enced at the Pickering Nuclear
Generating Station and other
nuclear facilities in Ontario in
1991 and 1992, according to the
Nuclear Power Hazard Report
released Wednesday by Nuclear
Awareness Project.
The problems included higher
than normal background levels
of radioactive pollution in the
air, food and rainfall in areas
surrounding the Pickering sta-

one-quarter of those being seri-
ous enough to require reporting
to the Atomic Energy Control
Board (AECB); and the discov-
ery of fault lines in the Pickering
area which some experts believe
could cause earthquakes stronger
than the station's reactors were
designed to withstand.
The report is a compilation of
safety-related information on
Ontario's nuclear facilities,
based on data provided by the
AECB and Ontario Hydro. says
its author, Irene Kock of the
NAP and Durham Nuclear
Awareness.
It is the second such report
NAP has put together, and the
organization hopes to publish
others every two years.
We wanted to get a compre-
hensive look at the problems at
all the facilities," explains Ms.
Kock.
The report on 1991/92 is only
finished now, she notes, because
NAP has to wait for the relevant
data to be released by Ontario
Hydro and the AECB.
Pickering nuclear station
director Pierre Charlebois,
meanwhile, was unavailable for
comment on the report at the
News Advertiser's press time.

DURHAM - Elementary
schools across Durham are going
high-tech. much to the delight of
students, teachers and administra-
tors at the Durham Roman !
Catholic Separate School Board.
The separate school board
opened two high-tech design and
technology learning centres earlier
this year at St. Paul Catholic
School in Whitby — for students
in Oshawa. Whitby and parts of
north Durham — and Holy
Redeemer Catholic School in Pick-
ering for students in the Ajax and
Pickering area. The centres feature
the latest in computer publishing.
design and video equipment. But
what's really unique about the cen-
tres is that they encourage indepen-
dent learning and problem -solving
by students using computer tech-
nology.
The learning centres give stu-
dents a taste of what it's like in the
working world and gets them
thinking about future career choic-
es, school administrators say.

The organization says hazards at Pick-
ering include the risk of reactor explo-
sions, run -away chain reactions and fuel
melting which could lead to severe acci-
dents. NAP's report is expected to be
available in local libraries in about three
weeks.

`Odd' comment by Stark
suspicious, witness says

PICKERING - The brother of
key witness in the trial of Pete
Stark, accused of abducting an

was on the stand in Whitby provin-
cial court Wednesday.
Al Whittaker, brother of Mr.
Stark's estranged wife Alison, who
is the prosecution's key witness in
the murder trial, testified about

just a few months after the girl's
disappearance.
Tice court herd that on June 13,
1990, just a few months after the
teenager disappeared, Mr. Whittak-
er and Mr. Stark met for a drink at
the restaurant at the Darlington
Marina in Bowmanville where the
accused kille'r's boat was docked.
It was during that meeting that
Mr. Stark made what Mr. Whittaker
thought at the time was an "odd"
remark about the missing teen and
the ongoing police investigation
into her disappearance.
"(Mr. Stark) said to me if
(police) were to find Julie Anne's
body, they'd make sure his teeth
manes were on her ass," Mr. Whit-
taker told the court during question-
ing by Croom attorney John Scott.
"It was an odd remark. Peter was
serious about how he made that
remark. He felt he was being
framed by police," Whittaker added.
However, Mr. Whittaker also

During cross-examination by co -
defence attorney Anil Kapoor, Mr.
Whittaker agreed Mr. Stark made
the comment about the missing
girl's body out of frustration that he
was being targeted as the prime sus-
pect in the police investigation.
However. Mr. Whittaker also
said that because of the nature in
which the comment was made, he
believed at the time that Mr. Stark
may have had something to do with
the girl's disappearance. "My feel-
ing was that the cexntnent was total-
ly out of line. I filed it so that when-
ever I was going to be interviewed
by police I'd mention it" But the
court was told police didn't learn of
the comment until May of 1994
despite numerous meetings between
police and Mr. Whittaker.
'-I had several meetings with
police, but mostly in regards to my
sister." he said. "I told them 'If
you're going to arrest him, why
don't you arrest him.' It was me
telling them to get their act together
or get out of my sister's life. She
didn't need it at the time.
The trial continues today.

Brave new world
When students say their learning atmosphere is fun.
we're all on the right track.
Such is the case with the Durham Region Roman
Catholic Separate School Board and its new design and
technology learning centres which opened this year to
give students a taste of their potential futures.
At the centres -- one is in Whitbv for students in
that area of Durham and another is at Holy Redeemer
in Pickering for students here -- elementary school stu-
dents can create a video. build a bridge, design a nx)m
with computer-aided technology or create a magazine
on a desktop publishing system.
And the resounding chorus of 'we love it' is beim,
heard from students around the region who have been
exposed to the curriculum.
What's more important, however, is the fact that the
centres expose students to areas of study that could
very well turn into professions for them later in life.
These centres teach kids new, skills that are currently
required in the workforce.
And the structure of the design centres can tap a cre-
ativity that might otherwise not be found in the typical
classroom setting.
For creating an atmosphere that encourages kids to
use their imaginations, while learning important new
skills, the separate school board deserves recognition.
Business is demanding that educators turn out more
students with skills relevant to the work force, parents
are demanding that academic quality be maintained and
students are indicating they are eager to learn still
more.
These design centres go a long way to meeting all of
those elements of education.
And. for that. we'll all benefit in the future.

Pickering Ward 2 Regional
Councillor Kip Van Kempen is all
business when he arrives at the
News Advertiser office for a ques-
tion and answer session about his
bid for the mayor's chair in the
Nov. 14 municipal election.
The outspoken, often contro-
versial councillor who has found
himself — on many occasions in
the last three years — in polar
opposition to the man be seeks to
dethrone, is confident and articu-
late about his quest. He wants to
be mayor. He wants to be the per-
son to lead Pickering into the
future with a new style of town
management. Mr. Van Kempen,
with his wife, owns a local iinsur-
ance company and a travel agency.
He has two children.
The following is an interview
conducted by News Advertiser
Managing Editor Steve Houston
with Mr. Van Kempen, the man
who would be mayor.
Q. You've been involved in
local politics now for some
years. Why are you choosing
this time to seek the mayor's
chair?
A. I've been on council for six
years — three as a local councillor
and three at the region. I'm seek-
ing the mayor's position now
because I don't think the job's
being done effectively. Our budget
is some S33 million dollars. It
takes more than just winning a
Popularity contest to run this town.
The question is. can we afford to
do that'' Managing a S33 million
budget requires business skills that
You can only pick up through
practical training. The issue is —
and this applies at all levels of
government — streamlining, an
emphasis on efficiency... those
things should be applied and its
simply not happening here.
When a lot of businesses are
looking for reductions in adminis-
tration and layers of management,
we've been doing just the opposite
and expanding. Establishing a
budget is much more than than
reaching an arbitrary figure. It's
making store that things like traffic
and fire services, et cetera, are all
addressed.
We don't have a revenue prob-
lem; it's more of a spending pmb-
lan. We can't afford to spend $3
million on ridiculous things like
the Claremont Community Centre
at a time when the essentials have
gone unaddressed.
Q. You've been accused by
your critics of practising a nega-
tive style of politics, particularly
In this campaign. What's your
reaction?
A. It's totally sour grapes. If I
was happy with the current gov-
ernment and current mayor, I'd
have no reason for seeking this
office. l don't pretend to be a typi-
cal politician; you have to stand up
and fight for the issues you believe
in. A case in point is the Clare -
Van Kempen
mont (community centre) issue.
So your typical politician would
go up, shake some hands and kiss
some babies and get a photo in the
paper. I'm not that kind of politi-
cian.
I've tried not only to identify
what's wrong but what should be
done about it. If people find me
strange because I think fireballs
should come before banquet balls,
then I don't know bow else I can
state my vision.
Q. If elected, what's the sin-
gle most important thing you
want to achieve?
A. Balancing our priorities and
reducing the needless spending. I
want to look at every innovative
way to provide more effective and
less government. My theory is that
if we can share a hospital, we can
examine if we can become more
cost efficient by combining some
town services with Ajax. We can
no longer afford the total duplica-
tion in manv areas that now exist.
The role of regional government
must also be examined to alleviate
duplication. In a nutshell: Is there
a better way" We owe it to the tax-
payers. The economies of scale
just aren't there. Let's ask the peo-
ple: what are they going to tell w�'
My goal is simply one of efficien-
cy.
Q. Why should you become
mavor?
A. Leadership has been lackin-_
on this council. In many areas it's
been a ship without a captain. No
organization can function without
a leader that understands business.

Q. What do you see as Pick-
ering's role in Durham Region?
A. Currently our role seems to
be that we get the hind end of
almost everything. We get almost
all of Durham Region's garbage;
the Province has said we have the
number one site for more waste.
We've got to turn this around.
Why is it that we've not been able
to attract the real plums such as a
campus for Durham College? Our
proximity to Metro makes us a
natural to be the leader within
Durham Region. The role of
mayor is to make sure we get
respect throughout the Greater
Toronto Area and the Region and
not just the landfill that no one
else wants.
A key priority must be to gN
on with the widening and speed up
the widening of Hwy. 401. Inade-
quate resources have been put on
it yet we've been silent. That got
to be a number one priority."

AJAX-PICKERING - Legisla-
tion aimed at regulating the lucra-
tive franchising market is being
pushed by Durham West MPP Jim
Wiseman.
Ile introduced a private mem-
ber's bill, the Franchises Act `94,
Monday that would protect fran-
chisees and impose heavy fines on
franchisors breaking the rules.
"The horror stories are quite
numerous. Some people could lose
their business just by talking to me
about their business. They have no
democratic rights. This gives them
their rights back." he says.
Franchising is a S90 -billion -a -
year business in Canada and cov-
ers all sectors of the retail market,
from dough-
nuts, pizza and
other fast food
stores to car ►-
dealerships,
video outlets
and oil change
shops. �� 1
Currently
in Ontario, the Jim

really covered by anything,- Mr.
Wiseman says, leaving the door
open to potential abuses on the
part of a franchisor.
For instance, a franchisee might
be required to buy all supplies
from the franchisor at a higher
price. Mr. Wiseman's bill would
allow a franchisee to buy supplies
wherever they want.
If they have the right to source
products to the cheapest place, it
might bring down prices, which
are kept artificially high. At the
very least, it would help the fran-
chisee pay off his debts easier,"
Mr. Wiseman says.

with the Ontario Securities Com-
mission and file documents relat-
ing to the business, including pro-
posed franchisee contracts, a dis-
pute mechanism to resolve con-
flicts between franchisees and
franchisors, a code of conduct for
both sides, and penalties for fran-
chisors breaking the law.
The penalties include $100,000
fines for individual company
directors violating the act and
$200,000 for corporations.

structure using sticks of wood and

to Oshawa in November.
It's a special concert presented

Association (DRCA), which cele-
brates its silver anniversary this

Liona Boyd holds a unique
position in the world of classical
guitar. Through her composition
talents, extensive international
touring and 16 record albums she
has developed a reputation as one
of the world's leading guitarists.
Breaking with classical tradi-
tion, she has toured with Gordon
Lightfoot and recently joined
Tracy Chapman for a tour of
Europe.

The top-ranked Pickering Tro-
jans advanced to the title contest
after running roughshod over
fourth -place Whitby Henry Street
High School Hawks 56-6 in the
LOSSA semi-final at Pickering
High Tuesday afternoon. Mean-
while, the second -place Dunbarton
Spartans won the right to meet
Pickering after rolling to a 17-0
victory over third-place Oshawa
Paul Dwyer Saints in the other
semi-final tilt at Dunbarton High
Tuesday.

"It's nice to see the rivalry back
again," says Hiroo. "They have a
gritty bunch of kids at Dunbarton,
so it should be a good game."
Hiron notes the key to victory is
curtailing the Spartans' ground
game anchored by dominant run-
ning back Theron Walker.
"I think number 34 has to be
stopped. He's fast and be can burt
you. We hope to do the same job
on him Saturday as we did the last
time we met."
Meanwhile, the Trojans are
counting on a good performance
from their stellar backfield tandem
of Damian Bowen and Nathaniel
Covent who will reunite for Satur-
day's championship final since the
first game of the season. Injuries
have forced one or the other out of
games played after the fust contest.
At Pickering High, the Trojans
wok the lead right from the start of
the contest, recovering a fumble
off the kick-off which eventually
led to a Khary Adams 15 -yard run
into the end zone. At half-time,
Pickering had piled up a tidy 49-6
lead on the Hawks.
Covent, who was out of the
line-up with a twisted knee for the
past two games, made up for lost
time by scoring three touchdowns
in the contest. Dave Dulney and
Khary Adams found the end zone
;or two majors apiece. Dave Calis
scored one touchdown, while Rob
Horstman ran in for a two-point
convert and kicked six converts.
Meanwhile, in the Dunbarton
contest, the Spartans scored 17 sec-
ond -half points against Paul Dwyer
to gain a berth in the final.

adding a field goal and two con-
verts.

Many changes at Annandale
as new curling season begins

AJAX -DICKERING — Curling is under way again at the Annan-
dale Curling Club in Ajax.
And, the new season opened with some significant changes since
last 'er. Beaver B
Most noticeable is the absence of the Eng onspiel which
has kicked oft' the curling season at Annandale for the past 25 years,
attracting many of the big -name rinks in the province.
The `spiel was dropped by the curling club's executive committee
which decided instead to channel the hard-won sponsorship money
back into club activities.
Another change this season is a direct result of unprecedented tele-
vision coverage of curling planned by the networks this year. As a
consequence, the local club playdowns as well as zone, region and
the provincial finals all have to be completed three weeks before the
Canadian finals.
The Investors Group Trophy Bonspiel sign-up sheet has been post-
ed at Annandale. The annual 'spiel is slated to start Jan. 7. This year,
each club has a guaranteed number of entry spots. After that, there is a
waiting IisL The only rule change in the 'spiel is that the Ontario Curl-
ing Association's free guard zone will be in effect.

As a cosmetics company, Avon is certainly well known.
But there are some little-known secrets that need to be
shared about this service oriented giant.
The world's number one beauty company has attained
success by providing quality products "at a fair price,"
according to District Sales Manager Christina Lord. In
recent years Avon has gradually added new lines - such as
jewelry, fashions, videos, books, games, assorted products
for men as well as children, and most recently, it has added
multi-vitamins. For five years. Avon researched vitamin
products, due to the fact that its sales representatives were
continually requesting such products.
The company also supports the cause for environmental
protection, as well as such other worthwhile causes as the
Breast Cancer International Centre. The 1993 donation for
Breast Cancer research and treatment was $625.000. In
addition, Avon is one of the founding members of the Look
Good Feel Better program. In 1993, Avon donated SW.000
towards that fund. The Look Good Feel Better program
assists cancer patients in improving their appearance. This is
especially beneficial to those who have undergone
chemotherapy treatments, and in some instances, have lost
their hair.
The 450 sales representatives in the Ajax -Pickering
district (which also includes Markham, Stouffville and West
Hill) have worked hard to make their district the fourth most
profitable in Canada. Their efforts, last year, resulted in $1.5
million in net sales; that is. Avon's sales after the
representatives were paid.
Christina points out that Avon is not a multi-level
marketing company. The representatives earn their full
profit - a percentage of their sales.
If they choose, they can attend a sales meeting once every
six weeks, and leave each meeting with new products and
ideas for sharing with their clients. The meetings are not
mandatory, however.
Although representatives are not employees of the
company. Christina adds that Avon strives to treat them as
such. After one year. representatives are able to join a
benefits program.
The district sales manager explains that representatives
are treated exceptionally well, since they are at the forefront
of the corporation.
She explains further that being a representative is a
relatively easy way to earn money. No inventory is required;

customers don't have to pay, either, until they receive their

Avon also maintains first-rate customer service. It provides a
comprehensive guarantee, with refunds, or products willingly
exchanged, regardless of the reason. However, even though
Avon reinforces the company guarantee to its representatives,
and they in turn ensure customers are aware of the guarantee.
Christina says there is a very low return rate.
For example, she cites the return rate for Avon fashions as
being I1% compared to a 30% return rate for most catalogue
fashion shopping firms. Christina attributes that fact to the high
quality, affordability, and accurate sizing charts of the Avon
fashions, making Avon the 5th largest retailer of fashion in
Canada.
Avon's 1993 sales worldwide was four billion dollars. To
date, the 1994 figure for Canada alone is $200 million.
Christina, who has been with Avon for 2 1R years, says
there are a number of reasons why consumers value the service
Avon provides.
"Whether we're talking about stay-at-home moms or women
who are out in the workforce, people are very busy. Their time
is at a premium." She adds also, "We're dealing with wise
consumers these days. They really know the value of products.
They want convenience - which Avon offers - but they also
want the dollar value"
"And there's the service provided by our representatives.
Their rep can help advise them on the right products for their
needs."

Local homeowners are already
aware of the high -standards of quality
and construction local builders bring

The Oshawa -Durham Home
Builders' Association is proud of that
fact. Association president Peter
Abramczuk feels the ODHBA offers
"a solid cornerstone of exceptional
leadership and continual development
of high-quality programs and ser-
vices." And rightly so.
Since 1953, the Oshawa -Durham
Home Builders' Association has
grown to become the sixth largest
local in the province. With approxi-
mately 130 members, the ODHBA is
recognized as a strong and highly -
respected voice of the residential con-
struction industry.
Last month, the Oshawa -Durham
Home Builders' Association was
rewarded for its enthusiasm and com-
mitment to the home-building indus-
try. The Ontario Home Builders'
Association named the ODHBA as the
1994 Local of the Year.
In presenting the award, Ontario
Home Builders' Association president
Stephen Kaiser said, "We build
homes. Not houses. Homes. We build
homes where families are born, where
they live. laugh and cry, dream and
grow old.'
That sentiment is echoed by the
members of the local association. In
his letter submitted to the provincial
association regarding being consid-
ered for the award, Abramczuk said
he feels the ODHBA maintains the
association's guidelines to provide
..exceptional service to the housing
industr%" not only in 1994, but con-
tinually.
"(This letter) is designed to paint a
picture that will capture the ongoing
spirit, enthusiasm and commitment of
our local to the mission and the prin-
ciples of the Home Builders'
Association at the local, provincial
and national levcls.' Abramczuk's let-
ter says. "In 1994. we took a leader-
ship role in numerous ways, while
maintaining a high level of service
and professionalism to our members
and to the community."
The award offers people buying a
home in Durham Region a unique
opportunity. Not only is this a great
time to buy a new home (according to
the latest study released by housing
analysts Clavton Research
Associates), but buying a new home
from an ODHBA member builder
means you are buying from a winner.
"If you are in the market for a new
home, there simply won't be a better
time to buy than this fall," says
Abramczuk.
According to Clayton Research
Associates there is a rare combination
of affordable prices and reasonable
interest rates. The study also points
out that house prices are likely to rise
soon as builders are forced to pass on
increases in the cost of many building
products and materials.
According to Abramczuk, the long-
term outlook for home ownership
continues to be positive. He says, "the
Clayton Research study puts to rest
any expectation that interest rates will
drop off significantly in the near
futture."

home-building industry including
builders, architects, land surveyors,
financial institutions and many more.
The association is bound by a Code of
Ethics and a Code of Disciplinary
