquire About Experience When talking to prospective lawyers, ask about their real estate experience. After all, if their practice concentrates on litigation, they're unlikely to be involved in many real estate transactions. Ask them if they are easily accessible on weekends and evenings when most offers are presented. Chat to them briefly to see if you are comfortable with them. You may even want to ask for references. Fees When talking to different lawyers, you'll probably notice a difference in their estimated fees. Some will propose a single "flat fee" for their services. How a Lawyer Helps In real estate transactions, lawyers look after the many time- consuming and complex things most of us can't do. One important role would be a review of any offers submitted by purchasers -- because when you and the the buyer sign this document, you are legally committed to price, terms and conditions of the sale. However, you should not expect a lawyer to advise you about the price contained in an offer. After the conditions of the offer have been met, your lawyer will begin gathering the documents that are necessary to complete the transaction and transfer title to the new owner. Your lawyer will also be in contact with the purchaser's lawyer and will respond to any questions or issues regarding title or requirements in the agreement which have to be resolved before closing. If you have an existing mortgage on your property, and you plan to pay it off from proceeds of the sale, your lawyer will obtain a copy of the mortgage statement from your lender. He or she will also send a letter to the purchaser's lawyer that confirms the mortgage will be discharged from the proceeds. Statement of Adjustments A statement of adjustments, detailing the credits each party is to receive for deposits and prepaid or unpaid realty taxes will be prepared by your lawyer, along with a calculation of the balance due on closing. A separate schedule will be prepared showing how these proceeds are to be distributed, to discharge the mortgage and pay the costs associated with the transaction. The balance is your net proceeds of the sale. Your lawyer or his or her conveyancer will meet with the buyer's lawyer (or conveyancer) at the land registry office on closing day to exchange the paperwork required for transferring title and to register the required documents. The proceeds of the sale will be received and distributed by your lawyer. Your mortgage will be discharged from the proceeds of sale and expenses and other items will be paid according to the statement of adjustments. You'll then receive a cheque for the net proceeds.
