DURHAM - It's a job he
loves, a position he credits with
keeping him alive.
But, Durham Region chairman
Gary Herrema says this term, his
sixth, will be his last.
"[ hope to finish the term. If
my health's tine, I'll finish it," he

this point."
For the past few years, he's
been fighting aleukemia -related
cancer and doctors have told him
he must take it easy. "But I love
the job. I get paid quite decently.
I enjoy the job"
In fact, be says, there's "no
doubt" that the work has kept
him alive.
He's been doing it since 1480
when, as the mayor of Uxbridge,
he was elected to the chairman's
position by regional council. He
was unopposed for the position
again early in December.
Whoever follows Mr. Herrema
as chairman, however, may have
to take a different route to the
job. Recently, Durham West
MPP Jim Wiseman introduced a
bill in the Ontario legislature call-
ing for the regional chairman to
be elected by the people.
But, running aregion-wide
campaign for the chairman's job
could cost $150,000,

watts in 1995 to 50,000.
Mr. Campbell points out that
Ontario Finance Minister Floyd
Laughren predicts a 12 -per cent
jump in new home sales in the
province in 1995. This would mean
54.000 new houses world be sold in
the coming year.
Mr. Laughren also suggests that
in 1996, we will see a further 25 -per
cent increase which would bring the
inventory of new homes in Ontario
to close to 75.000.
"It would be nice to see these

I don't believe they're realistic."
However, if OHBA numbers are
realized, there will be -tremendous
pressure on builders to increase
prices," motes Mr. Campbell.

DURHAM — The Durham
Board of Education is striving to
increase parent and community
involvement in curriculum.
To that end, parents and mem-
bers of the comnmmity will be cho-
sen to sit on the school board's new
community curriculum advisory
committee (CCAC) in March.
The CCAC will replace the
school board's Curriculum Advisory
Council (CAC), which was restrict-
ed to staff and school administrates.
However, the role of the CCAC
will be the same as the CAC's: to
provide infatuation and share in the
decision-making process with
regards to curriculum programs,
according to a report from Bev
I adman, superintendent of educa-
tion in charge of programs.
"This dialogue should help to
ensure that we continue to be
responsive to community concerns,"
Ms. Freedman says in her report.
"We should also be able to utilize
the strengths and talents that parents
and community members can bring
to the process," she says.
The committee's role will be to
review current curriculum; suggest
ways of entering the region's diver-
sity is reflected in the curriculum;
recommend how to increase com-
munity and parent participation in
curriculum development; come up
with methods to increase parental
involvement in their own children's
school work; and communicate
information regarding curriculum to
the public.
In addition to administrators and
staff, the neve committee will also
include six parents, representatives
from Durham College and labor and
industry, three community represen-
tatives and two students.
The coarmuee will meet a mini-
mum of three times during the
school year. The school board will
accept applications for positions on
the committee in the new year.

the people than the local govern-
ment.
"People say 'we have a

and what does be do? He drives a
big car and drives to Toronto for
meetings.' That's what I do; I
chair meetings and try to get
money out of the Province. I'm a
political administrator to the
council. I'm responsible to the

council.
Over the course of the next
three years, Mr. Herrema expects
regional council to be "very frac-
tious" because two matters will
be tied together — a north -south
road link between Hwy. 401 and
the planned Hwy. 407, and the
location of the Durham's new
regional headquarters.
The provincial Ministry of
Transportation's preferred route
for the 401407 link is through
west Whitby, a plan supported by
regional coumM last terns.
Whitby, however, doesn't like
the route and is fighting it. As for
the regional building, Oshawa
couocinm want it in their down-
town.
"The 407 link could get inter-
twined with the regional building.
We want co-operation on the link,
but a few councillors could gang

What Mr. Ilernma does see in
the future is an airport being built
in Pickering sometime between
2005 and 2010. Though he has
toiled for many years in Durham
as a politician in times that have
included both disappointment and
achievement. he still thinks of
himself as a farmer.
"It's my profession; I'm a pro-
fessional farmer and have been
since I was 15 years old," he says.
His family owns 800 acres in
Uxbridge, raising dairy cattle and
growing grain. That keeps him
close to his roots and to the
region he calls home.
"My sons do the work. I'm
unable to do it now and I miss it.
I used to work the weekends and I
loved it."

work long hours while others cannot
fund any work.
Limiting overtime would create
more jobs and reduce the unemploy-
ment rate, still at 10 per cent nation-
ally despite a boom in many sectors
of the economy.
This represents 1S million Cana-
dians who can't find work and
another one million who are under-
employed.
Overtime pay should be capped
at 100 hours a year with overtime
beyond that taken as time off, says
the advisory group, which also want.%
to see a standard 40 -hour work week
and part-time employees given the
same benefits as full-time workers.
Mr. Axworthy says the proposals
deserve "very careful consideration. -
At General Motors, public rela-
tions manager Stu Low says auto
plants are "built lean" because of the
huge investments that must be made
and overtime is used ro meet spurts
in demand.

When senior executives in
Detroit are considering which plants
to award a "product mandate" —
where plants are given certain mod-
els to build for worldwide sales —
the ability of its workers to put in
overtime is part of the package.
"Let us as business people man-
age our business, to do what's rea-
sonable for our business and our
employees," says Mr. Low. "It
doesn't take a rocket scientist to
know that you can't have employees
working excessive overtime. It's not
efficient and they'll soon let you
know about it."
At Co -Steel in Whitby, human
resources manager Keith Anderson
reports "there's overtime available"
but it's not mandatory.
"Our attitude is that overtime is
strictly voluntary, so its an individ-
ual decision. In our view, overtime
should not be forced on an mdivitlual
and it should be left to people, not
politicians.

John Kovacs, president of Local
222 of the Canadian Auto Workers,
says the CAW is against excessive
overtime, which can be up to eight
hours a week at General Motors —
the equivalent of more than nine 40 -
hour weeks every year.
"It's not good for anyone to work
this kind of overtime," he says.
But Mr. Kovacs notes the union
had meed to mandatory overtime as
part of the collective agreement and
"it would be hypocritical for us to
talk about cutting out overtime when
we've agreed to do it"
CAW members are very unhappy
about the amount of overtime they
must work, he says.
He points out the CAW agreed to
mandatory overtime two years ago
when GM moved assembly of the
Buick and Lumina models to
Oshawa.

The whole concept of reducing overtime for some
employees to provide work for the unemployed is a progres-
sive idea and a good one.
And it's one being bantered about in Ottawa, on the mc-
' ommendations of a federal govenument advisory group.
advisory group says overtime pay should be capped at
100 hours a year, with overtime beyond that being taken as
_ time off.
It also recommends that a standard 40 -hour work week be
implemented and that part-time employees be given the same
benefits as full-time workers.
Federal human resources minister Lloyd Axworthy says
the proposals deserve "very careful consideration."
Such ideas should indeed be looked at seriously.
While the economy is looking up right now, we can't for-
get the effects of recessions in the past decade.
The most recent recession cut a large swath cut through
the numbers of employed, and we have seen the economic
devastation that resulted And many of the jobs lost, we are
1 often reminded, will never be recovered. Looking for ways to
ITSI reduce the numbers of unemployed (which amounts to 1.5

Amillion people in Canada) is becoming a necessity.
MLEHowever it is also important to consider the practicality of
ILE such proposals. So far, large Durham Region employers are
reacting negatively — they feel it should be up to them to
decide how much overtime is needed, and who is to work it.
~r At general Motors, Stu Low says auto plants, for exam-
ple, are "built lean" because of the huge investments that
must be made; overtime is used to meet spurts in demand.
While furling jobs for unemployed Canadians should be a
top priority, the intricacies of nnning business must also be
taken carefully into account.
But the bottom line is: the massive human toll resulting
from high unemployment isn't going b go away unless we

As a resident of Ajax, I have
been following the debate regarding
the new water treatment plant for
some time. My interest grew once
tritium in drinking water became a
central issue. since this is well with-
in my field of expertise: I teach
courses in nuclear engineering and
environmental chemistry and con-
duct research in the area of environ-
mental nuclear science.
A number of misconceptions
stem, at least in part, from misunder-
standings in a poorly considered
report released last spring by the

report, ACES recommends that the
provincial Whit far tritium water be
lowered to 100 becquerels per litre
(Bq/L) with a further reduc tike► to 20
BgIL within five years.
These values are exceedingly
low in comparison to the value of
7,000 Bq/L recommended by the
World Health Organization.
I would like address some of the
misunderstandings that have
appeared in a number of the letters
you have received (e.g. Dec. 7 letter
from Jeff Brackett).
Residents of Ajax receive only a
minute dose of radiation from
nuclear generating stations; tritium
in drinking water constitutes a very
small part of this dose. In other
words, if this debate had actually
arisen due to concerns about
radioactive releases from the Picker-
ing plant, then tritium in drinking
water would not be the issue under
�. More importantly, tri-
tium in drinking water is a trivial
source of radiation as compared to
naaaal bacdkgrotmd radiation.
To putt @te guideline proposed by
ACES in perspective, the radiation
dose due to drinking a glass of water
that contained 100 BgIL of bitiumt is
far lower than that due to Waking a
glass of milk. Milk, like many
foods, contains mural radioactive
material. The radiation dose from
the milk is not due to tritium but to
potassium which has a natural
radioactive isotope poiassitsn40.
As a result of this natural potassi-
um, the dose of radiation due to a
glass of "natural" milk would be
100 times higher than that horn this
glass of "tritium contaminated"
water. In fact, Ajax drinking water
typically contains less than 20 Bq/1-
of
q/Lof tritium, making the glass of milk
at least 500 times "more hazardous".
The point of this example is not that
the radiation dose from milk is dan-
gerous but that the radiation dose
due to tritium in Ajax drinking
water is insignificant as compared to
that due to the natural radioactivity
in many everyday foods.
Some in Ajax are also under the
mistaken impression, due in part to
the ACES report, that tritium is a
particularly hazardous radionuclide.
Nothing could be further from the
truth. Tritium does not bio -concen-
trate, dues not target specific organs,
and passes through the body rela-
tively rapidly. Furthermore, tritium
emits a very weak beta particle and
hence delivers very little radiation
dose when it decays.
I have seen claims in various let-
tats that setting the limit for tritium
in drinking water to the internation-
ally approved value of 7,000 Bq/L
would result in approximately 340
excess fatal cancers per million peo-
pie exposed. Its more likely that set-
ting
etting the limit to 7,000 Bq/L would
not am any can= deadts at all.
There is mounting evidence in&
cating that exposure to very low lev-
els of radiation, similar to natural
background, does not cause any
adverse health effects. Secondly, to
be cautious, Canadians working
with radiation follow the ALARA
(As Low As Reasonably Achiev-
able) principle. For this reason, the
release from the plants are kept far
below the legal requirements and the
amount of tritium in our drinking
water has always been well below
the value of 7,000 Bq/L.
The question arises: if the
amount of tritium in drinking water
is almost always below 100 Bq/1–
then why not implement this as the
guideline since. even without any
changes, this limit would rarely be
exceeded'' Firstly. guideWtes should
have a technical basis. Clearly this
one does not.
It could cost a considerable
amount of money to ensure drat the
tritium level would never exceed,
even momentarily, 100 Bq/L. It
would cost even more if the further
reduction to 20 Bq/L proposed by
ACES were to be implemented.
This cost would eventually be paid
by you and me, the people of
Ontario, a payment drat would give
us little to nothing in rek m.
Finally, as most of the people
who have been following this dentate
realize, the question of a tium in our
water arose because of the plans lo
locate a new water treatment plant
on the Ajax waterfront. My con-
ccrns do not relate to whether Ajax
needs this new plant, whether it
should be bunk or where it should be
located. I simply believe that it's
-uniortunwe that attempts are bdng
made to stop this plant by iolinidat
ldg the Ajax popes, using loch-
nical argurne is that have no basis. I
can only hope that our provincial
government has the wisdom to
reject the ACES recommendation
which seems to have more of a basis
in politicsthan in science.

PICKERING — As far as
George Yen is concerned, he and
his daughter Maria should have
been on the sidelines when the
mixed doubles final of the Durham
Region Tennis League was played
just prior to Christmas.
As it turned out, the father -and -
daughter duo from Pickering erne
away as champions. Incredibly,
Maria Yen, 12, competed with a
cast on her fractured left wrist
which greatly inhibited her ability
to play in the final and the matches
leading up to it at the Pickering
Rocreation Complex.
"It was a total shock io me for
us to win," says George Yea, 35.
"Especially in doubles where, if
you have one weak plaW, you're
done. All your opponents have to
do is hit the ball to your weak
side "
But, in the end, the Yeas deks-
ed their opponents by a dose 6-5
scone to secure the Dudm Rep=
mixed doubles title.
Mr. Yen says his daughter was
forced to make some major alter-
ations to her playing style in order
to cope with her injury. She was
completely withal[ the use of her
backhand and had to toss the ball
on her service using only three fin-
gers of her left hand.
"I don't know how she did it,
but she did it." says the proud
father.
In fact. Mr. Yen notes his
daughter had to play three weeks
of playoffs on successive Fridays
through December with her injury.
Despite the urgings of her father to
withdraw from the competition.
Maria was unwilling to let the
injury get in her way.
I asked her what she wanted to
do. I said 'how are you going to
play let alone win with your
injured wristT But, she said she
wanted to play, so she toughed it
out," says Mr. Yat.
The injury occurred about three
weeks ago when Maria was prac-
tising with a friend at the Picker-
ing Recreation Complex tennis
courts. She dove for a ball and fell
on her wrist, which was later
found to be fractured.
The injury coincided with the
start of the mixed doubles• playoii'
round. Complex terms pro Dave
Ochotta recommended that she
withdraw, but she was steadfast in
Wexford Raiders pound Panthers
PICICERM — The Pi*ering Panthers got no early Chrismsas present

Rather, Pickering received an old-fashioned Christmas goosing from the
defending league champion Raiders who pounded Pickering 12-2 for the
Panthers' 22nd loss of the season against five wins and one tie for 11 points.
Wexford jumped out to an 8-2 lead after two periods of play. Panthers'
starting goal[ender Jeremy Ramcb gave up four goals on 10 shots in the sec-
ond stanza, prompting coach Don Murpby to summon Jobn Barber off the
bench. Barber surrendered one more second -period marker and was beaten
for three more Wexford goals in the third stanza.
Chris Ryan and Eric Wheeler scored for the Panthers. Ryan drew an
assist on Wheeler's marker.
