Crown prosecutors intend to prove Mr. Stark picked up Julie around 2 p.m. at the corner of Maury Cres. and Lynn Heights, just a few metres from her home. the day she vanished. She was last seen getting into a grey late -model Monte Carlo with a broken exhaust, which fit the description of Mr. Stark's car. "1 didn't pick her up. 1 didn't have anything to do with this.'* he said. When Mr. Stark was pressed by detectives to "help us get (Julie) back for her parents," the prime suspect in the case admitted, "It looks like 100 per cent I'm the one. Everything points to me." Around 1 p.m. he went back to the boat and slept till 4 p.m_, he reposed to police. He said working on his vehicle soiled his clothes so he threw them into the garbage at the marina along with some old car parts. When asked about some scratches on his arm and shoulder, Mr. Stark said he got them while fixing his car. Det. Carras testified, however, that a search of Ilwy. 401 and a garbage truck which had emptied the trash at the marina failed to turn up either the clothes or the car parts. Detectives also confronted Mr. Stark about withdrawing S450 from the bank over a three-day period prior to Julie's disappearance. lie told detectives the money was for foal. gas, cigarettes, muf- fler pans and that he had given half to his wife. Thanks in part to Ontario Premier Bob Rac's social contract, Durham Region has made do with 50 fewer police officers and civilian support staff in the last little while. And that, regrettably, has translated into stretching ever -thinning services a tiny bit more. Mr. Witty and Durham Regional Police Chief Trevor McCagherty called on Durh.un regional council this week to consider the additional staff as it prepares its 1995 budget, and the News Advertiser agrees. To iLs credit, the Durham Regional Police Service has done an admirable job of meeting Lrime head on in its his- tory. And it's imperative that tradition be allowed to con- tinue. New recruits mean more street -level enforcement in Durham Region's communities, while civilian support staff will go a long way to freeing up other officers cur- rently handling administrative functions. Logically, that should translate into better crime pre- vention, better arrest and conviction rates, and even better levels of service for the citizens the police force is sworn to protect. Durham council is twing asked by the police services- board ervicesboard chairman to 'pre -authorise' approval to hire thc pcu- ple the tire. needs. It's incumbent on the sitting members of council to see the importance of Mr. Witty's request. The regional chair- man is on record as supporting -- at least in part -- the police services tx)ard's request. The rest is up to the other members -- the people we voted for to serve us. In this case. they too can protect us. I have just read Kip Van Kem- Pen's election flyer entitled 'Talk- ing Issues with Your Future Mayor'. It is quite unbelievable in this age of voter mistrust of politi- cians that Mr. Van Kempen has chosen to run on a platform of smear, slanted viewpoints and polit- ical posturing rather than on the issues. Every paragraph contains pure, old-fashioned, mudslinging at the current administration (on which he served) and the mayor. Ilis clip- pings are cut and pasted to point fingers and show partial informa- tion, rather than support his own positions and good accomplish- ments in a positive manner. As a request of all candidates and residents of Pickering, please cast your mind back to the time when politicians treated the voters with similar disdain, as if the gener- al public were uninf(mned and cer- tainly unintelligent. It is most sad that we still have politicians around who believe these tactics will work in a highly -informed society. May the other candidates learn that confidence in the voting public and a positive platform are the foundation pieces for a successful 1994 municipal ekti-tion campaign. And may Mr. Van Kempen learn that mud only sticks to the person who throws it.
