The board's budget committee axed more than $5 million in renovation costs from its proposed $369 -million operating budget, a move that saw trustees shave more than three per cent from a pro- pel 6.7 -per cent average property tax hike for ratepayers in 1995. The committee also approved $1.9 million in reserve fund payments for infrastructure and junior kindergarten renovation projects and deferred a S-100.000 payment for sec- ondary school infrastruc- ture projects until 1996. Particularly hard-hit by the decision is Ajax High School, which won't get about $_500.000 in renova- tions this year. "I don't want to see the capital needs of Ajax ignored," Ajax trustee Colleen Jordan said. " When almost half of the secondary school renova- tion cuts are directed to one scbooL it is a big deal." However, predicting an earthquake is difficult because "there isn't a sufficient database to determine for sure," Mr. Mohajer added. Mr. Wallach said a scientist using a mathematical model to determine the damage caused by a quake measuring 6.8 occurring either under or near the Pickering plant determined that "There would be faihn e. Not that the building would fall. It would stand, but there would be a loss of containment (of radioactivity)." The report on the mathematical model hasn't been made public yet, he added Clive Alexander, of Ontario Hydro's Nuclear Technology Services division, says the Pickering and Darlington Plants are designed to withstand a quake in the five to six range. Ontario Hydro is also reviewing what magnitude of tremor its plants can withstand, he adds. Mr. Alexander says Mr. Wallach's claim that a loss of containment could occur name from a report by a group at McMaster University which examined one component of the containment sys- tem called the pressure release ducts. The McMaster report "wasn't look- ing at the whole plant," Mr. Alexander says. "The seals (in the pressure release duct) could be broken and containment lost, but that's not the only part of the containment system. The reactor build- ing and vaaumt building are also there and the pressure release ducts link into those. "It wouldn't be good news, but it wouldn't be a total loss. Three faults come together below Lake Ontario just south of Toronto, Mr. Wallach said Most earthquakes occur K a fault, where the earth's plates come together. "It's not earthquakes that cause faults, but movement along the faults that cause earthquakes." he said. The three faults are the Niagara - Pickering Linear Zone, the Georgian Bay Linear Fault and the St. Lawrence Fault Zone. Mr. Wallach said there's a history of earthquakes occurring along each of the faults. Also, pop -ups — an inverted V- shaped rock formation at the surface caused during a quake — surround Metro Toronto, Mr. Wallach said. "Pop -ups may indicate an area is subject to major earthquake activity, even if there's been no earthquake in the arm„ Mr. Moha_w has five devices set up between the Pickering and Darlington nuclear reactors to monitor the earth's movement. If be did, this is what be would see: The Town of Pickering keeping its promise not to hike the munici- pal portion of our property tax bill; the Town of Ajax working toward its promise not to raise property taxes; the Durham Board of Education sitting down and cutting $5 million from its operating budget. That doesn't mean we won't be bit with a hike in our property tax bills this year, we probably will. But, the budget process in our communities and at our school boards has been marked by a common characteristic: chop until we can't chop any more, raise taxes as a last resort, and try to maintain levels of service. That's what the federal Liberals have promised, but that's cold comfort from a level of government that has an established history of saying one thing and doing another. The growing chorus across the country should send a message to Ottawa. Too many governments, after all, have bet on our history of meek acceptance at budget time. And just in case they're still not listening on Parliament Hill, they'll bear it again this coming Wednesday when over -taxed citizens urn out for a tax rally in Pickering at the Metro East Trade Centre. The chorus that has risen across the country is taking on a rhythmic tone: no more taxes... It's time for the people we elect to manage our fmanoes to listen. It's time far some decisive action that doesn't force us to dig deeper. It's time for the feds to make good on our behalf. OR FAX US AT I recall health minister taking credit for hospital expansion To the editor: The physicians at the Ajax and Pickering General Hospital are outraged about our provin- cial government's recent deci- sion not to provide additional funding to the hospital. This has forced the planned closure of an entire floor and lay-offs involving approximately 55 people, effective May of this year. A few short months ago, NDP Health Minister Ruth Grier was here for the grand opening of the new wing of the hospital, bask- ing in the glory and taking credit for her Ministry's achievement. Because of this expansion, med- ical services as well as the costs of providing these services have predictably increased. It is completely illogical that officials at Queen's Park feel that the hospital can continue to operate with a pre -expansion budget. This pan of Durham Region is one of the fastest growing areas in Canada. Despite increasing our "effi- ciency" (in bureaucrats' eyes that means getting patients out of hospital within a recommend- ed time interval arbitrarily set up by some pencil -pushing non- physicans), the increasing dependence on our facilities by the public will continue. Rightly so, the residents of our communities who so gener- ously contributed to the building of the expanded hospital expect to obtain proper health care locally. These services cost money (salaries, equipment, drugs) and we cannot be expected to pro- vide this without more funding. It is unfair to deny local resi- dents access to our brand new facilities, yet this will have to be the case. Simply put, the Ajax and Pickering General Hospital is being penalized because it hap- pens to be located in such a high growth area. The argument from Grier and company is that there is no money left. However, I cannot understand why this government can usually find funding for certain interest groups based on its left-wing agenda. The issue is one of priorities: health care is fundamentally important to all Canadians and in this region we cannot safely function with less hospital beds. Health care cannot be compro- mised As a physician, I can see where my colleagues will con- sider resigning from their hospi- tal appointments, since we will ultimately bear the brunt of being on the front line of a dete- riorating system being run by politicians. Because of Health Ministry decisions, people may not be able to get the in-patient care he or she requires. It is already difficult for doc- tors to transfer patients to other hospitals because the bed short- age is province -wide. With even fewer beds avail- able, it will simply become dan- gerous from a medical -legal point of view to involve our- selves with hospital patient care. The medical staff regrets the lass of jobs within the hospital. We are a family and such an event will permanently destroy the already sagging morale brought on by previous wage freezes, Rae days, etc. In closing, I ask the taxpaying residents who rely on our bospi- tal to contact provincial politi- cians to protest this abort-sigbt- ed decision. We need to maintain medical services. Fondling one of the espedally-inscribed Whitby Hydro golf balls he looks lovingly across at the colour picture of the famous Whitby Hydro Double -The -Money -Half -Million -Buck Truck... HOW WHITBY HYDRO IS SPENDING YOUR MONEY We're the Power Workers': the union that represents the people who do the actual work at Whitby Hydro. We climb the poles, repair the outages on Otter Creek, figure out why your light bulbs flicker every night... When we started as the union, we promised to report to the consumer how the money they pay on their hydro bills was being spent. Here's the report. It isn't good. THE "DOUBLE-THE-MONEY-HALF-MIWON-BUCK" TRU(K. Check the picture. What a truck! it's shiny. It's big. Add tinted glass, and it's every adolescent's fantasy. Whitby Hydro was the roud buyer. As one of thepeople who paid for it, there are a few problems you might care to hear about: • The truck cost almost half -o -million dollars. For the some amount of money Whitby Hydro could have had two trucks that would do the job. Waste figure: nearly $250,000. No wonder Hydros in Ajax. Pickering and Oshcwo don't have anything like it. • Ontario Government officials have ordered the truck be removed from the job. Problem? !t's so big, it's a traffic hazard. It's totally impractical for many Whitby streets. Vehicles which cost up to $250.000 less are called in to do the job. And they do it quite well.. • Some people have nick -named the truck "Too Tall That's because "Too Tall" has the capacity to reach almost eight-0nd-o-holf storeys - 20 feet over IT GOES ON.
