accused of killing a Pickering
teenager was given a prescription
for a powerful sedative about a
week before her disappeara= on
Easter Monday, April 16, 1990,
court head Wednesday.
Peter John Stark has pleaded not
guilty to first-degree murder in
correction with the disappearance
of Julie Stanton, whose body has
never been found.
Pickering physician Dr. Brenda
Chartier, Mr. Stark's doctor at the
time of the teen's disappearance,
testified in Whitby provincial court
her records show Mr. Stark
received a prescription renewal for
the sedative Halcion on April 10,
1990.
"It was a prescription renewal
over the telephone for the Pick-
ing Square Pharmacy," she told
Dr. Chartier testified Mr. start

rabies of .25 mg each of the drug,
which she described as "a hypnot-
ic".
Asked to describe the drug's
appearance by Crown prosecutor
John Scar, Dr. Chattier said, =Its
quite small. It's an oval-shaped,
bice tablet about three millimetres
wide by four millimetres long. It's
a sleeping pill. It's basically pre -
sated for night-time sleep."

PICKERING — The "unique"
circumstances to which Con-
sumers Cress officials attributed the
explosion of a home on Marks -
bury Road Iasi February may not
be that uncommon in the neigh-
borhood, wcording to the head of
a local residents' group.
"We're not looking to push any
panic buttons, but we definitely
want some up-to-date rationale for
what's happening in the neighbor-
hood,~ says Paul White, president
of the Fairport Beach Ratepayers
Association. "We're putting our
concerns in a letter to the Town."
The Feb. 11 blast killed the
only person at 535 Maztsbury Rd.
home at the time — 53 -year-old
Celia Dearn. The force of the
explosion also shifted the house
next door off its foundation and
forced the evacuation of dozens of
nearby houses.

PICKERING — Angry protesters
repeated their opposition to a new Pickering
,lump Thursday as a panel hearing objec-
tions to the landfill site laid the ground rules
tier public input.
Environmental groups from across the
(treater Toronto Area demonstrated against
the EEI I trash pit as a two-day preliminary
hearing got under way at the Pickering
Central Library with Town lawyers claim-
ing the panel "does not have the jurisdiction
to proceed".
The demonstration opposing the dump
was mounted by about 45 members of
Pickering -Ajax Citizens Together (PACT)
for the Environment, Vaughan Cares and
the Caledon-based It's Not Garbage.
(Vaughan and Caledon are proposed sites
for other new dumps.)
PACT chairman David Steele said his
organization will send members to demon-
strate in Vaughan and Caledon when hear-
rvus all.
Inside the library, the Town of Pickering
began its submissions by serving notice it
will bring forward a motion supp)rted by
the City of Vaughan to have the hearings
on EE I adjourned.
"This board does not have the jurisdic-
tion to proceed.- said David Stratas, one of
the lawyers hired by the Town to represent
Pickering at the hearing.
Mr. Stratas noted that by law the Joint
Board of the Environmental Assessment
Board and Ontario Municipal Board can't
hold its hearings until the provincial gov-
ernment completes a review of the environ-
mental documentation prepared for the
hearings and a period of public comment
on that review is completed.
"Because of fundamental defects in the
review," said Mr. Stratas, "there is not a
completed review, thus the time for public
comment on the review has riot expired and
thus the board cannot have its hearing."

What has Mr. White particular-
ly worried is his recent discovery
that some of the circumstances
which led to the explosion were
also found at another house on the
street about four years earlier.
According to the Ontario Fire
Marshal's report released a few
weeks ago, a natural gas pipeline
which had been disconnected from
the Dearn home in 1976 fiactaared
and allowed gas to leak into the
house through the weeping tiles
around its foundation footings.

"Sleep can be interrupted but
they'd be confused and groggy ,.
Court heard Mr. Stark was pre-
scribed the drug in 1990 while
awaiting surgery for a heart condi-
tion.
Dr. Chartier also testified Mr.
Stark was given a prescription
renewal on July 31, 1989.
In earlier testimony, it was
revealed Julie Stanton passed out
during a meeting with Mr. Stark in
late July of that year. Witnesses
have testified Julie told them the
meeting took place aboard Mr.
Stark's boat, which was moored at
the East Shore Marina in Pickering.
She also told friends she was given
an "ice blue cooW' by Mr. Stark
but couldn't remember anything
after consuming the drink.
Tanya Whitehead, Julie's best
friend at the time, said the teen
showed up at her house around 5:30
p.m. in an extremely confused state.
The teen had also urinated in the
jean shorts she was wearing.
When questioned by police
about the incident following the
youth's disappearance, Mr. Stark at
firsi denied he had the drug Halcion
in liquid form aboard his boat.
But when told that his wife Alli-
son had told police about the liquid,
Mr. Stark admitted to having it
aboard his boat but offered no
explanation, according to testimony
by investigating detectives.
The trial continues Monday.

say Consumers Gas officials

What ignited the gas has not been
determined.
The fire marshal's investigation
concluded the pipe had been dam-
aged by some sort of heavy impact,
which probably occurred several
years earlier during excavation
work to build a basement under the
house. The damage ruptured the
protective coating around the pipe,
and it ultimately came apart as the
result of a combination of corrosion
and extremely cold weather.
Trent Miller of 605 Marksbury
Rd. says he encountered a leaking.
corroded, old natural gas line when
he did some digging close to his
home four years ago. Mr. Miller
recalls that when he phoned Con-
sumers Gas officials said they
didn't have any record of a gas line
on the side of the house he found it
on.
They did have a record of the
new gas line that was installed in
1985 on the other side of the house
when the Millers decided to con-
vert to natural gas. The house was
on electricity when they bought it
17 years ago and Mr. Miller says
he had not been aware before he
accidentally found the old pipe that
his house had ever been on natural
gas before.
A service person was dispatched
to the Miller home.
"He said its definitely a gas line
and it s defmitely leaking," recalls
Mr. Miller.
It was decided the old gas line
sbould be- disconnected at the main
service line on the street. But Mr.
Miller notes the service staff had
some trouble finding it there and
had to call in a retired employee
who helped them locate the old
connection, which turned out to be
buried deeper than where they were
looking for it.
Mr. Miller says he didn't con-
sider what may have happened to
the gas that apparently leaked out.
If it was a concern. I imagine
they would have said something
about it." he notes.
But the fire marshal's report has
now made Mr. Miller wonder what
may be under his neighbors' prop-
erties, especially since many of the
area homes were built around 1938
and many have had renovations
done.
"How many lines do we have
like that on the street?", he asks.
Mr. White says he and other
area residents are also wondering.
When I heard this particular
story, it's quite an eye-opener,"
remarks Mr. White.
He says he has also heard firom
other long-time residents of the
area that neighborhood houses
expropriated by the conservation
authority on the lakeshore were
simply knocked down and buried,
and now people are concerned gas
litres for those homes may not have
been properly closed off.
"We don't want to blow it out of
proportion," adds Mr. White. "We
just want to deal with it."
He says his association is look-
ing into the situation and may ask
Consumers Gas to find all the old
gas lines and disconnect them at
the main service line.
"God knows how many of those
old gas lines you have underground
that are potential leakers." says Mr.
White.
Paddy Davies, regional general
manager for Consumers Gas. main-
tains area residents have "nothing
to be alarmed at".
Mr. Davies says a new gas line
was probably installed at the other
side of Mr. Miller's house not
because Consumers Gas didn't
know the old one was there but
because it was in the wrong loca-
tion.

talked to didn't know about the old
line, explains Mr. Davies, it may
have been because Marksbury
Road used to be called Lakeview
and records may not yet have been
cross-referenced.
Mr. Davies also notes "there is
no indication on our records that
there was a leak there" in the old
line that was found.
He says natural gas lines are not
cut off at the main feeder in case
the homeowner ever wants to
reconnect to natural gas. But, he
adds, it can be cut off there at the
time of service termination if the
homeowner requests it.
Mr. Davies also notes Con-
sumers Gas is continually updating
its leak detection equipment and
that "all gas pipelines are regularly
surveyed for leakage".

The preliminary hearing being
held now will decide a number of
key matters, such as who will be
accorded the "party" status which
will allow them to call their own wit-
nesses, cross-examine other witness-
es, and receive funding to prepare
their case for the main hearing. It
will also deal with questions such as
what issues the various parties will
be allowed to address during the
main hearing (for example, whether
they will be permitted to present evi-
dence on alternatives to the dump)
and scheduling of and procedural
rules for the main hearing.
Hearing panel chairman Jim
Kingham made it clear in his open-
ing remarks Thursday the panel
wants procedures that will save time.
He suggested the date for the main
hearing should not be set until mat-
ters such as intervener funding and
what issues the parties can discuss
are settled. He said the panel will
want all evidence to be filed in writ-
ten form for panel members to read
in advance and that time for exami-
nation and cross-examination of wit-
nesses will be limited.
Mr. Kingham also urged each
party to "get your act together" and
co-operate in making their cue.
"1'm simply not going to sit here
and listen to the same questions over
and over again," he said
About 10 municipal bodies and
community organizations are seek-
ing party status at the hearings,
including the Town of Pickering,
Region of Durham. PACT and a
number of other environmental

hearing will he held is likely to be
the most contentious cite dealt with

The public that was in an uproar when photo radar was
introduced may roar again if local municipalities get their
way.
The Greater Toronto Association of Mayors recently
endorsed the use of photo radar and encouraged its introduc-
tion on municipal roads.
Initially described as a cash cow by the public, photo radar
has won the support of many who agree it may increase high-
way travellers' safety.
If the major reason behind photo radar is indeed safety
then its implementation at busy intersections makes sense to
some. With the majority of accidents taking place at street
corners, having some kind of safety mechanism in place there
only makes sense.
Ontario Provincial Police report costs of emergency ser-
vices and health care related to accidents total $9.1 billion
annually. But, any money raised from fines collected through
photo radar will pale in comparison.
Photo radar at intersections would capture on film vehicles
rushing through red lights and the drivers would be fined.
Accident% may be photographed on the moment of impact
and that evidence could help cut down on timely court cases
and soaring legal costs.
Statistics show a dramatic decrease in vehicle accidents in
communities in the U.S. and Europe which employ photo
radar.
In fact, having radar at intersections makes as much sense
as employing it on highways. While higher speeds increase
the severity of accidents, the close proximity of vehicles on
local streets causes many collisions.
Photo radar is due to be reviewed by the Province, the
public and police next August. Perhaps by then we'll have a
better picture of its effectiveness here. Until then, we suggest
municipalities put the brakes on implementing photo radar on
local streets.

To the editor:
I have never written to the edi-
tor, however, a recent event
prompted this letter.
I noted at a recent council
meeting that councillor Parish put
forward a motion the effect of
which would be to have council
go on record as opposing devel-
oper contributions to local munic-
ipal election campaigns.
The motion lost.
I then expected that the other
shoe would drop ie. that a motion
would be put to the effect that
certain council positions should
be full time. No such motion was
brought forward for considera-
tion.
At first glance the suggestion
may seem far-fetched for a town
the size of Ajax. However, some
investigation reveals that a
regional councillor would earn in
the neighborhood of $17,000 for
serving on local council and an
additional 520,840 for serving on
regional council. At the regional
level, there is an additional
$3,120 for chairing a committee.
The combined stipend could be in
the order of $42,000, one third of
which is a tax free expense
allowance, which would signifi-
cantly enhance the effective earn-
ing power to an amount which
would be full time wages for
many. While no pension accrues,

able.
Perhaps citizens might consid-
er putting the question to those

United Way of Ajax and Picketing

"We want people to know that
we need their dollars and we need
them now," says Gale Mossman.
"We're concerned about the fact
that our mailing went out and
response has been slow."
Last year at this point in the
United Way's fund-raising drive,
the mail -in donation campaign had
netted about $10,000. This year, at
the same point, it's only received
$1,100.
The United Way's payroll cam-
paign with various local companies
is also lagging behind. Ms. Moss -
man hopes employees will start to
give through their woticplaoes.

25 community-based social

Last year's auction raised
around $5,000, but organizers are
hoping to exceed that amount this
year, art gallery owner Michael
Schroeder says.
"We're hoping people will
come out, buy some art and sup-
port the United Way." be says.
The auction will include work
by Catradian and American artists,
including Steve Houston, Trisha
Romance, Laura BerryBill Saun-
ders, AJ. Casson, Carl Brenders,
Robert Bateman, Walter Campbell
and James Lumbers.
The auction will be held Sun-
day, Nov. 6, from 1 to 4:30 p.m.
with a preview from 12 to 1.
For those who can't attend,
advanced bidding will be accepted
one week prior to the auction,
from Oct. 29 to Nov. 5 during
business hours: Monday to
Wednesday (10 am. to 6 p.m.);
Thursday and Friday (10 a.m. to 8
p.m.) and Saturday (10 a.m. to
5:30 pan.).
Many of the images can also be
viewed Oct 29 to Nov. 5 and all
130 titles will be catalogued for
those wanting to make advance
bids.

Theatre Durham aims at funny bone with Jitters

in Theatre Durham's
latest stage offering

PICKERING — Theatre
Durham's newest stage offering
may give you a case of the
Jitters, but it's nothing to
get nervous about.
Rather, the first play
of the season by the Pick-
ering -based theatre troupe
will take direct aim at the
funny bone, says veteran
director Garvin Farr, who's guid-
ing the season -opener for Theatre
Durham for the third consecutive
year.
"There's lots of excellent
laughs. It's a fairly funny play,"
says Mr. Farr. "If you don't laugh
at this one, you don't have a funny
bone."
Opening night for Jitters is Fri-
day, Oct. 28 at Dunbarton Fairport
United Church. Subsequent dates
are Nov. 4 and 5 and Nov. 11 and
12. Curtain time is 8 p.m. for all
dates.
Written by Canadian play-
wright David French, Jitters was
first performed at Toronto's
Taragon Theatre to rave
reviews. The play also
toured extensively through
the U.S., again to solid
reviews, says Mr. Farr.
The play is a hilarious look at
actors and their often neurotic
behavior, notes Mr. Farr, who
won't go any further in describing
the play for fear of giving away its
main distinguishing trait.
Farr is no stranger to Jitters. He

AJAX-PICKERING — A connection between park-
ing lots at the Ajax -Pickering General Hospital will
probably be built next year.
Vice-president of human resources and hospital ser-
vices Garth Johns told Ajax council's executive and
development committee recently the facility's board is
hoping the connecting road will be constructed during
the winter. provided funding from the provincial Min-
istry of Health is available.
Mayor Jim Witty, a hospital board member, said the
connection road probably won't be built until the spring.
When the hospital was expanded last year, a new visi-
tors' parking lot was built near Centennial Road to com-
plement an existing visitors' lot off Harwood Avenue.
A report from the Town's business development
department stated the connecting road would make it
more convenient to get between the two parking lots.
Without the connecting road, motorists have to circle the
hospital on Town roads to get from one lot to the other.
The committee approved the hospital's request to
build the connecting road and council will consider the
matter on Nov. 7.

Children and adolescents with special needs include those
who have problems, as well as those who are at risk of devel-
oping problems. The problems could involve physical, devel-
opmental, speech/language, intellectual/learning, emotional,
behavioral and/or social issues.
Participants will get helpful information about the types
of services available in the region, how to access them, and
what they cost. Parents will find out what they can expect
when they contact an agency and what they can do while
waiting for service.

major peewee 'AA' rep hockey team
continues to roll, posting a 2-0 shutout
victory over the Orillia Terriers last
week.
After a scoreless first period, the
Panthers got going in the second
frame. Gareth Cawley's early goal
gave Pickering a 1-0 lead, as he
deflected Kevin Oakley's pass in
front.
Pickering netted an insurance
marker late in the third stanza from
Sean Docherty who skated out of the
corner and tucked the puck past the
Orillia goalie at the side of the net.
Paul Guthrie earned his second
shutout of the season, stopping all 18
shots he faced.
The peewee Panthers remain
undefeated with a record of five wins
and one tie.
Pickering novices
can't find range
PICKERING — The Pickering Dr.
Shapiro Panthers major novice 'AA'
rep hockey team worked on its play in
a tournament in Georgetown last
weekend.
The Panthers played to a I -I draw
with St. Catharines, before losing
hard-fought games to Brampton and
Richmond Hill by identical 4-1
scores.
Andrew Hackett, Eric Neubauer
and Jamie Emshe did the scoring for
Pickering in the three games, with
assists to Adam Markew, Paul Jeffries
and Brian Campbell. The Pickering
defence was anchored by Neubauer
and Shawn Dubeau who each won
tournament awards as most valuable
players on the team.
In regular -season action, the Dr.
Shapiro Panthers dropped four games.
They lost to Newmarket 4-1. Mathew
Fettes scored the lone Pickering goal,
assisted by Michael Watkins. In a 9-4
loss to Aurora. Dubeau notched two
goals, with singles to Emslie and Kyle
Morrison. Campbell had three assists,
Emslie two and Markew one.
The Pickering novices also
dropped league games to powerhouses
Barrie and Bowmanville. In the 8-1
loss to Barrie, Jeffries scored the lone
goal, assisted by Jennifer Sadler. In
the 7-2 loss to Bowmanville. Dubeau
and Robert Bailey fired the Pickering
goals with assists to Hackett and
Emslie.
The Panthers' goaltending tandem
of Nicholas Seelert and Luke Chivers
continued to impress by turning in
consistently strong games.

Brad says the solution is to have proper drainage,
then to focus on the waterproofing. Doing the job from
inside, as many companies are now doing, is not a
long-term solution, according to Brad. He maintains,
"It doesn't work from inside. -

Meet Trudy Linders, proud owner of the "Joshua" model at Courtice Crossing. One of
the first things noticed when you enter her spotless home. is the wonderful feeling of light

just 20 minutes north of Whitby,
there's a time capsule you can visit:
the lovingly preserved Victorian town
of Port Perry on the shores of Lake
Scugog, with it's waterfront park,
complete with band shell where
concerts are staged every surnmer,
and its bronze bust of Town Father
Peter Perry. Here is a piece of living
Victoriana that has managed to add
all the modern necessities (hospital,
schools, community facilities) without
losing its unique sense of place.
Into this idyllic scenario stepped
Toronto builder Lou Stein, fresh from
a driving holiday in New England.
My wife and I had fallen in love
with the homes of New England" he
recalls "and I kept thinking how
terrific it would be to build
something like that in Ontario. One
day in the spring of 1988, Lil and I
were out for a Sunday drive. We
drove into Port Perry and I thought
"this is it."
The next day he contacted architect
John Beresford, who created a
community of Victorian homes that
won design awards for both architect
and builder.
Stein is intensely proud of the First
Phase homes in Victorian Village, as
the community is called, homes
whose buyers have lovingly
landscaped them with flower
gardens, rose arbors, pergolas and
detailing that demonstrate true pride
of ownership.

This summer, Picture Homes has
launched a new phase of Victorian
Village, with seven different new
designs, from an 1,120 sq. ft.

Keep newspapers away from

— Prevent indigo dyes from transfer-

— Discourage pets from sitting on or
rubbing against upholstered furniture.
Pet hair and body oil transfers easily
to fabrics, causing general soiling.
— Choose appropriate fabrics for
upholstered furniture by the amount
of wear they will receive every day.
— Blot spills immediately with a
clean, white cloth. If the spill is solid
or semi-solid (like peanut butter or
jelly) remove the excess by gently
lifting it with a dull knife. The longer
spills are allowed to remain. the more
difficult they are to remove.
— Always use recommended uphol-
stery cleaning products. Never use
general household cleaning products
as some may contain bleach and
abrasive cleaners.
If you find a stain on your uphol-
stered furniture. always pre-test
upholstery cleaning products on an
inconspicuous area of the furniture
before using the product on the stain.

ideas — like headboards with built-in,
fold -away storage compartments —
that you can incorporate to make the

Design experts also suggest that you
allow between two and three feet of
clear space on either side of the bed so

sideration which is sometimes over-
looked in the redecorating process.
Most likely you'll want to have ade-
quate lighting for reading in bed. You
may also require task lighting if you
plan to incorporate a work area into
