Over 50,000 mem- bers borrowed 929,000 iitems and used the t1 library's services over nte two million times, according to the library's recently -released 1993 ? annual report. The cause is the growth and subsequent decomposition of certain types of algae in Lake Ontario resulting from a rise in the water temperature. The odors can't be removed by the treatment processes available at the Region's water supply plants. Steve Schram, who lives in the area of Whites Rd. and Strouds Lame in Pickering, says the water coming from his household's taps started to stink around Thursday. "It's absolutely disgusting. Durham Regional Police report a czar was stolen from a residence on Post Dr. then dri%en to Whites. Rd. where it was stripped of its tires and set ablaze. The car is a write-off. Estimated dLamage is $5.000. Police are investigating whether there's a link between Wednesday's incident and the theft of a van from a Pcpperwood Gatc residence on Aug. 20. In last week's incident, the stolen van was taken to Brock Ridge Community Pari at the corner of Brock Rd. and Finch Ave. where it was driven into a fence and then set on fire. Charges were laid Friday against Shannonville Motorsports Park Inc. of Shannonville by the inspection and enforcement branch of the provincial Ministry of Consumer and Commercial Relations. The charges, under the provincial Amusement Devices Act, are for carrying on the business of operating amusement devices without a licence, operating an amusement device without a permit, operating an unsafe amusement device, inadequate barrier for the track surface, and improper fencing. And, the report points out, the library succeeded in encouraging more people to visit its branch locations, where usage increased faster than at its central facility in the civic complex. "The central library is overused and we have this difficulty of maintaining staffing when use is unbalanced," says Sandy Cameron, chief executive officer of the library. "The use it's getting is from the entire town when people could be getting a whole lot of things at their local branch" With the imbalance in use, explains Mr. Cameron, the central brunch is under a lot of pressure. He notes that during the school year students often have to work on the floor at the central library despite the fact it has 235 seats. Mr. Cameron believes one reason people have been attracted to the central facility is because it's more hospitable and comfortable. But he thinks some are now returning to the branch locations because insufficient space has made the central library less welcoming at times. People are also turning to the branch locations for positive reasons, adds Mr. Cameron. The collections of each branch have been reviewed and -fine-tuned- to meet the needs of users in each area of town. As well, a public education program has made people aware anything available at the central facility can he delivered to their branch within a day or two. The annual report also notes the library system has been closely examined and changes made to lower expenses so improved service can be provided at lower cost. Savings have come mostly from reallocation of staff, says Mr. Cameron, as well as capital purchases such as a voice mail system. The library has also saved money by limiting its role in some respects. Mr. Cameron explains that in 1992-93 the library board undertook the "harrowing process" of defining precisely what the facility should provide to the community. Board members decided its main role was as a resource and independent learning centre, while its secondary roles were to provide recreational reading and to serve as a door to learning and literacy for preschoolers. The board decided the library system could not take on or continue the jobs of being a research centre, school library service, or a community activity centre for things such as concerts or plays. Eliminating the latter "alone took a big load off', points out Mr. Cameron. Over each of the last three years the library has managed to decrease its operating budget by a small amount (two percent between 1993 and 1994) instead of waiting to have its allocation cut by Town council. Mr. Cameron notes the library board is grateful for the Town's recognition of the importance of the library system to the community. Mail Money's worth Sometimes, you have to spend money to save money. Taxpayers should end up doing just that by having sent local politicians to a three-day conference in Toronto, hosted by the Association of Municipalities of Ontario (AMO). The convention, with the theme of Staying Alive, aimed this year to help local governments spend shrinking budgets wisely and access federal and provincial funding. AMO conventions aren't new. What's newer is a growing trend among vigilant taxpayers to carefully monitor how elected officials are spending public dollars. As a rule, attending three-day conventions is a thing of the past for many politicians. But going to AMO could be beneficial for our councillors as they discussed municipal matters such as garbage, road repair and funding. It's a chance for them to meet their colleagues from other parts of Ontario and rub elbows with provincial party leaders, cabinet members and experts in municipal reform. We expect our politicians who attended the AMO meeting to have listened, learned and brought home some practical knowledge that can be applied to local governing. What we don't expect is to be presented bills for lavish dinners, jacuzzi suites and cocktail parties. We'll give our politicians the benefit of the doubt and assume they worked hard. At S500 a head, Durham taxpayers can be reasonably sure they're getting their money's worth out of sending politicians to AMO. According to Whitby mayor Tom Edwards, AMO has saved taxpayers S200 million in the last few years. We had a similar experience. When my older daughter. Paula, was 2 12, she fell off the end of a dock at my in-laws cottage on the Trent River where she was apparently 'fishing' with a skipping rope. Despite there being a family group of about 12 people around, it was a situation where everyone thought someone else was watching and no-one was. I was at the time, tending to her one -month-old baby sister. Fonnnary for us, my brother- in-law was fishing in a boat a little off shore and although be didn't see her fall, be heard the splash and Jumped in and swam to shore. My husband was getting a wait set up and saw my browher-in-law jump in and raced to the end of the dock. Between the two of them, they got her out. It was a very scary experience for all of us, except for Paula who unlike Tyler Poeta, never realized she was in any danger. 'I held my breath, Mom, like at Parents and Tots'. However, she could not swim to the ladder. Ibis event happened 17 years ago. Life jackets then were poody designed Compared to these days and were keyhole type affairs that were most bulky and uncomfortable to wear. We had slacked off in enforcing the 'always wear a life jacket' nhle with obvious discomfort she had when it was on. Parents should never slack off when it comes to safety. Paula is now 1912 and going into second year at the university of western Ontario. Her sister Bonnie is 17. Both now have their Bronze Cross in swimming. We have never forgotten this incident and probably never will. It seean the Co-ordinator of Council Services wanted an opinion from a responsible person at this newspaper on a repoµ drafted by the Town Manager dealing with who sbould and sbouldrht be allowed to attend and participate in various meetings of Pickering -council and its sundry committees. We're sure someone responsible at the News Adveriser will voice their opinions on 'Repan No. M 121'94', premnably the sequel to that blockbuster hit Report No. N 12/94', either directly to the author or through earnest, thoughtful editorials. But, were here to voice the opinions of the common man and the common woman, the commoner, that is, who's gifted as we are with an offbeat sense of humor. OK, we've been diagnosed as very sick and troubled, likely to someday wreak great havoc during a solemn church gathering or to do great harm in acrowded fast-food joint. Spanish Heritage Language programs are open to children from kindergarten to Grade 8. Activities will include folklore, pinata crafts and bingo vocabulary games. The emphasis is on conversational experiences in addition to listening, repeating, reading and writing. No Spanish background is required and there is no cost for the program. The children's programs will be offered Wednesdays at 5:30 p.m. at Central Collegiate Institute and Saturday mornings at St. Christopher Catholic School, both in Oshawa. The Whitby classes will run on Thursdays at Henry Street High School. Classes start in mid-September. To register, call Mrs. Arnold at 579- 2334. Conversational Spanish courses for adults will be offered Monday and Wednesday evenings at Central Collegiate. Also, a conversational business course will be available to teach businessmen how to make contact by phone, present their company's products and eat out with business associates. Videos trace hospital from past to present AJAX-PICKERING — Ajax -Pickering General Hospital has received a donation of copies of two videos which will now be available for borrowing by members of the public. Thanks to the generosity of the donor, Maclean Hunter Cable 10, the two videos were produced at no cost to the hospital and can be signed out free from the hospital community relations department in its Harwood lobby. They have been broadcast on Cable 10. One video — Forty Years of Health Care — recounts the history of APGH through interviews with hospital staff, physicians and volunteers, as well as still photos and archive film footage. The other video — Make Room for Baby — was produced for the hospital's fund-raising campaign to pay for the renovation and refurbishing of its maternal and newborn services department. It introduces the new department and the campaign.
