Builders"rpieducation levy O Bankruptcies feared if developers billed for new schools By SAL BOMMARITO STAFF REPOKM DURHAM — The president of the Oshawa -Durham Home Builders' Association predicts the demise of several area developers after a new $1,389 education devel- opment charge on new homes comes into effect Jan. 1, 1995. "There's going to be people going bankrupt over this, especially since it will be introduced in Janu- ary when you're not normally sell- ing homes and you still have to try and make the mortgage payments on those homes," Peter Abramczuk said after the Durham Board of Education voted 15-4 Monday to charge builders $1,389 for each new house they construct and S 1.07 for every $100 worth of non-resi- dential development. Mr. Abramczuk also accused trustees of trivializing the effect of the new charges on the fragile eco- nomic recovery currently under way in the construction industry. For them to suggest $1,300 isn't going to make or break it for most developers and homeowners is a slap in the face," he said. Mr. Abramczuk said area builders are prepared to take their fight against the new development charges bylaw to the Ontario Municipal Board, an independent panel which arbitrates official plan, zoning and planning disputes between developers and municipal governments. The Supreme Court of Canada recently granted the Ontario Horne Builders' Association's around $7 million in uncol- request to appeal a lower lected development charges, court ruling which upheld which will be used to build the right of school boards to new schools, by delaying collect development ' the move until next year. charges to pay for new "There are children in school construction. portables all over the Mr. Abramczuk said if region. "I had begun raking and I could hear this loud car coming. It was moving very slowly. I remember taking a couple of steps up because security is part of my job and I want- ed to be able to identify the oar and driver if I ever saw him again in Port Perry." he testified. I got a good bolt at the front of the car and I looked up and the dn- ver was looking at me. Our eyes locked. It was a stare of three or four seconds. The look in the eyes I'd never seen before," Mr. Hunter said. Mr. Hunter said the driver of the car was in his 50s and had long, sandy hair, narrow set eyes, leathered skin and beard stubble. The court also heard Durham Regional Police detectives investi- gating Julie's disappearance asked Mr. Hunter if he could pick the dri- ver of the car out of a photo line-up in November of 1991. Mr. Hunter identified Mr. Stark in the photo, but expnessed surprise the mart ;n the photo was sporting a full beard instead of the stubble he'd seen on the day of the sighting. "I was surprised and amazed 1 didn't recall a dark beard," he told the court during cross-examination. Mr. Hunter also testified he was shocked when told by police he had picked Mr. Static, their prime suspect in the teen's disappearance, out of the photos. "When 1 came to identify the per- son in the photo line-up. I have to admit I was in shock. I was shaken up. I went into the police station thinking this is the end of the line. I won't recognize anybody, I won't waste the police's time." However, the court also heard Mr. Hunter only went to police on October 31. 1991, about six months after discussing what he had seen with a friend who is also a member of the police fora:. The court was also told Mr. Hunter underwent hypnosis "to enhance his memory" prior to pick- ing Mr. Stark out of the photo line- up and prodding police a statement in November of 1991. Public board chair won't get26=per cent pay hieke DURHAM — Public school board trustees balked Grade 1 and out of kindergarten because they said at a proposal to give their chairperson a 26 -per -cent they couldn't afford an educational assistant for my pay raise Monday. daughter," he said. The motion presented by Durham Board of Education vice- chairman Duncan Read would have boosted the chairman's salary to $30,000 from the current $23,800, plus expenses. Mr. Read, an Ajax trustee, argued the chairman's pay should be raised to narrow the gap with salaries paid to other school board bosses in the Metro Toronto area and top elected municipal offi- cials such as mayors. Although the motion received solid support at the committee level, it failed to get seconded when brought forward at the board meeting and subsequently died on the floor. Instead, trustees were happy to let their successors, who'll be elected Nov. 14, deal with what has become a political hot potato. This motion is an opinion of how we view the changing role of the chair, for consideration by a future board," Pickering trustee Louise Farr said. Ajax trustee Colleen Jordan noted the demands and expecta- tions placed upon the chair of the board have increased dramatical- ly, but the salary paid to the per- son holding the board's top elect- ed post has remained the same. "If we continue these expecta- tions, we will find we can't find anyone to fill the role," she said. But Whitby trustee Allan Gunn disagreed. "I don't think (the salary) is a deterrent at all. I don't think the chairs come in to this board for the remuneration. I thinit we have to send a message (to municipali- ties) that they have to look at (lowering) their salaries," he con- tended. The proposal also proved unpopular with parents who attended the meeting to voice their displeasure with the planned salary hike. "They keep telling me they don't have the money to educate my daughter and here they are trying to raise the car's salary," said Dave Lang, a Whitby resi- dent and pwM of a special needs child who attends Adelaide McLaughlin Public School in Oshawa. The News Advertiser regularly uses recycled newsprint ♦EDITORIAL 1teachersA e for Teachers across Durham Region deserve a pat on the back this week after it was revealed the young- sters in their educational care are above the provin- cial average when it comes to reading and writing. That's comforting news for families and educators across the region, as they absorb the test results released by the Ontario Ministry of Education and Training. It should also help soothe the chorus of critics who have assailed school boards for their whole lan- guage approach to reading and writing. But, as Durham school board superintendent Bev Freedman points out, these results are "just a snap- shot" of student performance in those areas of their education. And both school boards plan to further analyze the results to see what they reveal. That too is notable. To their credit, both Durham school boards don't plan to bask in the glory of their achievement. Separate board officials say further study of the test results will give them an indication of where they can continue to improve and develop new education- al strategies for their pupils. Certainly, educators in Durham Region deserve a nod of recognition today. But the final test results will become apparent tomorrow, when the children we are teaching bring the skills they are currently learning into the complex and competitive world of employment. 4, t WRM 7O nM NEWs An vERrtsER. 130 COMMERCIAL AVE., AJAX, L 1 S 2H5 oR FAx tIs nT 683-7363 IV GUN CONTROL I ♦TRITIUM LEVELS Make the penalty fit the crime To the editor: I am in agreement with Mr. McTeague (News Advertiser Oct. 5) that gun legislation is necessary but it is only a grain of sand in a desert. As of now a faster approach should be used. Change our laws and [Hake the penalty fit the crime. Crimes using a gun — 25 Years, no parole. Crimes using a gun causing bodily harm — life imprisonment. Crimes using a gun where death occurs — perhaps we should reinstate capital punish- ment. Do something now We know laws can be pushed quickly through parliament. Amend our laws and instruct our judges that there is no leniency when guns are used. It is time to stop discussion and act. The more we contact our members of parliament on this the More they'll realize how we, the general public, feel. K.M. Slater, Ajax The real case against water plant To the editor, Recently an anonymous card was distributed to local resi- dents with a note asking them to sign and send it on to Envi- ronment Minister Bud Wildman to show support for the reloca- tion of the proposed Ajax water treatment plant out of concern for the effects of tritium levels in Lake Ontario resulting from The operation of the Pickering Nuclear Generating Station. While I support the reloca- tion of the water treatment plant because it's proposed (1) in a recreational area and (2) adja- cent to a residential area, I object to the apparent scare- mongering tactics being used to reach the same ends. There is no basis fnr rPlti--a._ ing the water treatment plant due to concern about tritium levels in Lake Ontario. The Royal Society of Canada has told Mr. Wildman the con- cern about the effects of tritium on the drinking water is a "red herring". Using an "ends justifies the means" philosophy may be acceptable in a totalitarian soci- ety, but it is not in a democra- cy. The water treatment plant should be relocated, but not due to a concern over tritium in Lake Ontario. National streetproofing organiza- tion Stay Alert...Stay Safe (SASS) has a 10 -point list of suggestions children and parents can follow on Halloween Monday, OCL 31. Children should wear make-up instead of a mask so they can see P,oPerly + Go trick or treating with family or friends and let people left at home know the route. + An adult should check all treats before youngsters eat them. + Walk, don't run, and look both ways before crossing the street. Trick or treat on one side of the street and then the other. + Only go to homes with the lights on. + Don't go anywhere with a stranger. + If someone invites you alone into a house, say 'No thanks'. + Carry a flashlight. + Children can walk easier in a short costume. + Know where the Block Parent homes are in the area. Before heading out, parents and children should discuss safety tips, notes SASS, which is funded through the Canadian Tire Child Protection Foundation. Halloween safety is also important at home so the local fire departments have sug- gestions you can follow. + Use flashlights instead of candles to light jack-o'-lanterns. + Never cover light bulbs with paper or other combustible materials. + All paper and cloth used for cos- tumes or decorations should be flame retardant. + Keep com stalk decorations away from fire. Special precautions should be taken when using candles indoors. These include placing the candle into a holder before lighting it, as this will provide a sturdy base and collect melted wax. Candles should be placed far enough away from combustible materials, such as curtains or bed- ding, to prevent them from catching fire. The Durham West riding association of the Ontario Pro- gressive Conservative Party is inviting any interested individu- als in the community to come forward and seek the party's nomination for the next provin- cial election. The riding executive feels there are a number of outstand- ing individuals who contribute much to the community," says association spokesman Dennis Gazarek. "Often these people are reluctant to get involved in provincial politics because they feel the process is somewhat closed." Mr. Gazarek says the provin- cial party is providing "equal opportunity to all" by inviting potential candidates to come forward, and also helping to "invigorate the party with fresh ideas and leaders". So far, riding association vice-president Janet Ecker is the only one who has declared an intention to seek the nomina- tion. Anyone interested in entering the race may call riding presi- dent Peter Dickerson (420- 6304), or candidate search com- mittee members Rita Hilker (683-3110) or Dennis Gazarek (427-5443). 1 . . . . i 1 , . 6 4 . . . . i 6 6 . . YANCH Durham symposium is for the heart, from the"he'dft 0 Women's number -one killer symposium topic DURHAM — A symposium being held next month on the number -one killer of Canadian women might surprise many people. In fact, more women die of this disease than from breast cancer. Heart disease and stroke kill more than 37,000 Canadian women each year. A woman is eight times more likely to dieof heart disease or stroke than breast cancer. More ominously, only nine per cent of women are aware of the risk, says Hannah Mitchell of the local heart and stroke foun- dation. "Traditionally, heart disease hasn't been viewed as a female health concern and research has been based on men," she says. From 1990 to '91, the number of deaths due to stroke declined six per cent among men, but increased 2.6 per cent in women. Of all deaths due to stroke, women accounted for 57 per cent. Compounding the problem is the fact "women are under -diag- nosed and under -treated and because of this, when it's finally detected, the situation is more severe" and the chance for suc- cessful recovery decreases, Ms. Mitchell says. As an example, she reports women accounted for only 24 per cent of balloon angioplasties performed in Toronto in 1991 to widen an artery narrowed by plaque buildup. Some of the risk factors for heart problems are the same in women and men — smoking, family history, high blood pres- sure, diabetes, obesity and high cholesterol. There are some risk factors unique to women like menopause and smoking while taking oral contraceptives. The symptoms of heart dis- ease may also be different, Ms. Obituary Stafford Monuments 318 Dundas St. E. Christopher Stewart, 15, will play on Canada's under - 17 national soccer team at the upcoming CONCACAF (Confederation of North, Central American and Caribbean Association Football) qualifying tournament in EI Salvador next month. Twelve countries — Canada, Panama, Honduras, U.S., El Salvador, Mexico, Cuba, Nicaragua, Jamaica, Trinidad and Tobago, Netherlands Antilles, Costa Rica, Dominican Republic — will vie to become the top three teams in the CONCACAF grouping. Those three countries will advance to the World Cup Under -17 Championships in Ecuador in 1995. Stewart, a member of the Pickering Power under -16 rep soccer team this summer, has been a midfielder with the national squad for just under a year. The 18 -member national team leaves for Miami next Thursday for a one- week training camp. The squad then goes to El Salvador Nov. 2 for the CONCACAF tournament which runs until Nov. 13. Canada will play in Group 'A' along with EI Salvador, Nicaragua and Jamaica. The Canadians open the tourney against Nicaragua at San Salvador's Florblanca Stadium Nov. 2. The Dunbarton High School Canada has a legitimate chance to be one of the top three teams to advance to the World Cup. "Yeah, I think we do (have a shot). Our coach (long-time national coach Tony Taylor) thinks so as well. I'm not sure where we're ranked, but I know we have a good chance to qualify (for worlds)," says Stewart. This past weekend, he travelled with the national team to Tinton Falls, New Jersey for exhibition games against the Honduras Grade 10 student feels Christopher Stewart national under -17 squad and the II.S. under -17 national club. "They were both good teams and (the results) were very satisfying for us. I think I played up to my expectations." To better prepare for the upcoming CONCACAF tournament, the Canadians tested their skills against a series of Cuban teams during a tour of that island nation this past summer. Playing professional men's squads in that country, Canada's under -17 team won one game, but dropped two contests during the tour. However, Stewart feels the Cuban tour was beneficial for the Canadians. "I've been to Cuba before with the provincial team, but this time we played at a higher level against older, more experienced competition." Stewart says playing for the Canadian team has been a good experience, but taking on the best youth soccer players in the world would be a dream come true. "It's very important to me to represent my country. It's what I've been working for for the whole year. Even to get to the World Cup would be unbelievable," he says. Stewart would eventually like to play soccer prof es;imally.
