DURHAM — The message that drinking and dri-
ving is a serious crime and won't be tolerated by
police is finally starting to sink in with Durham
motorists.

drinking and driving offences this past

Impaired Driving Everywhere from Dec. 5 to
Jan. 7.
Police report only 25 motorists were charged with
impaired driving during the montb4ong R.I.D.E. pro-
gram, even though almost 29,000 drivers were
checked compared lie 24,400 last year. The number of
charges is down about 19 per cent from last year's
total of 31 arrests.
During the same period, tib motorists were charged
with impaired driving by regular patrols, compared to
93 last year, a drop of 27 per cent.
Police also report 181 motorists were checked on
the roadside tester this year, compared to 304 last
year, down 40 per cent_ As a result, police handed out
54 12 -hour suspensions, compared to 80 last year,
down 35 per cent_
The police public awareness cam-
paign launched in conjunction with local
media, combined with the R.I.D.E. pro-
gram's "high visibility" approach, are cred-
ited for the dramatic drop in the number of
drunk drivers charged, says Sergeant Rick
Bates, who heads the force's traffic manage -
meat unit.

PICKERING — As last week's
fatal blaze at a North York high-
rise illustrated so painfully, there
is little that can be as frightening
and disastrous as a fire in an
apartment building.
A curling iron left on a bed or a
cigarette dropped on a sofa in one
apartment unit can start a blaze
that will endanger the lives of
dozens or even hundreds of the
building's other residents. And
once a highrise is burning. the
safety of the street outside can be
so far away, especially to those
living on the upper fkxrs.
New fire code regulations
which carne into effect last (ktor-
her are supposed to make things
somewhat safer for highrise
dwellers. But since the North
York tragedy, many have proba-
bly been shocked to hear that
about 80 per cent of Metro •foron-
to highrises art: in violation of the
new fire regulations, and that the
century will turn before all the
buildings can be inspected for
compliance.
In Pickering, however, the situ-
ation appears to be much better.
There are only about five highrise
apartment buildings and a dozen
low-rise buildings (for which
there are also new regulations) in
the town.
The town of Pickering is for-
tunate in that a lot of these build-
ings are new buildings," says
Insp. Matthew Seward, of the
Pickering Fire Department's fire
prevention division. "A place like
Oshawa would be a nightmare."

PICKERING — The Atomic
Energy Control Board (AECB) is
holding a public fonnn in Pickering
Feb. 1 to discuss citizens' concerns
about the Pickering Nuclear Gener-
ating Station.
Though no time is confirmed,
the meeting will be held from about
7 to 10 p.m. in the council chamber
at the Pickering Town hall.
The forum will be attended by
AECB president Dr. Agnes Bishop,
as well as AECB staff.
In addition to this public meet-
ing, the AECB will hold one of its
regular licensing meetings in Nck-
ering in 1996 when the nuclear
plant's licence comes up again for
renewal, says AECB's Hugh
Spence.
Mr. Spence says the public
meeting has been called partially in
response to the widespread call for
an environmental assessment of the
local nuclear station before its
licence was renewed in late Decem-
ber, and partially in response to
public concerns regarding the acci-
dental spill of radioactive heavy
water at the station Dec. 10.
He says the meeting was not
held before the licence renewal
because there wasn't time.
"1here had to be a licence," he
explains. "f nuclear power plant
cannot be without a licence."
Mr. Spence notes, however, that
the public forum is being held
before the AECB gives it% approval
for the four units that were shut
down at the Pickering 'A' station
after the Dec. 10 accident to be-
started
estarted up again.
The AECB is planning to hold
more public forums and licensing
meetings in communities neighbor-
ing nuclear facilities across Canada.
The goal, explains Mr. Spence, is to
help people learn more about what
the AECB does as well as to obtain
community input.
"It's quite surprising a lot of
people: don't even know we exist,"
says Mr. Spence, adding people
seem to think the AECB renews the
licences of nuclear facilities like the
provincial government gives out
stickers to renew licence plates.
"It's a lot more than drat."
Past public meetings held by the
AECB showed, he says, that people
didn't know "that the bokwd shared
their concerns and had their best
interests at heart".
Mr. Spence notes that all the
AECB's board meetings are open to
the public, but that "it's kind of
hard for the public to attend" when
most of the meetings are in Ottawa.
The Feb. 1 forum will begin
with a short presentation from the
AECB. The presentation will be
followed by an open session at
which anyone who wants to will be
allowed to speak and ask questions.

PTC Dylex workers' fate unknown

plans on Wednesday for a massive
restructuring which will include the
closure of about 200 stLres and LAX)
layoffs by April.

tion from its creditors and is required
to file a repayment plan with the

Roval Commission on Learning is planning to recom-
mend for education reform in Ontario arc encouraging.
The Royal Commission, formed 20 months ago to
consider new directions for improving education in
Ontario, is expected to release its report later this month.
complete with 150 proposed changes to the education
system.
Two of the proposals under consideration in the
report, we hope, will be acted on in the final recommen-
dations.
One is the creation of community councils. These
councils, made up of parents and residents, will provide
an official forum at the grassroots level. A combination
of views and ideas struck among parents, residents and
educators will create better lines of communication and.
consequently, better themes for educating our children.
Secondly, a shift in responsibility -- a complete shift
in responsibility -- for curriculum from individual
school boards and schools to the Ministry of Education
will set uniform education standards across the province.
That means school boards will have a much clearer
mandate to follow, and a more cohesive framework in
which children can learn. Current curriculum practices
leave too great a range among school boards.
The potential for gaps in education in some areas and
overlapping in others simply cannot produce students
who are at the same academic levels, at the same time,
from one community to another.
The proposals being considered by the Royal Com-
mission are ambitious and contain opportunities for true
reform. Ontarians, consequently, could be on the cusp of
introducing a far better method of educating our kids.
Let's hope there is the will to bring about that
change.

still, and that some people were
sleeping in the cold weather.

Was there a reason that General
Motors felt it necessary to have
people line up in the cold winter
weather to receive an application?
Could GM not have requested
potential employees to send them
a self-addressed (stamped, if need
be) envelope so they could
receive an application in the mail?
It would have cost GM the
price of an application form; per-
haps they could have employed
some temporary personnel to stuff
the envelopes or whatever else
they felt needed to he done to
have these people receive their
application forms.
I'm sure this would have been
a little more cost-efficient than
renting the trade centre (I would
be surprised if they received if
free of charge), plus paying the
wages of the employees required
to hand these applications out to
the frozen people as they awaited
their turn to receive such a won-
derful reward for the long and
miserable wait.
I also found it quite annoying
that the Durham Regional Police
force was tied down, keeping the
peace and directing traffic because
GM, for whatever reason, didn't
think'lhis whole thing through.
This is, of course, just my opinion.
I believe General Motors has
done a grave injustice to these
people who have enough problems
in their lives by just trying to
make things better for themselves
and their families. They are, after
all, people who deserve respect
and should not be treated bice cat-
tle.

Police credit GM's fast action
in handling mob of job seekers
PICKERING — It could have turned into
a real logistical nightmare for Durham
Regional Police.
Fortunately, the flood of 25,000 General
Motors job applicants who converged on the
Metro East Trade Centre on Brock R

actions of GM officials who realized
Monday morning they had underesti-
mated the number of job seekers w
would show up to fill out applications for
possible vacancies at the giant Oshawa auto -
complex.
"GM went overboard to make our jobs
easier," says Staff Sgt. King. '"They brought
in extra staff and extra tables to get the
crowds through faster. They brought in
portable toilets. They did everything humanly
possible."
Estimating about 10,000 people would
show up over a two-day period, GM had
14 off-duty officers to contrnt the
d. By Monday morning, how -
ver, it became apparent twice
as many people as expected
had showed up and an addi-
tional 13 on -duty officers had
to be called.
But, Staff Sgt. King says the
-duty officers were used only
until additional paid off-duty officers could
be dispatched to the site.
"As soon as the paid duty officers came in,
the on -duty officers were released," he says.
GM hired 22 off-duty officers to work on
Tuesday.
Sgt. King says dispatching the on -duty
officers to the trade centre on Monday did not
cause any major policing problems in other
parts of the town.
He adds taxpayers won't be billed for
those on -duty officers since they were
workine their regularly scheduled
shifts.
"GM is picking up the major part of
the cost of policing and there's no
extra cost to the taxpayer because (the
on -duty officers) were already work-
ing and were being paid anyway "
Despite the number of people,
many of whom had been standing out in the
cold for hours, the crowd "was quite orderly,"
Staff Sgt. King says.
There were a few minor scuffles resulting*
from people cutting into line, but there were
no charges laid by police during the two days.

rest of the auto industry and post a six
per cent sales increase in 199:, according
to president Maureen Kempston Darkes.
Total sales for 1994 were 409,708
vehicles, which represented an 8.4 per
cent jump over 1993.
"As we launch into 1995, with the
Canadian economy performing at its
best level since 1988 and the key eco-
nomic indicators pointing toward a mod-
erate but sustained expansion over the
next two years, the outlook for the com-
ing year is quite positive," Ms. Kemp-
ston Darkes said recently at the blontre-

looking to cash in on this week's job
application drive by General Motors
of Canada.
Posters advertising mail-order ser-
vice for GM job applications at a cost
of S40 turned up on North York bus
shelters this week. While Durham
Regional Police's fraud squad has
not come across the posters, they
warn people should be careful about
any such scam.
GM spokesman Greg Gibson says
the job application process is over.
"It's an unfortunate situation
which has developed," says Mr. Gib-
son. "People should save their
money. We are not accepting any
more applications."
GM held a two-day job applica-
tion blitz at Pickering's Metro East
Trade Centre ]an Monday and Tues-
day when over 24,000 people showed
up.
The flyers found in North York
requested that S40 cheques be mailed
to John Witt at a North York "suite".
That address is one of 600 pont office
boxes located at the building.
GM has notified Metro Toronto
Police and the Ontario Ministry of
Consumer Affairs. Both are looking
into the situation.

DURHAM — Two public meetings are
being held later this month by the Ontario
Municipal Board to lay the groundwork for a
full hearing on the Region's official plan.
A `prehearing conference' will be held Mon-
day and Tuesday, Jan. 30 and 31 to deal with
procedural matters for the official plan hearing.
A preliminary meeting is slated for Thursday,
Jan. 19 to prepare for the prehearing conference.
Durham manager of long-range planning pol-
icy Kai Yew calls the Jan. 19 meeting a "dress
rehearsal for everyone" before the Jan. 30 and
31 sessions.
The OMB uses the prehearing conferences so
the various parties involved in hearings can "get
our acts together and knock heads so we're not
wasting taxpayers' money," Mr. Yew says.

Both meetings this month are the public's
chance to be involved in the full OMB hearing
and individuals don't have to be represented by
a lawyer, Mr. Yew says.

it's their's or it's something they don't like.-

discussed; and the possibility of settling some of
the issues before the hearing.
People who don't want to take part in the full
hearing but who'd like to make a statement to
the board about an issue that will come up then
should attend the prehearing conference.
The location of the full OMB hearing hasn't

been determined yet, but the Region will push to
have it held in the council chambers at the
regional headquarters building, Mr. Yew says.
He adds the Region wants the full hearing to
begin as soon as possible.
Durham's new official plan approved by the
provincial Ministry of Municipal Affairs in
November of 1993 sets out how growth will be
handled in the Region over the next 30 years.
More than 30 items in the new plan have
been referred to the OMB, dealing with such
issues as removing a proposal to build an over-
pass across Hwy. 401 at Hopkins Street in Whit-
by; sinking a requirement that a marina be built
before high-rise residential buildings can be
constructed on the Ajax waterfront at the foot of
Harwood Avenue; and a request by Laidlaw
Waste Systems to designate some of its land
northwest of Newtonville in Clarington as a
dump.
Referrals for matters in Clarington and gen-
eral policies in the official plan will be dealt
with Jan. 30, while issues relating to Ajax, Pick-
ering, Whitby and Uxbridge will be addressed
Jan. 31.
There were no referrals in Scugog and Brock
Township, and aside from a general policy mat-
ter, none in Oshawa, Mr. Yew says.
The Jan. 19 meeting will also be held in the
council chambers beginning at 10 am.

AJAX — An Ajax precision skating team was solid gold at a major
competition in the U.S. last weekend.
The Ajax Ice Diamonds adult precision skating team captured the over-
all title at the seventh annual Lake Placid Open Pre-
cision Classic Jan. 6 to 8.
The Ice Diamonds placed first in their flight Sat-
urday. Those marks were combined with their first -
place marks on Sunday to give them the gold medal
for the competition.
The Lake Placid event was the first competition
of the season for the Ajax precision team which has 20 skaters ranging in
age from 22 to 51.
The Ice Diamonds, part of the Ajax Figure Skating Club, are coached
by Mona Gibney.
The team is sponsored by Mark's Work Warehouse, Tim Horton
Donuts, McDonald's Restaurants, Cardinal Couriers and Glenn's Auto
Service.
