Environmental groups from across the (treater Toronto Area demonstrated against the EEI I trash pit as a two-day preliminary hearing got under way at the Pickering Central Library with Town lawyers claim- ing the panel "does not have the jurisdiction to proceed". The demonstration opposing the dump was mounted by about 45 members of Pickering -Ajax Citizens Together (PACT) for the Environment, Vaughan Cares and the Caledon-based It's Not Garbage. (Vaughan and Caledon are proposed sites for other new dumps.) PACT chairman David Steele said his organization will send members to demon- strate in Vaughan and Caledon when hear- rvus all. Inside the library, the Town of Pickering began its submissions by serving notice it will bring forward a motion supp)rted by the City of Vaughan to have the hearings on EE I adjourned. "This board does not have the jurisdic- tion to proceed.- said David Stratas, one of the lawyers hired by the Town to represent Pickering at the hearing. Mr. Stratas noted that by law the Joint Board of the Environmental Assessment Board and Ontario Municipal Board can't hold its hearings until the provincial gov- ernment completes a review of the environ- mental documentation prepared for the hearings and a period of public comment on that review is completed. "Because of fundamental defects in the review," said Mr. Stratas, "there is not a completed review, thus the time for public comment on the review has riot expired and thus the board cannot have its hearing." See DUMP ... Page 5 What has Mr. White particular- ly worried is his recent discovery that some of the circumstances which led to the explosion were also found at another house on the street about four years earlier. According to the Ontario Fire Marshal's report released a few weeks ago, a natural gas pipeline which had been disconnected from the Dearn home in 1976 fiactaared and allowed gas to leak into the house through the weeping tiles around its foundation footings. Dr. Chartier also testified Mr. Stark was given a prescription renewal on July 31, 1989. In earlier testimony, it was revealed Julie Stanton passed out during a meeting with Mr. Stark in late July of that year. Witnesses have testified Julie told them the meeting took place aboard Mr. Stark's boat, which was moored at the East Shore Marina in Pickering. She also told friends she was given an "ice blue cooW' by Mr. Stark but couldn't remember anything after consuming the drink. Tanya Whitehead, Julie's best friend at the time, said the teen showed up at her house around 5:30 p.m. in an extremely confused state. The teen had also urinated in the jean shorts she was wearing. When questioned by police about the incident following the youth's disappearance, Mr. Stark at firsi denied he had the drug Halcion in liquid form aboard his boat. But when told that his wife Alli- son had told police about the liquid, Mr. Stark admitted to having it aboard his boat but offered no explanation, according to testimony by investigating detectives. The fire marshal's investigation concluded the pipe had been dam- aged by some sort of heavy impact, which probably occurred several years earlier during excavation work to build a basement under the house. The damage ruptured the protective coating around the pipe, and it ultimately came apart as the result of a combination of corrosion and extremely cold weather. Trent Miller of 605 Marksbury Rd. says he encountered a leaking. corroded, old natural gas line when he did some digging close to his home four years ago. Mr. Miller recalls that when he phoned Con- sumers Gas officials said they didn't have any record of a gas line on the side of the house he found it on. They did have a record of the new gas line that was installed in 1985 on the other side of the house when the Millers decided to con- vert to natural gas. The house was on electricity when they bought it 17 years ago and Mr. Miller says he had not been aware before he accidentally found the old pipe that his house had ever been on natural gas before. A service person was dispatched to the Miller home. "He said its definitely a gas line and it s defmitely leaking," recalls Mr. Miller. It was decided the old gas line sbould be- disconnected at the main service line on the street. But Mr. Miller notes the service staff had some trouble finding it there and had to call in a retired employee who helped them locate the old connection, which turned out to be buried deeper than where they were looking for it. Mr. Miller says he didn't con- sider what may have happened to the gas that apparently leaked out. If it was a concern. I imagine they would have said something about it." he notes. But the fire marshal's report has now made Mr. Miller wonder what may be under his neighbors' prop- erties, especially since many of the area homes were built around 1938 and many have had renovations done. "How many lines do we have like that on the street?", he asks. Mr. White says he and other area residents are also wondering. When I heard this particular story, it's quite an eye-opener," remarks Mr. White. He says he has also heard firom other long-time residents of the area that neighborhood houses expropriated by the conservation authority on the lakeshore were simply knocked down and buried, and now people are concerned gas litres for those homes may not have been properly closed off. "We don't want to blow it out of proportion," adds Mr. White. "We just want to deal with it." He says his association is look- ing into the situation and may ask Consumers Gas to find all the old gas lines and disconnect them at the main service line. "God knows how many of those old gas lines you have underground that are potential leakers." says Mr. White. Paddy Davies, regional general manager for Consumers Gas. main- tains area residents have "nothing to be alarmed at". Mr. Davies says a new gas line was probably installed at the other side of Mr. Miller's house not because Consumers Gas didn't know the old one was there but because it was in the wrong loca- tion. Mr. Davies also notes "there is no indication on our records that there was a leak there" in the old line that was found. He says natural gas lines are not cut off at the main feeder in case the homeowner ever wants to reconnect to natural gas. But, he adds, it can be cut off there at the time of service termination if the homeowner requests it. Mr. Davies also notes Con- sumers Gas is continually updating its leak detection equipment and that "all gas pipelines are regularly surveyed for leakage". The preliminary hearing being held now will decide a number of key matters, such as who will be accorded the "party" status which will allow them to call their own wit- nesses, cross-examine other witness- es, and receive funding to prepare their case for the main hearing. It will also deal with questions such as what issues the various parties will be allowed to address during the main hearing (for example, whether they will be permitted to present evi- dence on alternatives to the dump) and scheduling of and procedural rules for the main hearing. Hearing panel chairman Jim Kingham made it clear in his open- ing remarks Thursday the panel wants procedures that will save time. He suggested the date for the main hearing should not be set until mat- ters such as intervener funding and what issues the parties can discuss are settled. He said the panel will want all evidence to be filed in writ- ten form for panel members to read in advance and that time for exami- nation and cross-examination of wit- nesses will be limited. Mr. Kingham also urged each party to "get your act together" and co-operate in making their cue. AITKENHEAD Saes Represertanve ; AVOIDING THE OVERPRICED HOME Part 1 There are two main ways to avoid the overpriced home. The most inexpensive is to use your local professional Real Estate Representative. He can prepare a Comparative Market Analysis based on the sales of similar homes in the neighbourhood. This will quickly identify a seriously overpriced home. It's possible to remain independent and check the value yourself. We have a number of qualified appraisers in town. I'd be pleased to provide a short list of their names and telephone numbers. Just give me a call. These appraisers compute the fair market value using factors such as Land Costs, Current Building Costs, Comparable Sates and the like. The fees for their services vary, but one thing is obvious. Should they confirm your concern by verifying that over priced house - the fee will look insignificant in comparison to the $5,000 you could save. And remember, the money you save up front could triple by the time you pay off your mortgage. Should you have a concern in this area, give me a tali - I'll be glad to help. The Greater Toronto Association of Mayors recently endorsed the use of photo radar and encouraged its introduc- tion on municipal roads. Initially described as a cash cow by the public, photo radar has won the support of many who agree it may increase high- way travellers' safety. If the major reason behind photo radar is indeed safety then its implementation at busy intersections makes sense to some. With the majority of accidents taking place at street corners, having some kind of safety mechanism in place there only makes sense. Ontario Provincial Police report costs of emergency ser- vices and health care related to accidents total $9.1 billion annually. But, any money raised from fines collected through photo radar will pale in comparison. Photo radar at intersections would capture on film vehicles rushing through red lights and the drivers would be fined. Accident% may be photographed on the moment of impact and that evidence could help cut down on timely court cases and soaring legal costs. Statistics show a dramatic decrease in vehicle accidents in communities in the U.S. and Europe which employ photo radar. In fact, having radar at intersections makes as much sense as employing it on highways. While higher speeds increase the severity of accidents, the close proximity of vehicles on local streets causes many collisions. Photo radar is due to be reviewed by the Province, the public and police next August. Perhaps by then we'll have a better picture of its effectiveness here. Until then, we suggest municipalities put the brakes on implementing photo radar on local streets. To the editor: I have never written to the edi- tor, however, a recent event prompted this letter. I noted at a recent council meeting that councillor Parish put forward a motion the effect of which would be to have council go on record as opposing devel- oper contributions to local munic- ipal election campaigns. The motion lost. I then expected that the other shoe would drop ie. that a motion would be put to the effect that certain council positions should be full time. No such motion was brought forward for considera- tion. At first glance the suggestion may seem far-fetched for a town the size of Ajax. However, some investigation reveals that a regional councillor would earn in the neighborhood of $17,000 for serving on local council and an additional 520,840 for serving on regional council. At the regional level, there is an additional $3,120 for chairing a committee. The combined stipend could be in the order of $42,000, one third of which is a tax free expense allowance, which would signifi- cantly enhance the effective earn- ing power to an amount which would be full time wages for many. Rather, the first play of the season by the Pick- ering -based theatre troupe will take direct aim at the funny bone, says veteran director Garvin Farr, who's guid- ing the season -opener for Theatre Durham for the third consecutive year. "There's lots of excellent laughs. It's a fairly funny play," says Mr. Farr. "If you don't laugh at this one, you don't have a funny bone." Opening night for Jitters is Fri- day, Oct. 28 at Dunbarton Fairport United Church. Subsequent dates are Nov. 4 and 5 and Nov. 11 and 12. Curtain time is 8 p.m. for all dates. Written by Canadian play- wright David French, Jitters was first performed at Toronto's Taragon Theatre to rave reviews. The play also toured extensively through the U.S., again to solid reviews, says Mr. Farr. The play is a hilarious look at actors and their often neurotic behavior, notes Mr. Farr, who won't go any further in describing the play for fear of giving away its main distinguishing trait. Farr is no stranger to Jitters. He Youths can pool talents for Halloween party fun AJAX — Youths 11 to 17 can spend Halloween getting all wet. Road to link parking lots at hospital AJAX-PICKERING — A connection between park- ing lots at the Ajax -Pickering General Hospital will probably be built next year. Vice-president of human resources and hospital ser- vices Garth Johns told Ajax council's executive and development committee recently the facility's board is hoping the connecting road will be constructed during the winter. provided funding from the provincial Min- istry of Health is available. Mayor Jim Witty, a hospital board member, said the connection road probably won't be built until the spring. When the hospital was expanded last year, a new visi- tors' parking lot was built near Centennial Road to com- plement an existing visitors' lot off Harwood Avenue. A report from the Town's business development department stated the connecting road would make it more convenient to get between the two parking lots. Without the connecting road, motorists have to circle the hospital on Town roads to get from one lot to the other. The committee approved the hospital's request to build the connecting road and council will consider the matter on Nov. 7. Answer. Yes, it is very import>ott to maintain proper humidity level in your home. The humidity will dimish as the outside ambient temperature decreases. Humidity generated from household activities such as showers, baths and cooking are not safl'ncient to humidify your home. Therefore, the extra humidity provided by a well maintained humidifier helps to reduce annoying static electricity and helps to preserve wooden furniture and wood trims, you feel more comfortable as scratchy dry skin, throats and rases are soothed. Do you have cracked foundatiW Over 53% of mured concrete foundations have cracks Being a fourth -generation success story rarely comes without hard work and dedication. Add to that the fact that this particular success story - a local company operating since 1921 - offers warranties of up to 35 years, plus an in-house financing program at 0% interest, and you can understand why such a Canadian -owned and operated family business would enjoy much success. Duggan's, with over 70 years experience behind it is a real family enterprise. Although brothers Brad and Mitch Duggan currently run the operation with their father George, the tradition was handed down by George's father Bill. But it was his father Gus, who started it all Today, with the ongoing housing construction in Ajax-Pickcring, the expertise of the Duggan team is highly sought after. As Brad explains, the large number of new home construction has created a higher -than -usual number of basements cracking within two or three years of construction. This then causes water to seep in. Foundations are not normally covered on horne insurance policies, and the New Home Wanranity Program only covers foundations for Ow first two ycam Consequently, it's worth ensuring that the job is done correctly at the outset, to prevent iincoinvenience and unnecessary expense. I ocally, basements are constructed from poured concrete, which is unlike the concrete block construction Of commilinalks Bmd says. "Both types of construction need to be waterproofed in their own unique way." lb added also, `1`he only way to do waiierprooll'ing properly is from the outside." As anyone will tell you, the cause of cracking is due to the setffmg of the house. Cracks usually stan AJAX (905) 427-6572 MINDEN (705) 286-2101 TORONTO (905) 293-2450 *Aluminum & Vinyl Siding* 9 Seamless Eavestroughing 9 Aluminum & Vinyl Windows Doors 9 Over 24 100% Years of Francog Experience Avadab* SAWDAC at the weak point in a wall - such as by a window, for example. When cracks form, water gets through them. Brad says the solution is to have proper drainage, then to focus on the waterproofing. Doing the job from inside, as many companies are now doing, is not a long-term solution, according to Brad. He maintains, "It doesn't work from inside. - Because Duggan's started out as a drainage specialist, the firm is able to ensure that proper drainage is in place when the Duggan team sets out to fix any basement leak. Duggan's has a master drainage license via the Metro Licensing Commission, a status which few companies receive. The license is evidence of the skill the firm provides in this area of work. A secondary assurance from Brad is that -We do the job properly the first time." Duggan's is often called to fix kaking and drainage problems that other companies were supposed to fix but didn'L With all of this experience behind it, this firm has proven its credibility and reputation. It provides written warranties of up to 20 years. And even though it only stays in business because of successful completion of projects for cuswmers, Brad, Mitch and George are always glad to advise a do-it- yourself homeowner on what needs to be done to ensure the successful completion of a job. You seldom have to wait very long for an answer to any question. With a little humor thrown in, Bud says, "When you call us, a human being will nearly always answer." Duggan's is accessible 24 hours a day. Whether you have an emergency on your hands. or you simply have a question you would like answered, don't hesitate to call (905) 686-0011. First, there is the name — Rainbow Ridge on the Park. Why a new name? Well, Liza Homes has just released the final phase in this Bowmanville com- munity and most of the 60 homes are located adjacent to a new neighbor- hood park. When completed, residents of Rainbow Ridge will be able to enjoy five landscaped acres of biking and walking trails along with baseball, soc- cer and playground facilities. Then, there are two exciting new model homes, just finished and deco- rated and ready for viewing. These two new models — the Oakwood and the Sandalwood offer buyers even greater selection in home designs. Rainbow Ridge consists of fully -detached, sin- gle-family homes on 30- and 40 -foot lots. House prices start at S 127,990. But regardless of the size of the home or the lot, Liza Homes brings the same attention to design and construc- tion detail and incorporates the same luxurious features in each house. And that means value for the homebuyer. That's perhaps what is most appealing about these new developments at Rainbow Ridge. Even if you can't afford a big home, you can still have all the luxury fea- tures. This new block of homes have such features as greenhouse kitchens, circular staircases with oak pickets, oval tubs and separate shower stalls and large family rooms. Most homes are all clay -brick and they come with no -charge central air conditioning and four appliances. Rainbow Ridge is just minutes east of Oshawa and many amenities are only a short distance away. Schools and the Bowmanville Mail are nearby. For commuters, GO Transit and Hwy. 401 are just a short drive south. When you consider all these factors, it is not hard to understand why Rainbow Ridge has become so popular. In fact, well over 150 families already come home to Rainbow Ridge. With the conveniences and amenities of a city and the charm of a small town, Rainbow Ridge is a truly attractive place to live. So, don't ask -what's new?" Come see for yourself. The Rainbow Ridge sales office and the model homes are open from 2 to 7 p.m. from Monday to Thursday and from I I a.m.to 6 p.m. on weekends. 7be office is closed on Fridays. To visit Rainbow Ridge exit Hwy. 401 at Liberty St. and proceed north. Once you reach Hwy. 2, continue north on Liberty St. to Concession Rd. and follow the signs to the site. One of the first things noticed when you enter her spotless home. is the wonderful feeling of light and space. Her impeccable choice of colours gives the house a cozy feeling at the same time, like a country cottage on a warm summer day. Mrs. Linders looked at these homes with her husband when they were planning to downsizc from their large Ashburn home. There they raised five children in a country atmosphere. A friend of their son, who had recently purchased a Jeffery home, was "always talking about Mrs. Linders' Joshua House, an attractive all -brick bungalow is how much he enjoyed it", so they came to see for themselves. Of course th'ey shopped the prk-ed at $169,990 at Courtice Crossing. new homes in several communities but they didn't compare to the Jeffery homes. Mrs. Linders commented. "when you've been in a Jeffery home and you go to another builder - it's not the same!" One feature which really impressed both Mr. and Mrs. Linders was that all the homes at Courtice Crossing were fully bricked, just like the homes were when they built theirs 28 years ago. And then there was the country setting. "You don't really feel like you're close to a city here" she says. "I can see large stands of trees from three sides of my home and I love it!" Mrs. Linders Laughs at the time a friend, who was a builder, came to check out her new home. 3 DECORATED He said, "I can't find a thing wrong with it! He did an excellent job!". Friends from Hotland MODELS OPEN also commented on how well the home was finished - they found that even the walls were smooth with no hint of plaster seams. UNTAF Mrs. Linders' bungalow features a unique cathedral entrance, which is seldom found in this style of home. A natural wood bannister and ceramic foyer welcome you into the home. There are windows everywhere and just past the Living area, the dining area features a raised (cof- HWY 2 fered) ceiling for architectural dranta. Her home boasts a main floor laundry with door to COURTKE the garage, two baths (one of which is a luxury ensuite with step-up soaking tub) and a bright country kitchen with a walkout to the backyard. Her home has two bedrooms but comes in a three bedroom design as well. Here is a piece of living Victoriana that has managed to add all the modern necessities (hospital, schools, community facilities) without losing its unique sense of place. Into this idyllic scenario stepped Toronto builder Lou Stein, fresh from a driving holiday in New England. My wife and I had fallen in love with the homes of New England" he recalls "and I kept thinking how terrific it would be to build something like that in Ontario. One day in the spring of 1988, Lil and I were out for a Sunday drive. We drove into Port Perry and I thought "this is it." The next day he contacted architect John Beresford, who created a community of Victorian homes that won design awards for both architect and builder. Stein is intensely proud of the First Phase homes in Victorian Village, as the community is called, homes whose buyers have lovingly landscaped them with flower gardens, rose arbors, pergolas and detailing that demonstrate true pride of ownership. "Homes are about family" says Stein .and these homes show that the people who live in them love them. What better compliment could a home builder possibly ask for?" This summer, Picture Homes has launched a new phase of Victorian Village, with seven different new designs, from an 1,120 sq. ft. bungalow to a 2,860 sq. ft. four bedroom two storey Grand Victorian home and this time including a choice of both Victorian brick and "clapboard" exteriors. We opened the Sales Centre on Water Street, overlooking the Lake, this summer" says Nestor Repetski, of Winick Repetski & Associates Inc., Marketing and Sales Consultants for the project "and response has been tremendous. The homes are romantic, the community is established, the lots are 50 ft. wide and 120 ft. deep (with some up to 200 ft. deep! Young families love the two storey designs. mature couples love the bungalows and EVERYBODY loves Port Perry! -Before we even started advertising we sold 20 per cent of Phase I out to walk-in traffic. Now that advertising has started, we expect to sell out this very limited number of homes quickly for occupancy next spring and summer." Well-maintained home furnishings show pride of ownership and invite compliments. Follow the tips below, from Soul Shield International, to keep your upholstered furniture looking newer, longer. — Prevent fading by placing furni- ture out of direct sunlight. Ultraviolet rays of sunlight can fade fabrics. — Rotate cushions and pillows week- ly to redistribute wear and extend the life of upholstered furniture. — Re -arrange the position of your upholstery to ensure equal use on all cushions. This will also help to keep your carpet from wearing unevenly. — Vacuum upholstered furniture weekly. Use a clean crevice tool extension to lift out dust and food particles from seams and between cushions. This will also help to keep your carpet from wearing unevenly. Keep newspapers away from upholstered furniture. The ink can transfer onto the fabric. — Prevent indigo dyes from transfer- ring to light-colored upholstery by cautioning family members and guests with new blue jeans to use caution when sitting on the uphol- stery. — Discourage pets from sitting on or rubbing against upholstered furniture. Pet hair and body oil transfers easily to fabrics, causing general soiling. — Choose appropriate fabrics for upholstered furniture by the amount of wear they will receive every day. — Blot spills immediately with a clean, white cloth. If the spill is solid or semi-solid (like peanut butter or jelly) remove the excess by gently lifting it with a dull knife. The longer spills are allowed to remain. the more difficult they are to remove. — Always use recommended uphol- stery cleaning products. Never use general household cleaning products as some may contain bleach and abrasive cleaners. If you find a stain on your uphol- stered furniture. always pre-test upholstery cleaning products on an inconspicuous area of the furniture before using the product on the stain. In fact, it's hot uncommon to see master bedrooms complete with a pri- vate, adjoining bath, sitting room, dressing room and walk -out deck. With home renovation being so pop- ular these days, there seems to be an endless variety or products and ideas available to consumers. With a little creativity or some helpful input from an interior designer and an architect, the possibilities are about as endless as your budget. if you are thinking about revamping your bedroom or building a new one, keep versatility and your lifestyle in mind when planning. GETTING STARTED If your plans are still in the forma- tive stages and you are unsure of where to start, it is a good idea to scout around for ideas by consulting some design or remodelling publications. Depending on your space and budget limitations, you'll be able to sort out your preferences and you should be able to get some indication of the costs associated with such a project. Other than a sleeping space, ask yourself what purposes you would like the room to serve. Do you want it to do double duty as a combined bedroom and sitting room? Do you want to have a portion of the room designated as working space for those work -at-home nights? Perhaps you want to have special space for a television, stereo or simply curling up with a good book. You might also like your own private adjoining bathroom or perhaps an adjoining dressing area that leads to the bath area. You should also determine whether privacy and quiet are ultimate priori- ties. If so, you'll want to incorporate some sound muffling devices — espe- cially if your bedroom is located close to the major activity hub of your home — the kitchen or the family room. Thick carpeting is an effective tool in muffling sound. And windows on busy streets or close to adjoining prop- erties can be covered with fabrics that will help deaden sound and act as effective insulation barriers as well. FURNITURE If new furniture is also included in your plans, it's a good idea to visit sev- eral showrooms long before you get too far in the planning process. This What's new in homes? Pick up New Homes & Interiors and find out. To advertise In Now Homes & Interiors call 579-"04 or (416) 798-7672 (Tor. line) and feel of the types of pieces you'd like to incorporate. A four-poster or sleigh bed, for instance, might look a little larger in real life than what you had initially envisioned. It pays to be realistic. Pick pieces that are comfortable, reflect your tastes and lifestyle and stay within your bud- get limitations. USING EXISTING SpACE If you want to work within the exist- ing space of your present bedroom, you'll obviously be more limited in the scope of your project. However, keep in mind that windows and doors can be replaced or installed in new locations. Walls can also be removed or new ones can be installed. You can also incorporate a number of techniques to make the room look larger than it is. This can be achieved by going to a monochromatic color scheme or installing large mirrors. The installation of new, larger windows can also open up a room a great deal. FOCAL POINT Since a bedroom's primary function is for sleeping, experts suggest that the bed act as the focal point of your bed- room. They also stress the importance of a good -quality mattress. Ideally, there should be enough room in your bedroom for a couple of bedside tables. But, if space is at a pre- mium, there are several innovative ideas — like headboards with built-in, fold -away storage compartments — that you can incorporate to make the most effective u se of existing space. For ideas, talk to a decorating consul- tant or check out some remodelling publications. Design experts also suggest that you allow between two and three feet of clear space on either side of the bed so it is easier to access and make up. Adequate access room should also be left for items like wardrobes, dressers and dressing tables. Lighting is also an important con- sideration which is sometimes over- looked in the redecorating process. Most likely you'll want to have ade- quate lighting for reading in bed. You may also require task lighting if you plan to incorporate a work area into your bedroom. With a little foresight and ingenuity, you can transform your bedroom into a cosy, secluded refuge from the hustle and bustle of everyday life. .0 PAGN WNW HOM A 101111 1994 r4ill`4& 3E-Xc3ozxm4mm sLaact Xz&e4ew1c:Pww Outlook strong for ho ebuilding 0 industry By JOHN DUARTE Special to New Homes & Interiors The economic outlook for 1995 is very good for Ontario in general and for the home- building industry in particular.
