Nuclear plant shutdown costs $400,000 a day

about $400,000 each business day that all
four Pickering Nuclear Generating Station
'A' side reactors are shut down as a result of
last weekend's massive heavy water leak
that put us "very close to the edge-. in the
words of an anti-nuclear activist.
Station director Pierre Charlebois told a
press conference Friday afternoon a pressure
relief valve failed in the main coolant circuit
inside the Unit 2 reactor building around
5:30 p.m. last Saturday. allowing heavy
water into the bleed condenser which low-
ered the pressure in the heat transfer system.
A steel pipe then ruptured in the pressure
release system, causing about 140 metric
tonnes of heavy water to spill on the floor.
The reactor shut down and the emer-
gency coolant injection system was set off
nine minutes later.
Mr. Charlebois said the cause of the safe-
ty valve failure was still unknown and under
investigation as of Friday.
"Our first priority was to clean up the
water and remove the water from the reactor
building in order to be able to easily acces
the building to complete our investigation,
he said, adding that 95 per cent of the watt
has now been cleaned up.
Monitoring outside the plant revealed n
increases in radiation levels, Mr. Charleboi
added.

pen, blood is needed."
The blood centre "needs to have a three
to five-day supply at any given time
(instead of the one -day supply on hand on
recent dates). Wed like to build up our
supply," Mrs. Benjamin says.
The Toronto centre supplies blood to 61
hospitals stretching from Oakville on the
west to Napanee on
the east to and north
to Huntsville.
Between 900 i
and 1,000 units
have to be collected
each day to replen-
ish the supply. On
Mondav, only 600
units were donated,
leaving the blood
centre with less than -
a one -day supply,
Mrs. Benjamin
reports.
"For the last sev-
eral weeks, the
demands from hos-
pitals have been
much higher than
what we can col-
lect."
Blood has been
transferred from
other areas of Cana-
da, but "we've
exhausted those,"
she says. Asking for
blood from other
centres would be
done as an
"absolutely last
resort.
While enough
blood is kept for
emergency proce-
dures, elective surg-
eries, such as a hip
replacement, may
have to be post-
poned until the sup-
ply has been
restocked. Mrs.
Benjamin says.
To date, no oper-
ations at Ajax -Pick-
ering General Hos-
pital have been
postponed.
"Holidays are
traditionally a tough
time to collect
(blood from the
public)," she says.
"People just don't
do it this time of
year. They're preoc-
cupied with other
things."
The Ajax -Pick-
ering Red Cross
branch has failed to
meet its goal in
recent clinics. In
October, 232 units
were collected at a
two-day clinic in
Pickering that had a
target of 300 units.
Branch manager
Donna Smith says,
"A lot of people
have influenza and
they don't qualify to
give. When the cold
weather comes, the
virus hits."
All types of
blood are urgently
needed, but `O'
type is especially
sought. It's the most
common blood type
and, in an emer-
gency situation, it
can be safely used
in anyone, Mrs.
Benjamin notes.
Each unit donated helps four people,
because the blood is broken down into four
components — platelets, plasma, red cells
and cryoprecipitate, a clotting factor.
To help replenish the stock, a blood
donor clinic is being held Saturday, Dec.
24, from 10 a.m. to 2 p.m., in the HMS
Ajax Room of the Ajax Community Centre
on Centennial Road.
"Ajax is a very important one because
we'll go several days without clinics," Mrs.
Benjamin says. "We really need people to
come out to that one."
Mrs. Smith adds, "We're hoping to col-
lect as much as we can, so we're not set-
ting a goal. Maybe it's one way to give an
extra special present at Christmas."
People must wait 56 days between
donations and are required to show a Red
Cross donor card and another piece of
identification, preferably with a photo-
graph and signature.
The Red Cross also operates three per-
manent donor clinics in Toronto.

Crime victims in funds VAC=uum

PICKERING — For the last two
years, Dianne Lupton has been help-
ing victims of crime deal with the
justice system.
But the Pickering woman, a for-
mer stalking victim and founder of
the Victims' Action Coalition
(VAC) , now finds herself in the
uncomfortable position of asking
others for help.
Ms. Lupton says the group has
been running on a shoestring budget
for the past several months, unable
to afford even basic office supplies
such as fax and computer paper and
stamps.
In fact, VAC would have likely
folie# long ago if not for Ms. Lup-
ton's own financial and personal
commitments to the group.
She says VAC has resisted apply-
ing for government funding because
of the fear of losing its autonomy.
"I've been told by many
women's groups that our group is
unique. We are not government
funded so we can speak out without
fear of having our funds pulled.
There are other groups being funded
out there but they're support group&
They aren't going to bat for victim
like we are; it's not their mandate "
Despite having no budget to
speak of — Ms. Lupton says the

AJAX — All -way stop signs
will be installed at an intersec-
tion on Rotherglen Road, but
another crossing guard won't be
posted at a corner on Westney
Road North, Ajax council decid-
ed Monday.
The stop signs likely won't be
put up until February because
Durham Region has to approve
their installation sometime after
Town council passes an authoriz-
ing bylaw, which Ajax politi-
cians will consider Jan. 3.
The signs will be installed at
the intersection with Bramwell
Drive to regulate northbound and
southbound traffic on Rother-
glen. A stop sign currently at
that corner only puts the brakes
on drivers travelling along
Bramwell.
But a second crossing guard
won't be added to the intersec-
tion of Westney and Coughlen
Street/SulUvan Drive, despite a
petition from area residents
requesting one. The guards help
young students of two nearby
schools cross Westney.
Two guards had been posted
at the intersection, but when traf-
fic lights were installed earlier
this year, one of the guards was
moved to Hwy. 2 and Church
Street in Pickering Village. The
presence of two guards and traf-
fic lights at the intersection

nation (CAVEAT) founder Priscilla
de Villiers.
The conference. which was
attended by justice reform and com-
munity safety activists as well as
politicians, judges and police chiefs,
produced a comprehensive report
which contained numerous recom-
mendations for overhauling the
Canadian justice system.
The report, unveiled recently at a
national press conference. contains
numerous recommendations in the
areas of victims rights, crime pre-
vention, parole reform, community
standards and child exploitation,
youth and the Young Offenders Act,
high-risk offenders, border security
and firearms and public safety.
But Ms. Lupton says VAC'S
involvement in justice reform con-
ferences such as Safety Net will
become a thing of the past if more

"It's virtually impossible for us to
go to meetings and get the infonna-
tion without support." she says.
The group's other accomplish-
ments include:
- a written brief on Canada's anti -
stalking law passed in 1993;
- recommendations to the federal
government on how to make the jus-
tice system more sensitive to the
rights of victims:
- the e_uablishment of VAC chap-
ters in Alberta and Quebec;
- presentations to high school and
college students:
- numerous newspaper, radio and
television interviews;
Ms. Lupton has also compiled a
small library of documents and
information to help victims deal with
many of the pitfalls they will
inevitably encounter during their
ordeal -

`Organized' burglars
use shop power tools
to crack two safes
for `substantial' cash
PICKERING — Crooks made
off with "a substantial amount"
of cash after using power tools
from the inventory of Lymbird
Lumber to crack two safes at the
Pickering business overnight
Thursday.
Burglars gained entry to the
Kingston Road shop after cutting
the phone lines from a main junc-
tion box on a nearby corner to
disarm Lymbird's security sys-
tem, a source reports.
Once inside, the bandits ripped
out phone wires, tore security
monitoring gear off the walls,
smashed a fire alarm so the
smoke from working on the safes
wouldn't be detected, and
unplugged a punch clock at
around 1:30 a.m. because they
needed the receptacle to use the
brand-new power tools to get
access to the loot that was vaulted
away, the source says.
They even wore safety glasses
from Lymbird's stock to protect
themselves as they smashed the
door off one safe and used power
tools to cut a six-inch hole
through the second one -inch -
thick steel plate vault.
They escaped with "a fair bit"
of cash, including the float and
some of the proceeds of the day's
business that was to have been
taken to the bank Friday.
Because the safes are out of
sight to the average person, the
source feels the bandits "definite-
ly had to know the layout of the
whole store."
He speculates the heist "had to
be" the work of professional bur-
glars or someone who'd staked
out the business because "they
were too well organized".
The theft was discovered by
an employee starting work
around 7:15 a.m. Friday.
Damage to the store was still
being estimated at press time.
Durham Regional Police con-
tinue their investigation.

Where is the respect the town of Pickering deserves')
Incidents in past weeks and months make it clear that the
town is still being treated by higher levels of government
and Metro "Toronto -- with a condescending nod and pat on
the head when it speaks out about legitimate concerns.
It is true of the way local citizens' groups and politician,
have been treated by the Province and Metro Tdxonto over
the Brock West landfill site issue, and it is true of the way
anti-nuclear groups and Town officials have been treated Hol-
lowing last weekend's heavy water spill at the Pickering
Nuclear Generating Station (PN(,S).
Both of these issues underscore the need for Pickerin, t()
continue fighting for more participation and control of what
happens within its own boundaries. Pickering is a host com-
munity for trash that is largely generated by our bigger cousin
to the west. and is also home to the nuclear plant which pro-
vides power to communities far and wide.
For its part, the Town of Pickering is aggressively assert-
ing its position with the bullies known as Metro Toronto and
the Ontario government over the landfill debate. So too is it
making more noise about the safety of its community in
regards to nuclear power.
And the bottom line is this: The host community and its
citizens desen-e action on their requests and worries relating
to the two issues. Pickering -Ajax Citizens Together for the
Environment is currently seeking party status so everyda}
citizens can be a part of the landfill debate. That means real
people sharing real experiences of living in the shadow of
Brock West.
Further. people who seek answers to their probing qucs-
tions about the safety of the PNGS deserve reasonable
answers. If that means an independent review of the facility.
then so be it.
Everyday people who make their lives here have invested
a lot They dev--n a some sort of return on that investment.

Have you ever noticed that the words which
best describe Christmas would be "over-com-
tnercialized, stressful and frustrating'"
Why is it that every year adult_,, get all bent
out of shape" The tree has to be a perfect shade
of green and color co-ordinated with all the
decorations, lights, furniture and presents.
It's way out of hand. I wonder if any child
tinder the age of five knows the true meaning of
Christmas. You can read about the old days
when people went carolling, had a sing -song
around the fire, drank eggnog and ate sugar
cookies. Everyone was together and happy.

Nowadays, kids go to Disney Land and
spend Christmas with their cartoon character
friends. Sure, they sine songs and there may be
snow, but none of it is real. Instead of watching
for Santa Claus Christmas Eye they sit on a
bench and watch fireworks. Most people I
know who go down south for Christmas don't
get many presents down there. And can you
imagine eating Christmas breakfast in a motel
or local restaurant? Sounds like my kind of
Christmas.
The malls are always a happy place to be
this time of year aren't they' People shop trying
to find the perfect Christmas outfit. I'm sure
every one of us knows how stressful this can
be. But there's also a pattern that goes unno-
ticed: disappointment. It always seems that the
thing you wanted the most never comes. If
you're lucky enough to actually get what you
wanted, it's usually not what you thought it
would be or is missing something.
But perhaps the funniest thing of all about
Christmas is that, after putting yourself through
all that you take an 11 -month vacation and do it
all over again. Forever you will look forward
to, and love, Christmas.

PICKERING - Metro
Toronto and the Province will
try Monday to have the court
adjourn the Town of Picker-
ing's case calling for an injunc-
tion to close the Brock West
dump.
The case is set to begin at
the start of the week, but Metro
and the Province will ask to
have the matter adjourned, says
Pickering Town manager Tim-
othy Sheffield. If the court
agrees to the request, the case
may not be heard until the
spring of next year, he fears.
The Town wants a tempo-
rary injunction to close the
Brock West landfill, claiming
it isn't operated properly and
it's damaging the environment.
Metro Toronto owns the dump
and the provincial Ministry of
Environment and Energy regu-
lates it.
Meanwhile, Pickering -Ajax
Citizens Together (PACT) for
the Environment is seeking
party status so it can join the
Town in court. PACT lawyer
Peter Pickfield is working to
get consent from the three par-
ties involved in the rase. If he
fails, he'll make a formal
motion before the court.
Mr. Pickfield says gaining
party status will allow PACT
to bring in area residents as
witnesses on the dump's
impact.
It gives us a chance to
argue issues that the Town may
not have emphasized," he says.
PACT's chairman agrees.
"I think it's very important
in any legal system that the
average citizen impacted by
the dump should have their
say," David Steele says.

sure the safety valves and pipes
were in good working order. Units
1 and 3 were already shut down
for maintenance they'll also be
checked.
All four reactors at the 'B' sta-
tion are still working. Its piping
design is different and not suscep-
tible to the same kind of failure,
Mr. Charlebois said.
He acknowledged there may be
a design flaw in the reactor, but
said that would be determined in
the investigation.
"The reactors essentially are
designed in such a way that you
cannot depend on doing the design
work, and the construction and the
conditioning to such an extent that
everything will work 100 per cent
of the time," he said.
It will take about three months
to return Unit 2 to service and
three to four weeks for Units 3 and
4. The cost of the clean-up is
undetermined but Hydro is spend-
ing big bucks to buy power from
other generating plants.
Hydro workers erected warning
signs and blocked roads around
the station after the accident, caus-
ing Durham Regional Police to
think the incident was more seri-
ous than it actually was, according
to Sergeant Jim Grimley.
Ontario Hydro did not notify
the police that it was putting up
the roadblocks, Sgt. Grimley said
in an interview.
"The first we knew about that is
when the public started calling
us," he said, adding that the police
received about 30 calls from citi-
zens.
Durham police were told the
accident was a level one category
and they notified area mayors and
Metro police. But when Durham
police began to get calls about the
roadblock, there was some confu-
sion as to how serious the accident
was, Sgt. Grimley said.
"We were of the belief that it
may be about to escalate, but obvi-
ously that didn't happen. It made

heist has hit Durham in less than
one week.
The two bandits hit the Whitby
Shoppers Drug Mart, 601 Dundas
St. W., in the early evening Tues-
day.
While one of the men distract-
ed the clerk, the other bandit
entered the office and removed an
undisclosed amount of money
from a safe.
The two suspects meet the
description of two thefts in Ajax
on Dec. S. That evening the rob-
bers hit both the Shoppers Drug
Mart at 314 Harwood Ave. S., and
Pennyworth's Department Store,
41 Harwood Ave. S.
The suspects were caught on
security video during both the
Ajax heists. The office door and
safe at the Ajax Shoppers Drug
Mart had been pried open.
The first suspect is described as
a 26, 6', with a muscular build. He
was wearing baggy pants and
multi -colored sweater and vest.
One clerk noticed he had very
large feet.
The second suspect is between
20 and 25, 5'6" with muscular
build. He had dreadlocks, cut
straight across at the ears. He was
wearing a blue and gray jacket.

The accident came days before

Atomic Energy Control Board
(AECB) Wednesday for a two-
year renewal of its operating
licence. The AECB has delayed
that decision until the end of the
coming week.
Mr. Charlebois said the delay
was due to the length of the hear-
ing and is confident the licence
will be renewed.
Durham Nuclear Awareness
made a submission at the AECB,
calling for an independent safety
review of the station.
Group spokesman Dave Martin
said in an interview Ontario Hydro
was downplaying the severity of
the accident.

DURHAM — Durham is
gearing up to fight racism.
Members of the Multicultural
Council of Oshawa -Durham are
surprised and pleased with the
number and quality of applica-
tions for the anti -racism projects
Outreach Durham and Global
Village `95, spokesperson Car-
men Germano says.
The council decided to fund
several small anti -racism pro-
jects rather than one large one
and expected about 20 project
applications. But 43 projects
were proposed with 28 winning
part of the available $32,000
funding.
We cut funds to some of the
projects because we wanted to
accommodate more once we saw
how many good ones there
were," Ms. Germano says.
"There was lots of goodwill to
fight the wave of hate literature
in the community."
Project money comes largely
from community fund-raising,
charitable contributions and the
Ontario Anti -Racism Secretariat.
There are now 65 community
groups associated with the Multi-
cultural Council in Durham.
"There are agencies, colleges,
service clubs and other groups
involved," notes Ms. Germano.
"There's quite a broad range.
People are taking a stand against
hate groups which operate at
night like criminals."
Among the projects awarded
funding are: Muslim leadership
training; a booklet to help vic-
tims of racism; a play on racial
problems in an educational set-
ting; and at Uxbridge Secondary
School, student designed T-shirts
with a bold anti -racism message.
"These projects are highly
.visible and highly effective,"
says Ms. Germano. "If a commu-
nity is united racial incidents
have a minimal impact. Most
people don't understand the
human misery that racism brings
with it."

Lindsay Messmer has won a $300 scholarship from the Canadi-

Durham gets a lane on the information highway

computer users

DURHAM - Durham residents
are invited to turn onto the infor-
mation highway via Durham Free -
Net, coming your way in June,
1995.
No driver's licence is necessary
and there's no need to worry abott
photo radar; this highway is
accessed by computer only.
During the cold winter months
of 1992, computer fanatic John
Norman and a couple of other
enthusiasts came together to dis-
cuss the possibilities of a computer
network for Durham.
After the idea was thrown about
at a public meeting, Durham Free -
Net was born and cared for by 2-5
volunteers.
By March of the following year
the network became incorporated.
What does all this mean for
Durham residents?
"Community health and indi-
vidual growth," says Mr. Norman.

community in touch with itself,
strengthening the individual and
giving them a voice in the commu-

Mr. Norman says plenty of indi-
viduals have something to say. but
no forum to say it in. Durham free -
net will give those voices a chance
to share their knowledge by simply
typing in the answers to questions
a" by others using the Free -net.
A person can also learn from
the free -net.
Some of the services included
are access to university and college
resources. libraries. small business-
es and community event calendars.
The Free -net can present
"Durham as a txx>k on a shelf and
anyone in the world can take that
book down and read it," says Mr.
Norman, adding this is the reason
small businesses stand to gain by
the network.
Imagine learning about univer-
sity courses in Vienna, Austria.
Durham Free -net will be given
access to Internet — the worldwide
communistion network system —
by their first and main sttpporters,
E.D.S. Canada.
While possibilities the network
will create are almost limitless, it
does not cane without its down-
falls.
In fact, there has been much
hype about the kinds of informa-
tion that will be available on the
network.
At a recent information high-
way conference at Cullen Gardens
in Whitby, much of the discussion
concerned releasing banned or
potentially dangerous information
on free -[rets.
There were reports of a boy in
Scarborough who learned bow to
make a pipe bomb from informa-
tion gathered through a communi-
cation network.
Then, there was acLcss to pub-
licly banned information from the
Karla Homolka trial across
networks in Canada.
Rou Hellinga. of the
Free -Net's information
providers committee,
explained a one-way
channel could be set up
to allow one or two
people to maintain the
system. "You could
put up
tirewalls... put fil-
ters. in place that
would refuse certain people that go
through,"added Mr. Hellinga.
Though not perfect, the commu-
nity free -nets are an important step
forward, says Mr. Norman.
"It would be showing corporate
responsibility to make sure free -net
survives"
Currently, the Ontario govern-
ment has approved S170,000 in
funding for Durham Free -Net.
Numerous companies have also
donated surplus equipment, time,
money, and, in some cases,
the efforts of their employ-

PICKERING — A Pickering
man pushed his physical
endurance to the brink, but it
still wasn't enough to put him
among the world's elite in the
sport of triathlon.
Andy Lubczynski, 29, a pub-
lic school teacher in Scarbor-
ough, competed at the recent
ITU World Triathlon Champi-
onships in Wellington, New
Zealand. Fourteen countries sent
more than 1,200 of their premier
triathletes to the worlds in the
sport which combines swim-
ming, cycling and long-distance
running into a gruelling test of
Pickering's Andy Lubc:7 ki,
29, finished 60th in his division
at the ITU World Triathlon
Championship in Wellington,
New Zealand recently. The
race took place under extreme-
ly windy conditions which had
an effect on his performance.

He finished the 1.5 -kilometre
swim, the 40 -km bike and the
10 -km run in a time of two
hours, 12 minutes and 14 sec-
onds, finishing 60th out of
approximately 120 competitors
in the 25 -to -29 -year-old male
category at the worlds.
Lubczynski was somewhat
disappointed in his results, with
bis ultimate goal to finish in the
top 20 in his division. However,
he says the extremely challeng-
ing course, coupled with a bout
of nerves, took its toll in the
final analysis.
"I felt I could have done bet-
ter, but I did the best that I could
under the circumstances. Part of
it was the course, but also when
you race at that level, you have
to stay calm and focused. It's a
matter of experience. You can't
be distracted by what's going on
around you. I was trying, but it's
so much a part of it."
The challenging course and
stiff winds throughout the day of
the race made conditions
extremely difficult for the ath-
letes, says Lubczynski_
"We swam in (Wellington)
harbor and the wind was defi-
nitely a factor. It made for chop-
py swim conditions," he says.
The bike was also challenging.

When the wind was behind you,
you could go up to 80 -km per
hour. A portion of the bike race
felt like you were standing still
when you were going into the
wind. Sometimes Wellington is
called `Windy Wellington'. It is
a very fitting name."
Lubczynski was pleased with
the organization of the event,
and is a booster of the city of
Wellington due to the treatment
the athletes received.
"It was one of the best orga-
nized events I've ever been to.
Wellington is a beautiful place
and the people are very hos-
pitable. Canadians were well
received down there."
Lubczynski says he plans to
continue to train throughout the
winter months in preparation for
the 1995 triathlon season. He
also intends to compete at his
third world championships slat-
ed for Cancun, Mexico in
November, 1995.
He praised the Pickering
Lions Club, the Pickering Rotary
Club, the Royal Canadian
Legion in Pickering, the Ontario
Public School Teachers Federa-
tion, Star Real Estate, Racer
Sportif and Runners Choice for
helping him offset the cost of
competing at the world champi-
onship.

Durham X -L's Track Club mem-
bers left competitors in their dust at
the International Youth Meet of
Champions at the Metro Toronto
Track and f=ield Centre last week-
end.
The X -L's captured the overall
team championship, scoring 438
points at the meet for youngsters
from nine to 19 years old.
In total, the X -L's, made up of
members from across Durham,
won 21 golf medals, and set one
Canadian record, three provincial
records and three meet records.
Following are the results posted
by Ajax and Pickering athletes:
7ayde Rouse ran to a bronze
medal in the junior men's (17 and
18 years) 60 -metre hurdles. Atu
Sealy was fourth in the 200 metres.
Rouse, Sealy with and James
Arnold teamed up with Tony
Branch to finish second in the 4-x-
10(1`metre relay.
Amid and Sealy jointed Lucas
Hayes and Tony Bain on the X -L's
junior men's medley relay team,

Candice Chapman set a new
Ontario record in the atom girls'
(11 and 12) high jump with a leap
of 1.51 metres. She was second in
the 200 metres and fourth in the 60
metres.

helped the X -L's `A' 4 -x -200 -
metre relay team to a gold medal.
He was joined by Kevin Woodley,
