Sgt. Wootton. "Now we're probably about 80 per cent Canadian we're seeing now." He attributes the rise in counterfeit Canadian currency to the technology of color photo copiers and ink jet printers that make it easier to reproduce good replicas of the real money. The Bank of Canada is always trying to keep one step ahead of counterfeiters. Optical Security Devices (OSD), commonly referred to as holograms, are small gold patches that appear on the left-hand corner of new notes. Implemented on denominations of $10, $20, $50 and $100 bills, the OSD began with the $10 note back in 1989. While all currency over $10 with the new design should have the OSD, another test shows the true color of the bill. "Having the gold plate doesn't ensure it's a real bill," says Micheline Levebvre-Manthorp, currency research officer for the Bank of Canada. "When you turn the bill the plate should change from gold to green. Some counterfeit bills have a gold plate, but they won't change color." If you try and photocopy the bill with the OSD that gold plate will carne out as a black patch. Another security device is the small green dots or "planchettes' that are in the bills. The planchettes are actually in the fibre of the bill and the darker they appear the closer to the surface the dots are. Planchettes close to the surface can be picked out of the paper. The true security test of the dots is a little more involved. Under a black light real planchettes will illuminate. On counterfeit bills the planchettes will just appear as black dots. The "old style" bills are slowly working out of the economy. According to Ms. Levebvre- Manthorp only about five per cent Of the old bills are in circulation. .The lower denominations usually last about one year," she says. "Higher denominations such as the $50 bill last about three years. If someone is handed what they believe to be a counterfeit bill they shouldn't try to restrain the party who passed the money. "Attempt to hold the bill, but don't put yourself in jeopardy," warns Det. Sgt. Wootton. "Notify the police." Between January and June of this year, there were 261 incidents of the passing of 606 counterfeit notes. Police seized $9,925 in counterfeit Canadian money and 53,040 in American, and arrested 12 people. The detective sergeant says the problem with making arrests is that most of the time there is no history of where the bill came from. "We're seeing individual passings of bills where there's no history of the bill," he says. "It's come in a retail store and turns up in the night deposit. The retailer doesn't know who passed the bill or the bill was innocently passed by an unsuspecting citizen." Either way, the retailer is out the money. In order to combat the problem of counterfeit money, Det. Sgt. Wootton says, "We're going to have to develop some alternate enforcement strategies in dealing with these increases." Some of those strategies include holding sessions with retailers at local malls on the detection of credit card and currency fraud, public education, enforcement, and federal initiatives such as implanting security devices on bills which make notes much more difficult to counterfeit. "Any passing of counterfeit money undermines the integrity of our money supply," says the detective sergeant, adding that confidence could be lost in Canadian money only if the counterfeiting moves to a much larger scale. "The amount of money involved now is not going to undermine the confidence in our currency," he notes. "I know you have to have a certain amount of disruption when they're building," says Mrs. Burrows. But she and her neighbors believe six summers of disruption is not a reasonable amount to have to cope with. According to the residents. there's been work on the site every summer since 1988 — much of it trucks moving topsoil and fill on and off the property. On occasion, residents' sleep has been disturbed by machines being started on the site or trucks driving in to prepare for work well before the 7 am. earliest start time stipulated by Town bylaws, they say. Mrs. Brunner has complained about the situation to the Town, and Pickering's building department recently sent a letter informing the builder of the tesidents' concerns. "We have put it in writing:' says Richard Ilolbcxn. technical senices manager for the department. Ile adds the project will be monitored and the builder expected to abide by Town regulations regarding construction sites. However, some of those regulations are of necessity somewhat imprecise. It's pretty hard, for example. to measure how much dust is flying around in a neighborhood. According to Mr. Holborn, dust has to be kept to a minimum and cleaned from the area at the end of the working day. In order to meet the regulations regarding dust. the contractor can take measures such as spreading calcium at the site or watering it down. Durham College reports that the demand for graduates of the college is up dramatically. There has been a 200 -per -cent increase in full-time job leads this April compared to the same time last year, says director of placement and alumni Margaret Greenly, while part- time and summer job leads have jumped 300 per cent. She adds it will be impossible to tell just how many permanent jobs will result until the school conducts its employment survey in November. But no matter how you look at it, such a significant change in numbers is bound to be a good thing. One of the most tragic outcomes of this recession/depression is that young high school students and college graduates have had such a tough time getting part-time or full-time work. Statistics show that younger people have borne the brunt of problems with unemployment in our flagging economy. The result has been an increasing cynicism among young people. With recent changes in the economy there has been talk of jobs permanently disappearing. The result of prolonged unemployment means much more than a simple lack of funds for the jobless; it can also mean plummeting self-esteem and morale. And it is a sad thing when those who have the least to do with the present tough economic situation are saddled with the worst of it. So when our local college tells us that job prospects are up for local college students, we have to cheer. We need them to have faith in their future. I don't think the companies realize the ripple effect these layoffs have. Before companies lay off people they should think twice as people have to five and it isn't easy getting a job qty when you are laid off. Often the higher ups in the companies don't even know the person they agree to lay off, that person might have responsibilities, how can they be met if companies let people go'' Mark my words, if business keeps on going the way it is going. Canada will be in more trouble than it could ever dream of. I suggest we all need to do some soul searching, seriously examine our conscience, take stock of what we are doing and try to come up with a decent solution which will help all humanity. We should not be thinking of just the short term (instant self gratification) but rather focus our attention on the long term consequences of our actions. Through this program, Goodwill's aim is to provide work training and services to people who face barriers in the workplace. Work on Track is a 40 -week course designed for psychiatric survivors. "Psychiatric illness can derail anyone, at any time," says program director Debbie Waters. "The Work on Track program was created to give survivors the physical and emotional skills needed to get back on track, and into competitive employment." As Motorola Canada Inc. played a major part in this program's success, Goodwill honored the company as the 1994 Employer of the Year during its annual awards ceremony on June 15. Over the last two years, Motorola has hosted three Work on Track participants in its human resources division. These placements allow psychiatric survivors to practise the skills they have learned in the program, helping them regain their confidence and improve their lives. Goodwill's president Jim Dreiling explains that donations are the key to training. "The collection and sale of donated goods translate into funds for our programs. At Goodwill we sell second-hand goods in order to train first-class people" Also being recognized for their support were the TTC and George Brown College as Goodwill's Community Partnership Award winners. There'll he live entertainment on five stages, with the performers including Canadian folk star Garnet Rogers: Celtic roots bands Mad Love. Morgaine LeFay and Nova Scotia's Mary Knickle Band: Canadian folk musicians Norm Hacking, Anne Walker and Dennis Stillwell Martin: five - time undefeated Canadian fiddle champion Graham Townsend with his son, Gray, and the Conrad Kipping Trio: and international folk and blues performers Chris Whitely and Son. Among the activities for the whole family are two one-hour interactive dance sessions presented by The Gleneig Full Moon Country Dance Band. For children, there'll be hands-on activities at Richard Knechtel's all -day Everybody Joins In Jug Band Workshop, and W.B. Fraser's all -day bands -on Art Workshop. Special festival guest is storyteller, sculptor, film-maker and children's author Bill Lishman, known to some as `Father Goose' for training Canada Geese to fly alongside his ultra -light aircraft. Mr. Lisbman was recently featured on ABC TV's 20/20 program. There'll also be folk arts displays and demonstrations by over 20 internationally - recognized folk artists, wood carvers and sculptors. Regular museum activities and demonstrations such as rope -making and blacksmithing will be offered during the festival. Food available on-site will include fresh corn and refreshments from Upper Canada Brewery and Hillebrand Wineries. Mr. Rogers has been the featured performer on numerous CBC radio and television shows in this country and National Public Radio programs in the U.S. fie's been a headliner at festivals and concerts across North America, including Mariposa, The Winnipeg Folk Festival and The Wolf Trap in Philadelphia. The four-day competition from July 6 through July 9 attracted participants from all over Canada, the U.S., Britain and Australia. First place in the Large Group Choreography competition was won by Wallace -Symington dancers Laura Miller, Taryn Izzat-Galloway, Leigh Campbell, Erin Rose, Jill Rose, Cathleen Biggs, Alison Moyes and Jennifer Blackburn. As first -place winners, the choreography group danced at the Calgary Stampede on July 10. Erin Rose was third runner-up in the interprovincial 13 -and - under championship and won the Calgary Centennial championship's Premier 12 -and - under category. Top-notch performances were also turned in by Leigh Campbell, Megban Cholette and Cathleen Biggs. As a group, the dancers returned from the West with over 60 medals. Prior to the Calgary event, some of the local dancers attended competitions in Edmonton and Winnipeg. Playing in a tournament in Clarkson, Pickering fell 2-0 to the home team in the semi-finals. The Red Sox had won tournaments in Ajax, Cawthra and Welland and had been victorious in its first two games in Clarkson. Pickering pitchers Aaron Schell, Jeff Tobin and Michael McLaughlin combined on a five - hitter, allowing only singles. However, tht Red Sox were hampered oy a lack of offence, as Tobin had the only two hits. A combined no-hitter, and near perfect game, by starting pitcher Tobin and reliever Schell led the Red Sox to a 3-0 opening game win over Kitchener. A walk with two tarts in the final inning spoiled the perfect game. First basemen Mike Bond was busy, assisting on 12 outs. while Stephen McEachen caught the only ball hit to the outfield. Leading the offence were Greg Mair with two doubles and Ryan Morgan with two singles and a double. Also banging out singles were Scott Vahey, Chad Campbell, Scott Billing and Tobin. In the second game, Pickering hammered Barrie l l - l, as Jaymin Parmar and Morgan each belted home runs and Brandon adding stole home. In pool play, the Wanderers thumped the Alliston Timberwolves 36-5, tied the Toronto Nasty Boys 20-20 and hammered Brock 31-7. The Wanderers women's team also took part, but didn't have much success, losing two of three games in pool play. The squad was shut out 10-0 by the Toronto Scottish and 26-0 by Brock, but rebounded to beat York County 7- 5. In an exhibition game with the Toronto Welsh, the Ajax women lost 15-0. All games were played at Fletcher's Field in Markham. This coming weekend, five Wanderers teams will play in the Ontario Rugby Union Magnificent Seven tournament at Fletcher's Field.
