And, it's just another example of downloading from senior government to local levels, they contend. A federal government committee looking at alternatives to the Goods and Service Tax (GST) is considering recommending the end of GST tax rebates for school boards. School boards currently receive a 66 -per cent GST rebate, which means they pay about one-third of the seven -per cent tax to the feds, or around 2.2 per cent. But the government's plan to replace the GST with a value-added tax, which would be set at around five per cent and be levied on additional items such as groceries and drugs, includes ending the rebate system for local levels of governments, as well as hospitals and universities. "We're continuing to monitor the program and will be meeting with parents of kindergarten children in October to talk about some concerns they might have," says Sheila Hooker, spokesperson for a group calling itself For Quality Kindergarten, which opposes full-day kindergarten. Although the program is set to take effect at elementary schools across the region on Monday, Sept. 19, parents' opposition to the program has not dwindled, according to Mrs. Hooker. In fact, the opposite is true, she says. "There is no resignation among parents. While we might not be able to get this changed this year, there are many new parents with children who are coming up who are opposed to this program.- Parents rogram-Parents are convinced the program will result in added stress for both kindergarten teachers and students. Children will be bored and tired by the end of the day, while teachers will be stressed out because they are overworked, opponents say. The Ontario Public School Board Association, for example, is lobbying the federal government to keep the GST rebate program, which has been in effect since the new tax was first introduced by Brian Mulroney's Progressive Conservative government. "School boards were instrumental in getting the rebate and we're lobbying hard to make sure it remains," says Mr. Cain. Ontario Riding MP Dan McTeague says he is opposed to many of the standing committee's recommendations, including the elimination of the rebate program for school boards and municipalities. "It doesn't make sense to rob Peter to pay Raul,- he says. At the same time, Mr. McTeague supports hamronization between the federal and the provincial governments, which ane responsible for funding education. Mr. McTeague says the feds won't make a final decision on the conunittee's recommendations until next summer. We reserve the right to edit letters for length and legal reasons and to withhold letters Give it a shot School isn't even in yet for public school kindergarten students across Durham Region, and already it's being called a failure by parents opposed to the program. Certainly parents have a right to be concerned about the quality of education of their children. It's true, too, that they should be vocal about their children's education. But the school year isn't in yet. The decision to implement all -day, alternate -day kindergarten (whether you agree with it philosophically or not) was reached in a democratic fashion. And contrary to the opinion of Sheila Hooker, the chief spokesman opposing the program, residents across the region were consulted through a series of public meetings on this sticky kindergarten issue. Both critics and proponents of the issue can draw from reports that prove their side of the issue. But seeing the program in action will prove far more conclusive. If it isn't working, opponents of the plan should mount a campaign to get their message out — that, too, is one of the benefits of living in a democracy. All -day, alternate -day kindergarten may well be rooted in finances, but it does have some merit and can succeed if it is managed properly, with the best interests of Durham Region's youngest students in mind. Giving the program a chance to prove itself before sounding the death knell is the only proper course of action at this point. And keep in mind that children are always full of surprises. Pickering councillors recently requested a report from staff on public and media participation at various Town meetings, including sessions of council, get-togethers of the museum advisory committee and ice allocation meetings. When the report was submitted to council early in August, Dave Ryan, a board member of Pickering -Ajax Citizens Together (PACT) for the Environment, asked that it be circulated to ratepayer and other community groups for their comments on who is allowed to speak up and when at Town meetings. He notes any citizen who wants to speak before council has only to contact the Town clerk by the Friday before council's usual Monday night meeting and ask to be placed on the agenda - "Ninety -nine times out of 100 that wish is granted," says Mr. Sheffield, explaining the request might be denied if the issue the person wants to talk about is not a Town matter. Even if they don't get to the clerk on time, adds Nt. Sheffield, citizens may have their say simply by appearing at council and convincing a politician to make a motion to have them beard. The staff report presented to council includes a table which lists which meetings the public may participate in "by right" or "by leave" of council. According to the table, the only meetings at which the public has a right to speak (rather than requiring the "leave" or permission of council) are statutory public meetings like the ones held on rezonings; council meetings when certain matters such as road closings and zoning bylaws are discussed; statutory committee meetings such as those held by the Committee of Adjustment; and p u b l i c 1, information meetings such as those held for a district plan Dave Ryan review. The public may only participate "by leave" at council meetings when most non -planning matters are discussed, and at council committee meetings. And the public is not listed as a participant at Town advisory committee meetings (eg. Mr. Sheffield notes that in many cases citizens are welcome to participate at the meetings for which they aren't listed as "participants" at the discretion of the meeting chairman. He says some meetings need to be held in private simply for the sake of efficiency. He offers as an example ice allocation meetings where ice time at Town facilities is meted out to various sorganizat�ports . "To have to do that in a public forum may take four or five tunes as ; long:- says Mr. Sheffield. The Town manager adds that any matter discussed at any of the meetings at which the public is not i listed as a participant must ultimately go to council for approval, where citizens may carne forward to speak On it. But Mr. Ryan maintains the public should not be formally left out of meetings such as advisory group, policy group or stakeholder meetings, even though they may sometimes be allowed to participate. "I can see where there are sensitive personnel issues that have ID happen m -camera (behind closed doors)," be explains, "butt you have to make every effort to minimize those situations." Mr. Ryan believes it's not enough that all issues, even those discussed at closed meetings, eventually end up before council for a decision. "The way the decision was arrived at is as important and sometimes more important than the decision.' Tom Mohr, president of the Pickering East Shore Community Association, doesn't see any real need for changes to the Town's current practice on meetings. "In the past it's been quite open enough," he says. "Sometimes in a council situation I don't always get to say what I want to, but some of that is parliamentary procedure; you can't debate from the floor." He believes the Town is being reasonable about holding some of its non -council meetings behind closed doors "as long as they come out to the public to ratify whatever decisions are made". The Spartans won the three-day Ontario Baseball Association (OBA) championship tournament in Woodstock, Ontario over the Labor Day weekend, going undefeated throughout .~- event. Ajax advanced to the final against London. Since Ajax was undefeated, London had to beat the Spartans twice in a row to win the title. But, th Spartans squeezed ou narrow 6.5 victory. Starting pitcher David went five innings, allowing five runs on 10 hits and striking out six batters. Nicholls worked the last two innings, allowing no runs on one hit and one walk while fanning one. Provincial teams from Ontario, Newfoundland, Quebec and Alberta played off for the right to meet defending national champions from British Columbia in the Canadian showdown in Vancouver on Oct. 8. Ontario was bolstered by five Wanderers — Owen Duncliffe, Karl Svoboda, Kevin Morgan, John Druce and Glenn Miller. Ontario won its first game 30-0 over Newfoundland. Kevin Morgan scored a try in the winning cause. In the tier one championship game, Ontario beat Quebec 11-3 to advance to the national title game against B.C. Ontario won the tier one crown last year, only to lose to B.C. in the national final. British Columbia has won the overall national title every year since 1982.
