RACEWAY WHERE PICKERING GIRL WAS KILLED NEVER INSPECTED BY MINISTRY
By SAL BOAINIARITO
STAFF REPORTER
PICKERING - The owner of the
Shannonvilie Raceway go-cart
track where a 10 -year-old
Pickering girl was killed last
Thursday was operating without a
licence, says a spokesman for the
Ministry of Consumer and
Commercial Relations, which
licenses and regulates businesses in
Ontario.
-He was operating without a
permit. We didn't know the track
was operating and therefore the
track was never inspected. We have
no record of the track
configuration," said ministry
spokesman Tom Zach.
Following the accident in which
Sara Young of Fieldlight Blvd, was
killed, the track was shut down by
officers of the Quinte detachment
of the Ontario Provincial Police
and three ministry investigators
sent to inspect the track. Mr. Zach
says.
If the ministry investigation
reveals the owner placed those
using the track at risk, it could
result in a fine or possible jail term,
he says.
"We're takin_ this investigation

DURHAM - Police are
hunting a man wanted in
connection with several
robberies in the Toronto and
Durham areas.
Durham Regional Police and
Metro Toronto Police are asking
the public's help in locating
Robert Leroy Earl Robinson, 25.
of no fixed address.
The man was charged in
connection with the robbery of
the Bank of Nova Scotia at 173
King St. S. in Oshawa on May 3
and the Royal Trust on
Lawrence Ave. E. in Toronto on
Mav 5.
Atter a joint investigation by
Durham and Metro police, the
suspect was arrested on May 11
and charged with those two
robberies and a robbery of a
Toronto National Trust bank in
December, 1993.
Mr. Robinson appeared in
court on June 7 and was released
from custody on S15,000 bail.
He failed to appear for a court
date following his release and is
also wanted in connection with a
June 9 robbery of a Bank of
Montreal on Scugog St. in Port
Perry, and with robberies
committed in the Toronto area
on June 15 and 29, and July 14
and 19.
In each incident, the bandit
handed a teller a note demanding
money and indicated he was
armed. No weapon was seen.
Warrants have been issued for
his arrest.
He's described as white, 57',
140 pounds, long light brown
hair, maybe a mustache, and
usually wears casual clothing.
Police believe he's staying at
motels and hotels in the Toronto
and Durham area.
Anyone with information on
his whereabouts is asked to call
Durham's Hold-up Unit at 683-

president of the Pickering
Professional Fire Fighters
Association, noting the local fire
department is currently in the
process of opening a new hall at
Dixie Rd. and Finch Ave. and
hiring 10 new firefighters. "t
think we're an anomaly."
The Ontario Professional Fire
Fighters Association held a
press conference in Toronto
Wednesday to launch a public
education campaign telling
citizens their safety is in
jeopardy because of cutbacks to
fire departments in
municipalities across the
province. Ontario association
president Jim Lee maintains
many departments are not up to
standards set by the Ontario Fire
Marshal's office, which
recommends no less than 10
firefighters and two vehicles at
the scene of a typical house
blaze.
Mr. Pedwell reports the
Pickering department is
currently meeting that standard,
since it usually sends equipment
and 10 firefighters from two
stations to such a blaze.
With the new hall to be
opened near the end of August,
the department will have four
firefighters on duty at each of
three stations. Mr. Pedwell says
the department has promised
staff from all three stations will
then be dispatched to meet the
standard. Ile notes, however, the
response time for getting a full
complement of firefighters to
the scene might increase, since
some of them will likely be
coming from a greater distance.
According to Mr. Pedwell,
the Town has promised to hire
more new firefighters by the end
of the year to bring the
complement up to five at each
station or six at the headquarters
hall and four at the other two.
So for the time being, the
Pickering association is not
planning to put any pressure on
the department or Town "unless
we see an erosion after the new
fireball opens and they don't
honor some of the things they
said they were going to do,"
says Mr. Pedwell.
In Ajax, the fire department
is "running with less than four
men some times," says Ajax
Professional Fire Fighters
Association president Dwayne
Snell.
With a full complement, each
truck would have a driver, a
captain and three firefighters.
However. if a man is on
8 k 5
holidays or off injured, the
number on a truck drops, Mr.
Snell says.
Ajax fire chief Tony Mintoff
says the Town's current policy
is to send one truck with the
initial alarm, but the
commanding officer at
headquarters has the option to
send a second vehicle
immediately.
The fire marshal's office is
working on a policy statement
that calls for 10 firefighters to
be at a scene in a "reasonable
period of time," Mr. Mintoff
says.
Most urban departments can
have 10 men and two trucks on
a scene within 10 minutes, he
adds.
Ajax has two fire halls with
12 men on duty when all
firefighters are on the job.

Claremont community
centre project draws fire
D Residents don't feel
$2.6 million in
infrastructure money
is being well spent
By SAL BOMMARITO
STAFF REPORTER
PICKERING - An emotionally
charged public meeting on the
proposed $2.6 -million multi -use
community centre project for
Claremont was held Tuesday at
the Pickering Recreation
Complex.
Between 100 and 150
Pickering residents attended the
meeting, organized by Taxpayers
Coalition of Pickering and Ajax
(TAXCOPA), the group's
president Phil Frampton says.
"The' objective was for the
people of Pickering to let their
views be known about the project
to our federal and provincial
representatives who also have a
stake in this," Mr. Frampton says.
Ontario Riding MP Dan
McTeague and Durham West
MPP Jim Wiseman were on hand
to hear residents' concerns about
the Town's decision to spend its
federal and provincial
infrastructure money on the
project, which will include a
community centre, library and
fireball to replace inadequate
existing facilities.
But, since the public meeting
was held on the same night of a
Pickering council meeting,
councillors were absent.
"Pickering council has already
mac- its decision," Mr. Frampton
says.
TAXCOPA charges Pickering
council is trying to steamroll its
decision through without any
public support for the idea,
although most of the Claremont
community, which numbers
around 600, is in favor of the
proposal.
However, the final decision on
whether the project meets the
federal and provincial government
criteria for infrastructure funding
lies with those levels of
government, not the municipality,
Mr. Frampton notes.
One of the key goals of the
program is job creation, but the
community centre project would

jobs, critics note.
"The goal of the program is job
creation and skills development,"
notes Mr. McTeague. "It seems
the number of full-time jobs that
will be created is awfully low"
Mr. McTeague cites a project
in Whitby being completed under
the program which will create
"eight times as many jobs" as
Pickering's project.
Another important criteria of
the infrastructure program is that
the money be used for municipal
projects which were already on
the books. Mr. McTeague says.
"It has to have been a valid
project prior to funding becoming
available. There's a suggestion
that this was a hasty decision and
that it may have done a disservice
to the people of Pickering," the
MP says.
But, Mr. Wiseman says, the
immediate economic benefit of the
project would have on the area
shouldn't be underestimated.
"Projects that supply
immediate employment would
allow individuals to get off
unemployment insurance and
welfare and inject money back
into economy"
Another important factor is the
social needs of the community,
which would be met by building a
community centre to be used by
youth and seniors, Mr. Wiseman
adds.
"I get a little leery when people
just look at the dollars and cents.
You also have to look at the spin-
off benefits to the community."
However, Mr. Frampton says
the money would be better spent
on infrastructure, such as water
and sewer services, to attract
industry to the Claremont area,
which in turn would have long-
term economic benefits.
"We're not saying they don't
deserve a community centre. But
the money could be better "N11C,

"asking pprice" of our home is the COMPARATIVE
MARKkT A\ALYIS. This is a report that compares
`.tour home to other houses like yours. Experience and ! Judgment are of course important, but the procedure is
straight forward.
First, we record the main features or your home such as square footsie,
number of bedrooms etc. Then, we research other houses that closely
resemble yours which are for sale now and their "asking price". This gives
you an idea or your competition.
Next, we locate the houses that have sold in the past three to six months again
resembling yours as closely as possible. This tells you what people are
prepared to pay for a home similar to yours.
Then, armed with this report we can sit down with you and work out an

The Altona Rd. resident says Ricky Ramkesoon, formerly of
Scarborough but now living in Langley, B.C., has been diagnosed
with myelodysplasia, a bone marrow disease that leads to leukemia.
In order for Mr. Ramkesoon to survive, he needs a bone marrow
transplant. Possible donors need to be tested to ensure compatibility.
He was born in Trinidad and Tobago and is predominantly of
East Indian descent. Mr. Ramkesoon needs a donor from his ethnic
background.
A testing clinic is being held Sunday, Aug. 14, from noon to 5

DURIIAM - It's National
Breastfeeding Week this week and if
that doesn't draw a chuckle of
amusement out of you you're
probably in the minority.
That's because in "modern"
North American society at least.
discussion n of breastfeeding and any
mention of breasts in general have
always been taboo. And the result
has been that women have mostly
bottle-fed rather than breastfed their
babies even though its been proven
that breastfieeding is healthier.
But attitudes are beginning to
change, according to Sepelene
Deo narine, nursing unit manager for
the maternal and newborn services
department at Ajax and Pickering
Gencral Hospital. and more women
are at least staring their babies off
stop breastfeeding because they
haven't been provided with enough
information about how to do it.
..As far as carrying on, a year is a
good time,' says Mrs. Deonarine.
"But every person's ideal is
different. We really like them to get
to six months. Anybody over that is
usually one of the heroic ones who
carry on for a year."
To encourage women to cam on,
the hospital and Durham Region
health department have started a new
Breastfeeding Support Group that
young mothers can attend for
information and encouragement
from health professionals and other
mothers. It works on a drop-in basis,
every Tuesday morning at the
hospital from 10.30 am. to noon.
The new group will provide
plenty of opportunity for mothers to
learn about the benefits of
breastfeeding. as
well as how to deal
with feeding

Despite all these benefits, the
health department's own research
shows the rate of brea.tfeeding falls
off dramatically a few weeks after
baby and mother come home, and
again alter abort four months. In the
spring of 1992, the department
conducted a survey of nuxhers in the

were surveyed out of the 264 who
fell into that category. Sixty-seven
(76.1 per cent) said they were
breastfeeding the baby when they
got out of hospital, but only 32 (47.7
per cent) were still breastfeeding
after four months. The majority
planned to stop breastfeeding by six
months.
Among those who gave up early,
most stopped after two to four
weeks. When asked why, the most
common reason given was concern
about the breast milk being
insufficient for their child. The
second reason was general stress and
fatigue resulting from concerns
about a sufficient supply of milk,
and the third was that the woman
had to return to work.

Ajax doc goes from
patients to palettes
AJAX - Ile was a
neurosurgeon for about 30 years,
and has been a painter for 25
years, but Dr. William
Stevenson's most striking
quality is his modesty.
"I don't think you have to
have an awful lot of inherent
ability to paint," he said recently
from his Ajax condominium.
"It's 85 per cent having a good
teacher and 15 per cent a little
ability to profit from what he
says „
Until Aug. 29, you can see
Dr. Stevenson's rich oil
paintings of pastoral forests and
interesting homes at the
Northview branch of the Oshawa
Public Library on Ritson Rd.
Ile began painting in 1969,
while heading the neurosurgery
department at Dalhousie
University in Halifax. "I needed
a little hobby," he says,
"something to take my mind off
problems at work."
Today, he is retired. It is still
a hobby, he says, but according
to his wife Mildred, "Ile just
gets wrapped up (in his work)."
She explains that during a
typical working day, "He'll get
in there and he's enjoying it so
much and I'll say: It's time for
lunch." Dr. Stevenson will then
have lunch and a short break.
But then, she says,"Ile goes
back to painting and first thing:
It's time for dinner."
Dr. Stevenson prefers to paint
scenes from photographs that he
takes himself. "I'm not much for
fighting the elements: I don't go
for the bugs and the wind."
Instead. he does his painting
in a home studio which is
actually a converted bedroom.
A slide screen stands behind
his home-made clipboard easel.
Dr. Stevenson studies a slide
and then paints away.
With slides, he says, "You
can get a constant picture
without having to fuss about the
weather."
Dr. Stevenson enjoys painting
houses. They have led to
numerous commissions by
people who wished a portrait of
their home.
There was the time when be
painted a picture of a beautiful
old home that had turned a
gaudy purple color after years of
exposure.
The painting was on display
at a gallery. Then, he recalls
with a smile, "The owners had
come around the corner and the
lady had just remarked to her
husband: Wouldn't it be nice if
we had a painting of our homer
Needless to say, the doctor
made a quick sale.
Looking at his works, Dr.
Stevenson is extremely adept at
recreating nature's beauty as
well as man-made structures like
homes. His paintings have a
richness and a depth that sweep
the viewer into the scene.
By his own admission, he is
not very good at painting
individuals. "I did portraits for
about three years, but I could
never get the corner of the
mouth just right," he says,
explaining that, "people have
certain qualities that just shine
out of their eyes"
Wistfully, he says, "I just
couldn't capture it."
Dr. William Stevenson invites friends and art lovers to join him at
the Northview Public Library in Oshawa from 2 to 4 p.m. on
Saturday for an open house.

Have ticket,
will protest
It might be hard to imagine getting a parking ticket
and admitting you deserve it, but if you do want to argue
about it you'll soon be able to take your hcef to municipal
staff.
Under new provincial legislation, municipalities will
be able to set up Parking Tag Facilities as of Aug. 15,
where motorists hit with tickets can pay them, discuss
them or request a day in court. Municipalities operating
the new centres will include Pickering, Oshawa, Whitby
and Clarington.
The program is part of a wider provincial initiative
designed to unclog Ontario's court system. ]t; s estimated
that through discussion with bylaw officials, more than
50 per cent of parking violation matters now going to trial
will be resolved. In Metro Toronto alone, that could result
in 100,000 fewer parking trials a year, according to the
Ministry of the Attorney General.
The new system should eau; some of the stress in the
court system in those cases where the motorist needs an
explanation as to why he was ticketed or has a valid
reason as to why the ticket was unwarranted.
Anything that can help our bogged -down court system
chug along a little smoother is welcome, but some
municipal officials are concerned there may be one hitch.
Already short staffed in many cases, municipal
employees may well find the new system to be a bit of a
headache.
It's to be hoped that motorist.% heading for their Ictal
bylaw office to discuss the hot issue of parking tickets
will help make the transition smoother by remembering
their manners.

Pickering tourist dollars are worth a boatload
To the editor,
The federal government has a
program to create jobs right across
Canada some sort of infrastructure
comtructio n program. At one point
Pickering was going to give some
of its money to a successful
development company to service
some of its industrial lands "gratis".
Cool!
Meanwhile, at next to no cost,
we could be doing something very
simple to attract tourists who, as we
all know, spend money in local
businesses when they come to
town.
Perhaps this outlay of money is
too trivial when you've got millions
to blow. However, I was shocked to
learn Pickering doesn't have a
public boat launch even though Pickering should be a mecca for tourist% touching trees! Who cares if
there's a billion -dollar salmon this industry. Ah, but then again, the a fisherman has to drive to Whitby

It's safe to go in the water
AJAX-PICKERING - Bacteria
levels are back to normal at Ajax
and Pickering beaches.
Signs declaring Rotary Park
beach in Ajax and Frenchman's
Bay east and west beaches unsafe
for swimming were removed last
Friday after tests showed bacteria
levels had gore down significantly,
says Brian Devitt, director of
environmental health at Durham's
Delxutment of Ilealth Services.
Siens were also removed from
Oshawa's Lakeview Park beach
and Whitby trach east.
The health department checks
for Escherichia coli bacteria by
taking five water samples from
each of the region's 16 beaches
once a week. The standard is 101
E. coli per l(X) millilitres of water.
Four beaches in the region —
Port Darlington beach west and
Newcastle beach central in
CLuim_tm Elgin Pond in Uxbridge
and Kinsmen Beach in Port Perry
— are posted as unsafe for
swimminc.
Anyone swimming in water
posted as unsafe is at risk of getting
ear, eve. nose and throat infections,
and if ingested, gastrointestinal
problems.
The health department tests the
beaches early each week and
results are hack by the end of the
week.
Swimmers are advised to watch
for signs that declare a beach
unsafe for swimming.
The beaches will be tested until
the end of August.

Vital Spark Club o the move--,
❑ Folk artists lined up
to play at club's new
Whitby home
DURHAM - It all started in
Whitby four years ago and, now,
the Vital Spark Folk Club is
returning to the town.
On Aug. 20, the folk club
will present its first concert at
its new home, the Heifer and the
Half Pint. The featured
performer is Ceolbeg, a group
from Scotland whose only other
Canadian appearance this year is
at the National Arts Centre in
Ottawa.
The Vital Spark Folk Club
started at Soccer City, in
Whitby, and has been presenting
concerts at the Masonic hall in
Oshawa for the past couple of
years.
The move to the heifer and
the half Pint was one of
necessity more than anything
else. says Bobby Watt. who co-
founded the Vital Spark Folk
Club along with his wife Alison
and Isohelle and Jim Fell.
"Because of Jim's and my
own commitments. it is getting
far too hard for us to make the
time to put out chairs and do
other set-up duties," Watt says.
"Moving into the Heifer and the
Half Pint means we don't have
to do all that."

"I realize that schedule

bands." says Watt, "But we will

good Canadian acts as we can.
We will also try to book some
other types of music. Several
cajun hands have contacted us

straight games against Cobourg to improve its record to
11-3 and capture a share of the Eastern Ontario Baseball

The squad dropped a 12-11 decision to Ajax after
giving up an early six -run lead in the second inning. Red
Sox pitchers limited Ajax to just six hits but walked 10
batters in the loss. Pickering scored a couple of runs late

straight wins over Cobourg.
In the first contest, the team erased a two -run deficit
in the first inning by scoring seven consecutive batters
to take a 7-2 lead.

pitching by Daniel Forrester, Matthew liargraves and
Jeff Murdoch, who limited the opposition to just four
hits. Forrester, Hargraves and Sean Gray collected hits

Why A&erdse In Focus On Business?
Durham businesses wanting to increase their profile and sales volume find that being a part of the Focus on
Business advertising feature definitely has its advantages.
Over the last few years a great many businesses - of all sizes - have found that investment in the Aiax/Pickering
News Advertiser's and Oshawa/Whitby This Week's Focus on Business feature have generated extra phone call that
likely would not have otherwise occurred.
Hrnv do you get itnvoh►ed?
When a company makes a commitment to advertise for 10 weeks on the page, it also receives a full feature
story, complete with pictures.
The story reinforces the advertisement, enabling the business to explain in depth its product and/or service,
philosophy, goals, special promotions and even a historical overview.
Unless the business chooses otherwise, everything is done by the newspaper's staff: the ad design, story
interview and writing, plus the taking of the photographs.
AU the business needs to do is prepare for the increased sales volume. For more information call Janice at 683-
5110.
