building industry officials say
they'll pass on the extra cost to
home buyers.
The Durham Board of
Education and the Durham Region
Roman Catholic Separate School
Board want developers charged
S1.729 for every residential unit
they build beginning next Januar'.
They also hope developers will
pay S1.33 for every 5100 worth of
non-residential construction.
The public school portion of
the proposed chanes totals S1.389

charges bylaw for Tuesday. Sept.
20. kleanwhile, the separate board
will hear from the public
re;_arding its proposal. which is
similar to the public board's. on
Tuesday. Sept. 27.
Both boards are aiming for
approval of their respective
bylaws by the middle of October.
The Ministry of Education and
Training has already approved the
proposals.
Officials at both boards say the
development charges — which
would generate more than S40
million in five years — will help
offset costs of building new
schools necessitated by growth.
Around $30 million would be,
generated from residential
building over the next five years
while S10 million would come
from commercial construction
valued at $I billion
The charges are based on
assumptions that 23,275 new
homes will be built in Durham in
the next five years.
That construction boom will
result in the need for new
elementary and secondary schools
to accommodate around 9,600
new students, the boards reason.
The development charges

Pickering man goes missing
after gun store massacre

"We will be putting the school
boards on notice at the public
meetings," Mr. Campbell says.
However, school board officials
seem confident the court ruling will
go in their favor.
Until the Supreme Court rules
otherwise, "education development
charges are legal and enforceable
and we have a richt to collect them."
Mr. O'Neill says.

Roger Pardy said so himself — the government is not
doing enough about criminals who use guns in committing
offences.
It's ironic and sad that just a few months after making
that statement in a newspaper interview, Mr. Pardy was
brutally shot to death in his store as he went about the
business of legally selling guns to responsible owners.
His belief that tougher treatment of criminals is the
answer to the firearm -law controversy is echoed on a sign
outside his Simcoe Street sporting goods shop, which
advocates, "Crime Control, Not Gun Control".
Three other people were shot at Gagnon Sports that
night, but there are even more victims; the family and
friends of the deceased and the injured are suffering today.
And there's a missing Pickering man whose fate is
unknown after Mr. Pardy's assailants used his car as a
getaway vehicle. His family too, is in agony today. And,
it's possible the masked bandits themselves have families
who are going through hell.
The pros and cons over tougher gun -control legislation
have been debated time and time again. Before his death at
the hands of ruthless criminals, Mr. Pardy suggested the
real solution lies with the courts.
"The government is trying to implement a lot more gun
control, but they're not doing anything about the criminals
who use guns in firearms offences," he said last July. "We
want them to get a 10 -year minimum sentence."
It's time. For the Pardy family, it's past the time. Let's
start throwing the book at trigger-happy criminals.

Re: Letter to the editor on
Wednesday. Sept. 7, regarding
"Youths losers with tainted
soccer victory.'
1 am responding to an open
letter concerning the under 13
soccer tournament which was
held on Aug. 27 at Monarch
Park.Mr. Jim Bieser accused the
winning 'red team' of stacking
the side with ineligible players.
According to the Ajax soccer
convener, the red team did have
an additional two players that
were placed on the team earlier in
the season due to their own team
being short of players. These
players were given the
opportunity to finish out the
regular season and were placed
on the 'red team' by the
convener.
It should be understood that
the opposing 'white team' was
invited to participate in the under
13 house league as a gesture of
'good will' on behalf of the Ajax
soccer association and that this
was a Cup Day for all
participants with no emphasis on
previous games played during the
season. Each team ended the day
with hot dogs, drinks and a
trophy.
The game played on Aug. 27
went to full regulation time,
overtime and then a shootout.
The winning goal was scored by
one of the original 'red team'
players. The match was
eventually determined by goal
keeping skills, with a final score
of 4-3 to the victorious 'red
team'.
To suggest that this game was
won by cheating is far from the
truth.
Mr. Bieser complained that
there were a lot of upset young
men on the 'white team'; just
imagine how upset the 'red team'
was when reading his letter to the
editor.
1 hope this letter helps Mr.
Bieser understand the damage he
may have caused to junior soccer
in general and that he, as an
assistant coach of the 'white
team', realizes how `hollow' his
letter was.

have cooked up a little surprise.
On opening night (tonight) and
Sept. 24, there will he a %cries of
mini -plays taking place inside the
Alger Press building on Charles
Street in Oshawa.
Co-ordinator Wendy Wallace

scene.
She says 19 to 25 actors perform
"campy, fun stuff' in a series of
eight to 10 plays, interacting with
patrons as well as artists.
The idea for this -- the fust time
it has happened in the Durham Art
Fest's three-year history -- came to
Wallace after seeing the Peterhor-
ough Ari Festival which consists of
more than visual art.

Galleries tend to be rather elitist
and stuffy, she explains, and says.
.If you don't love paints, its a bor-
ing place to go after a few times.'.
Wallace. who has I I works of
art displayed at Art Fest, has been
involved with DSP for 17 years.
She works mainly behind the
scenes in various productions.
Once she tried acting, but -1 was
almost sick," she says, explaining
why she has remained backstage
ever since.
She currently works with acrylic
paints on aluminum plates, which
used to be press panels from local
printers. However. this year she has
a number of works displayed that
are three-dimensional, including
what she describes as a sort of hal(
closet and a scene of a cityscape
with buildings that rise above the
canvas.
Wallace keeps herself busy
painting, teaching art to teenagers
and raising her four-year-old
daughter Elisabeth.
She is looking forward to this
year's Art Fest and planting some

Panthers show promise in pre -season exhibition action

PICKERING - The year has started with a great deal
of promise for the Pickering Panthers, who launched their
exhibition season over the weekend.
The Metro Junior 'A' Ilockev League club, which
wallowed at the bottom of the league's Bauer Division
last season, is attempting to get back to respectability this
year. The Panthers took some tiny steps toward that goal
with a win, a tic and a loss in pre -season action.
The Panthers ended the weekend on a winning note•
defeating the Aurora Eagles 6-3 in Aurora Sundav night.
Pickering used only four veterans — forwards Mark
Babony• Marion Lastiak. Jeff Bain and defenceman
Stephan Koechlin.
In Scarborough Friday night, the Panthers played the
defending league champion Wexford Raiders to a'6-6 tie.
Pickerin_ led 6-4 until the final three minutes when
Wexford scored two quick toals to earn the draw.
An all -rookie Panthers line-up opened the exhibition

season with a 9-3 loss to the Aurora Eagles at the
Pickering Recreation Complex Thursday.
All in all, Panthers' head coach and general manager
Bud Bower was happy with his club's progress in the
early going. "It's a nice start to the season. We're really
pleased," he says of the team's 1-1-I beginning.
-The Panthers started its try -out camp Aug. 15 to 18
and Aug. 22 to 25, auditioning more than I60 plavers
over the two-week period. The team took 31 plavers to its
week-long main training camp in Madoc, Ont. Aug. 27 to
30 where the squad underwent five hours of on -ice and
off -ice training for a five-day period.
The club is currently carrying 30 players. }However,
that number will be chopped to 25 skaters after tonight's
exhibition clash with the Oshawa Legionaires at the
complex at 7:30 p.m.
The Panthers open the 1994-95 regular season at the
league's College Weekend at North York's Centennial
Arena on Sept. 23. The Panthers play the Wellington
Dukes on Sept. 23 and play the Wexford Raiders at the

In the peewee contest, the Dolphins prevailed
over Oshawa 22-14. Fullback Geoff Hughes scored
three touchdowns to pace Ajax -Pickering. Jav
Williams added converts on all three majors. Safety
Ajay Doodnauth was the MVP for the defence.

The Dolphins' bantams extended their unbeaten
string by humbling* the Elawkcves 15-1. Fullback
Bruno Azevedo and halfback Gary Gouviea
scored the Dolphins' touchdowns. Paul Serra

passes for 45 yards. Jason Connell
and Steve Frost both grabbed interceptions
in the contest.
The next slate of home games is Sunday,
Sept. 18 when the club hosts Make Room For
Baby Day with all proceeds from food stiles doing
to the Ajax -Pickering General }Hospital's Make
Room for Baby campaign.
The schedule is as follows: tykes vs. Oshawa at
9:30 a.m.; atoms vs. Burlington at l I a.m.; peewees
vs. Burlington at 1 p.m.; and bantams vs. Flamb ro
at 3 p.m.

PICKERING — A Pickering car racer won one event and was
second in another while driving in the Castrol Can -Am Midget
Series at Sunset Raceway in Stroud. Ont. Sunday.
Jim Munsie, behind the wheel of the Elarry Macy Engineering
Special, won his second feature race of the season. Munsie won his
heat and didn't lose his ed=ge for the feature race.
Starting from the pole position in the feature event, Munsie
surrendered the early lead to Randy May in the 25 -lap race.
However, by lap 10, Munsie was back in front to stay, winning the
race by 10 car lengths.
In the second event of the night. Munsic finished second in his
heat and second in the feature race behind winner Mark Sammut of
London. Ontario.
Munsie will compete in the next Castrol Can -Am Midget Racing
Series meet at Lancaster, New York for the Lancaster Open
Saturday and Sunday.
