Legislation sought to give parents more input in

DURHAM - The only way to
guarantee parents a say in the
educational system is by introducing
legislation for the establishment of
parent councils at every school.
The Ontario Parent Council
recommends in a report released at a
Queen's Park press conference last
Wednesday that parent councils be
comprised of elected members of
the community who would have
input in school curriculum, alum, program
development, hiring of teachers and
administrative staff, budgets and
school policies.
Although many communities
currently have active parent groups,
many of those groups only play a
supporting role in school activities
such as fund-raising, according to a
survey commissioned by the
council.
"In order to ensure a uniform
ability for parents across the
province to participate in the
education system, the government
must mandate, through legislation, a
well-defined role for parents in local
schools," the report says.
But the recommendation that the
provincial government mandate
parent councils has been met by
mixed emotions from the chairmen
of the Durham Board of Education
and the Durham Region Roman
Catholic Separate School Board.
"The Durham board supports
community involvement in
education. The question is whether
the school board will be left with the
flexibility to enhance parent and
community involvement in ways
that meet the community's needs,"
Cops probe attack
on senior boater
DURHAM - Police are still
investigating a possible assault after
an elderly Ajax mart was found with
head injuries in a boat on the
Whitby lakeshore last Thursday.
The 65 -year-old was taken to
Whitby General Hospital and then
transferred to Wellesley Hospital in
Toronto. lie was released Tuesday.
Durham Regional Police are
continuing their probe into what

effective, Ms. Bowman argues.
"There's an upside and a
downside to formalized structures.
Yes, we support meaningful
involvement, but it has to be in the
spirit of enhancing the educational
life of the students," she says.
Ms. Bowman warns that the
establishment of parent councils
should not be treated as a "panacea'

The Metropolitan Toronto and
Region Conservation Authority
(MTRCA) has banned the launching
of jet-propelled personal watercraft
from its lands, something many
people have been doing. Other types
of watercraft such as canoes and
windsurfers are not prohibited.

lost while purchasing the beverage.
Mr. Spooner was on his way to
work at Gnu Books in the Ajax
Plaza when he saw the bill on the
ground.
"I wasn't sure if it was real or
not. I picked it up and looked
around. It didn't seem like anyone
had lost it. It seemed fishy because
you don't see that kind of bill," he
says.
Not sure if the bill was
authentic, he walked into the store
and turned it over to a Wal-Mart
employee. He gave his name to a
store representative and then
headed to work.
Meanwhile, at Bay Sports in
Pickering, the youth who lost the
money realized his wallet was
gone. After checking his car for it,
he called his mother.
"She was furious. She told me
to get back and find it."
Losing the money left the youth
in "total body vibration. I was so
shocked I couldn't believe it
happened to me."
The teen and his friend retraced
their steps to Wal-Mart, where he
asked store employees if anyone

money was lost and I said a $1,000

Store officials had called
Durham Regional Police after Mr.
Spooner turned in the money.
When the youth returned to
check for his money, police called
his mother to verify the story and
he got his S1,000 bill back.
"It was unbelievable. I was
writing down my name and I
couldn't keep my hand straight. I
looked down and it looked like a
Grade 2's writing. I was so
nervous ,.
Asked if he could have used the

I'm crazy':

yeah. I have lots of debts I could
have used it for.
"My friends are telling me I'm
crazy and I see their side of it. But,
they had to be in my shoes."
While he knows turning in the
money was the "right thing to do",
Mr. Spooner is experiencing some
regret. "A hint of it, but that's just
because I have debts."
His conscience would have
bothered him if he kept the money,
Mr. Spooner says. "I'd be paranoid.
I'd be too afraid to ask the bank to
give me smaller change."
And, "I would think people
were looking at me. I'd always be
turning around."
If he was given the chance to
speak to Mr. Spooner, the teen who
lost the money then got it back
would "thank him. There's not
much more I can say. There's no
way to describe it. I'm really
thankful."
The youth still doesn't have a
mountain bike, but his mother has
the S 1,000 bill. The teen's friend
found the lost wallet under the soft
drink machine outside the store.

Parent overkill
All parents should play some sort of role in the
education of their children.
But legislation forcing schools to establish parent
councils is the wrong way to go.
The Ontario Parent Council is asking for just that. It
wants parent councils to be comprised of elected
members of the community who would have input in
school curriculum, program development, hiring of
teachers and administrative staff, budgets and school
policies.
If this idea became reality, the average parent would
face yet more red tape the next time a problem or issue
came up.
A school problem of today can currently be handled
by this chain: teacher, principal, superintendent, trustee,
board of trustees, director of education.
It's no secret most people have no idea who their
school trustee is. Now, this council wants to add another
level of elected people to represent parents' concerns.
Teachers are hired to do a job -- teach children to the
best of their ability. There is in place a mechanism
whereby parents who aren't satisfied with the results
can complain. If parents find the system isn't working,
they can -work to change the system. Let's not add
another level of bureaucracy.
We don't have citizens' groups elected to monitor
our doctors' performance in the operating room, our
MPs' jobs in Ottawa or our MPPs' work at Queen's
Park.
Schools should welcome input from parents. Any
school that doesn't should be examined more closely.
Parents who want to get involved in their children's
education choose to. They need not and should not be
chosen.

at museum village
PICKERING — Make sure you
have plenty of film handy for
Camera Day at Pickering Museum
Village Sunday, Aug. 7.
1'he museum village will have
extra staff in costume and additional
activities going on in order to
provide shutterbugs plenty of
opportunities to take picture's.
It is also sponsoring a photo
contest, with separate competitions
for amateurs, students, camera club
members and professional
phcxograph rs.
Subject categories for the contest
are events (showing family fun),
buildings (interior or exicvior, during
the 1994 season), people (staff or
visitors — other than special events)
arxi texture (shot% of things around
the village with interesting textures
and de -tails such as wood _rain).
Prizes will be awarded and top
entries will be on display during the
museum village's final event of the
year — history in Action on

Not really. I don't know about you, but I am getting a little tired of some of these so called "crusaders of the people -
that jump on the hand flagon to grab as many headlines as possible to save the world from imminent destruction
(metaphorically speaking naturally). Thank Gal we have these people to tell us everything we should and should not do,
otherwise we would not even be able to get out of bed in the morning and go to work -- NOT! 11!!!
Some reporters, (no I won't say which ones, although page 3 sometimes creates a flurry) go for flash and dramatics with
large bold headlines like "WAR ON BROKERS" then in small print near the bottom explain they are talking about "loan
brokers" which as ari one with half a brain knows. there is no such an animal, it was something created for effect.
Yes, these loan companies must be regulated, without question. as many of these, (but not all) are shady at best. But
please give most of us enough credit to realize that they are not regulated or governed by any Government body and do
not have any one to answer to. Mortgage Brokers are governed by any Government body and do not have any one to
answer to. Mortgage Brokers are governed by The Department of Insurance, (same as the Banks or Trust Co.) and are
fully accountable for all action.

GARBAGE:
Rates over the last weeks have risen dramatically, with promises that this is a temporary state. Well personally 1 don't
believe it. rates should not be as high as they are, and if I didn't know better 1 would have to say we are being
manipulated. ( but that's impossible because the Crusaders would have this in large headlines, or would they?)
