Mr. Atkinson told those in
attendance that he had a "hellfire
and brimstone" speech prepared to
castigate the provincial
government for the funding
cutbacks which threaten to destroy
Ontario's hospital system.
But, perhaps acknowledging the
Province and the hospital both find
h themselves between a rock and a
bard place, Mr. Atkinson said such
a speech would serve "no useful
purpose" except to make him feel
better.
It was hardly a retreat, however.

exposed to the AIDS virus.
Even though there have been
previous AIDS awareness
campaigns, the OHA is embarking
on. this latest•one to catch the
attention of people who may have
received transfusions in the risk
period, but either don't remember or
weren't told they had a transfusion
as part of their medical treatment.
Campaign literature and
advertisements begin with the
simple statement "If you were in a
hospital between 1978 and 1985,
read this."
The OHA's provincial campaign
complements the efforts of Ajax -
Pickering General Hospital and
other hospitals which have launched
their own public awareness
programs.
The campaign is targeted at
people who may have received
blood between 1978 and 1985
because the AIDS virus, HIV, is
known to have entered the
Canadian blood supply in 1978, but
was not screened out until 1985
when reliable testing methods were
available. A small number of the
people who were given blood or
blood products in that time period
were exposed to HIV. At Ajax -
Pickering General Hospital, about
2,400 patients got some 10,000
units of blood over that period

the risk period, the OHA
recommends they discuss their
individual circumstances with a

The bill, deemed the most
aggressive anti-smoking legislation
in North America, aims to prevent
young people from becoming
addicted to the habit.
Research indicates that people
who refrain from smoking until age
20 will likely never start
"We're extremely happy with the
legislation. It's right on target with
what we're trying to achieve," says
Sandra Schmidt, chairman of the
Tobacco Use Prevention Coalition
comprised of health agencies
throughout the region.
The coalition's primary aim is to
snuff out smoking among Canadian
youth, Ms. Schmidt explains.
"We lobbied for the provincial
government to pass Bill 119;" she
says.
But some area teens interviewed
by the News Advertiser agree the
legislation won't stop their peers
from buying cigarettes at local
convenience stores.
"I don't think the new legislation
will have any effect on teenagers
who smoke," nays Jennifer Ardagh,
19. "If teenagers can get (cigarettes)
now under age, it won't make any
difference if they raise the age."
Ms. Schmidt points out, however,
that increasing the legal age for a
person to buy tobacco from 18 to 19
will make smoking less accessible
for high school students because
`most kids in high school are under

The legislation also features
beefed-up fines for someone caught
selling smokes to minors. A first

Tory government under former
Prime Minister Brian Mubuiney, Mr.
Soeiens recalls.
Mr. Soetens, who represented the
federal riding which encompasses
Ajax, Pickering and much of Whitby
from 1988 to 1993, should know.
He sat on the federal
government's finance committee
which, after much consultation with
Canadians, suggested the
Manufacturers Sales Tax (MST) be
scrapped in favor of a value added
tax or GST.
"I'm just laughing at" the Liberal
government's attempt to reform the
GST, says Mr. Soetens, who was
defeated by Liberal Dan McTeague
in the last federal election. "What the
Liberal government is doing is
grossly misrepresentative of what
they campaigned on," he says, in
reference to the Grits' election
promise to do away with the
controversial tax.
Mr. Soetens is equally amused by
the federal government's plan to
merge provincial and federal sales
tax systems in the face of stiff
opposition from the Provinces.
"Harmonization is a non-starter
because the Provinces believe sales
tax is the domain of the Provinces
and the federal government is
muscling in on provincial
jurisdiction. And each Province has
a different system of sales tax and
they use the revenue for different
pnpx)sm ..
Ontario finance minister Floyd
Laughren has said reforming the
provincial sales tax along the Imes of
the GST would amount to a big tax
increase for consumers because
business does not pay the GST but is
subject to the PST.
Mr. Laughren has also rejecled
suggestions the provincial
governments consider taxing food
and prescription medicine to lower
sales tax.
It was the Liberals who accused
the Conservative government of
insensitivity for even considering a
tax on food and medicine back in
1989, recalls Mr. Soetens.
"They attacked us for the idea
that we were going to tax people's
basic livelihood and now they want
to tax groceries and the health c@re
system. Either they were lying in
1989 or they are lying now. I
suggest that they were probably
lying both times"
Paul Pagnuelo, executive director
of the Ajax -based Ontario
Taxpayers Federation, says the
liberal government's proposed GST
reforms amount to nothing more
than "tinkering around the edges.' of
the problem.
"What this country really needs is
radical reform of the complete tax
system coupled with a national
dialogue on where government
spending should be CUL"
Mr. Pagnuelo said the likelihood
of seeing the GST scrapped
altogether is remote because it
would mean a loss of $16 billion in
revenue for the feds which would
only add to the country's annual
S40 -billion deficit.

diploma from the Durham Alternative Supervised recently out, she says she misses it already.

AJAX-PICKERING - Earning a high school
diploma after dropping out more than 20 yeas ago was
"challenging but very rewarding" for a mother of three.
"r ve been out of school a week and already I miss
it," Cindy Idenouye says of earning her diploma
through Durham Alternative Supervised Education
(RASE), an adult day program offered by the Durham
Board of Education.
It was great for my self" she adds. "I feel
really good about myself."
The Ajax resident is one of 200 adults who
graduated Tuesday night at DASE's 10th — and largest
—annual cominencement in Oshawa
DASE is aimed at adults who have been out of
school at least a year. It offers several courses,
including creative writing, children's literature,
business English, business math, biology, chemistry,
accounting, computer applicatiom word processing,
nutrition, interior design, fashion. parenting. family
law. criminal law, history and at
Tire average age of students is 27. And while their
backgrounds are varied, there's an immediate bond
between classmates because "we all had the same
goal," reports Mrs- Idenouye.
Disillusioned with school, she dropped out in Grade
10. began working and was married four years later.
When her husband died three years ago, her thoughts
turned to earning her diploma.
It was a very low period of my life." recalls Mrs.
Idenouye. "My doctor suggested gang back to school
to feel better about myself and I had always waned to
complete my dipionta."
Admittedly, "dire were times when I didn't think I
Could make it. I thought I should go beck to work when
things were getting tight_ It was really hard, but I made
it."
She credits teachers "who treat you hike a friend"
and the support of her three teens "who are quite proud
of me. I hope r ve set an example for them."
Because adults may be eligible for equivalent
education and maturity credits, most students who
register with DASE need only four to six credits to earn
their diploma.
Full and half -credit courses are offered in Pickering
and Oshawa The first semester nits from September to
January, while the second begins in February and
continues until Jute. Each of those semesters is divided
uw two quadmesum and new strdets may enrol at
the beginning of a hull semester or quadrnester.

that it would clear up what he said were misconceptions and rumors about

nightmare stories.

It was July, 1992 en route to a
week's vacation on the south
New Jersey coast when we
noticed our van was running
quite rough just outside of
Philadelphia.
We pulled off the interstate and
into a garage and found green
(anti -freeze) running freely from
underneath our vehicle.
Being less than two hours
from our destination and having
our accommodation pre -booked,
we loaded up on water and
decided we would take it slow,
monitoring our situation all the
way.
We made it to our
campground resort, got all set up
and proceeded to assess our
options. With no public transit
and no taxi service along the
coast, with nothing much o
nothing nearby, we took our van
to a local gas station/repair
facility where they exuded
confidence in their ability to fix
the problem and get our vehicle
back to us promptly.
What followed was an 11 -day
ordeal where we were held
hostage by these `mechanics'
who were in way over their
heads.
Walking back and
forth along the
coastal highway'
we quickly became
aware that a radiator replacement
and some gaskets became
warped engine head cover.
With no options, promise
evaporated, deadlines came an
went. We ended up paying
$1,800 (U.S.) in repairs, $18
(U.S.) in car rental fees for the
second week (we were stranded
after all), and an additional $175
U.S. in campground resort fees
for the second week.
I had to get an extended leave
from my employer back in
Toronto for the second week, we
became fearful we were NEVER
going to get back home. Once
our hopes were raised to the

point that, along with our 10, 6
f and 4 -year-old, we took down
our three tents and packed
everything up, anticipating
s our repaired van to be ready
to go, only to find out late in
the day that we were stuck
there...sti11 longer.
We eventually took
possession of our vehicle
and nursed it back home,

Because we went through
six to eight litres of oil en
route back home, I took the
van to our local mechanic
in Ajax.
His professional assessment
a was that it would cost another
$600 - at least - to right the work
s that had been done wrong in New
d Jersey and that there was no
guarantee that this would address

His professional opinion and
advice was to cut our losses and
sell this vehicle - that had
NEVER given us a moment's
concern prior to all of this -
immediately.
We took a huge hit on the
trade-in and ended up paying
$11,250 for a demo replacement
vehicle.

Enable disabled
There's an excellent idea afoot that's taking up space in
parking lois in Durham.
The idea is to make parking spaces for the handicapped
unmistakable by painting them bright blue with yellow.
The Oshawa Centre was one of the fust malls in this area to
give its parking lots the blues, and Oshawa City hall recently
followed suit. Oshawa councillor Brian Nicholson says the
move has been `very effective" and the City is in the process of
painting all parking spots under its jurisdiction.
Now the public works committee has remm exuded the idea
be turned into a bylaw.
As it stands right now in most areas, the bylaw calls for
parking spaces to be indicated by a small metal sign, with the
asphalt to be painted with a large handicap symbol. The
problem is that the sign can be missed and the painted symbol
can fade.
The number of drivers violating the rule is quite high in spite
of the $100 fine the offence now carries.
The highest number of Oshawa violations came in March of
this year, which could be because the markings on the parking
spaces were obscured by snow. Or it could simply mean that
people were simply trying to avoid walking a longer distance
through the bitter cold we all experienced.
If the latter is the reason for that increased number in Marck
it's inexcusable as it was the disabled people those parking
spas were meant for who had to walk that extra 60 feet in the
bitter cob.
It has been pointed out disabled peopie would generally love
to have the ability to walk that 60 feet. The rest of us who do
have that ability to walk that distance should remember that.
There's talk of private property owners in Ajax and Pickering
following the lead of the Oshawa Centre. Here's hoping th-y
do. For the disabled people of Ajax and Pickering can do
without some of the obstacles now preventing them from
getting around.

Research issues before presenting them
To the editor,
It is intriguing to see that the upcoming municipal elections are
encouraging candidates to declare and make their positions known via
your newspaper.
I was especially interested in Edward Alpbonso's reported positions
on various subjects relative to the Town of Ajax.
As a businessman and 25 -year Ajax resident, I am trying to equate
my "struggle to survive" with the relatively small increase in the Town
portion of my business tax burden over the past several years.
Other jurisdictions such as the Region, school board and senior
governments have been the problem, not the local council.
With respect to snow clearing and garbage pickup it is certainly my
understanding that the Town still plows on school routes and I cannot
remember twice -weekly residential garbage in the town — certainly not
in my years of residency!
Having been a candidate for municipal office I am aware of the vital
importance of accuracy in presenting facts to the electors. Might I urge
Mr. Alphonso to research beyond his personal seven years of residency`'

HOSPITAL IN TRANSITION
Newborns ward opens Justin time 'So much Change
AJAX-PICKERING - Little
Justin Bradley Sutherland is only
a few days old now, but he
already has a place in history.
Justin was the first baby born
at Ajax -Pickering General
Hospital's newly -renovated
maternity and newborn services
department, which opened
Monday. So it was only the best
for Justin and his mom and dad.
Marcia and Bernard Sutherland

He arrived Mondav evening
at 5:17 p.m. weighing in at seven
pounds. seven -and -a -half ounces.
Mom went into labor Sunday
night and on Monday morning
was wheeled from the hospital's
old maternity section to the new
department.
"I was looking forward to
being in there." she says.
explaining she'd gone on a tour
of the new facility shortly before
entering the hospital. "I was
really impressed by it."

disappointed at being unable to

staff had a few minor problems
getting used to new equipment
and set-up, but says it was no big
deal.
"None of those things affected
what was happening to me."

Durham Region District Health
Council's acute care study.
"At no time in the recent
history of this hospital has there
been so much change over a period
of 12 months," he said.
Mr. Atkinson noted the changes
proposed in the acute care study
are "essential" if Durham is going
to cope with the reality of
extremely limited health care
funding. The study's proposals
include converting Whitby General
Hospital into a rehabilitation centre
and transferring some of its
services to APGH.
The alternative is not the
status quo, but the closure of the
(Whitby) hospital," said the
chairman.
Mr. Atkinson added, however.
that the realignment of Durham
hospital services proposed by the
study will not be enough to
maintain the current Level of Care in
Durham unless it's accompanied
by more funding from the Ministry
of Health. He maintained the
Province must acknowledge that
Durham is one of the fastest-
growing areas in Ontario, and
provide funding aocordizngly. If this
is not done, he warned, the changes
proposed in the acute care study
will only amount to "the
rearrangement of the deck chairs
on the Titanic".
Mr. Atkinson urged board
I
members, hospital staff and the
community not to "succumb" to
the disappointments created by the
current health are situation.
"The reality of this hospital is
that our toughest time is ahead.
Our mettle is to be tented like never
before."
But, he added, tough times do
not need to he bad times and
APGH can have a "bright and
meaningful future" if
administration, staff and the
community work toward that goal.
Besides reports on the state of
APGH, the annual meeting also
saw the appointment of board
members and officers. New
members joining the board are
David Farr and Tom Quinn of

A total of 662 swimmers from 32
Ontario clubs took part in the big

In the 13 -and -14 boys' division,
Brendan Masterson was second in

butterfly events.

Pickering novice rep girls
come up short at tourney
PICKERING - The Pickering novice rep girls softball team won
two out of three games, but still came up short of moving into the
playoff round of the recent Burlington tournament.
Pickering blasted Cawtbra 16-6 in the first game. Kris Serio put
forth a strong pitching performance to record the victory.
Despite a well -pitched contest by Leann

ackenzie against Niagara Fans in the second
game, the Pickering girls came up short by a
10-2 score.
In the third game, Pickering narrowly
defeated Belleville 8-6. Karen May led the
team in the field with several defensive gems.
Janelle Skeete, Cindy Parker, Rachelle Parent,
ennifer Lewis, Danielle North and Colleen
also contributed strong games.
Leading the offence throughout the tournament were Harwood,
Stacy Kellough and Kelly Housberger who all hit triples. Karen May
also yielded a bat bat.
In recent league play, Pickering earned a tie with the Markham
Cubs. Harwood went tow -for -two at the plate, with a home run. May
also went two -for -two and Kellough went two -for -three.
The Pickering novice squad's league record now stands at four
wins, three losses and one tie.
