Public grade school teachers'
pay frozen in new contract
DURHAM — The Durham
Board of Education has reached a
contract agreement with its 2,200
elementary teachers which freezes
their wages.
School board trustees mated the
collective agreement at their Mon-
day night meeting. Members of the
Ontario Public School Teachers'
Federation, Durham District, the
union representing the elementary
teachers, gave their OK to the new
pact Sept. 16.
The contract covers a two-year
period from Sept. 1, 1993 to Aug.
31, 1995 and calls for no changes to
wages, allowances or benefits from
the previous agreement.
The school board will save
$585,000 through reductions in edu-
cational improvement leave funding
and changes to staffing allocations
resulting from attrition and growth.
Contract language on class -size
guidelines and prepaid leave plan
was clarified. As well. a joint com-
mittee will be struck to urniertake a
cost benefit analysis of the current
group benefits.
Meanwhile, contract talks
between the board and the Ontario
Secondary School Teachers' Feder-
ation, District 17, which represent%
high school teachers, are still in the
mediation stage.
Catholic school
backers pick up
extra tab for
trusteesmates
at conferences
DURHAM — Separate school
supporters will pay additional
expenses for trustees' spouses who
attend conferences with their mates.
The Durham Region Roman
Catholic Separate School Board
decided recently ratepayers will pick
up the tab for conference -related
expenses — including meals and
accommodations — providing the
trustee stays within the annual aAot-
ment of expenses.
Registration fees for special
spousal programs were already cov-
ered
owerect under a school board policy.
However, the recommendation
failed to win unanimous support
from school board trustees, who
passed it by a narrow margin of 8-6
in a recorded vote.

by members of the personnel and
finance commiuee Sept 8.
Committee chair Joe Bugelli, a
Whitby trustee, says be supported

a good light and sound show, but
the storm that toiled through here
late Sunday and early Monday
caused little damage.
It did knock out power in every
area of Ajax, though.
The Pickering works depart-
ment only had two calls, including
one from a home on Marksbury
Rd. which sustained mud and
water damage.
Homeowner Alma McCabe
says water and mud from a subdi-
vision being built on Hillview
Cres. was so severe, the family
called 911 "out of desperation".
The family's basement flooded
in January and July of this year
because of storms, but, Mrs.
McCabe reports, "This time, the
mud was unreal. The mud was
running full bore down the road
and into our driveway." An inch of

veway Monday, she says.
During the storm, Mrs.
McCabe's husband and son tried
diverting water away from their
property by using folding tables.
In Ajax, the works department
"amazingly" had no calls, says
official Chris Bradley. "I was
expecting a number of calls."
Fire departments in both Ajax
and Pickering were kept busy
checking alarms ringing because
of power outages.
Every area of Ajax suffered a
power outage during the storm,
Ajax flydro general manager Axel
Starck reports. Power was restored
a short time later in most areas.
In Pickering, power was
knocked out at a plaza at the cor-
ner of Finch Ave. and Rosefield
Rd. and there were scattered out-
ages in rural areas, says Mckerirt( Y

its chairperson to bring it in line with
the salaries of other top elected offi-
cials of local municipalities, some of
whom make nearly four times as
much.
Durham Board of Education

asking staff to compare the salary of
their chairperscxn with other school
boards and load municipalities.
Staffs findings are expected to

— their chauperscxt is paid far less
than other elected representatives
who hold offices with similar
responsibilities and, in some cases,
much smaller budgets.
The scope of our organization is
the same as that of Durham Regan,
yet the chair of the Region gets paid
three or four times what the board's
chair does," says Duncan Read,
school board vice -chairperson.

Reports detail
radiation from
nuclear plants

DURHAM — Residents will
soon begin receiving a quarterly
report on the amount of radiation
they've been exposed to from the
Pickering and Darlington Nuclear
Generating Stations.
The Operations Monitor will be
released by the Atomic Energy Con-
trol Board (AECB) beginning early
in November.
Each report will include a graph-
ic presentation of Ute radiation dose
the public has received due; to emis-
sions from the nuclear plants, as
compared to the dose from other
sources. It will also include inforrna-
tim on each station's recent perfor-
markv.

ticxns Monitor in respcxnsc to a l,�X)
recommendation from a Durham
Region committee investigating
health issues related to nuclear
plants.

DNA spokesperson Irow Kock.
"The information is a few

publicly," says Ms. Kock. "It isn't
too relevant to the purpose we had
in mind."
DNA would like to see a moni-
toring system that would report
immediately on radiation emimio ns,
SO people would be alerted and
could take measures to avoid conla-
mimatiotn if emissions were high for
any reason. Nis. Kock notes, for
example, that a leak of radioactive
tritium from Ute Pickering station in
August, IIY)2 was only reported to
the public after it was to) late to take
avoidance measures.
She adds that in the U.S. and
Great Britain some facilities have

results readily available to the pub-
lic.

You must admit. it was generous of the Durham Region
Roman Catholic Separate School Board to cover expenses
for spouses of trustees attending conferences.
However, we would like to know something: What on
earth has that got to do with the education of our children' * I
In a meeting last week it was recommended that ratepay-
ers pay for meal and hotel expenses for spouses who accom-
pany trustees to conferences. (Under school board policy,
registration fees were already covered for spouses at such
conferences.) The recommendation passed, albeit by a nar-
row margin — 8-6. Whitby trustee Joe Bugelli justified the
move by saying the separate board is family-oriented and,
besides, only a small percentage of the conference budget
has been spent thus far.
Well, if a small amount of the conference budget has
been spent so far, that's a good thing. Why not keep it that
way? Whv look for ludicrous ways to use up those funds?
And if the separate board is family oriented that is indeed
another wonderful thing. But why should taxpayers have to
pay for their family orientation?
If spouses want to attend a particular conference there is
nothing to stop them — but those families should pay the tab
themselves. We would submit this is not the purpose of our
tax dollars — to shore up the families of the trustees we
elected. Those taxes are collected for the education of our
children.
This is just the kind of action that causes deep cynicism
in the electorate. Elected officials have voted themselves far
too many pay raises, pension hikes and other luscious,
expensive little perks for us to take them seriously anymore.
Alan of us hope the economy will continue to improve.
But even if it dors, there is no reason on earth why our elect-
ed officials should be jumping back into the free -spending
habits of years gone by.

LaH abiding citizens of this
country are fed up with the
Young Offenders Act and I think
I have a solution.
Why is it that these wonderful
young offenders get so many
breaks after they commit their
crimes:' It's because those bleed-
ing hearts in Ottawa who are
fearful of offending the offend-
ers.
Let's not forget that it was
Jean Chretien who introduced
this law years ago and it's the
wimpy politicians, special inter-
est groups and lawyers who
mainly support the YOA.
And with the rate of youths
charged with violent crimes
increasing by an average of 14
per cent a year since 1984, it's a
real money-maker for the
lawyers.
Here's a suggestion for Allan
Rock and the justice department
to mull over: I propose that they
introduce a new law called the
Old Offenders Act.
It will protect anyone over the
age of 55 who commits any
crime that is now covered under
the YOA with one exception that
will make it fair to all.
Parents of old offenders
should be held responsible for
compensating victims if it can be
demonstrated to the court that
lack of a reasonable effort to
exercise parental control con-

tributed to the crime.
All those charged will have
their charges transferred to a
youth court. No record, no jail
sentence, just probation and
parole. They should be allowed
to live anywhere they want, even
if they are a threat to society.
After all, it's about time the
seniors of this country are given

Who has been paying the
taxes all these vears so the
politicians can continue getting
paid to meddle with us?
It's surely not the young
offenders who have contributed
anything, but they definitely
seem to be getting all the bene-
fits.

and given free legal aid, welfare,

can't see where this law will

infection of the respiratory tract that
starts like a cold, with the cough
lasting more than two weeks.
Parents should be on the lockout

A vaccine is available, but it
shouldn't be given to anyone over
seven. Being vaccinated won't stop
someone from getting whooping
cough, but it will prevent an ir►odivid-

"The vaccination makes the
coughing milder and not severe
enough to break blood vessets," Dr.
Panaro says.
And, all family members of
someone with whooping cough will
have to take antibiodcs for 10 days.
Dr. Paulin says whooping cough
"isn't a dead disease, it's still
around" and parents should have
their children seven yt„ ors and under
vaccinated. There are live vaccina -
bon shots. given when the child is
two, four, six and 18 months, and a
booster between four mid six vears.
"Now is an ideal opponunity to
ensure children are up to date with
their whooping cough vaccination."

Food bank needs he
PICKERING — Organizers of
the St. Paul's -on -the -Hill Thanks-
giving food drive that begins Satur-
day say you don't have to donate an
entire bag of groceries to be a big
help.
"A lot of people have the idea if
they're going to make a donation
they have to make a huge dona-
tion," says Beverley Trull, drive co-
ordinator for the St. Paul's food
bank. "I don't think people realize
how much small donations can add
up to."
A single can of tuna or jar of
peanut butter will be much appreci-
ated.
The cupboards are almost bare
now at St. Paul's, which hopes the
Thanksgiving drive from Oct. l to
10 will stock its shelves for the
area's needy. All the food donated

"There have been periods of
time when the local food bank has
assisted over 1,000 people per
month," notes Ms. Trull. "Most of
the recipients have been families

time and then disappear from its
recipient lists.
"The local food bank helps peo-
ple over bad times;" explains Ms.
Trull. "It was never meant to be a
permanent part of anyone's life. It
was meant to be there for those peo-
ple who suddenly find themselves
in circumstances beyond their own
control which make it difficult to
put food on the table."

ken against a bill to legalize the

report to the House in December.
MPs are likely to participate in a
free vote on the issue sometime in
the new year. Mr. McTeague said
he will not support euthanasia then
either.

new Chrysler cars will be sitting
on seat covers [Wade here.
The Ajax Trim Plant has won a
five-year contract to make seat
covers for the Chrysler Cirrus and
Dodge Stratus, two mid-size cars.
Ajax plant manager Gord
Mitchell reports no new jobs will
be created, but winning the con-
tract "helps stabilize our work-
force" of about 700 employees.
Seat covers made in Ajax will
be sent to Johnson Controls, a
Chrysler supplier located in the
Detroit suburb of Mount Pleasant,
which will put together the seats
for the new cars.
The Cirrus and Stratus are
being assembled at the Chrysler
plant in Sterling Heights, another
suburb of Detroit.
The product will hit dealer lots
in the next several weeks," Mr.
Mitchell says. "We're quite excit-
ed about it. They're beautiful cars
and it will be a pleasing driving
experience for the public."
The new cars will be available
in two -door and four -door models.

Like any eight-year-old, she likes
flaying games and swimming. But

Program was started in 1955 by Lois
wheeler. The first classes were held
in her backyard pool for four
!children with cerebral palsy.
!Eventually, the program grew to
laccommodate 36 kids and moved to
Sun Valley Park on Valley Farm
Rd. in Pickering.
It was eventually taken over by
Monica Cook, who died in 1993.
The program was moved from Sun
Valley park to the Dunbarton High
School public swimming pool, and
then to the Pickering Recreation
Complex, where it remains today.

Teresa Calderone has come a long way in the United Way -
sponsored swim program. It's at the Pickering Recreation complex.
The program is run entirely by
volunteers, the majority of whom
are teens from local high schools,
says Mrs. Calderone.
"The program does the teenagers
a lot of good too," she notes. "It
shows them that (the children) are
just people too, that they like to
swim."
Teresa, the second oldest of five
children, attends swimming classes
every Wednesday with her younger
brother, Peter. She is in Grade 3 at
St. Monica's, where her favorite
subject is spelling. If she was asked
to spell how she feels about the
United Way's Special Swim
Program, she might say it's

fared well at a marathon event in Toronto on the
weekend.
Jamey Trewartha, 13, competed at the annual GMC
Toronto Half Marattton which wound its way through the
streets of the city Sunday. The Maple Ridge Public
School student placed second in his 14 -years -and -under
category in the 21 -kilometre event. He completed the rut
in a time of one hour, 50 minutes, 12 seconds.
Trewartha finished only three minutes off the fust -
place finisher in the marathon, which attracted more than
5,000 participants.
The marathon also served as a fund-raiser for Mount
Sinai Hospital in Toronto.

AJAX-PICKERING - Two area hockey players have signed on to play
in the Ontario I lockev league this season.
Dave Duerden, 17, of Ajax, has signed to play with the Peterborough
Peres, while Murrav Shech;an, 17, of Pickering, A.ill play with the Detroit
Junior Red Wings.
A graduate of the defending champion Metro Junior 'A' Ilockey
Ise ague's Wexford Raiders, DUerden was picked in the second round by the
Petes in the 0111, Priority Selection Draft in Belleville in June. The 61",
175 -pound, left-winger had a solid training ramp and exhibition season
with the Petes, leading the club's rookies with 10 points during the pre-
season.
According to Lionel Ingleton, the former Ajax -Pickering Raiders 'AAA'
midget coach, Duerden is being touted as a possible addition to the Petes'
top offensive line with veteran centre Jamie langenbrunner.
"Ire has a e0od chance of playing on their top line," says Ingleton who
coached NO Duerden and Sheehan at the midget level.
Meanwhile, Sheehan — who played with the Aiax-Pickering Raiders
midgets last season —was taken in the 13th round by Detroit in the OHL
draft. lie signed with the club after an outstanding training camp. Sheehan
ended up with four points during the exhibition schedule.
