Town councils in both communities una»mous- ly approved motions Monday night "demanding" the provincial government provide more funding for Ajax -Pickering General Hospital. On Jan. 27, the hospital announced 25 beds would be closed and up to 50 full and part-time Members of the two councils slammed the provincial Ministry of Health, which approved an expansion of the hospital, but won't fund the new space. In Ajax, Ward 3 councillor Jim McMaster said the provincial government committed itself to fund- ing the hospital when it approved the expansion. "What's the sense of building it if you're not going to keep it up? Why approve something, let it be built and then not keep it open?" he questioned. The workers were able to shut down the Unit 2 reactor and activate the emergency coolant injection system, preventing the reactor from overheating. "When they began following this emergency procedure, it wasn't tike they'd never done it before," says Bob Harrison, a manager at Ontario Hydro's Eastern Nuclear Training Department in Pickering. ' They'd never done it before in the real plant with real equipment on the other end of the meters, but they had followed that procedure several times in the training enviroinment." Reacting under pressure is what Pickering workers are trained to do. Mr. Harrison says, "They are trained to follow proce- dures. We don't train our operator to drive the generating unit front the seat of their pants. Everything is done by pro- cedures, which means that other people have already thought about how to do it in a cool and relaxed kind of environment." Worker, get their safety training at the Pickering station, the Darlington plant. an Ontario Hydro facility in Ajax, a fire rescue centre in Wmkyvdk and at the Eastern Nuclear Training Department at the Pickering station. At the Eastern Nuclear Training Department three simu- lators mimic the control rooms at Pickering 'A' and 'B' stations. Here workers with six to 10 years on the job undergo three -and -a -half to four years of on and off train- ing to be authorized to work in the control roam. The simulators are exact reptiras of the actual control moms. Trainees face a wall of lights, gauges and meters. Coauputers untulase possible incidents that could occur. "We practise what we believe are the most extreme col- lection of incidents that the operator could possibly see." If the worker becomes authorized to work in the control roost. be or she must come back to the training department for two weeks on the simulator every year. It is not just those in the control room who must be trained for safety. All of Pickering's 1-400 employees receive some level of safety training. Safety training at the two stations can be divided into three categories: conven- tional safety training. radiation protection and emergency response training. Conventional safety training involves watching out for hazards that could occur at any large industrial plant. It means taking such precautions as making sue equipment is safe to work on. What is unique to the Pickering station is the training workers receive in radiation protection. They are taught how to use intstrtmtents to measure radiation levels and how to use protective suits if radiation levels put them at risk. Every worker at Pickering is re-qualifred in radiation protection every two years at a one -day refirsber course. "We believe that if you give the individual a lot of infor- mation and the appropriate equ o nent and the skills, they'll behave satdy," says Nk Harrison. Brad Shearer, 18, died when the snowmobile he was driving crashed into a dock and then a breakwall in the south bay of Lake Haliburton around 11 p.m., according to a spokesman for the Minden detachment of the Ontario Provincial Police. "He was probably one of the best hockey players I've ever coached," says Dale Cook. "He was even-tempered and he never got any penalties. He was the team captain which shows the type of respect our players had for him." A number of students and staff from the Pickering high school were among hundreds of people who attend- ed Mr. Shearer's funeral Tuesday in Pickering Village. "Everybody really liked Brad. He was easy to get along with. He had a lot of friends among the teachers and students. He was hoping to go to university. He wanted to be a phys-ed teacher," his coach says. Mr. Shearer had been selected to represent Pine Ridge in the upcoming Lake Ontario Secondary School Athletics (LOSSA) senior boys' all-star hockey game, Mr. Cook says. "He was a good all-round athlete." Mr. Cook says in light of the tragedy, the team has decided to forfeit its remaining three regular season hockey games. Mr. Shearer also played on a number of Pickering rep hockey teams, including the 1990-1991 minor bantam `AA' all -Ontario finalists. He is survived by his mother Pat, father Gary and brother Brent. When fust introduced, it prompted a group called Oshawa Concerned Parents to start a petition calling on the board not to "teach" homosexuality. But the document states homosexual- ity will only be referred to in the class- room "with regards to the transmission of HIV and people living with AIDS." While the document examines ways of contracting HIV, it encourages stu- dents in C oades 11 to OAC to seriously consider whether they want to become sexually active and teaches them to be more assertive when confronted with peer pressure about sex. The document provides teachers guidelines about how to answer stu- dents' questions about homosexuality. For example, if asked why people "want to be gay", an appropriate response would point out it's "doubtful people choose a gay lifestyle when you consider the discrimination and persecu- tion they must endure" and that most gays "knew they were different from heterosexuals as long ago as they can remember." While confusion reigns among Ontario's police forces as to what information they can and cannot release under the Act, the Privacy Commissioner of Ontario is explicit. Names of individuals amested cannot be made public until the information is given in court. Offending police departments face a fine of up to $5,000. While some police forces say this is a "guide- line", and others say they aren't following it because they've never been informed about it, Durham Regional Police will comply. An accused person's name and address will only be released to the public after the case is before the courts. Consider that you could be voting for a politician who, the day before, was charged with extortion and accepting bribes. You'd never know. You could be dnWing your child off with a babysitter facing charges of molestation. The accused murderer of Oshawa's Roger Pardy, if arrested in Durham tomorrow, would remain anonymous until his first appearance in court. This legislation, in effect, makes the police sere of this province the sole judges of what you should and should not know about the goings on of the criminal jus- tice system. It will be up to the police to notify the public of the identify of a person facing cbarges, through the media, after a fru court appearance. Given the public's concern that justice be done in our society, the Province should be making the justice sys- tem more open to public scrutiny, not hiding it behind a curtain of secrecy. Crime, by its very natume, is a public act. The public deserves to know who is accused of committing those crimes from the outset. An estimated 70 per cent of Pickering's taxpayers To the editor: I'm writing in regards to the article "No tax increase in Pickering", in a recent edition of the News Advertiser. Wliat a crock! There is always a `but' after good news and this is no excep- tion. But the town's tardy tax - PUD have no ch olce but to payers will be hit hard. I would guess that about 70 per cent of Pickering's families have no choice but to be tardy with their tax payments. The tractor -trailer, which belonged to Whitby -based Universal Am -Can Ltd., has been examined by an OPP mechanic as part of the probe, which involves the Centre of Forensic Sciences. He told Ajax council the "funding is going to hap- pen" once the ACS is complete. The provincial government had expected the study to be finished when the new hospital wing opened two years ago. Until it's completed, the government can't act, Mr. Wiseman said. "I wholeheartedly agree the hospital should be fund- ed, the beds funded and let's get on with this," he told Ajax council. The bed closures and the first of the staff layoffs are sched- uled for May 1. Closing the 25 beds will leave the hospital with 102 general beds and space for 15 psychiatric patients. Before the hospital was expanded, it had 127 general beds, but no psychiatric space. Frank Schaper, Ward I Ajax council and a member of the hospital's board of directors, charged, ' I' he ministry has said to the board `Why don't you close the extension up, turn the heat `We will not accept this' dawn law and shut off the lights?' That's not a solution." Until the ACS is completed and more funding provided, the hospital will have to control costs and become more efficient, Mr. Wiseman said. A study by the Ontario Hospital Association found Ajax- Px:kc Ing to be inefficient, based on such criteria as the length of patient stay, the drugs that are dispensed and the cost of patient cam. To make the hospital more efficient, computers are being installed to help keep track of patient cart: and the medication provided, Mr. Wiseman said. Pickering Wand 1 local councillor David Ryan said the hos- pital has taken steps to reduce the cost per patient, such as charging for parking. He also expressed surprise at Mr. Wiseman's comments. "I find it disturbing and distressing that he chose to be here tonight as an apologist for his governnhent," Mr. Ryan said. "We will not accept the kick in the teeth they have given to our community hospital... The office of the Privacy Commissioner of Ontario is warning Police departments about prematurely publicly identi- fying people who have been arrested. Durham Regional Police officials have told local media that before personal information about a person can be released, it must be given in court. Police had been previously given out personal information after an arrest and charges had been laid. Although the policy isn't new, some police departments were liberally interpreting the rules. according to Frank white, director of Freedom of Information Privacy Branch. "Police departments were interpreting the (Privacy Act) differently," said Mr. White. "If they give out personnal infor- mation before it's laid in the court they can be charged." Oshawa MPP Allan Pilkey and Minister without portfolio for Finance Brad Ward hosted a consultation session to see what local residents wanted in the upcoming provincial budget- And question after ques- tion challenged the government to do more about reducing taxes and spending. Mr. Ward fielded most of the questions, while Mr. Pilkey jumped in to lend support. Many of those in attendance were angry with the government's management of the economy. Mr. Ward started the session by explain- ing with charts and statistics what the gov- ernment had done so far. At the end of his opening stawment, Mr. Ward pledged there would be no new taxes in the 1995 budget. Mr. Ward said the government had spent money to mitigate the effects of the recces - Sion, and had taken tough action to assist recovery. Mr. Ward also defended his gov- ernment's controversial social contact "Had we not entered into that social con- tract, Probably 40,000 people would not be working today," Mr. Ward told the gather- ing. Pointing to a chart showing Ontario with lower corporate income tax rates than some U.S. states, Mr. Ward challenged crit- ics who say Ontario is the highest taxed jurisdiction in North America. - "People who are saying that are either misleading the public or they don't know their facts," he said. Whitby businessman Peter Heiler took exception to this, saying Ontario was over- taxed. He said that his company could relo- cate to a dozen U.S. states and pay less in taxes. Mr. Heiler added the government should tax small businesses less and leave them to reinvest their profits. Lloyd Turner of Oshawa said Mr. Ward was using statistics in his own way to shed a positive light on the government's economic policy- "It's a political process, not a budget document that you presented today," said Mr. Turner. r�""'' Firefighters called to Townline blaze ... again ttCLARINGTON - An early -morning fire '!! The hard rock group Nemesis has just finished work on the original three -song demo named Hell's Shore, recorded, mixed and mastered through November and the finishing touches added recently. Lead singer and drummer Stefan Lal says the band plans to send the demo to various record companies south of the border. "We'll be sending it to the States to the A&R (Artists and Repertoire) people at the record companies". The makeup of the band when the recording was made consisted of Lal, his brother Vaughan Lai on bass gui- tar, Mike Sarson on rhythm guitar and Shane Appleton on lead guitar — who met while attending Ajax High School. However, Appleton has since left the band and Nemesis is currently holding auditions for a new lead gui- tarist. The three songs on the demo — the title cut Hell's Shore, War and Schizophrenia — are "straight -ahead rock 'n' roll", says Stefan Lal. The hand has developed its own unique writing style using lyrics which "paint a vivid picture in your mind", he says. Lal notes the band has been togeth- er in one form or another for the past three years. The group played several years ago in nightclubs in Toronto and Oshawa under the name Shade. As Nemesis, the band has played dates at Ajax's Pizza Pino last October and at Oshawa's Eclipse club in December. After Nemesis finds a new guitar player, Lal says the band will try to line up a few gigs in the area. The Young Singers of Ajax are one of 10 troupes to reach the finals of a search for choirs to appear in the musi- cal Joseph and the Amazing Technicolor Dreamcoat after competing against 31 other groups in the semi- finals at the Pantages Theatre in Toronto Jan. 31. Choir director Anna Lynn Murphy says, "`lite kids were excited about the opportunity. We focused on doing our best and the kids certainly did their best. I'm very proud of them. "It was a really good day for the kids. It was a long day. Even the little ones found the whole day fascinating. They came away with a meal experience. Anything after this is icing on the cake." The musical nuns from May 31 to the Labor Day weekend at the O'Keefe Centre and stars former teen idol Donny osrnond. Choirs performed in alphabetical order so the Young Singers were the last to sing, Ms. Murphy notes. "My comment was `did we submit our thing as the Ajax Young Singers or the Young Singers of AjaxT We were last, but not least. "There was a little bit of pressure being the last one. Our main focus when we got involved was to give the children an opportunity to go out on stage at the Pantages and perform, so we had met our goal Auditions began at 9:15 am. and the Young Singers performed around 4:30 pm. "it was a long day for some pretty young kids. We left Ajax at 7:30 in the morning." The choir's 23 members range in age from eight to 15 years. The Uxbridge Ice Breaker, the first Mountain Bike Enduro Series event in Ontario this year, is slat- ed for the Durham Region Forest, off Lakeridge Road, on Sunday. March 26. The event has grown from about 100 riders in its first year in 1992 to more than 200 last year as the sport of mountain biking has increased in stature. "It's the first event of the season and it really gets people in shape and gets them out for the mountain biking season," says Orschel, who races on the Canada Cup mountain bike racing circuit and was eighth overall in Ontario last year. Orschel notes about 60 per cent of the riders who enter the Uxbridge Ice Breaker come from Ajax, Pickering, Whitby and Oshawa. The event will feature two distances of racing. For the more experienced riders. there's a 50 -kilome- tre course covering two loops of the course. Rookies travel 25 kilome- tres, or one lap of the course. As it's a fun event, there are only two prizes — one each for the top male and female riders at the event. A total of $2,000 worth of draw prizes will be avail- able for all those who enter. Food and refresh- ments are available after the race, says Orschel. In order to get as many people to pre -register as possible, organizers are offering a free Uxbridge Ice Breaker T-shirt to the first 250 entrants.
