This time it's to obtain a court order to stop environmental hearings on the EEl l dump site proposed next to the existing_ Brock West landfill. Free inspections are being offered by the Pickering Fire Department, which will send out a fire preven ion officer to check if there are working smoke alarms, fire separations between the dwelling and apartment, and a rea- sonable means of escape in the event of a blaze. "The Town is making this a priority," says Tim Moore, Pidter- ing's chief building official, who notes the new Resident's Rights Act, which became law July 14, will serve little purpose if no effort is made to ensure it's being complied with. The two municipalities maintain there hasn't been a proper provincial gov- ernment review of environmental documen- tation required before hearings under the Environmental Assessment Act (EAA) can begin. 'They want the court to examine the environment minister's conduct of the gov- ernment review. Pickering and Vaughan detailed their allegations in a statement released Tuesday. Provincial and municipal officials hope tenants will report fire safety problems more frequently now, since they no longer have to fear being evict- ed because their apartments are illegal. Before the new legislation was passed, there were an estimated 10,000 illegal accessory apart- ments in Ontario. The Act automatically legal- ized accessory apartments created after July of 1993, provided they meet fire code requirements. No inspection of such apartments is required. But inspections are recom- mended by the Town since land- lords may not be in a position to judge for themselves whether their units meet the safety regula- tions, and they face substantial fines if it's discovered the units don't. "What the Town is doing is pushing for these inspections — which is the only responsible thing to do," says Mr. Moore. Records will be kept of which units have been inspected, so new tenants will be able to phone the Town to find out if their apart- ment has been deemed safe. Homeowners wishing to create a new accessory apartment in their dwelling must now obtain a "change of use permit" from the Town, whether or not they plan to do any construction for the new unit. We have not hired officers in Durham since 1989," Chief Trevor McCagherty said after a recent meeting of the Police Ser- vices Board. Ontario jobs program extended for a year D Province's training program created 145,000 jobs last year, MPP claims The jobsOntario Training pro- gram has been extended for anoth- er year, reports Durham Centre MPP Drummond White. The deadline for employers to hire new workers under the provincial program is now March 1996. The job training program has been highly successful, says Mr. White. "To build on the program's suc- cess, the government has launched an extensive campaign to recruit new employers to the program this fall," he says. This training is part of jobsOn- tario, the government's plan to train and prepare Ontario residems for the future. "It is a plan that is working." says Mr. White. The various components of job- sOntario created more than 1.35.000 jobs last year. Police chief outraged over hate literature DURHAM — The region's chief of police is "outraged" over the recent spread of hate litera- ture here. "I'm outraged by the increase in distribution of this type of lit- erature." Chief Trevor McCagherty told members of Durham's Police Services Board recently, adding the force has devised a plan to put an end to the racist material. During the sum- mer, leaflets with Alm messages target- ing blacks and Pakistanis were dumped in vari- ous neighbor- hoods in Whitby, 6 Oshawa and Claring- ton. In some cases, the material was delivered only to certain res- idents on a street. Deputy Chief Alex McMurray said police have two detectives working on the problem full- time, but treed the public's eyes and ears to catch the people responsible. "We are asking for the public to call us as soon as they see it or bear it," says the deputy chief, who added that the material is always being dumped anony- mously in the middle of the night. "It's a difficult crime to prove, but we're hopeful we will have some success." Dep. Chief McMurray says police have a "couple of leads" they're following up in the case. Smoking or chewing tobacco kills 35,000 Canadians each year and is responsible for 20 per cent of all deaths in this country. Smoking is the major cause of lung cancer, the number - one killer in Canada. Yet, it's the most pre- ventable cause of death. But, for some people, smoking is such a pan of their lives, they probably couldn't get through a (hay without a cigarette. Smoking is more and more being consid- ered a scot of deviant behavior by misfits or social lepers. It's getting harder for people to enjoy a goad puff, as many workplaces have rules against lighting up on the job, while pub- lic buildings and some restaurants and theatres are stroke-frLe. We've all seen a little cluster of people huddled together outside during the winter trying* to get a few drags off their ciga- rettes. Doug Butson worked at Motor Coach Industries Limited in Carington when office employees voted to make their area smoke- free, but to permit it in the warehouse. "I was going out every 30 minutes and the workers in the warehouse rocked." the Ajax resident says. Around that time, his daughter Ann -Marie was bom, so he gave up smoking and stayed off cigarettes for about dive years. When he began lighting up again, Mr. Butson never smoked in the hoarse. Drinking water, with crushed ice if possible, helps flush nicotine and other chemicals out of your system faster. It also briefly satisfies oral cravings. Try using a straw the same diameter as a cigarette. Deep breathing is good, because most people don't use all their lung capacity. Take 10 deep breaths and hold the last one while lighting a match. Exhale slowly and blow out the match. Delay lighting your fust cigarette of the day by one hour. After the fust cigarette, when you crave another, delay for 15 to 30 minutes. By delaying your cigarettes, you control your habit, as opposed to your habit controlling you. According to the Addiction Rmearch Foundation, quitting smoking is harder than getting off heroin. Kathryn Armstrong of Oshawa smoked for almost 37 years before giving it up about a year ago for "health and money„ reasons. "I was having shortness of breath. It was nothing serious like cancer or heart problems. It's just 1 noticed I had a shortness of breath and not as much energy;" Ms. Armstrong says. As well, her father, a life-long smoker, died of emphysema in 1989 at the age of 87. "A lot of people think 87 is a good age, but his grandmother lived to %. In that family, 87 isn't a great age. lie had no health problems other than emphysema If he hadn't smoked, he would've lived to be 100," Ms. Armstrom, believes. v Another reason she gave up cigarettes was the decreasing social acceptance of smokers. "People are more in tune and educated because it's a health hazard. It use to be you'd go to a puny and most smoked. Nowadays. most don't" Becoming a smoker now usually brings odd looks and questions. Steve Shumovich, 23, started smoking three years ago because of peer pressure: his girlfriend at the time smoked and she asked him to light up. "My morn and a few friends asked me why I started sm)king. I didn't slay much because I was embarrassed (for leaving started)," he says. A self -described '`jock" in high school, Mr. Shumovich once thought smokers were "losers". After high school, he joined a gym to work out, but stopped going once he started smok- ing. "I thought it was contradictory, smoking and exercising. I was embarrassed and I tried to hide it." Finally, the NDP succeeds Good news: the jobsOntario program has been extended for another year. Criticized by a few, the provincial program has been praised by many more. Employers like it because it has assisted them through some tight budgets and limited hiring abili- ties. For many businesses it has been a bridge, help- ing them over this grinding recession we have been slogging through. Employees like it because it has allowed them to get back to work. And that has been good for more than their pocketbooks -- it has also helped morale. One of the unfortunate side effects of unemployment is the plummet in self-esteem experienced by many. The program has helped keep a good many workers productive -- and out of the unemploy- ment insurance and welfare statistics. Last year jobs Ontario created over 145,000 jobs in the province. This year that number will be even higher. The Province says over the past two years the program has helped save taxpayers over $200 million in social assistance payments. In Durham, jobsOntario Training brokers have helped create 1,670 jobs with funding from the Province adding up to $9.9 million. The New Democrats have had a tough time while in office, they've lurched along and have done some damage and made a lot of people mad. But the job- sOntario program... well, that wasn't so had. Few people doubt the NDP will be turfed out of office come next year's provincial election. But we'll have at least one pleasant thing to remember them by. During the period when de Havilland Aircraft was owned by the Boeing corporation, the Boeing code of ethics as set out by their Ethics and Business Conduct Committee was vigor- ously enforced. Acceptance of gifts, monetary or otherwise, from their "devel- opers', (suppliers of aircraft components etc.), was strictly prohibited, because it would have made the recipient behold- en to the donor. Pious protestations notwith- standing, council should have sent a clear message to the elec- torate that everything is, and will continue to be, above board in Ajax. The Raiders dropped a 4-2 decision to Wexford in the semi- final contest. Ajax-Pickering- battled jax-Pickeringbattled back from a 4-0 deficit, scoring two goals early in the third period to make the game close. Michael Alexiou scored both goals assisted by Brett McConnachie and Derek Lynden. Noel Coultice was named his team's most valuable player. The Raiders went undefeated in round-robin play winning all three games. In the first contest, the TD Bank novices won 5-0 over Barrie. Marshall and Douglas Kirk, the station was recently acquired from Golden West Broadcasting of Altona, Manitoba. Durham Radio President Mr. Marshall, a long time Durham resident and Mr. Kirk, a media analyst and broadcast owner not only bought the station but immediately applied to switch the station to an FM format. "CHOO-AM has served the Durham Region area for over 25 years and served it well," he says. "But in recent years increasing interference, particularly during nighttime hours, has impaired the station's coverage." He says the move to the FM side will improve the quality of the signal especially for those listeners at night. "The residents of Durham Region are the real winners here," he says. "Well be able to serve the region with better news, sports and community coverage with the much improved signal." Sales Manager Dennis Honcck says that the tower is nearing completion and by November the FM signal will simulcast with the AM side for six months before broadcasting solely on FM. The popularity of the new country music combined with the fact that FM tuning accounts for more than 60% of the hours tuned within Durham made the switch a logical decision for the station. "Our advertisers are very excited about the change and our listeners are eagerly awaiting the switch," he says. After posting a record of two wins and one loss, Pickering advanced to a bronze -medal game against Whitby. Unfortunately, Pickering had to settle for fourth place after dropping a 3-1 decision to Whitby. Cathy File scored the lone run and together with Karyn Allan, who went two -for -three at the plate, led the Pickering offence. The highlight of the tournament for Pickering came in the first game when pitcher Emily Renaud tossed a rare perfect game to defeat the Markham Jaguars 3-0. Renaud struck out I I Markham batters and retired the side in both the fourth and six innings. Colleen Rasmussen made an outstanding catch on a long fly ball in the first inning. Tara MacDonald, Crystal Annis and Laurie Train also contributed strong play in leading the team to victory. Pickering lost the second game by a 4-3 score to the Oshawa Shamrocks.
