Youth charged in $1,000 bill caper
AJAX - A grand story has resulted in charges being laid over a found S1,000 bill.
Durham Regional Police Inspector John Hamilton says a 17 -year-old youth has
been charged with theft over S1,000 after claiming some lost money.
The incident began on Thursday, July 21, when a 19 -year-old Ajax man found a
$1,000 bill outside the Wal-Mart store in the Harwood Place Mall and turned it in to
store employees. A short time later, another youth came into the store and said he'd
lost a $1,000 bill and asked if anyone had found it.
The youth's home was called and someone claiming to be the boy's mother said the
money had been won the night before at a bingo hall in Toronto. The youth was given
the bill.

The Grade I 1 student at Ajax
High School and the youngest of
five children, Trevor had plans
to attend college or university,
his mother says.
"He was a good student who
had As and Bs. All his brothers
had gone through high school.
He was the last one to get
through high school," she says.
He also loved baseball, active
with the Ajax Spartans Minor
Baseball Association, and
enjoyed skateboarding and
playing hockey.
Trevor was also extremely
close to his brothers and
stepbrothers, who range from 19
to 23 years of age.
That closeness is now
sustaining the family through
the tragedy, Mrs. Warne says.
"The boys are holding their
own. They're supporting one
another," she says.
Funeral services for Trevor
were held Monday in Ajax.

shows.
The festival is being held
from Friday, Sept. 9 to 11, at
the Ajax Community Centre.
Since its inception. the
festival has raised more than
$96,000 and proceeds have gone
to the Ajax and Pickering
General Hospital expansion,
projects for seniors and youths,
and the Ajax -Pickering
Salvation Army food bank.

Allan Pilkey announced last week
Vial the Ministry of Education and
Training will provide a grant of
$514,200 for technological
education to Durham Region's
public and separate school boards.
The funding is part of the
Technological Education Program
and Renewal Fund, a five-year,
S60 -million initiative through
which approximately 600 of the
730 eligible secondary schools in
the province have received
provincial money to develop new
curriculum in broad-based
technologies.
The funds assist boards in
acquiring new computers and other
equipment needed to implement
programs in communications,
construction, technical design,

cruisers around 6:30 p.m.

The officer then called for
assistance and waited for the
driver of the vehicle to return.
When the man returned, he got
into the stolen car, placed the
vehicle in reverse and smashed
into the police cruiser causing
"extensive damage," Insp.
Hamilton adds.
The man then continued to
resist arrest "quite violently" and
was subdued with pepper spray.
The sr!spect was finally
handcuffed with the assistance of
three citizens who observed the
fracas.
The man was then placed in a
second cruiser and proceeded to
damage the vehicle by kicking the

door, window and interior, the
inspector says.
Following the man's arrest it
was determined he was also
wanted by York Regional and
Metro police on numerous other
charges. Police also recovered
several stolen items from the
vehicle.
A 42 -year-old man of no fixed
address is charged with theft over
$1,000, theft under $1,000,
possession of stolen property over
51,000, possession of stolen
property under $1,000, mischief
causing damage over $1,000,

$1,000 and assault to resist arrest.

Sports stars are often maligned for their inflated
salaries, and the larger -than -life egos which go along with
them.
However, in our very own sports star, Glenn Healy of
the National Hockey League Stanley Cup champion New
York Rangers, you'll find nothing but a class act.
That class was evident in our two towns last
Wednesday. when Mealy took Lord Stanley's mug on a
whirlwind tour. The Cup, the symbol of our national
obsession with hockey, was touched, photographed, and
mostly adored by local hockey fans as Healy and an
entourage of friends took it on a local tour.
He took it to Ajax and Pickering General hospital's
pulmonary ward and children's floor; to children's camps:
to his old Bay Ridges neighborhood; to the restaurant
which had sponsored his minor hockey teams; to the
homes of his former coaches, as well as to the Ajax
waterfront.
"Through it all, the Rangers' goalie was gracious to all
those, especially youngsters, who marvelled at the Cup.
Even at the end of a long day, which began at 7:30 a.m.
that morning, when the long, black limousine pulled up to
healy's Ajax home, the hockey star still delighted in
seeing the faces of friends, neighbors, and the curious.
The next day, Healy joined several Rangers'
teammates at the hospital for Sick Children in Toronto
where the Cup and the players helped lift the spirits of
some special kids.
It was, to say the least, a poignant look at how a sports
star used his influence and good will to make a lot of
people in our towns very happy.
Well done, Glenn Ilealy. The best of luck next season.
Your generosity with your time is admired and you're an
inspiration to the people of Ajax and Pickering.

♦ NOISE COMPLAINT
Residents sound off at unnecessary study
To the editor,
I am writing in regards to your article by Keith
Gilligan entitled "Shhhhhhhhh" in the Aug. 3.
issue of your newspaper. We are part of the
neighborhood described in the article.
When my husband and I were contemplating
buying our home in Wesmey Heights five and a
half years ago, we stood several times in the
backyard and thought long and hard about
whether we could live with such a small property.
Our previous home of five years south of Hwy. 2
in Ajax had a much larger back yard and more
privacy due to the large kis we backed on to. We
look a gamble and bought, and have never been

hwpier
We live in a wonderful neighborhood and
even our young c bddren have commented on the
community spirit that we have discovered here.
Our neighbors have shwed cups of coffee, an egg
or loaf of bread in a pinch, street firworks, chats
and free advice (everything from gardening to
computers), baby showers, power tools and
Christmas open houses. We are lucky and grateful
to be part of such a kind and generous
community. There have been no noise problems
whatsoever, in spite of living in relatively close
quarters.
We expect to hear lawnmowers and air
conditioners as part of 20th century suburbia. And
we do not outsider the sounds of children playing
and adults chatting to be noise pollution, only a
reflection of the happy environment we live in.
I am surprised an Addley Cres. resident finds a
need for a noise pollution survey, given our
favorable opinion of neighborhood noise levels
and the protection our current bylaws offer to
pnalect her firm unreasonable noise.
I know Ms. Cindy Davidson also wrote the
Toronto Star and asked for people with noise
complaints to call her to be included in her
survey. I have a strong objection to a stuvey
conducted in this manner, and clearly the profile
she is attempting will not give a fair, unbiased
view of the majority of people. I sincerely hope
politicians receiving it do not give it any validity
and stick to studies conducted in a scientific
manner.
I would suggest persons who have an extreme
need for absolute peace and quiet look at older
homes in south Ajax with substantially larger lots,
or even to special adult housing where children
are prohibited.
In conclusion, I find the newsworthiness of
this article questionable, but even worse, one of
your reporters has singled out a family in this
article without checking other sources on the
validity of the negative comments made by Ms.
Davidson. I know many other residents in our
community are offended by the articles, and 1
trust you will print the point of view rep menled
by the majority.

Raison, Ajax ballroom dancers Les
Green and Eleanor Wight, and
Pickering singers Beverly and
Steve Tullett, who are Part of the
western quartet Down on the
Corner Gang with Bonnie Cowie
and Bruce Mortimer of Clarington.
The Down on the Comer Gang
was founded six years ago when
the four found they shared an
interest in western music. The
group has performed at country flea
markets, Canadian Legions and
other service club affairs, seniors
lodges and nursing homes from
Lindsay to Toronto and numerous
birthday parties.
Among the songs they plan to
sing are Mountain Dew, Rocky
Top, Rock My World Little
Country Girl and Boot, Scoot and
Boogie.
Mr. Raison began playing
musical instruments as a young boy
living in Leeds County in eastern
Ontario. Soon he was playing
banjo, guitar, mandolin and the
piano.
Before, during and after World
War 11, Mr. Raison played in dance
bands. In 1966, he moved to
Pickering and continued to pursue
his music.
For the matinde show, he'll
accompany singer Philip Rogers in
a rendition of favorite love songs.
Les Green and Eleanor Wight
have made ballroom dancing one
Of the prime intert's�s in their lives
for five years. They'll give an
international style competitive
ballroom dancing display for the
show.

Proposed IWA Landfill Waste Disposal Site for
Durham Region
AJoirn Board (members from the
Environmental Assessment Board and
the Ontario Municipal Board) will hold a
public hearing regarding a proposal by the
Interim Waste Authority Ltd to proceed with
an undertaking, namety, a landfill waste
disposal site known as Site EE 11 located in
the Regional Municipality of Durham on all or
parts of Lots 21 to 25. Concession 3 within
the Town of Pickering including all ancillary
facilities, and in this regard, the Interim
Waste Authority Ltd. is seeking all necessary
approvals respecting the acquisition.
including expropriation. of land and the
establishment. operation, maintenance and
closure of the undertaking The site is
proposed for the disposal of approximately
6.6 million tonnes of non -hazardous solid.
industrial. commercial and municipal waste.
The purpose of a Joint board hearing is to
hear all of the issues related to the
undertaking at one time. rather than having
two or more separate hearings by two or
more separate boards The Acts being

approvals being sought are outlined below in

both for the preliminary meeting and the
preliminary hearing.
After the deadline for filing of the
registration form. staff of the Office of
Consolidated Hearings will invite registrants
to attend a preliminary meeting which will
be scheduled for late September 1994. to
discuss how registrants can participate in
the hearing. The exact date. time and
location of the preliminary meeting will be
sent to all registrants

BACKGROUND
In Apr... 1991 the Minister of the
Environment and Minister Responsible for
the Office for the Greater Toronto Area
('GTA-) announced that three landfill waste
disposal sites would be sought by the Interim
Waste Authority Ltd (the'fWA-). (a) one site
in Durham Region servicing Durham's
residual waste disposal needs: (b) one site
in Peel Region servicing Peel's residual
waste disposal needs. and (c) one site in
Metropolitan Toronto or York Regan to serve
the residual waste disposal needs of these
two upper -tier munloWlnties
Based on the IWA s landfill site search and
selection process in Durham Regan guided
by the Waste Management Act. 1992 and the
Enwrorunental Assessment Act. the IWA
seeks approval to proceed with an
undertaking. namely. a landfill waste
disposal site located on all or parts of Lots
21 to 25. Concession 3 within the Town of
Pickering and including all ancillary tacilities.
and in this regard, the Interim Waste
Authority Ltd. is seeking all necessary
approvals respecting the acgwsition.

The development of the facility will result in
the realignment of a 230 kV Ontario Hydro
transmission line and a Trans -Northern
Pipelines Inc. pipeline.
STATUTORY AUTHORITY
Approvals are being sought under the
following legislation for the following facilities
(and hearings in regard to such approvals
are. or are to be. consolidated in this hearing
before the Joint Board):
• the Consolidated Hearings Act. R.S.O.
1990. c. C.29. as amended. permits the
consolidation of several hearings that are
or may be required:
• the Environmental Assessment Act.
R.S.O. 1990. c. E 18. as amended. under
which approval for the ewronmental
assessment and approval to proceed with
the undertaking is sought:
• the Waste Management Ad. S.0 1992.
c- 1 (previously Bill 143). as amended.
under which are sought approval for the
environmental assessment, approval to
proceed with the undertaking and
approval to close a road. namely a Town
of Pickering road allowance.
• the Environmental Protection Act, R.S.O.
1990. c E 19. as amended. under which
approvals are sought for the
establishment and operation of a landfill
waste disposal site and under which a
decision is sought as to whether certain
municipal by-laws should apply to the
proposed landfill waste disposal site:
• the Ontano Water Resources Act. R.S.O.
1990. c. 0.40. as amended, under which
approvals are sought for a leachate pre-
treatment facility bated within the landfill
waste disposal site boundaries, a sewage
line to convey the partially treated
leachate to the local sanitary sewer
System and facilities for the collection.

Durham is sought in regards to the
undertaking.

E.26. as amended. under which approval
is sought to expropriate lands for the
landfill waste disposal site. for site access
road Improvements and, for the leachate
sewer line from the landfill waste disposal
_site to the local sanitary sewer system. as
well as to determine if the taking of lands
is fair. sound and reasonably necessary.
• the Lakes and Rivers Improvement Act.
R.S.O.1990. e. L.3. under which approval
is sought to construct outlet woks from a

The IWA is an -Expropriabrg AuMdrily"
Pursuant to section 3(1) of the Waste
Management Act for the purposes d
expropriati g land. An expropriating
authondY must apply to an 'Approving
Autf>att " for approval to expropriate and
give notice of such application to aN atlected
land owners. any of whom may request a
hearing before an *Inquiry Officer" for the
Purposes of determining whether the
expropriation is fair, Sound and reasonably
necessary to achieve the objectives of the
expropriating authority (the IWA). If
requested, a hearing would be held before
an Inquiry Officer.
In this case, apart from anyone else
requesting a hearing, the IWA has requested
that a Joint Board be established to hold the
hearing that might otherwise be held by an
Inquiry officer. Thus. the hearing and the
decision on approval will be consolidated
under the Consolidated Hearings Act and
the Joint Board will act as the Inquiry Officer
and the Approving Authority. The hearing of
necessity being conducted by the Joint
Board. which is consolidated with the other
hearings, will deal with the necessity of
expropriation. It will not deal with
compensation for such lands as outlined in
the Expropriations Act.
The commencement of these expropriation
proceedings does not override the IWA's
commitment to negotiate a fair settlement
with affected landowners. Only as a last
resort. if the IWA is unable to reach
agreement with a landowner for the
purchase of needed land, will the IWA
complete the expropriation of the lands for
the leachate sewer line and site access road
improvements.
The leachate sewage line will be
constructed around the perimeter of the
Brock West Landfill Site on lands owned by
the Municipality of Metropolitan Toronto and
within public road allowances. It is the intent
of the IWA to determine the most
appropriate location for the sewage line in
consultation with the relevant municipalities.
Only as a last resort will the IWA complete
the expropriation of the lands required for
the leachate sewage line and site access
road improvements.
It will be necessary to construct additional
lanes adjacent to the site entrance on
Taunton Road to facilitate site access. The
IWA intends to seek the cooperation of the
Regional Municipality of Durham with
respect to those road improvements. Only
as a last resort will the IWA complete the
expropriation of the lands required for those
road improvements and. in that event. it is
intended that the expropriated land. with the
road improvements completed, will be
returned to the Regional Municipality of
Durham.
INTERVENOR FUNDING
Under the !r.rervenor Funding Progect Act.
R.S.O 1990. c.1.13. as extended by
O.C.819/92 dated March 11. 1992, funding is
available to assist groups or individuals to

interest. This funding may be given to
groups or individuals who have been given
party status and who can show to tris

affect the public interest and that they satisfy
tris eligibility criteria listed in the Act. Where
Possible. the Board encourages groups or
individuals to loin with others who have

of work

STATUTORY AUTHORITY
Approvals are being sought under the

treatment facility bated within the landfill
waste disposal site boundaries, a sewage
line to convey the partially treated
leachate to the local sanitary sewer
System and facilities for the collection.

is fair. sound and reasonably necessary.

The IWA is an -Expropriabrg AuMdrily"
Pursuant to section 3(1) of the Waste
Management Act for the purposes d
expropriati g land. An expropriating
authondY must apply to an 'Approving
Autf>att " for approval to expropriate and
give notice of such application to aN atlected
land owners. any of whom may request a
hearing before an *Inquiry Officer" for the
Purposes of determining whether the
expropriation is fair, Sound and reasonably
necessary to achieve the objectives of the
expropriating authority (the IWA). If
requested, a hearing would be held before
an Inquiry Officer.
In this case, apart from anyone else
requesting a hearing, the IWA has requested
that a Joint Board be established to hold the
hearing that might otherwise be held by an
Inquiry officer. Thus. the hearing and the
decision on approval will be consolidated
under the Consolidated Hearings Act and
the Joint Board will act as the Inquiry Officer
and the Approving Authority. The hearing of
necessity being conducted by the Joint
Board. which is consolidated with the other
hearings, will deal with the necessity of
expropriation. It will not deal with
compensation for such lands as outlined in
the Expropriations Act.
The commencement of these expropriation
proceedings does not override the IWA's
commitment to negotiate a fair settlement
with affected landowners. Only as a last
resort. if the IWA is unable to reach
agreement with a landowner for the
purchase of needed land, will the IWA
complete the expropriation of the lands for
the leachate sewer line and site access road
improvements.
The leachate sewage line will be
constructed around the perimeter of the
Brock West Landfill Site on lands owned by
the Municipality of Metropolitan Toronto and
within public road allowances. It is the intent
of the IWA to determine the most
appropriate location for the sewage line in
consultation with the relevant municipalities.
Only as a last resort will the IWA complete
the expropriation of the lands required for
the leachate sewage line and site access
road improvements.
It will be necessary to construct additional
lanes adjacent to the site entrance on
Taunton Road to facilitate site access. The
IWA intends to seek the cooperation of the
Regional Municipality of Durham with
respect to those road improvements. Only
as a last resort will the IWA complete the
expropriation of the lands required for those
road improvements and. in that event. it is
intended that the expropriated land. with the
road improvements completed, will be
returned to the Regional Municipality of
Durham.
INTERVENOR FUNDING
Under the !r.rervenor Funding Progect Act.
R.S.O 1990. c.1.13. as extended by
O.C.819/92 dated March 11. 1992, funding is
available to assist groups or individuals to

Red Cross needsy ou
AJAX-PICKEMG - Two blood donor clinics are scheduled for next
week and all blood types are urgently needed.
A clinic held on Friday, Aug. 5, at the Metro East Trade Centre had a
target of 100 units, but only 73 units were collected.
The Ajax -Pickering branch of the Canadian Red Cross is holding the
upcoming clinics on Thursday, Aug. 18, and Friday, Aug. 19, from 2 p.m.
to 8:30 p.m. both days, at the Bay Ridges Branch 606 of the Royal
Canadian Legion, 1555 Bayly St., between Brock and Sandy Beach Rds.,
Pickering.
The target is 200 units each day.
People must wait at least 56 days between donations and present their
Red Cross donors card or identification with a photograph.

Area athletes win medals
at national Legion meet
AJAX-PICKERING - A pair of area track
athletes tore up the track en route to numerous
medals at the 18th annual Royal Canadian Legion
Dominion Command (Canadian) Track and Field
Championships this past weekend
Devon Davis, 16, of Pickering, and Krissy
Liphardt, 14, of Ajax, competed in the high-calibre
meet for athletes 17 years of age and under at that
city's Terry Fox Athletic Facility.
All provinces and territories sent athletes to the
competition.
Competing in the midget boy's category at the
Dominion meet, Davis claimed two medals in the
jumping events, setting a new Canadian standard in
the process.
Davis won the triple jump with a leap of 14.48
metres, setting a new Canadian record which was
previously held by his brother, Sam Davis.
He also garnered a silver medal in the long jump
with a leap of 6.91 metres.
Meanwhile, Liphardt, competing in the bantam
girls' category, earned a gold medal in the 400 -
metre finals in a personal best time of 57.46
seconds.
After finishing
second in a heat of the
200 -metre race in a time
of 26.22 seconds,
Liphardt wound up as
the bronze medalist in
the final of the event in a
personal best time of
25.82 seconds.
She also won a
gold medal as a member
of the Oshawa Legion
Track Club's bantam
girls' 1,600 -metre relay
team. She ran the last leg
Krissy Uphardt of the race to finish the
race in a time of 4.06.43.
She also garnered a silver medal by running the
anchor leg for the club's bantam girls' 4 -x -100 -
metre relay team.

More than 600 top swimmers
competed at the national meet,
including the 20 women and 23
men who will represent Canada
at the Commonwealth Games.
Flood came away with two
silver medals in her specialties
— the 50 -metre and 100 -metre
breaststroke with very
respectable times of 32.90
seconds and 1 minute 10.90
seconds, respectively, which
were close to her personal bests
of 32.69 and 1:10.25.
She won a spot on the
Canadian team at the
Commonwealth Games Trials in
Victoria in March. She won a
gold and two silver medals in
the 50, 100 and 200 -metre
breaststroke events at the trials.
Flood's NCAA four-year
eligibility ended this year. She
started swimming for the
Villanova Wilcats Swim Team
in 1991. At the Big East
Conference Championships that
year, she won both the 100 and
200 -yard breaststroke event,
placed third in the 200 -yard
individual medley and swam on
tw6 championship relay teams.
For these accomplishments she
was named the outstanding
performer of the meet.
Also in 1991, she was named
the Eastern Women's Swimming
League's Swimmer of the Year
and gained All-American honors
at the NCAA Swimming and
Diving Championships by
fmishing eighth in the 100 -yard
breaststroke.
On March 21, 1992, Flood
accomplished something that no
other Villanova swimmer had

ever done before — she won a
NCAA individual swimmin
championship. She swam a

PICKERING - The Pickering Power LOEB Glendale under -14
boys' rep soccer tear finished as runners-up at the Md ughlin
Invitational Soccer Tournament in Oshawa on the weekend.
After winning the first two games to qualify for the
championship contest, Pickering Power
dropped a 2-0 decision to the Scarborough
Blues, the top-ranked team in the Central
Soccer League, at Oshawa's Civic
Stadium.
Power opened the tournament with a
4-0 victory over North Scarborough,
followed by a 3-0 shutout of the host
Oshawa squad.
Team members are Andre Abidakun,
