Making her first attempt at elected office, Janet Ecker says, "I think the last two (provincial) governments we had have given us a record of taxing and high spending, and most voters want to change that." Ms. Ecker, who announced her candidacy Friday, says the Tories will run in the next provincial election on a platform entitled the Common Sense Revolution, which calls for lower income tax rates, a 20 -per cent cut in non- priority government spending,m reducing the size of governent, and creating jobs by freezing hydro rates and abolishing the labor bill and provincial payroll health tax for small businesses. An Ajax resident since 1956, Ms. Ecker's community involvement has seen her work as a member of the steering committee for the Durham Region District Health Council's Acute Care Study, with Ajax - Pickering United Way fund-raising campaigns, for the Durham YWCA and the organizing committee for the Durham Women of et Ecker Distinction Awards. She has also hosted a cable TV show in Ajax called Behind the Headlines. Ms. Ecker is the director of policy for the College of Physicians and Surgeons of Ontario. The Ontario government is currently in the process of passing Bill 163, a new piece of `reform' legislation aimed at changing the municipal planning process. And the effect of the new legislation will likely be felt by everyone who owns a home or business as well as those who live in rental accommodations. To their credit, the New Democrats at Queen's Park have admitted there is a problem with existing land use planning legislation. It's outdated, incredibly complex and overly - bureaucratic. 'lite result is higher costs for the entrepreneurs who build homes, plazas and apartment buildings. Not surprisingly, all those extra costs are passed onto the people who buy those homes, lease space in those plazas and rent those apartments. Public hearings are currently being held in centres across the province, including one Sept. 7 at 9:15 a.m. in the Oshawa Holiday Inn's Guild West Room. During those sessions the government is expected to collect information on ways to streamline and improve efficiency of land punning in Ontario municipalities. But the simplest solution is just this: Cut the progressively -more complex levels of bureaucracy (from the municipality all the way on up) and streamline the approvals process. The bencfWs would be welcomed by everyone concerned. Cash-strapped municipalities could save money through processing efficiently, developers will be able to put their concepts into something tangible in a shorter span and consumers will potentially benefit in more effective use of their municipal tax dollars and slightly lower prices for their homes, commercial enterprises and rental units. Little Samantha Ashley Martin came into the world around 9:30 a.m., weighing in at one pound and two ounces, or 513 grams. She was born by caesarean section, 15 weeks premature. "She's one of the smallest surviving babies ever born at Ajax and Pickering General hospital," says Tracy Paterson, the institution's director of community relations. Only a few hours later, Samantha was transporled to the neonatal intensive care unit at the Hospital for Sick Children in Toronto, where she was listed in "serious" condition at press deadline Tuesday. "They brought her up to me just before they took her to Sick Kids', says Samantha's mother, 21 -year- old Carrie Ann Martin of Pickering. "1 held her hand — her small fingers. GRANT ARNOLD DURHAM REGIONAL CRIME STOPPERS PICKERING - Crime Stoppers and the Durham Regional Police robbery squad are asking for the public's help in solving an armed robbery in Pickering on Jan. 26. At 4 p.m., a man casually walked into the Toronto Dominion Bank at 1822 Whites .Rd., approached the customer service counter, then announced in a loud voice that he wanted staff and customers to get into the vault. He carried a red duffel -type gym bag as if a gun was inside. The bandit told the manager to open the • money vault, but was unsuccessful because the vault was time -locked. He then took two tellers over to their tills where he received an undisclosed amount of cash, ordered them back into the vault and left the scene. The suspect drove south on Whites Rd. toward Hwy. 2 in a four -door, custom gold 1994 Buick Regal stolen around 5:30 p.m. New Year's Day from a Pickering car dealership when a thief drove it out through the rear bay door, causing rear -end damage and a broken rear window. After the bank robbery, the bandit drove to Rouge Valley on Twyn Rivers Dr. in Scarborough and robbed two males of their vehicle, a 1988 black Chevrolet Beretta, bearing Ontario plates 790 KHK. Before the suspect left this scene, he set the stolen Buick on fire.
