While we wait in dreaded anticipation of the federal budget and provincial MPPs begin to discuss Queen's Park finances with constituents, local councils too will soon be sitting down to officially hammer out a 1995 blueprint of revenue and expenses. For several years running, it's been politically popu- lar among Durham Region municipalities to bring in zero per cent tax increases, slashing and slashing proposed departmental spending until a tax freeze is achieved. There's no question that taxpayers have welcomed these tax freezes, and there's no question that once again we'll be looking at governments at all levels to cut spending. forget about new taxes and hold the line when it comes to dipping into our pocket books. But there's a down side to budget slashing, and it's particularly felt at the local level. Reduced spending translates directly and noticeably into reduced service levels, and that can be difficult for homeowners to accept. When it snows, we want our street plowed immedi- ately. When we take our children to the local arena to sign up for hockey, we get angry at the long lineups and limited spaces available because there aren't enough are- nas and ice time. We want our library programs, our parks kept clean and groomed, our roads kept free of pot- holes. Nevertheless, I was pleased to note that you seemed to be fully aware of the massive tax hndm carried by Canadians. In the recent past you often spoke, with admirable conviction, of being against tax its or the imposi- tion of new taxes on your fellow citizens. The federal budget will soon be upon us. We the people are asking you to do the right thing. We are asking you to have the courage of your convictions and to vote against the new budget if it con- tains any tax increases or any new axes whatsoever. We are watching to see whether your loyalty is primarily to your constituents or to your party. It all boils down to yet another form of taxation which is slowly squeezing all incentive out of people in this country to work. I, for one, hope we hit the wall sooner than later because if we end up being one of the last industrial nations to get our act together our natural resources will end up being raped As yet no one has demonstrated either by a study or whatever, any positive benefits of a registry in tarns of reducing gun -related crimes. We are asking you to keep your promises and to stand up for all our constituents even if it means losing favor with the big - At r you have' to somethingo - -ter �.. _ _ ........ �a moping piled legislation '1, Administrator retires after 32 years of serving local elderly By MARIANNE TAKACS STAFF REPORTER AJAX -DICKERING — Staff and residents at Village Retirement Centre bade a fond farewell last Friday to Heddi Gregor, who has retired as administrator of its retirement wing after 32 years working at the centre and its predecessor, Rosebank Convalescent Home. She was honored at a party held at the Pickering centre. "I'll never fill her shoes," says Debbie Casquenette, who has taken over Mrs. Gregor's job. "We often commented that she did the work of five people here. She'll really be missed by the residents and staff." Mrs. Casquenette has worked on and off with Mrs. Gregor for 23 years, ever since being hired by her as a nurse's assistant at the age of 14. (Mrs. Casquenette lied about her age and said she was 16.) "1 would say she's one of the most empathetic and caring people I know," says Mrs. Casquenette. "She goes out of her way for anyone." Mrs. Gregor, now 66, started at Rosebank in 1962 as a nurse, or, as she puts it, "the" nurse. She was even- tually promoted to director of nursing and became the administrator for the home's retirement wing when it was moved to its current location on Valley Farm Road in 1980 and renamed. "I really have enjoyed the job," says Mrs. Gregor. "I find it a privilege to know the seniors and try to make their days meaningful. It's always a chal- lenge to me and it's always a pleasure to create an atmosphere where the res- idents feel comfortable and wanted." She plans to continue working at Village Retirement Centre as a volun- teer, in addition to her volunteer work with other community organizations. She served for 15 years as a member of the board of Community Care, and will continue to serve as Ajax and Pickering's representative on Hospice Durham, a position she has held for five years. She is also active in her church. Boredom will obviously not be a problem for Mrs. Gregor even though she is no longer working. "I'm very involved with the com- munity and my family so my time is still filled." Earthquake's effect on nuclear plant addressed in lecture DURHAM — Dr. Joe Wallach of the Atomic Energy Control Board will give .a public lecture on the Geological Evidence for Credible Large Earthquakes in Ontario on Wednesday, :Feb. 8. He's expected to talk about how an earthquake might affect the Pickering Nuclear Generating Station. The visually -impaired Pickering woman has been accepted into a business program offered through George Brown College that's spe- cially designed for blind and visual- ly -impaired people. "I haven't worked and I'd like to," she says. Now 34, Mrs. Cramer was diag- nosed with Retinitis Pigmentosa (RP) when she was 15. The incur- able disease has left her with about three per cent vision, although "I'm gig at thaL " To be declared legally blind, a person has to have less than 10 per cent vision. Mrs. Cramer was legal- ly blind when she was 19. "I have 1-400 vision instead of 7 f1T8t 20-20." there was A case worker at the Canadian National Institute for the Blind (CNIB) suggested Mrs. Cramer take the college course. "It's a good way of getting skills because I have no skills whatsoever." Job placement for people who gain computer and business skills in the course is "apparently quite good. Quite a few get employed. They get good results'" The college course starts in September at the CNIB headquar- ters on Bayview Avenue in Toronto. Mrs. Cramer is waiting to find out if she'll get funding from the provincial Ministry of Community and Social Services to pay for the course. Without the funding, she can't afford to take the course. I couldn't see the stars and when I was younger I could see them: ' While at a party "I lost my friends" in a dimly-lit room. "I felt my way out to where it was bright." When it was diagnosed, "I was upset, but most relieved. The hard- est part was not knowing, especially at the age I was" The children of Mrs. C arner and husband Fred — Krista, 13, and Robert, 10 — have accepted her visual problems "pretty well. They've never known me any other way. My daughter helps me. When we're at the mall, I use her arm. She's the best describer I know. She describes things really well." During a visit to a doctor's office a few years ago, her son wanted Mrs. Cramer to read to him. "I was learning braille and be brought me the book and asked me to read and he put my hand on it." Mrs. Cramer uses a white cane when walking, but in March, she'll 0 be getting a seeing -eye dog from Canine Vision, an Oakville -based centre funded by Lions Clubs. To help her read, she uses a closed-circuit TV machine that enlarges objects 60 times. Mrs. Cramer has used the machine to see pictures of her children. "It was wonderful. I got to see the kids really, really well." Her husband Fred didn't fare so well. "I put his picture under there and he still looks the same. Mrs. Cramer is organizing Pickering White Cane Week activi- ties such as displays at the main library branch and the recreation complex. She and Sandy Stanton, a blind friend who also lives in Pickering, will visit schools during the week. On Saturday, Feb. 11 from 9:30 a.m. to 6 p.m., Mrs. Cramer, Ms. Stanton, Lori Kernoban of Ajax and a rehabilitation teacher from the CNIB office in Oshawa will have a booth at the Pickering Town Centre. Canadians For Crime Control, a group made up of members from vari- ous organizations, including the Ontario Federation of Anglers and Hunters and the Sportsmen's Alliance, is attacking Justice Minister Alan Rock's gun and crime control propos- als. The organization wants less govern- ment restrictions on guns but more in the area of penalties against criminals using firearms. The organization recently sent a fax to all Toronto -area MPs stating that murderers using a firearm will not get a mandatory four-year sentence under Mr. Rock's current proposals, but using a gun for attempted murder and lesser offences will result in the four- year mandatory sentence. However, under the proposal, any- one found guilty of murder receives a mandatory life sentence with no parole for 25 years. With all the concerns over developing the Lynde Marsh in Whitby, the local artist painted an early spring scene at the marsh and submitted it as one of three finalists in Ducks Unlimited's artist of the year com- petition. The painting, which has been in the planning stages since Ducks Unlimited selected Mr. Vandenbrink as a finalist in auti mn, was only completed last week. Mr. Vandenbrink was a national finalist in the Ducks Unlimited competition in 1993. He painted a scene at Algonquin Park. The winner of the annual competition has about 6,000 prints of his painting sold by the hunters' group across North America to generate funds for their envi- ronmental wait. "We do a painting of our choice but it has to have waterfowl in it," said Mr. Vandenbrink. 'They do make suggestions and after a while you can figure out what's pormlar„ Mr. Vandenbrink says he visits the marsh almost weekly. His painting is of a group of tundra swans flying over bead as the ice breaks up in early springtime. "I just wanted to point out what we have here in Whitby and how spacial it is," said the artist. "1 have very much sympathy for saving the marsh area It's aggravating to hear the plans of developers. Why take away something that's really precious just for a bunch of homes? They could build them north of town." According to Mr. Vandenbrink the marsh is along a major migratory rause and has high concentrations of waterfowl, espe- cially geese, swans, and ducks. The Artist of the Year winder will be announced by Ducks Unlimited in early April. Mr. Vandenbrink was nominated to a finalist position based upon his previous wait for the mpniration. later, Buster was gone. "It was obvious from the way the leash was left tied to the bike rack that he'd been stolen," said Ms. Kelly. "He's a real- ly friendly dog. I couldn't have been in the store 60 seconds and I checked on him." Ms. Kelly went into the adjacent Pizza Shack to ask if anyone had seen anything. Mr. Hoock, whose father Wolfgang owns the restaurant, was in the back. He told Ms. Kelly he hadn't seen anything but he would drive through the neighborhood, as the culprits could not have gotten far. "I've got two dogs myself so I knew how she felt," Mr. Hoock said. "I saw four kids with the dog on Valley Drive. I called the dog's name and they ran off. Buster just waited there." Mr. Hoock scooped up the Dalmatian and delivered him to Ms. Kelly. This new direction for the Central Lake Ontario Conservation Authority includes the termination of its chief administrative officer, Bill Campbell, who has held the position since 1976. According to Oshawa councillor and CLOCA chairman Iry Harrell, the decision was made at a full board meeting last Tuesday to "ratify and negotiate a termination of agreement with Mr. Campbell.- This ampbell.'This new corporate strategy the authority will pursue will be revealed at Allowing the general population to become more involved would also be beneficial to this directional change, according to Mr. Harrell. Acute care study findings near 0 Findings in a Metro hospital restructuring report could be similar to those in upcoming Durham document DURHAM - A Metro Toronto report on hospital restructuring could be similar to findings of a Durham study. The recently -released Toronto report on hospital restructuring and co-ordination is consistent with actions being called for in Durham's Acute Care Study, according to the Durham Region District Health Council. The Durham study will be going to the District Health Council for approval on Feb. 22. Executive director Lynda Hessey says the document will then become public and a press conference will be arranged. "There are similarities," Ms. Hessey says. "About 30 per cent of Durham resi- dents receive their acute care in Metro. It is important to have these findings included" The Toronto study indicates that approx- imately 53 per cent of Durham residents requiring rehabilitation use Toronto facili- ties, according to the Durham Health Council. The Metro Toronto report calls for a re- balancing of existing hospital resources within Metro Toronto to adequately meet growing future needs. "The Metro Toronto report has found that 78 per cent of emergency visits could have been deferred without risk," the report claims. "Similar to these findings, the Durham Region Acute Care Study Steering Committee has also recognized the need for change and public education around the use of emergency services." Marc Kealey, vice-president of commu- nity relations and development for Whitby General Hospital says hospital services can't stand at status quo, but services must be enhanced to allow Durham residents to get proper care in their own communities. The Writers' Circle of Durham Region will act as an umbrella organization to other groups in Pickering and Oshawa, says founder Marjorie Green. "Ibe group hopes that by bringing writers together, along with others interested in improving the craft, that writing might achieve the recognition it deserves," she says. Ms. Green, a freelance journalist and editor, says writing "may just be the only true solo sport left on earth. "It's sad to realize how many of our brilliant writers just give up. What's missing for us is mentoring," she adds. Ms. Green feels strongly that if changes are to be made in the profession, such as improving writers' skill levels and the number of opportunities for them to earn a living, Durham's writing community will have to pull together. "I know there is great potential in Durham. We could become a region known for its writers. But first we have to establish what it is we need and want." By Deb Bodine DURHAM STAFF DURHAM - For some, ghost stories are an amusing pas- time. For others, like Fay and Holt Mansfield, they reflect a lifestyle -- and their chosen work. • Ghostbusting is the most common name for it, although the psychic mother -and -son team prefer to call it "the clear- ing or removing of unwanted energies". Other names include house blessing, house clearing or rescue work. On City TV's Lunch Television, Fay was even dubbed a "mys- tical Molly -Maid"! Contrary to popular myth, ghosts are not chain -dragging spectres as depicted by Charles Dickens in A Christmas Carol; nor are they gelatinous blobs that can be sucked up by an otherworldly vacuum, as shown in Ghostbusters I and II. Rather, spirits are in up of energy. When the physical body dies, Fay believes the energy, or invisible life force of a being, still remains. "Energy is nei- ther created nor destroyed; it can only transform,- she says. This energy, she suggests, is what may be known in the Bible as the "soul". "Most major religions believe we have a soul," she rotes. But sometimes this energy, or spiritual entity, becomes trapped "on the earth plane", unable to rise to "tile Light", or God. There are several reasons that this can happen, explains Holt, an 18 -year-old student at O'Neill Collegiate in Oshawa. Most spirits are in one of two circumstances: either they don't realize they are dead, so they wander the earth plane as lost souls; or at the time of death they didn't make a successful transition due to a traumatic death expe- rience, such as suicide, a traffic accident or murder. "I'm not really sure what's beyond this, but I believe there is something," says Holt. "And I believe (to go beyond), it has to be a wilful act.." Like most spiritual belief systems, the Mansfields also believe in an opposing force which Fay refers to as the dark forces. There are negative and positive energies everywhere on earth, they claim; we, as human beings, only become aware of them when we are forced to deal with them. Unwanted energies usually inhabit a house, but can also dwell in a business, vehicle, or recreation spot, says Fay. They can also associate themselves with a person. Psychic mediums like the Mansfields are generally con- sulted only as a last resort, when no logical, practical rea- son can be found for unpleasant and/or unexplainable occurrences. The most common signs that indicate spiritual entities are attempting to make contact with the living, says Fay, are: rooms with lower than normal temperatures, or cold drafts which cannot be explained; items that disappear, them mysteriously re -appear; phones ringing with no one on the line; lights turning off and on; loud noises and things falling on the floor, or toilets flushing -- all for no apparent reason. The Mansfields group the energies that create this mis- chief into two categories -- those that want to leave, and those that don't. "In my experiences, when a spirit or entity wants help, it attempts to reach the living," says Fay. In the process it may appear to be evil, when in fact it is not. Fay gives an example. Strange things were happening in the house, all relat- ed to the infant. The baby's brush was always disappearing and would appear in other parts of the house, even though it was always left in the same spot on the bathinette. During the rescue, the Mansfields learned that the entity had been a grumpy man, gener- ally not well liked, particularly by children. Continuing these personality traits as a spirit, he knew he could capture the attention of the parents by bothering the baby. According to Fay, at the time of the clearing, he refused to leave the earth plane until the mother forgave him. Over the two years the Mansfields have been clearing energies as a team, they have learned to expect what they call a "biggy", a soul that is more nega- tive and more powerful than most. "Sometimes we get them, sometimes we don't," says Fay. She relates a story of one home in which the vibrations were so strong in one particular bedroom, she couldn't force herself to enter it, thus the rescue did not take place. The energies allegedly turned off the furnace, thus making the entire house cold. And as she drove up to the home, the electric windows on her car refused to roll back up until she acknowledged the presence of the energies. "The things that the energies will do never cease to amaze me," Fay says. V WRESTLING Pickering grappler pins down 11th provincial crown By AL RIVETT SPORTS REPORTER PICKERING — A Pickering wrestler won the provincial championship for an unprecedented 11 th time last week- end- Scan eek- endSean Pierson, 18, representing the Oshawa Olympic Wrestling Club, pinned Eammon Dorgan of the Mississauga Mattmen Wrestling Club to win the 68 -kilo- gram (150 pounds) weight divi- sion at the Ontario Provincial Espoir Wrestling Championships at the University of Western Ontario in London. After winning the Ontario junior provincial title 10 times, Pierson moved up to compete for the sec- ond year in the espoir category for wrestlers 18 to 20. In 1994, he competed at the provincial espoir meet as an under -age junior, but still managed to win the bronze Soap Piorrson medal in his weight class. "I was really happy to win," says Pierson, an OAC student at Dunbarton High School, where he's enrolled in the high performance athlete pro- gram - After disposing of his fust two opponents by 10-0 deci- sions, Pierson defeated Adam Link of the Huronia Wrestling Club 8-2 to move into the semi-final match against Scott Ford of Hamilton. Pierson posted a 10-0 ded- sion over Ford to qualify for the final against Dorgan. Pierson has been simply unbeatable in the sport this sea- son. He's competed at four meets with the Oshawa club and has capai ed his weight class title on all four occasions. Brad Shearer, 18, died when the snowmobile he was driving crashed into a dock and then a breakwall in the south bay of Lake Haliburton around 11 p.m., according to a spokesman for the Minden detachment of the Ontario Provincial Police. "He was probably one of the best hockey players I've ever coached," says Dale Cook. "He was even-tempered and he never got any penalties. He was the team captain which shows the type of respect our players had for him." A number of students and staff from the Pickering high school were among hundreds of people who attend- ed Mr. Shearer's funeral Tuesday in Pickering Village.
