Town takes zero= tolerance app roach to''hate crime
By MARIANNE TAKACS
STAFF REPMER
PICKERING — The Town of
Pickering has implemented a 'zero -
tolerance procedure" for dealing
with hate crime and hate -related
incidents just as several racist groups
are infdtrating the community.
The procedure calfs for
potentially -difficult situations to be
reported to management officials,
who are then to decide upon a

maintaining security, completing a
report on it, and informing other
xiembers of a "community network"
which consists of Town, school
board and police officials. Incidents
of racist vandalism must be reported
to the Town's superintendent of
facilities and police, as well as to the
community network. A photograph
of the vandalism must be takers, top
management informed, and a report
completed.
Pickering councillors were told
of the new zero -tolerance
procedures at their Monday night
meeting. As well, Wand 1 cxuneillor
Maurice Brenner, who works as a
senior race relations officer for the
Metro Toronto Housing Authority,
gave councillors a presentation on
hate group activity in Pickering. He
specializes in dealing with hate
groups and has conducted an
onemabon session on the topic for
To%km staff.
"Pickering has taken the
nmi-ssan- step to be able to combat
what I tklicve has become a ven-
serious disease (of society)," said
Mr. Brenner.
The councillor reported five
major :roups have been actively
organizing. recruiting and/or
operating hotlines here — the
Heritage Front, Ku Klux Klan,
Nationalist Party. White Aryan
Resistance and British People's
Party. lie showed councillors
literature from some of the groups
identifying Pickering as the location
for their events and a prime target
kr recruitment of new members.
"Once upon a time we thought
they stopped at and didn't cross the
Rouge River bridge." said Mr.
Brenner. "It's not the kind of topic a
lot of people want to talk atxut "
Mr. Brenner explained he made
his presentation on hate ;roups to
council because public awareness of
their activities is an essential weapon
in comhating them.
"1 believe that information is
Power." he said.
In a later interview, Mr. Brenner
said he began researching hate group
activities in Durham atter a race -
related incident at Pickering }lith
School in 1991. Although it's
obvious the groups are active here.
he explained, "there's no way of
knowing how manv are taken in".
Their main target is young people.
especially those f om poor families.
"These groups manipulate youth
by enticing them with promises of a
better fife," said the councillor. The
groups often find sympathizers in
high schools and then send them out
to meet informally with students, he
explained. They talk to the teens
about issues like unemployment and
the recession. and then offer certain
racial and ethnic groups as
"scapegoats' for whatever problem
is being discus,cW.
"A lot of kids (who) are recruited
don't even know who these groups
are." he said.
Mr. Brenner said the groups are
becoming mon: dangerous as they

PICKERING — A former
Pickering mayoralty candidate,
who more recently championed the
cause of smokers, died Sunday.
Gordon Potts, 67, suffered a
fatal heart attack at home around
noon.
Mr. Potts ran for the mayoralty
in 1988, but lost
to Wayne

he was an

Libe-r l candidate
for the Metro
Toronto riding of
Gordon Potts Rivenl-de.
Mr. Potts was
known for championing causes
involving individual human rights.
Over the past few years he was
perhaps best known for speaking
out on behalf of cigarette smokers
who, he believed, were being
harassed by various municipal
bylaws restricting their right to light
up.
"He was sort of, to me, like a
Don Quixote," says former
Pickering councillor Doug
Dickerson, "always tilting at
windmills. His causes were always
for the underdog, the people whose
rights he thought were being
trampled on.
"Crord caused many a member
of council to stop and reflect on
what they were doing hchwe they
proceeded," adds Mr. Dickerson.
"From that perspective he served
his community very, very well."

Pickering group seeks,
nuclear plant probe
By MAMMM TAKACS
PICKERING — A public
campaign calling for an
environmental review of the
Pickering Nuclear Generating
Station is being mounted by
Durham Nuclear Awareness
(DNA).
DNA hopes to persuade
the Atomic Energy
Control Board (AECB)
of Canada to ask the
federal Minister of the
Environment to order an B
environmental hearing
on the plant before
renewing its two-year
licence, which expires
Dec. 31.
"Normally the licence is re-
issued automatically and not
referred to a public hearing," says
DNA spokesman Dave Martin.
"Mere never has been any public
review of these plants. There's a
real crisis here in terms of public
accountability."
A similar request by DNA was
turned down in 1992, but the
organization has taken steps to put
more pressure on the AECB this
time.
"We're taking this to the public
now, which we didn't do in an
organized way last time," says Mr.
Martin.
With the help of funding from
the Greenpeace organization, DNA
is having a tabloid newsletter
printed explaining its position and
outlining what it sees as safety
problems at the Pickering station.
The tabloid will be distributed
door-to-door in Pickering and
Ajax, and perhaps elsewhere in
Durham. It will ask people to
write to the AECB stating
their concerns about the
Pickering station.
As well, DNA
/ is seeking support from
municipal councils in
Durham, Scarborough
and Toronto.
It is visiting Town
politicians to present
arguments for a review, and is
scheduled to appear before Ajax
council Sept. 19 and Pickering
council Sept. 26.
So far, only Whitby council has
refused to hear a deputation from
DNA.
Mr. Martin explains his
organization does not expect the
Pickering station to close down
even if there is a review.
"We do expect to gain public
exposure on some of the key issues
and hopefully there will be
improvements made in safety at
the plant if there is public
scrutiny," he says.

There are all kinds of young people in our communities
who deserve recognition. The Ajax -Pickering News
Advertiser needs your help in finding them.
As members of the Ontario Community Newspapers
Association, we are proud contributors to the annual
Ontario Junior Citizen of the Year Awards, co-sponsored
this year by Bell Canada.
You know the kind of person we're looking for:
someone who is involved in community service, someone
who contributes to the betterment of their neighborhood
while living with a physical or psychological handicap, or
someone who has performed a heroic feat.
And we know there are kids just like that in our
communities.
By honoring their achievements today, we let them
know their efforts are worthwhile -- and that those of us
who are busy in our adult world do indeed find their
efforts notable.
If you know someone who fits the bill, contact us
today. We'll provide you with a nomination form and see
that it is forwarded to the judging committee. All
nominees receive a certificate acknowledging their
nomination, and up to 12 individuals and one group could
be the recipients of a plaque by the lieutenant governor of
Ontario, a Junior Citizen of the Year lapel pin, $200 and a
family portrait with the lieutenant governor.
If you know someone, let us know.

V On education
Kudos for all -day kindergarten
To the editor,
In response to the article 'All -
day kindergarten foes won't quit
fight' in the Sunday, Sept. 11
edition of your newspaper:
We are in the '90s and in a
recession with a great number of
people losing their jobs and more
taking pay cuts to keep working.
Mrs. Hooker seems to feel that
she is right and the world is
wrong because not everyone
agrees with her views.
Many parents like the idea of
full-day kindergarten on alternate
days and there are advantages to
it.
The school board doesn't have
any money to put where their
mouth is: they use taxpayers'
money and that makes it an issue
for a lot more people than just
Mrs. Hooker and her group.
Perhaps Mrs. Hooker and her
group would like to pay tuition to
cover the extra costs and then
they are welcome to whatever
they want.
A teacher should find it
insulting to suggest this
kindergarten program would be
"bad day care" and "low-cost
education".
These teachers are usually
excellent, caring, patient,
understanding individuals who
have taken on the task of
orienting first-year children into
the school system.
When I had children in
kindergarten I volunteered and
assisted in the class.
There is no money for
educational assistants.
Someone should suggest to
these group members that they
too can volunteer to work with
the teachers in these classes,
possibly helping to ease the
stress (that she suggests would be
created) and workload for both
the teachers and their own
children.
The teachers would welcome
the help, their children would be
more at ease, the cost would be
nil and perhaps they could even
become involved in their
children's lives doing something
constructive.
I don't blame the Durham
Board of Education for having no
comment because no matter what
board officials said, the whiners
would have another opinion and
they always seem to find a way
to get their self-serving, distorted
views into the media.
Beatrice Socks,
Ajax

C irculation of fl er

FROM PAGE Al
they're not. He says the reference to
hearth concerns links the concerns m
the drinking water, when no such
link has been established
"People have the right to voice
their opinion on things — by no
means am I quarreling with that,"
says Mr. Koehl, noting he is not an
expert on the location of water
plants. He just thinks a "balanced
perspective" should be presented.
Mr. Kochi was also critical of the
fact the flyer doesn't identify who is
circulating it. It simply instructed
people `worried about the safety of
our drinking water" to cut off an
attached postcard criticizing the
plant proposed for the Ajax
lakefront and send it to provincial
Energy and Environment minister
Bud Wildman.
Mr. Kochi maintains that those
circulating the flyers should have
identified themselves so he could
take his objcctkwis, to that person or
organization.
A few phone calls to local
environmental groups revealed the
principal person behind the
distribution of the flyer is Janis
Mitchell, a member of the Ajax Save
the Waterf ont Committee (ASWC).
She says she and other individuals,
mostly members of Pickering -Ajax
Citizens Together (PACT) for the
Environment and the committee,
have paid out of their own pockets
to have it distributed to people's
mailboxes.
"It is to me such a really
important issue, so many people are
worried about the water:' says Mrs.
Mitchell, noting that since she worics
in kitchen design here she spends a
lot of time in residents' homes and
has seen how many people have
special water filters or buy bottled
water.
"They wont drink the water," she
says. "They're frightened for their
children."
Mrs. Mitchell maintains the
Region of Durham has ignored the
public's concerns in approving the
water plant site, so the flyer lets
them make their views known
directly (mown to the minister.

Mrs. Mitchell says the
information on the flyer consists of

Encore Music is tuned into your needs
If you're into music then you
should get into Encore Music.
In the music business for
many years, first in Scarborough
now in Uxbridge and the
Pickering Design Centre, this
store has it all.
Roland and Yamaha digital
pianos are hot right now and will
appeal to the accomplished
musician or a beginner that wants
to explore a variety of music
possibilities.
With these new pianos there's
no tuning, no lugging, just plenty
of fun.
You can also change the
software to transform your piano
into a drum machine, saxophone
or man• other instruments.
At Encore you can get into
the karaoke craze with many
machines for rent but book early
because they're in big demand.
Private music lessons are also
available for guitar, piano, wood
instruments and drums. The
sessions are one on one and cost a
very reasonable $15 per half hour.
Right now at Encore, Roland
is introducing the Advantage
Card so you'll be able to get a
credit line with no payments or
interest for six months.

179 CASIMIR ST., Port Perry (905) 985-7100
The role of the staff at UNITED AUTO PARTS AJAX INC. is to
accumulate a good in -stock inventory of automotive components
from the most reputable producers and to make these goods
readily available. This is accomplished through their sales counter
which is devoted to aiding do-it-yourselfers and wholesale
customers alike. Fast delivery service is provided to the area's
mechanics, repair garages, auto collision and painting shops, to
ensure that service bays and hoists are not half up unnecessarily.
This wholesale -retail auto parts business opened in Ajax in 1982,
with a Pickering location later opening in 1985. Those 2 stores
were centralized into a new Pickering location in the Spring of
1992. UNITED AUTO PARTS AJAX INC. is jointly owned by BOB
BROWNLEE along with UAP INC. In January 1994, they took
over an existing UAP/NAPA store in Port Perry.
There are now over 700 Canadian UAP/NAPA associate
locations, over 6,500 associates throughout the U.S. as well as
major warehouses for effective distribution.
These stores can boast of an extensive inventory of auto parts
featuring many national brands as well as many premium quality
parts marketed under the private UAP/NAPA label; all parts meet
or exceed original equipment manufacturers (O.E.M.)
specifications. The selection ranges from filters, belts, hoses, parts
for starting and charging systems, as well as tools, gauges, wiring
supplies, lubricants & fluids, car care products, auto body/painting
supplies, and so much more. A machine shop service is available,
with cylinder head reconditioning a specialty.
Mechanics in the area will often find a superior quality product at
UNITED AUTO PARTS AJAX INC. which will likely require less
frequent replacement, keeping their clients satisfied as well.

Plenty to enjoy at 1994 Durham Art Fest
❑ Artists brought
together from around
Durham Region to
showcase their talents
By JOHN DUJAY
SPECIAL TO THE NEWS ADVERTISER
DURHAM — Durham's
unique arts festival has found a
fascinating home for 1994.
Art Fest will be based at the
Al-er Press Building, 61 Charles
St.. from Sept. 16 to Oct. 1 to
give the festival an enchanting
appeal.
What is this unique
environment? It is empty
factories, abandoned warehouses
and street corners. Co-organizer
Steven Frank says the festival
encourages artists to "try things
on different scales."
However, they are not
encouraged to just make a mess
in the name of art and then take
off.
-What you bring on site, you
remove," he says of the festival's
strict policy.
Co-organizer Gary
Greenwood says Art Fest tends
to bring artists closer together.
They see themselves as being
pan of a larger community."
The communi.;, feeling helps
make the festival what it is. "It
wouldn't happen if it wasn't for
the landlords and the artists
pulling together to make it
happen." says Frank.
Some may be overwhelmed
by the strangeness of the art,
which in the past included dead
tree limbs hanging from
warehouse rafters, and three 100 -
square -foot metal doors.
According to Frank. though,
"There's a lot they enjoy and
there's a lot they don't
understand, but that's the fun."
And the artists look forward
to the opportunity.
"When you're in an old
factory, you're given the
opportunity — with the
landlord's permission — to
possibly paint the. walls. In a
place like the Art Gallery of
Ontario, they might not be so
excited about it," explains Frank.
"It gives the artist an opportunity
to really let themselves go."
According to Oshawa artist
Greenwood, the festival "makes
the region aware of the richness
of the an community"
Last year, there was a great
controversy when Bill Lishman
created a 23 -foot wire statue of a
pregnant nude with a six-foot
man inside the belly.

However, this year he'll be
displaying a less
controversial work.
Although last vear caused
a stir, it was not what the

lie says Art Fest was designed
to bring it all together.
From the beginning,
organizers wanted to do
something different than the
traditional, serious art gallery
exhibitions.
"The idea is to show non-

Terry Fox. Runs aim for more runners, revenue
By AL RIVETT
SPORTS REPORTER
AJAX-PICKERING — The Terry Fox Runs in Ajax and
Pickering have grown every year, and organizers would like
to see even more participation in the events Sunday, Sept.
18.
Last year, the 14th annual Ajax run attracted more than
300 people and raised about S18,000 for cancer research.
This year, the goal is for a modest increase in the number of-
runners
frunners and revenue.
"We've experienced steady growth over the years," notes
Brian O'Connor, Ajax run co-ordinator for the past seven
years. "We'd like to see S20,000 raised and more than 300
people come out this year."
Meanwhile, the Pickering run had 170 participants last
year when about S8.400 was raised for cancer research. This
year, organizers hope: to attract about 200 people and near
the S 12,000 mark.
"We've done a lot more advertising: than we did last
year," notes Pickering run co-ordinator Charlene Quinn.
"We also have more door prizes. We've had a lot of
businesses donate prizes for draws at the end of the run."
New this year is the starting and end point for the 10 -
kilometre run in Ajax. This year, Rotary Park's pavilion will
serve as the headquarters for the event. The run gets under
way at 10 a.m., although participants can start as late as
noon.
The Terry Fox Run route is a little bit different this year,
notes O'Connor. but it will stick, for the most part, to streets
along the Ajax waterfront.
The Ajax Kinsmen Club will host a barbecue on a
voluntary -pay basis atter the run. The hand Sma k Dabb will
entertain everyone at Rotary lark between 10:30 a.m. and 1
p.m. and families are welcome to stay and have a picnic
following the marathon. "We want to make it a tiunily-type
day." says O'Connor.
CFTO-TV weekend news anchor and Ajax resident Bill
Hutchison is serving; as honorary chairman for the Ajax
Terry Fox Run this year.
Hutchison has been involved with the Canadian Cancer
Society for the past live years and has participated in the
Ajax run for the past two years. To get involved in an
official capacity with the event was a natural extension for
him.
"Brian (O'Connor) called me up to see if I would help
out," says Hutchison. "I'll help promote the run in any way i
can."
To that end, Hutchison taped a TV show at Rotary Park
recently on the Terry Fox Run. It will air on Ajax Cable 10
over the next little while.
In Pickering, the 10 -kilometre run will start and finish at
the Pickering Recreation Complex. The route will take
participants along Hwy. 2, west along Glenanna Rd. to
Dixie Rd., then north on Dixie Rd. to the railway tracks. The
route then circles back to the complex. The entire course
will be marked with balloons.
The official start of the Pickering tun is 10 a.m., although
participants can start as early as 9:30 a.m. or as late as 12:30
p.m.
Pledge sheet are available in Ajax at the Ajax
Community Centre and the Ajax Public Library and in
Pickering_ at the Batik of Nova Scotia. Kmart, the Canadian
Cancer Society, and all recreation facilities and libraries.

V Recycler's Report
Paper oxnextin reduction
metal that contaminates paper for recy-
cling and vice -versa.
PPEC is a national coalition of pro-
ducers and converters of paper-based
packaging. Since 1990, it has earned a
reputation for quick and practical action
on environmental issues.
Until the Paper Box is a reality, you
can help by recognizing all OCC in your
home and place of work.
Pizza boxes, moving boxes and even
some types of displays are made of cor-
rugated cardboard.
When you are ready to discard this
type of resource material, flatten and
bundle it in manageable amounts and
place beside your bagged newspapers.
Also, you may be able to send your
unwanted paper with the working mem-
ber of your family whose office is able to
accept additional mixed paper.
BY LARRAINE ROULSTON
RECYCLING COLUMNIST
In August, the Paper and Paperboard
Packaging Environmental Council
(PPEC) welcomed the private -sector ini-
tiative for the Paper Box concept.
Many municipalities, including
Durham, collect old corrugated container
board (OCC) from depots as well as from
Blue Box pick-ups.
However, PPEC spokesman John
Mullinder says, "The existing Blue Box
system is just not delivering the amount
of paper we need for recycling. We
import thousands of tonnes of used OCC
and boxboard trim, which we make into
recycled packaging, from the United
States each year. Similar type fibre is
right here in our own backyard, but we
can't get enough of it.The Paper Box
could give us the paper we need."

Metro Waste Paper Recovery Inc. has
come up with a concept that could recov-
er all the recyclable paper from Ontario
households, and newspaper publishers
and producers of paper-based packag-
ing have welcomed this initiative.
It's suggested that househo
ers receive the Paper Box
complement the existing
Blue Box.
The Paper Box would be
only for paper fibre, such
as newspapers, magazines,
flyers, telephone books,
envelopes, junk mail, corru
gated boxes, cereal and det
gent cartons, paper grocery bags and so
on. The Blue Box would continue to be
used for food, glass and metal containers
and the PET plastic pop bottles.
Many paper mills want to obtain more
used paper for their operations.
MacMillan Bloedel Ltd. in Sturgeon
Falls and St. Laurent Paperboard Inc. in
Quebec have both converted virgin mills
to 100 per cent recycled.
Those packaging mills still using
virgin fibre have also
ncreased their recycled con-
tent.
