Big drop in
teen summer
job chances
since 1993
0 Job postings dip
63%, placements 33%
DURHAM - Student emp-
loyment opportunities in
Durham have declined
drastically this summer
compared to last year.
This year Durham Region job
postings have decreased by 62.8
per cent compared the summer
of 1993, according to statistics
from the Canada Employment
Centre for Students.
The number of students
placed in jobs has decreased by
33.2 per cent compared to 1993.
The drop-off has been linked
to the lack of summer hirings to
date at General Motors in
Oshawa. The decline in job
postings is also due in part to the
employment offices opening late
this summer.
Carrie Fluery, supervisor for
the Canada Employment Centre
for Students (Oshawa area), says
job -seekers should be more
active in their efforts.
"Students should mare
regular visits to the centre, and
should be actively networking,
telling everyone they know that
they are looking for a job."
Sommer employment officers
are available to help students
write resumes and covering
letters, conduct mock interviews
and give job search tips.

AIDS hospice
fund campaign
at snail's pace
DURHAM - The struggle to
fund a home for a Durham AIDS
hospice has been a long and slow
process for James House
organizers.
A support and respite service
group for people with AIDS/HIV
and their families, James House is
a non-profit organization hoping
to open a hospice facility in
Durham Region. Despite its title
the group does not currently have
a "home" base for service.
While the desire and work
ethic are there, funding for the
project has come in at a snail's
pace.
Bob Pigden, founder of James
House, admits it has been a long
year. "It is going to take even
longer before a house becomes a
reality, but then we knew that
when we started this."
Mr. Pigden says James House
is looking for volunteers with
experience in areas such as
strawgic Piing, fund-raising or
any related positions.
Instead of receiving corporate
support, James House has had to
organize small fund-raising
events.
"Nobody has beta calling and
offering to donate money," Mr.
Pigden admits. "('general Motors
won't get involved until they see
what other businesses come on
bolat"
In four reotmt events, $990 was
raised for Janes House.
The cost to purchase a house,
including renovations, is about
$400,000 Mr. Pigden estimates.
"It will cost approximately
$200,000 to operate each year."
A '50s and '60s dance held at
the Darlington Marina Hotel
suffered due to poor ticket sales
and only $240 was raised. Mr.
Pigden says that he heard ticket
sales did not go well because
people worried there'd be
individuals with AIDS in
attendance. He believes that same
fear keeps people from
volunteering their services.

other regions.
"Whether it's higher reporting
rates — we just don't know," he
says, and adds Durham police
have "an excellent capacity to
respond to serious crimes"
Statistics Canada also recently
released a report called `Trends in
Criminal Victimization: 1988 to
1993', a survey of Canadians in
an effort to determine if they've
been victimized and if they feel
safe in their neighborhoods at
night. The report concluded that
crime was on the decline.
Police aim to
reduce crime
"The report that came out is in
conflict with the reality of our
(local) statistics," says Chief
McCagherty. "The reality is that
between 1988 and 1994, crime in
Durham Region was up 25 per
cent.
1111LI 1110:11.
"But we have seen in the last
two years that the overall rate of
crime has been declining."
He attributes the decline to the
efforts of community-based
policing, which is bringing
officers closer to the people they
serve in the community.
"Everyone of our programs
(is) focused on attempts to reduce
crime, not to just react to it."
However, the chief is
concerned about the higher
incidence of violent crimes in the
region and will look into the
problem further.

`One-stop shopping' in works
for long-term care patients
By JOAN RANSBERRY
DURHAM STAFF
DURHAM - Plans are in the
works to bring a "one-stop
shopping" approach to long-term
care here, a member of the Durham
Regional District Health Council
(DRDHC) said Thursday.
Adults with physical disabilities,
elderly people and individuals of
any age who require health services
outside of hospitals joined health
rare workers at a public meeting in
Whitby to discuss the need to
overhaul Durham's long-term care
system.
The meeting, sponsored by the
DRDHC, was held to gather
information which. in turn, will be
part of a report to be sent to the
Ministry of Health.
The DRDHC expects to deliver
the report, including its
recommendations, by April of '95.
says meeting chairman loan
Lcsmond a health council member.
Residents of Durham can't brush
off the need to provide quality long-
term care, says Mrs. Lesmond.
"The population of Durham is
growing. It's been estimated that 40
per cent of Durham's population
will, at some time. need long-term
care services."
Ontario health minister Ruth
Grier recently announced plans to
improve community-based, long-
term care services and to cut red
tape for service users.
The soon -to -be -implemented
Long Term Care Act supports none
care for more people in the oomfbit
and dignity of their homes.
The new legislation will also
establish a framework for multi-
service agencies (MSA).
The MSA will provide "a single
entry point" for anyone needing
long term -care services at home or
in the community, or who require
care in a nursing home, or charitable
or municipal home for the aged,
explains Mrs. Lesmond. "As it is
now, people have to call about 10
places to get the help they need,"
she adds.
The MSA involves a range of
services such as visiting nurses.
supportive housing, home -making.
friendly visiting, security programs,
physiotherapy, nutrition
counselling, meal programs and
transpcxtttion. "Long-term planning
is needed to keep people out of
hospital'' says Mrs. Lesmond.

services, says Mrs. Grier.
"Expanding long -tam care services
in the community means more
comfort and choice for consumers."
There's a need to overhaul
current long-term care services in
Ontario, including Durham, stresses
Mrs. Lesmond. Current services,
provided by about 200 agencies, are
fragmented, disjointed and not
adequately serving the public, she
says. It urgently needs reform to
"make it more accessible, flexible,
efficient, cost-effective and to focus
on the individual."
Mrs. Lesmond warns if the
status quo is maintained in Durham,
the "bottom will fall out" of the
whole system — a system that, as
time passes, becomes even more
needed.
The ministry reports that by
2010, the number of people in
Canada aged 65 and older is
expected to increase by 45 per cent
from 1992. Meanwhile, the number
of people over 95 will rise by almost
125 per cent. Not only will the
province's population age, but
thousands of younger people with
disabilities will outlive their
caregivers in the next :10 years, says
Mrs. Lesmond. "Planning for their
strppclrt must begin now "

Winds of change
Years ago, it was routine for doctors to visit patients at
home.
in the years to come, patients will once again be cared
for in their own homes as sweeping reforms are made to
our cash -gobbling health care system.
Currently accounting for one third of the provincial
budget and climbing, health care in Ontario is on the brink
of far-reaching change under the current government. Both
the quality and the delivery of health care services are
being held to the light of public scrutiny as reform after
reform is proposed. If and when these changes come to
pass, the health care system as we know it today will cease
to exist. Whether the quality of service will stay constant is
a question mark, nevertheless, the staggering cost of health
care is a burden taxpayers cannot continue to shoulder. The
key lies in educating our children and grandchildren to
guard their health with proper lifestyle choices.
In the meantime, here in Durham, recent and proposed
changes include:
- Creating a "one-stop shopping" approach to long-term
care. with a program designed to make it easier to access
at-home services such as visiting nurses, physiotherapy,
nutrition counselling, meal programs and more,
- A "quick response" program has already been set up
in hospitals, designed to hustle patients out of emergency
rooms and back into their homes as soon as possible;
Add to this social contract cutbacks which saw hospital
bed closures and ambulances taken off the road, and the
writing is pretty much on the wall. We're not going to have
the same health care system tomorrow that we had
yesterday.
But before too many changes are made too quickly, the
ministry of health better listen to the concerns of both
patients and medical professionals. Mistakes here could
prove fatal.

♦SEX EDUCATION
Public health nurses set the record straight
To the editor,
As Public health muses, we are
concerned about inaccurate and
misleading information in recent
letters to the editor about Public
Health and the upcoming Hepatitis B
immunization program.
Myth - Alter 20 years of explicit sex
education, teen pregnancies have
soared and sexually transmitted
diseases (STDs) skyrocketed.
Fact - In Durham Region, the rate of
teen pregnancies and the number of
STDs has not increased.
Myth - Public Health's sexualization
of our childtea.
Fact - Public health nurses promote
healthy sexuality to people of all
ages. Information about healthy
sexuality does am cause adolescents
to become sexually active. A curate
information allows adolescents to
make informed decisions.
Myth - Hepatitis B immunization is
being introduced to solve a problem
Public Health created.
Fact - Education about healthy
sexuality does not result in increased
sexual activity. The Hepatitis B
immunization program is being
introduced to prevent Hepatitis B
and its possible life threatening
outcomes, such as cirrhosis of the
laver and catncer.
Myth - Hepatitis B is blazing out of
control.
Fad - In Durham Region cases of
Hepatitis B have not increased
relative to the rest of the province.
Myth - Public Health had students;
place condoms on their fingers and
insert them in plastic models of a
Fact - Public Health Nurses of
Durham Region have never been
involved in this activity.
Myth - Parents were told Public
Health's goal for sc hools...is to have
children comfortable with condoms,
talking about sex on the playground
and for it to be dinner -time
conversation.
Fact - The Health Department does
not set goals for schools. The
Ministry of Education and school
boards set educational goals for
schools. A primary focus of the
Health Department is that children
feel comfortable enough to talk
about healthy sexuality with their
parents rather than getting amacatrate
information from frieidis.

Public health nurses are
concerned about teen pregnancies
and the occurrence of sexually
transmitted diseases. We have a
responsibility to promote healthy
sexuality to all children and
adolescents in Durham Region,
including those who choose to
postpone sexual involvement and
those who are sexually active.

Public board tackles violence, searism in students' writing
❑ But teachers `don't
want to censor' work
By LINDA WHITE
STAFF REPORTER
DURHAM - Educators
shocked by the violence and
sexism displayed in a student
writing review will tackle their
concerns this fall.
"We're not going to totally
eliminate violence and we don't
want to censor a student's
writing," notes Durham Board of
Education program facilitator Jane
Crosbie. "But we want to ensure
what students are writing is
important and doesn't contain
gratuitous violence."
In the spring of 1991, the board
collected writing samples from 25
Grade 6 classes and 27 Grade 10
classes throughout the region.
Though the review was held in
response to parental concerns over
writing standards, two teams of
evaluators were more shocked at
the content of the writing than the
quality.
Findings of the review, made
public in November 1992,
revealed 80 per cent of the more
than 1,200 writing samples
contained one or more acts of
violence, while 20 per cent had
violence throughout.
It was observed that some of
the violence was "morally
repugnant to teachers" — such as
open verbal and/or physical abuse
of people of color, women and
homosexuals.
Out of 400 stories, only two
had female heroines. In many,
women were raped, beaten,
verbally abused, put down or
subtly victimized — and most
forgave the men because they
loved them. A committee
was formed in January 1993 to
address concerns raised by the
review committee. It calls on
teachers to be involved in every
step of a student's writing — such
as checking drafts, dealing with
any problems observed and
discussing language deemed
inappropriate.
Teachers, for instance, may
want to ask a student if their story
is based on a TV show or movie,
if a "real person" would act like
their characters, and what they
would do if they were the
character.
Students should share their
work with others, such as a peer,
parent, parent volunteer or other
staff. "It's important to share ideas
because a student may realize his
thoughts are not acceptable to
others," notes Mrs. Crosbie.
Teachers are encouraged to talk
to a student who has submitted a
piece of writing in which
unnecessary violent language
and/or actions have been used.
For example, if a student uses
such words as "whack, crash,
grrr" after a statement about
someone being punched, "they
must understand the power of
language is so much better if they
can express those words in a
feeling," reports Mrs. Crosbie.
While teachers are advised to
consult a colleague or
administrator if they receive a
piece of writing which is
offensive, they must realize some
violence "may be a real cry for
help. Maybe the student is writing
about something at home to give
teachers a hint when they're not
prepared to talk about it," explains
Mrs. Crosbie.
The committee believes it's
important to make students feel
writing is important. That can be
accomplished through such things
as the production of a class
storybook.
But greater scrutiny of a
student's writing isn't enough, the
committee maintains. It suggests
students develop a code of
behavior which encourages them
to treat one another with respect
and to use acceptable language. It
also encourages role playing so a
student understands how- it feels to
be left out, chosen last, ridiculed if
an error is made, or singled out
h"SH S
EMBERS
because of race or color.
The committee plans to
undertake another writing review
in 1995-96.

Healthy new unit

AJAX-PICKERING - The over 1,600 babies born at Ajax -Pickering
General Hospital every year now have a spanking new, up-to-date facility to
welcome them into the world.
Official opening ceremonies were held Monday for the hospital's new
labor, delivery and recovery unit (I -DRU) at its maternal and newborn
services department. Patients will be able to use the new facilities beginning
next Monday.
Equipment and renovations for the revamped department have cost $2.2
million, much of which is being paid for through public donations to APGH's
Make Room for Baby Campaign.
The new LDRU, in a refurbished section of the hospital. includes seven
combined labor, delivery and recovery moms which allow mothers to stay in
one room for the entire hirthing process. There is also a spcci.d room set aside

Radio operators will
ham it up on weekend
PICKERING — The public is invited to a Field Day with the
South Pickering Amateur Radio Club and other Durham "ham" radio
operators this weekend.
The Field Day is being held from 2 p.m. on Saturday, June 25 to 2
p.m. on Sunday, June 26 at the Petticoat Creek Conservation Area, at
the foot of Whites Rd., in the Rogers Acres picnic area on the
lakeshore. Operators will begin to set up at 9 a.m. on Saturday.
They'll work around the clock to set up field radio communication
stations, get on the air, and contact thousands of other operators in
Canada and the U.S. as part of the American Radio Relay League's
Field Day. Their objective is to see who can make the most contacts
during the 24-hour period.
The purpose of the event is to give ham operators a chance to get
outdoors and have some fun under difficult conditions, and it gives
them an opportunity to fine tune their emergency communication
skills. Ham radio operators often help officials in situations such as
fires, floods and other disasters.
For more information, call Mike Peleschak at 427-3337.

The long nd grinding
92 people on the highway with
drinking and driving (exclusive of
RIDE program statistics). Already
this year there have been 44
charges laid.
The reality of the actual danger
of Hwy. 401 hits home all to
frequently in the nightly news.
Scenes of crushed cars, glowing
flares and emergency crews are
part of everyday life.
Whitby OPP reported seven
motor vehicle fatalities last year
and 236 cases involving personal _
injury. In 32 cases alcohol was
involved.
The Downsview OPP
department handles a hectic
portion of Hwy. 401 from the
Rouge to Hwy. 427.
Last year that OPP detachment
handled close to 1,000 accidents
involving personal injury. In those
cases 1.148 people suffered injury
and eight were killed.
O Ontario's main
artery, Hwy. 401
is suffering a severe
case of congestion
By CHiRIS BOVIE
DURHAM STAFF
DURHAM - It's the lifeline for
business in southern Ontario.
Hwy. 401 is the multi -lane
access freeway that stretches over
800 kilometres from Windsor to
the Ontario -Quebec border. Like
veins in the human body carrying
blood. Hwy. 401 is the main artery
for provincial transportation.
Keeping it free and unclogged
keeps Ontario's economic industry
alive.
Comparable to an unending
diet of high cholesterol foods. the
slowdowns and bumper -to -bumper
traffic experienced on Hwy. 401
congest the vessel. But OHIP
doesn't cover the condition of
traffic jams, which annually costs
the economy S2 million.
In the Greater Toronto Area
(GTA) over one million vehicles
use Hwy. 401 on a daily basis.
Traveling westbound into
Toronto, normal slowdowns
usually start to occur around Ajax.
depending on the time of day. The
Ministry of Transportation volume
figures tell the true story. The
average Hwy. 401 annual daily
traffic figure from Oshawa's Boor
St. to Ritson Rd. is 70,500
vehicles, but that number doubles
as you get to the Durham -Metro
Toronto border. The stretch from
Whites Rd. in Pickering to the
Metro border has an average of
152,850 vehicles daily.
Inching along
There's a select breed of
drivers who have to put up with
the accidents, stoppages and
never-ending traffic. They are the
commuters who must inch their
way to work each day. On the road
by 6 or 7 am. and home 12 hours
later, daily commuters often get as
hot as their overheated engines.
Even the most pristine of
motorists can't help but blurt out a
few foul expletives while on the
road.

each day. On the road by 6 a.m..
she manages to escape most of the
morning madness.
"Coming home is definitely
worse than going in," she explains.
"I try to stay off the highway
coming home because of the
construction.-
Each
onstruction "Each day Ms. Rodrigues spends
about two hours on the road.
Commuters and commercial
drivers eagerly anticipate the
widening of Hwy. 401 and the
addition of the new Hwy. 407. The
first phase of Hwy. 407 is
expected to be completed by 1998.
Its most easterly point will be
Markham Rd. in Scarborough.
Although the second phase, which
will cut through Durham, is still a
long way off, the installation of
phase one is expected to lighten
Hwy. 401 traffic..
The Ministry of Transportation
is responsible for not only keeping
statistics. but also maintaining
Hwy. 401. Besides construction
and resurfacing, the MOT also has
to pick up road kill and bits of
blown truck tires.

For those drivers who think
there are way too many trucks on
the road, the percentage of
commercial traffic ranges from 22

speeding. While that may be a

DURHAM - Non-profit
organizations interested in
providing palliative care
services for the terminally ill in
Durham are being sought by the
Durham Region District Health
Council (DRDHC).
Lynda Hessey, DRDHC
director, says ongoing funding is
available from the Ministry of
Health to "support hospice
volunteer programs and pain -
and -symptom management
teams"
The purpose of the funding is
to enhance palliative care
services in the community, she
says. "The move is part of the
provincial government's strategy
to improve community long-
term care services."
There are currently two
volunteer hospice organizations,
Hospice Durham and Uxbridge
Port Perry Palliative Care,
operating in Durham. "The
Oshawa General Hospital also
offers a palliative care service
for Durham residents," notes
Mrs. Hessey.
'Me scope of palliative care
includes managing the pain and
other symptoms that may be
experienced by someone with a
terminal illness, as well as
providing emotional support to
individuals and families."
Proposals are to be submitted
to the DRDHC by Aug. 30.

Members and interested parties are cordially invited to
attend.

BANDS ON ICE:
By BRUCE FROUDE
DURHAM STAFF
AJAX - Big-time
entertainment comes to town
this summer.
The Canadian Roots Rock
Series takes over Annandale
Golf and Country Club
beginning July 7 with rock
legends April Wine.
"I'm thrilled to be hosting
this," says Michael Lyons of
Annandale.
Partners Mary Arsenault,
Steve Propas and Patrick
Sambrook plan to bring several
established bands to Durham.
"We want to bring quality
acts and not quantity to the
venue," says Sambrook. "If we
couldn't do this on a big scale
we wouldn't do it. We've got a
big room here and having just
200 or 300 people in here would
he anti -climactic."
Annandale is converting the
curling pad into a large musical
hall for the summer concert
series. Once the winter hits, it
will kx curling as usual, assures
I.yons.
It's not the first time
Annandale has hosted rock
shows. Rush, Triumph, Ronnie
Hawkins, Saga, Harlequin and
Murray McLauchlan have all
played at the golf and curling
club. Lyons, Propas and
Arsenault teamed up when the
SkyDome first opened to present
Annandale gets ready to
rock with big -name bands
The Legends of Rock show for
35,000.
The Canadian Roots Rock
Series won't attract crowds of
that size. but the organizers hope
to have 1.000 people attend the
licensed events. In the future,
Canadian rockers April Wine are just one of many bands slated to
play Annandale next month
there are plans to hold all -ages
shows featuring some alternative
bands.
The Church St. facility "is a
good place for people from
across Durham to see a good
concert," says Arsenault. "It's
centrally located and easy to get
to. It's a lot closer than Toronto.
It's a very intimate venue."
The series kicks off with the
April Wine show on July 7 and
is followed by Colin James and
the Little Big Band hosting a
triple bill on July 14.
Room Full of Blues and
David Gogo are also on the bill.
On July 21 it's a tribute night
with the Road Apples playing
their version of Tragically Hip
material.
Tickets are on sale at
Annandale, Wilson and Lee
Music music store in Oshawa,
Discs and Dats in Whitby and

V SAILING
Davies laser sharp at regatta
By AL RIVETI'
st'ORIS REPORTER
PICKERING - It was smooth sailing for
Pickering's Rod Davies at a major regatta in Quebec
last weekend.
Davies, 24, a member of Pickering's Frenchman's
Bay Yacht Club, captured the laser sailing (one-man
craft) championship at the British Airways Regatta in
Hudson for the sixth time in seven years.
To the victor go the spoils, in this case a pair of
airline tickets to England.
He notes some fortune, as well as past experience
at the Quebec regatta, played a role in helping him to
victory -
"I had a bit of luck. It was a lot like sailing on
Frenchman's Bay. There was a really shifty win,
pretty flat water and a bit of a current. I had a bit of
knowledge about the current which really helped out,,,
says Davies.
It was the third regatta victory in four outings for
Rod Davies. He also won the laser title at the Great
Lakes Championships in Hamilton earlier in the
month and, in late May, he captured the Canadian
Laser Championship in Toronto.
At the North American Laser Championship in
Westport, Connecticut June 9 to 12, Rod Davies
finished a strong second overall to South Carolina's
David Loring, a surprise winner of the event. A total
of 150 top sailors from
Canada, the U.S. and
Mexico took pan in the five -
race event.
Rod Davies was the
defending champion of the
event, having won the North
American title in Gimli,
Manitoba in 1993.
The four-day event
Rod Davies included a qualifying round,
and three days of
championship racing. Rod Davies, his brother Ray
Davies, 23, and Jamie Boyden, 24, also a member of
the Frenchman's Bay Yacht Club, all qualified.
Boyden ended up 36th overall, while Ray Davies was
43rd.
All three local laser sailors will compete at the
World Funding Qualifier in Kingston in two weeks.
The top two finishers will receive funding from the
Canadian Sailing Association to attend the World
Sailing Championships in Wakayama, Japan in
August. Both Rod and Ray Davies have already
qualified for worlds.
The meet will also serve as a qualifier for the Pre -
Olympic Sailing Championships in Savannah,
Georgia in July. The top 10 Canadians at the Kingston
meet will qualify for this meet at the site of the 1996
Summer Olympic sailing events.
