PICKERING — What should be done about Pickering's
"estirtically barren"downtown core?
That was the Lssue on citizens' minds at a oommunity work-
shop held Tuesday by lbe Pickering planning department to help
it draft a ne,* offwial plan for the Town.
The workshop attracted about 25 people, who broke into
groups to discuss the matters they thought most important to the
town's future. About 15 of theni chose to anend the session on

budget is approved, the officers
wouldn't be on the street until late
next year.

for this process.
The AECB has acted more like
a lap dog than a watchdog," says
DNA spokesperson Dave Martin.

Not one environmental assess-
ment bearing has been held at any of
the 20 nuclear power reactors in
Ontario although the AECB. the
safety watchdog for the nuclear
industry. has the authority to caU for

reply by OCL 17. Oshawa council
received the AECB's letter only

ing to Agnes Bishop, president of
AECB.
But, the AECB is painting a
worst-case scenario, according to
Mr. Martin.

tribute $2.9 million to develop
used fuel container designs for
Orxnobyl and Rivno based on
:Hydro's design. Ukraine's
nuclear operator will then pay
Ilydro a licensing fee for the
right to manufacture an unlimit-
ed number of the containers.
OHII will earn approximately
$6.5 million at the completion
of the 38 -month project (includ-
ing the $2.9 million from the
federal government).

nears, the News Advertiser is
presenting a series of 'Q& A' ses-
sions with the candidates seeking
the office of mayor. Beginning
today and running in consecutive
issues in the coming week, we'll
look at each of the four Picker-
ing mayoralty candidates. We
begin today with Wayne
Arthurs-.
PICKERING — Pickering
mayor Wayne Arthurs has played
politics in traditional fashion. He's
worked his way up over the years,
and now is anxious to serve a third
term as the lown's mayor.
A teacher by trade, Mr. Arthurs
now has roots in the community
that runs three generations deep.
Like mayors in municipalities
across the country, he has his cnt-
ics They say he lacks leadership,
his supporters say he's a team

As hearings get under way here to consider objec-
tions to a new Pickering dump, SO too does the protest
machine that provides the most animated, vocal oppo-
sition to the folly of Ontario's provincial government.
To be sure, there is a compelling need for Pickering
and Ajax residents to fight the proposed landfill site to
protect and preserve their communities and neighbor-
hoods.
But environmental assessment hearing panel chair-
man Jim Kingham drew a line in the sand last week
when he said he seeks efficiency and focus in listening
to local objections to the dump. Though his approach
may have been offensive to those who have so faith-
fully turned out to oppose the dump plan, the intent of
his remarks are understandable.
Now is not the time for locally -based groups to let
their emotions get the better of their logic. Clearly -
planned and presented objections -- not the decibel
level of your voices -- will get people to hear your
message.
This issue is too critical to let it become mired in
personality clashes and dramatics. Do not dress up as
rat patrollers and tote make-believe weapons. Inste4
don your best business suits, prepare the necessary
briefing documents and make your case in the proper
forum.
Opponents of the dump -- and we know there are
many - must be credible and convincing. Make your
case, speak out clearly, and try to keep the faittL

We're not a small business, we're a
large corporation. We've seen
quality growth in the community,
both residentially and in new and
expanding businesses. That's part
of the mayor's role. There's a need
for political decision-making for
those approvals. To bring together
a sufficient majority of council
requires the direction and leader-
ship of the mayor. In all those areas
— our financial house, our man-
agement style — I've helped pro-
vide iL I'm not (council members')
keeper or their teacher, they were
elected by their constituents and
they must be responsible for their
decisions.
Q- How have you helped
improve Pickering?
A. We know we are providing
dollar value. We have approved
residential growth that's provided a
variety of housing to meet the hA
range Of needs. We have provided
the facili that support the com-
munity and en the quality of
life and we have a talented staff
group ftom our new Town ma -
er on down. That doesn't occur by
happenstance, it happens because
of a lot of hard wodL Also, we've
deliberately worked bard on build-
ing. community relationships with
various groups in the community.
We've stayed connected and dw,s
helped make us the kind of com-
munity that we are.

and enhancing their quality of life.
In doing those things You some-
times have to resolve the conflict-
ing needs within those areas. I have
a very strong commitment and
understanding — at least in my
Own mind — Of what the values in
the community are. I think that,s
reflected in the decisions we've
made. If anyone were to call up
members of regional council they
would find many strong, compli-
mentary comments about the job
that I do. I share those values with
People because I have a family that
lives here. My understanding of
those needs grows in my life both

retail centre in the region, I would
suggest second to none. Also,
we're on that first tier of munici-
palities outside the Greater Toronto
Area -
If we're sending the right mes-
sage to business, I think it speaks
well for the rest of Durham Region.
We'll have issues that are broader,
such as landfill, transportation,
open space (the Rouge Valley and
Duffins Creek corridor), waste
treatment, provincial lands and fed-
eral lands being held. Pickering is a
microcosm for the issue:s that face
the larger GTA. Take a thing like
significant growth — if you want
to look at a major issue, in a"
cases you can look at Pickering to
get a flavor for it.

the town core, and to make it
pedestrian -oriented.
"I can't do anything in terms of
entertainment in this town," said
Nunzio Di Lecce, a member of the
Conummity Working Group, which
serves as a citizens' advisory group
to the Town planning department.
"We don't have a lot of opportuni-
ties to interact with each other."
Mr. Di Lecce suggested that, to
create a more friendly and vibrant
town centre, Picketing should work
to develop a downtown area that is
designed for pedestrians rather than
built for cars, with buildings orient-
ed to a pedestrian streetscape.
Craig Bamford of the Liverpool
West Community Association sug-
gested Pickering might follow the
example of Newport Beach, Cali-
fornia, where the municipal govern-
ment changed the zoning bylaw to
allow higb-density development at
the local maH. There, be said, the
parking lot was buried and the sur-
face was redeveloped.
But others such as Glenview
Road resident Peter Smith suggest-
ed Pickering doesn't really need a
big city -style downtown.
"I didn't come to Pickering
because it had potential for a great
urban core.- said Mr. Smith.
He suggested any change in the
town's central area could have a
negative impact on surrounding
neighborhoods, and that the most
important thing was to preserve
neighborhoods. He maintained that
in Mississauga, for example, a big
town centre project has led to the
collapse of commercial areas in
communities such as Streetsville
and Cooksville.
Mr. Smith suggested the Town's
efforts should be limited to improv-
ing what already exists in central
Pickering. For example, be said, the
parking lots at the Pickering Town
Centre could be improved by land-
scaping with planters and other
decorative measures.
Ron Bailey of Rosebank Road
maintained it was most important to
preserve Pickering's natural ele-
ments and "give nature just a bit of
a boost.
"Everything is being plowed
under and paved over," he said,
"and bit by bit it's disappearing."
Martin Herzog of the Liverpool
West Community Association com-
mented that many residents want to
walk in parks and forests and not in
the downtown, and they want to
use their cars to shop and get to
work.
The "urban Pickering- group
finally recommended the Town
undertake a comprehensive study
of the central core, and address the
problem of preserving Pickering's
neighborhoods as the town grows.
Two other groups made recom-
mendations regarding n-ansporta-
tion and preserving Pickering's her-
itage.

Durham would have to pass a bylaw

cies are joining forces with 350
others in and around Toronto to
remove old prescription and over-
the-counter medications from
households for safe disposal.
The program taking place Nov.

the Metropolitan Toronto Pharma-
cists' Association (M`TPA) to raise
awareness of the dangers of stock-
piling leftover medica-
tions.
This is the fifth year

istry of Environment
and more than 25

porters.

says. "What few people realize is
that some medications can become
dangerous or lose their effective-
ness with age.
Most prescriptions are dis-
pensed in quantities to be taken in
their entirety but the reality is
most people don"t follow this
practice. This creates a mounting
stockpile of old and potentially -
dangerous medications in homes
all across the city. -

University of Pennsylvania have
proved what many doctors and
dentists have known for years:

aquarium is not only relaxing and
a good way to relieve stress, but
actually reduces high blood pres-

ber, it is also a proven benefit to
your health.
Owning a home aquarium
obviously has many positive bene-
fits. Throughout the United
States, 10 million aquariums are
being enjoyed in homes, offices,
restaurants and hotels.
Undoubtedly you have seen at
least one and may have wondered,
"How do I or my youngsters (kids
love tropical fish and easily get
involved in the simple mainte-
nance) get started?"
First, you will want to locate
a good dealer in your area. If you
have a friend who has an aquari-
um, ask for a reference; other-
wise, the phone book lists most
tropical fish retailers.
During your visit to a tropical
fish store, you will want to get
some idea of aquarium sizes and
of the equipment you will need,
and look over the selection of the
fish so that you can choose the
ones you will want to keep.
It is advisable to purchase a
book that provides complete
instructions on setting up and
maintaining an aquarium.
One basic rule to follow, how-
ever, is to buv the largest aquari-
um possible: The greater the
water environment, the less
chance there is of water problems.
When determining where to
put the new aquarium, several
factors should be considered. You
don't want to put it in direct sun-
light, because this will cause
algae to grow on the glass and
plastic accessories. You also
shouldn't put it on your best car-
peting, because during water
changes some water may splash
on the floor. Finally, since water
is heavy, you should put it on a
firm stand.
After you have decided on the
aquarium, your first accessory
will be a tightly fitting canopy
cover equipped with a fluorescent
fixture. Fluorescent fixtures
throw off a cool light and will not
cause fluctuations in the water
temperature.
While on the subject of water
temperature, tropical fish require
an environment maintained at
about 25 degrees Celsius.

You will also need a quality
filter. Your dealer can give you
proper advice, since there are sev-
eral types of filters and your
needs will vary with the size of
your aquarium. The Whisper

to maintain a crystal-clear aquari-
um. If you are going to keep a lot
of fish, you will also want a sepa-
rate air pump to add oxygen to

Decorating an aquarium is

backgrounds and hundreds of

change (not greater than 20 per-

will require minimal mainte-
nance. That's all there is.
Following this simple routine,
chances of fish disease or any
other aquarium problems are
remote. In fact, one of the biggest
problems people have is spending
too much time maintaining their
aquarium. On a daily basis, of
course, fish should be fed; a good
quality flake food such as

she was snacking on. She
turned off the television just
as the vampire was about to
sink his bloody fangs into a
young, beautiful, blonde haired

stairs, and there sat the ghost of
Phillip Hofirnand. Suddenly the ghost
looked at him and his eyes went red.
Peter screamed and his mom came
down the stairs. She screamed too as
the ghost walked towards diem. For
two months no one heard form the
Core family. The police had a look
inside the house and found a safe.
They cracked the code and opened
the door. They found everything dim
Mrs. Hofinand owned and two gn*n-
ning skulls.

Scare-0-1-antern was not an usual
pumpkin in Octville town. Every-
one who was born and raised in
this town know his legend, and left
him alone. The poor families who
were new, always seemed to disap-
pear after Halloween, for everyone
was somehow refrained to tell his
tale. Tbeir were always different,
creepy tales after eacli Halloween
to share with on another.
But there has never been one
more creepy than the one in 1901.
It all started like this .....
Annie. a child of eight years
moved into town with her mother.
father and four brothers. She was
the sweetest and most well
behaved in her family,
It was October the
30th the day before
Halloween, when

since you're getting older, you
may pick out a pumpkin by your-
selves."
"Yal-, -All right!" said Annie's
older brothers But when Annie
turned around, her brothers were
already off and running. Annie
tried to catch up, but her brothers
were too fast for her. So Annie
stopped running and she let a tear
roll down her face. She never got
to do any1hing with her brothers.
Annie decided to take another way
back home so that she could see
more of her new town. On her way
back, Annie was surprised to see a
big perfectly round pumpkin sit-
ting by itself in the field beside
her. Wondering why nobody had
taken it yet, she ran over and
picked it up, thinking what great
luck she had.
When she reached home, she
quietly tiptoed into her room and
placed the big pumpkin beside hL-
bed. Annie wouldn't usually bid,
anything hum her parents, but she
kept thinir g who great fun it is to
haVe her own pumpkin. So, for the
ma of that day and the next day,

to her room and pulled out her

When she turned it around, she
shrieked. It had developed eyes, a

mine", came a deep voice fim the
pumpkin. Annie's shrieking
became smaller and so was she.

Monarchs down Trojans in big junior contest

AJAX-PICKERING —The St.
Mary Catholic Secondary School
Monarchs junior boys' soccer team
sewed up first place in the LOSSA
West Division standings after a
pivotal win over Pickering High
School Tuesday afternoon.
A steady wind played a big role
in deciding the winner between the
two undefeated teams in Lake
Ontario Secondary School Athletics
(LOSSA) league this season.
Unfortunately for the Pickering
High Trojans. it was the St. Mary
Monarchs who best utilized the
windy conditions.
The Monarchs. with the wind at
their backs in the second half of
play, capitalized early and held off
the Trojans for a 1-0 victory at
Pickering High.
The hero for St. Mary was
striker Greg Jones who scored the
game -breaking goal after a long.
high pass from Liam Straney off a
free kick. Jones outran a Pickering
defender, controlled the ball and
lofted a shot over the Trojans'
goalkeeper into the net.
The victory boosts the
Monarchs' league record to eight
wins and one tie. The Trojans'
record falls to seven defeats and
one loss.
Monarchs' coach Mike O'Brien
praises his charges for a fine overall
team effort to keep the squad's
unbeaten record intact in the final
regular -season contest. He centres
out his defensive players and
keeper Cohn Maher for a "brilliant
game .
Trojans' coach Tim Edwards
says his charges' inability to cash in
on scoring chances when they had
the wind in the first half was the
squad's downfall.
"We had some opportunities, but
we didn't capitalize on them. There
were a lot of good battles out there.
It would have been nice to play
when the wind wasn't affecting the
game so much. The wind was the
third opponent out there. It really
affected our game," says Edwards.
He praises the work of sweeper
John Miller who was "all over the
field on defence and stopped many
of their scoring chances�'.
LOSSA soccer playoffs will
start next week with St. Mary to
play the fourth -place team in the
West Division. Pickering High,
destined to finish second in the
West Division, takes on the third-
place squad in the East Division.
