DURHAM — The Durham Board of
Education needs a program of its own for
students displaying violent behavior, at a
cost of around $376.000 annually, the
school board was told Monday night.
Bev Freedman, superintendent of educa-
tion in charge of programs, explained the
program would target students between the
ages of 1 _2 and 1, -% hk :,c % iolence to
intimidate or harm.
"Schools need to deliver clear messages
about a lack of tolerance of violent behav-
ior in all aspects in the Durham Board of
Education," she said.
Although the proposal received the
school board's approval in principle, it
must still be approved during upcoming
budget deliberations.
The Ministry of Education and
Training's violence -free police dictates that
boards develop violence -prevention poli-
cies, prepare students to manage their lives
and relationships in non-violent ways and
develop strategies and skills for students
and staff to deal with violent situations.
The school board reports there were 135
incidents of violent behavior (1 10 involv-
ing males and 25 involving females) report-
ed between Sept. 1, 1994 and Jan. 18, 1995.
The incidents resulted in 93 suspensions

The statistics show there is a need for the
board to develop "an alternative" program,
based on models already in effect in
Etobicoke and Scarborough, in conjunction
with community agencies as well as the
Durham Region Roman Catholic Separate
School Board, Ms. Freedman said.

Strep throat on rise
in Durham Region
DURHAM — Strep throat is the lat-
est disease making its way around the
region.
And, viral diseases respiratory sync -
tial virus (RSV), mycoplasma and
whooping cough (pertussis) have spread
through all communities in south
Durham in December and early January,
but have been decreasing in the past two
weeks, says Dr. Linda Panaro, the
Region's associate medical officer of
health.
"It wasn't an epidemic, but it was an
outbreak," Dr. Panaro says.
Marion Megesi, supervisor of public
health nursing for the Durham health
department, notes symptoms of strep
throat are a painful sore throat, fever and
swollen glands in the neck.
It's caused by Group A streptococcus
bacteria and antibiotics are helpful in
stopping the disease, Mrs. Megesi says.
If left untreated, strep throat will last
for up to three weeks and can be spread
around during that time. And, it causes
life-long kidney problems if left untreat-
ed, she adds.
The disease can affect people of any
age group. Anyone showing symptoms
should see their family doctor, who will
do a throat swab to determine if it's strep
throat.
Mrs. Megesi says, "We really encour-
age all the antibiotic be taken to kill the
bacteria. If you don't take them all, we
see some bacteria surviving. You usually
feel better after two or three days and
stop taking the antibiotics. If you don't
take the full course (which last% about 10
days), then you'll develop bacteria that's
resistant to antibiotics."

The Royal Commission on
Learning's final report, released
Jan. 26, recommended each Ontario
school board introduce community
councils comprised of parents, stu-
dents, staff and members of the
community and chaired by princi-
pals, at every school.
And the local public board wast-
ed no time in releasing its blueprint
for the introduction of school com-
munity councils as recommended
by 1pe Royal Commission.
The document, presented as an
information item at Monday's
school board standing committee
meeting, will be circulated for com-
ments from trustees before being
finalized in the next few weeks.
The timing of the school board
report's release is no coincidence,
however, since a board committee
studying the issue was drafting its
final recommendations at the same
time the Royal Commission was
drafting its final document.
"We found there were few revi-
sions to make after the royal com-
mission report was released," for-
mer administrative officer Sally
McIlveen, now acting principal at
Anderson Collegiate Vocational
Institute in Whitby, told the board.
Under the public board plan,
community councils would have
input into a range of areas, includ-
ing parent and community involve-
ment in student learning, curricu-
lum and program development at
the school level, evaluation and
assessment of student learning and
the development of school policies
such as a code of behavior.
The document also states princi-
pals would be responsible "for the
day-to-day management of the
school, including the implementa-
tion of program and policy, as well
as hiring and performance evalua-

the school.
The councils would be composed
"in consultation with the communi-
ty" and reflect the "ethnocultural
diversity of the community,"
according to the committee's report.
They would be comprised of

uates, staff, community representa-
tives from business, labor, cultural
organizations and service clubs".
Most of the members would be
parents, students and community
representatives, with staff represen-
tation limited to one-third of the
council. The size of the council
would not exceed 15 members, but

Woman's skull fractured
in attack with baseball bat
PICKERING — A 29 -year-old Pickering
matt faces numerous charges after a 20 -year-old
woman had her skull fractured when she was
beaten with a baseball bat Sunday night.
Durham Regional Police say the Antonio
Street resident was assaulted outside her home
by a man and a woman acting together around 8
p.m.
Police are still searching for a woman who
was involved in the assault.
Police say the victim, an exotic dancer, knew
her attackers who were apparently trying to col-
lect some money owed to them. The victim was
held down by a matt while a woman struck her
on the head with a baseball bat, police say.
The woman was attacked after leaving her
home to investigate two people vandalizing her
car with a bat, according to police.
The victim suffered a fractured skull in the
attack and was taken to Ajax -Pickering General
Hospital where she was treated for a concus-
sion.
The man is charged with aggravated assault,
assault with a weapon, possession of a danger-
ous weapon, forcible confinement, mischief
under $1,000 and possession of narcotics.

Consider this: In a four-month period in schools
across Durham Region there were 135 reported
incidents of violent behavior.
Of those incidents, 93 resulted in suspensions
and one in expulsion.
Those sets of numbers clearly illustrate two
vitally important issues. One is that violence in
Durham Region schools is a part of the reality that
students face. The other is that school board offi-
cials are responding.
A proposal this week by the Durham Board of
Education to introduce a structured program to
deal with violence -prone students takes this issue a
laudable step further.
Development of such a program, as directed by
the provincial government's violence -free policy,
will create an environment for troubled students to
continue learning.
And, that is simply a better solution to the
established tradition of suspending or expelling
aggressive or violent students.
By keeping kids in school, violent students will
learn — in a structured environment — alternative
solutions to conflict. They will also remain
exposed to curriculum standards and will, ulti-
mately, be better off for it.
Models already in place in other communities
can provide Durham with a great basis on which to
tailor its own program to get the most out of trou-
bled students.
The proposal has great merit. It has been
approved in principle by the board; it must become
reality if we are to adequately address the issue of
violence in our schools.

roviding comfort in the face of death

DURHAM STAFF
DURHAM — Losing a loved one is
always a difficult and painful experi-
ence. But when the loss is preceded by
a long and lingering illness, it can be
even more draining, both physically
and emotionally.
Hospice Durham is a non-profit,
community-based volunteer program
providing in-home support to individ-
uals and families facing a life-threat-
ening illness. It was incorporated in
1991 as a registered charity and is
governed by a volunteer board of
directors. There is no fee for the ser-
vice, and administrative costs are cov-
ered by private gifts, in -memoriam
donations and fund-raising activities.
Hospice volunteers are trained to
assist with numerous non-professional
tasks and to provide support and com-
panionship. The comprehensive train-
ing cause covers such auras as tech-
niques of care, ee, communication skills,
stress management and other support
and bereavement services. Volunteers
can also assist with community educa-
tion, office work and food -raising.
"Every situation is different,~ says
Melanie Daniels, one of the many
hospice volunteers. "Each client is so
unique, each has their own personality
and vrobiems." The hospice attempts
to match the volunteers with the client
according to their backgrounds and
interests, she adds.
Hospice client volunteers have
many jobs, depending on the situation.
They maintain contact with the patient
and family through visits and phone
ells; they assist the client's family by
running errands, caring for children,
preparing light meals and providing
transportation. The presence of the
volunteer allows family members to
feel comfortable taking some time
away from home for themselves. And
since the volunteers become familiar,
friendly faces, they are able to help
the family through the bereavement
period. By offering assistance in this
way, they contribute to a family's
emotional wen -being, and help main-
tain the family's physical energy- For

national improv
competition
PICKERING — Eight St. Mary
Catholic Secondary School students
will represent southern Ontario at
the Canadian Improv Games at the
National Arts Centre in Ottawa
April 6 to 8.
The St. Mary team, which earned
the right to compete at the nationals
by winning the gold medal at the
regional competition held at the
Ford Centre for the Performing Arts
in North York last weekend, will
compete against troupes from
Vancouver, Edmonton, Quebec,
Eastern Canada and Ottawa.
"We're on our way to the nation-
als." an elated team coach
Marguerite Jack-Jermey said after
her troupe defeated more than a
dozen southern Ontario high school
teams to claim the regional improv
title.
Her team was judged to be the
best improvisational performers in a
four -minute scene in which the
inspiration was provided on the spur
of the moment by audience mem-
bers, Ms. lack-Jermey said.
The team was given only 15 sec-
onds to brainstorm," she said.
Teams were also judged on game
design, execution, level of emotion
displayed by team members, effec-
tive use of audience suggestions and
ability to create imaginary places
and objects.
One team member, Tanya Ken, a
Grade 10 student, was also chosen
as the Second City outstanding per-
former of the event, Ms. lack-
Jermey said.
The St. Mary team also includes
Julie Dumais, Riaz Ebrahim, Sean
Hakim, Matt Blundell, Chris
Bockhop. Arthur Chen and Brian
Marcell.

Area gymnasts are headed
off to two major U.S.
meets after qualifying at a
meet in Bracebridge over
the past two weekends.
The Ontario tour selec-
tion meet was held to pick
two teams to represent
Ontario at two U.S. meets.
The top five athletes in
senior 2 and senior 3 cate-
gories from across the
province make up these
teams.
In the senior 3 catego-
ry, Nikki Liphardt, of
Ajax, finished first overall
with a second on vault,
third on bars and fourth on
floor and beam.
Jaime Rawlings, of
Pickering, was third over-
all with a first on floor
and beam, second on vault
and ninth on bars.
Jonette Martin, of Ajax,
was fourth overall with a
second on beam, third on
bars, sixth on floor and
13th on vault.
Liphardt, Rawlings and
Martin are competing at
the 1995 Pantheon Games
in Rancho Cordova,
California Feb. 8 to 13.

club's three rooms, 31M with Irish
dancers and other eniertainers," said
Patrick Canavan, a teacher at the
business school. "We can accom-
modate 160 people. We expect this
to be one of the largest St. Patriot's
Day bashes ever in the City of
Oshawa. -
As part of their training, the stu-
dents recently organized the
Winterfest dinner dance for 65
guests at the golf club.
The students designed the menu,
recipes, and determined costing and
the selling price.
The dinner determined 25 per
cent of the students' final marks.
Mr. Canavan was thankful for the
opportunity to use the facilities at
Harmony Creels Golf Centre, saying
the experience was invaluable.

the trail through Scugog Tow iship.
The group will meet at Town
Hall in Port Peary on Feb. 16 at 7:30
p.m. to further efforts to extend the
trail eastward across the Oak Ridges
Moraine.
The Moraine is a 160 -kilometre

The Addendum is an important document
on the!

The Addendum to Agreement of Purchase and Sale is
an invaluable document to new home buyers since it draws
a consumer's attention to some of the most crucial issues
surrounding the purchase of a single-family home.
The Ontario New Home Warranty Program (ONHWP)
advises consumers not to underestimate the power of the
Addendum. Although it was devised as an addition to the
Agreement of Purchase and Sale, the Addendum overrides
all other agreements.
Attached to an Agreement of Purchase and Sale, the
Addendum provides purchasers of freehold homes with
substantial rights with respect to the extension and
termination of the Agreement of Purchase and Sale.
Condominium buyers are exempt from the Addendum and
they must closely read their Agreement of Purchase and
Sale for any terms of extension specified by the builder.
The Addendum stipulates builders must construct
homes in a timely fashion. The document sets out a home
buyer's rights if a builder delays the closing day of their
home for more than 120 days from the original closing
date. Home buyers who have not previously agreed
otherwise, have a 10 -day window to end the agreement
and ask for their deposits to be returned. This provision,
between the 120 and 130 day period, is only relevant if the
deal does not close.
If a purchaser does not terminate the agreement, the
closing is extended up to another 120 days unless
Previously agreed otherwise. If the home is still not
complete, the Agreement is cancelled and all monies are
returned to the purchaser .
Prior to the Addendum's inception in 1987, consumers
could have their completion dates extended indefinitely by
a builder/vendor or builders would cancel the deal because
they could not get it built on time. During the boom times
when house prices escalated, some builders repeatedly
delayed closing dates. Frustrated home buyers would
cancel the purchase agreement, freeing up the builder to
sell the home at a higher price.
When builders used these open-ended delay tactics,
many home buyers were forced to look for another home
in a rising market. Representatives from the housing
industry realized there was a serious gap in consumer
protection and were concerned about this dishonest
practice.
The Ontario Home Builders' Association, the Ministry
of Housing, the Ministry of Consumer and Commercial
Relations, the Greater Toronto Home Builders'
Association, the Urban Development Institute and the
Building Industry Strategy Board joined forces to spell out
a consumer's rights and improve the disclosure of
information. They drafted the Addendum to Agreement of
Purchase and Sale and presented the document to
ONHWP.
Since March 2, 1987, ONHWP has policed the use of
the Addendum governing single family homes. Builders
are required to include an attached Addendum with every
Agreement of Purchase and Sale and/or construction
contract as a condition of builder registration.
Breaches of this requirement can result in ONHWP
revoking the builder's registration.

The Addendum advises home buyers to consult a
lawyer before signing the Agreement of Purchase and Sale
and read over specific items in the Agreement for their
own protection. Points to consider are:
• The builder may have the right to cancel the Agreement
regardless of whether or not the purchaser is in default. For
example, a builder may base the sale of the home upon
subdivision approval.
. The purchaser may be approved by a mortgage lender
as a condition of closing.
• The rate payable on any mortgage in the Agreement
could be subject to increase.
• The builder/vendor could alter plans and specifications
or substitute materials without notice.
• The purchase price could be increased or adjusted by
additional costs or charges. Purchasers could be informed
that on closing and registration, certain legal fees and
provincial land transfer taxes are payable.
Home buyers should check to see an Addendum is
attached to their agreement or contract and if the document
is missing, contact their builder as soon as possible.

in 11 cities across Canada.
Few investments can
match the returns on a new
house purchase. While the

only five or 10 per cent of

Anyway, Garnet and
Maxine have been
splurging a bit on
themselves, as they should,
and they're in the market
for new appliances. Garnet
is one of those "bells and
whistles" guys who loves
all the gadgets and gizmos.
Em swears she got her first
gray hair the night she was
standing beside his car and
he let rip with the new air
horn on his Grand Torino.
Ever since he was a kid,
Garnet has always wanted
a fridge with an ice -cube
maker. Because he and
Maxine need a new fridge
anyway, and because he is
still a kid, Garnet still
wants a fridge with an ice -
cube maker and, darn it all,
he told me he's gonna have
one now. And a butter
softener. And it has to be
almond colored.
Well, Em and I shopped
for a new fridge last year
and learned some
interesting things, which
we passed on to Garnet.
For instance, your fridge
consumes more energy
than any other appliance,
but the average refrigerator
manufactured today uses
up to 40 per cent less
energy than the average
1972 model. Units with
side-bv-side doors
generally use the most
energy and one -door,
manual defrost models use
the least.
We didn't want to rain
on Garnet's parade, but we
did tell him that when we
compared the price of two
refrigerators with similar
features, he should think
about the purchase price as
well as the lifetime
electricity cost -- "the
second price tag."
Buying an energy-
efficient model may mean
that the second price tag
will be lower than if you
bought a cheaper, less -
efficient model. Since your
new fridge is going to be
around for 17 years or
more, it's worth checking
out the "Energuide" label
of a few models and
comparing how much
electricity each one is
going to use. For example,
an extra feature like
Garnet's beloved ice -cube
maker will increase the
amount of energy required

will be interesting to see
how much electricity Great
Aunt Hilda generates when
she sees those ice cubes
popping out of Garnet and
Maxine's new fridge!

house prices increase in line

$50,00 greater net worth
after 20 years than renters
investing in GICs or in the
stock market, and a $167,000
greater net worth after 30
years. Even if house prices
do not rise at all, the owner's
net worth is still $75,000
greater than the renters after
30 years.
Once the mortgage is paid
off after 25 years,
homeowners' shelter costs
fall to less than one-third of
renters' shelter costs.
Homeowners can then
reinvest the difference for
even greater financial gain.
Beyond the financial
benefits, the study also
points out the "additional
