The Durham Board of Education has approved a revised mlxm card for students in Gravies 1 to 9. It hope's at least two elementary and two secondary schools in both Ajax and Pickering will volunteer to test them next year, though all schools are invited to use them. Responses and recommendations from those scho)l, will be considered and could result in further revisions before the new report cards are used by all public schools beginning in September 1995. Revising the current report cards follows the release of the ministry of education and training's Common Curriculum, which divides school subjects into four main areas: the arts, language, self and society, and mathematics. science and technology. The Common Curriculum also promises improved accountability to parents by offering more specific information on what students have learned instead of what they've been taughL In November, the board established a report card review committee, comprised of educators, parents and students. It gathered information from other boards and surveyed parents and teachers of students in Grades 1 to 9, students in Grades 7 to 9, as well as administrators and trustees. Of the 4,000 surveys returned to the board, most agreed report cards should comment on social skills, work habits, skill development, a student's performance in relation to expwu tions, and attendance and lateness. Draft report cards were sent to schools for comment The final versions are now ready for use and cover the Formative Years (Grades 1, 2 and 3, and Grades 4, 5 and 6) and the Transition Years (Grades 7 and 8, and Grade 9). Dr. Gabor Diosv pleaded guilty June 3 in a Toronto court to charges of evading $41,438 in federal income tax, which he must repay in addition to the matching fine. He was charged on March 17. The Department of National Revenue ordered an _audit of Dr. Diosv after receiving information from a confidential informant. The informant alleged Dr. Diosy was not reporting income from patients who paid in cash, and keeping separate financial records for those patients. Search warrants were executed at his residence, dental practice and accountant's office on March 25, 1993. It was found that separate patient cards were kept at his home for which the amounts were not recorded in the ledgers of his dental practice. Dr. Diosy understated his taxable income in 1988 by $88,276 and thereby evaded federal taxes of $25,600. In 1990, he understated his taxable income by $54.616 and evaded taxes of $15,839. He faces three months in jail if he does not pay the fine within five months. Was your vacation smooth sailing? OR, was it one you'd rather FORGET? It's a question most people have never given serious thought to, and perhaps never will. It must be a human trait, jhis feeling of invincibility. There are few adults around that would deny being taught at a young age in school to practise a fine drill at home. However, most families have never sat down with their children and instructed them as to where to go in the event of a blaze. Once again, unfortunately, most feel immune to disaster. A News Advertiser informal poll and an Ontario Hydro survey both confirm the vast majority of the population is not going to do what is laid out in nuclear emergency booklets. The reasons given for disregarding the emergency plan during a nuclear disaster vary. Some parents are uneasy leaving their child's care in the hands of school officials while they wait at an evacuation centre. Others feel safer fleeing the area in their vehicle. It's possible those who indicate they would go to their c%acuation centre might change their mind in a panic should there be an emergency. Ontario Hydro must go back to the drawing board. It must convince people their evacuation plans will work and why residents must follow them. It's unsettling to think there could be a day when the sirens sound and word is out to evacuate. It's even more disconcerting to think that when the siren sounds therell be such chaos, no matter where you want to go or should go, you won't get there. Ontario Ilydro recently ran a campaign promoting nuclear power. How about giving a higher profile to evacuation procedures in the event of a nuclear disaster? WRITE To THE NEws ADv R, 130 Comwizcmt. After conversing and gesticulating vigorously, everyone suddenly piled out of the vehicles and rushed through a laneway to a house urnder construction on Woodview Drive. By the time I arrived expecting to see an accident or fire, I observed several men on top of the half shingled building throwing packages of shingles lo the ground to the cheers of 20 to 30 males. "Look what the strong wind del," one than jeered' Another was pouring liquid out of a red gas can on the shingles as I left the scene thoroughly disappointed with his mid afternoon demonstration of 'how not to solve our problems'. Lata, I learned that the roofers are on strike and apparently were malting sure that no one, union or not, would dare to work during the strike. This appears to be a gangster style intimidation manoeuvre! The non union roofers at this she respected the strike and were not wodu ng this day. What might have From the editor's desk m m m m m happened if they were present to defend their rights and property? I couldn't belp but wonder how many of these men are fathers or hope to be soon and how they will teach their children to solve problems. It is likely that dry will support a 'aero tolerance' policy at the schools their children attend They will want police protection if their property is being destroyed- I'm sue they want to be respected and be treated fairly. Then why does the mob act so dii%ncndy? David Anrnea, Pickering The beard, er beat, goes on h iq I - ars I've struck a neve in the bearded eomrwmty. Last week I expressed an opinion on police officers having beards - I don't like it. I also said they should be faked to wear their hats. A visit from a constable at Ajax's 24 division changed my mind about the caps. The iospet tar's hat was delivered to me Tuesday and I was told to wear it for a week. I barely lasted an hour. h was extremely tight around the forehead, hot and tmoomfortabic. I was also blasted by an Ajax b&w "Mrs. D.W." whose ieaer I cadt pmt because she only gave me her initials. She didn't like my comments about bilkers and beards. She asked if the movie Easy Ride will ever die in people's minds and maintains bikes are sick of being labeled as bad people - 0& OK, br'kes do go on the Ride for Sight and raise bus of money for research. In our survey, four of the 10 respondents said the first thing they'd do is get into their cats and high -tail it out of town as fast as possible without waiting for instructions. Two others who knew the location of their evacuation reception centre said they'd head there immediately. "I would gather my kids and leave town very quickly." said one Ajax woman who works in a hospital and knows she isn't supposed to pick her children up at school. "That's a very selfish attitude on my part, but they're my kids." Other respondents said "I would drive as far as I can". -I'd get the hell out of here" and "I guess there's really nothing to do but nun". T h r e e respondents indicated they'd tum on the radio of TV for instructions. One said she'd do nothing. "I don't think it'd be worthwhile to do anything," she explaahed "I'd just stay here. I don't think you could get out of Ajax." . Several respondents predicted chaos on local oudxxutd highways. All four of the 10 wfio recalled receiving the Nin :lets nepcxte d they read it and diu:u, s d it with their families. Three said clther lbe or their spouse kept it :old knees A ht:: respondents said they'd let the schools evacuate their children. three indicated they'd go to the schools to pick up the youngsters or make sure they'd been evacuated. (Three didn't have children in school.) The Decima poll conducted for Ontario Hydro indicated a similar reluctance on the part of parents to entrust their children's safety to education officials. Forty per cent of respondents said they'd pick up their kids at school. Overall, it appears many citizens, regardless of whether or not they've received instruction booklets, will not necessarily do as they're told by emergency officials. In the Decima poll. 57 per cunt said they'd follow official insuucuons. but 38 per cent might do some things differently, and five per cent would ignore the officials and follow their own plans. Residents surveyed by the News Advertiser were asked whether they had confidence officials have everything well planned and that an evacuation, if one was necessary•, could be carried out efficiently_Five believed emergency planners would have things relatively under oontrol If they're asking us to be organized I'd like to believe that they themselves are organized." said Patrick Carvalho of Pickering. "I used to volunteer at the hospital, so I know what things they are prepared for," said Lynda Kiipatn& of Ajay. But the other tine -: d d the % had no ,uch SPECIAL REPORT i it was, but none had filled out the wallet card provided for listing and keeping essential information at hand_ No one knew what "sector number' they live in, which would help determine what they're supposed to do in an emergency. Two knew where their evacuation reception centre was, inch one who hadn't received the booklet but read a friend's at work. Only an Ajax man whose household hadn't received the booklet knew that, if he was outside during a nuclear accident, he's supposed to go inside, talon off his clothes, seal them is a plastic bag, take a shower and put on clean clothes from a drawer or closet. Tbnee of those who received the boddet and three who hadn't knew they sboald go inside, and several people mentioned dosing windows and doors. The four others didn't d know anything about what they should do in such a situation Several respondents who hadn't recceived the bookkxs noted they got information from their chikiren's schools instructing them not b pick ap their kids as the youngsters would be evacuated to a pre- Jetertnined location where parents . =M get them later. Tbough four Sherry Griffiths of Ajax thinks Or booklets were just "a bunch of gobbledygook to make people feel bead'. "Nobody knows what's going to really happew" she added "It's just gecalrnpeople down." "I've seen enough of civic politics to know they couldn't organize their way out of a paper bag, lex ak ee deal with a nuclear emergency," said an Ajax man who didn't want his name published. "I dolt think Ontario Hydro would be straight with people until it's too late." Another respondent maintained officials haven't been honest about IN uclear safety so far and wouldn't be able to handle the "panic" and "hysteria" of the public in an emergency. "I think it's going to be total heJher skelter and total chaos because they don't have any practice runs," said Judith Parkins of Pickering. "Mast people would panic and they would probably go north." She believes emergency drills involving the public should be held to give both officials and residents a better idea of what would happen during a real nuclear emamcocy. Plans will work: official AJAX-PICKERING - If then: was an accident at the Pickering nuclear station, it would be Ifti Ahmad's job to look after the 140,000 people living within the 10 -kilometre emergency planning zone around the facility. "I personally feel we have good plans in place," says Mr. Ahmad, manager of provincial preparedness for Emergency Measures Ontario, the government branch which oversees emergency planning for all situations. "We will be able to implement them effectively. We're confident the whole arrangement will work. All the lessons from (the) Three Mile Island (nuclear plant accident) were considered when we developed this plan." Mr. Ahmad offers the evacuation of Mississauga in 1979, after the derailment of a train carrying toxic ammonia gas, as an example of the Province's success in dealing with a major emergency. "We've never had panic. We've never had people not responding to directions." In the case of a nuclear accident in Pickering, Mr. Ahmad maintains most people would follow plans and do as instructed "because I think they understand that's the only way to have some rational response„ He acknowledges, however, that a Decima poll of area residents conducted for Ontario Hydro has indicated a few problems, such as the 40 per cent of respondents who say they'd pick up their kids at school when they're not supposed to. Emergency planners are working to deal with that issue and improve public awareness of and trust in the plan as a whole, says Mr. Ahmad. Following the Decima poll, planners shifted their focus to getting information to parents through schools. As well, Would those in charge flee? AJAX -MC KERING - If we have a nuclear accident, not only is it Wkely many citizens won't follow carefully laid -out emergency plats, but experience has also shown a lot of the officials who are supposed a be in charge wait be around to lead us through the crisis. During a mayor rpudear accident at Three Mile Lsland, Penns- ylvaoia, in 1979, many of the officials whose job it was io manage the situation was not at their posts when most needed. "After the Three Mile island accident, it is evident that a lot of the pe* the plan depends on get in their can and drive away like the rest of us," says Irene Kock of Dutrtm Nuclear Awareness. Three Mile Island also sewed as a good example of how public panic can foul up the be*4md plans. In that case, officials ordered the evacuation of mothers and children within a five -mile radius of the nuclear plant. However, Upon hearng that news, residents within about a 40 -mile radius decided to evacuate Themselves and their families. Ms. Kock says politicians, firefighters and police officers who know she woda for DNA have Sold her That, if There was a ntrdear aoddet, they'd try b get out of the area as soden as possible. ' they're not prepared to take these risks. If I was m their shoes rd probably do the same Thing. It's vary troublesome, Ibis is a very weals link is our plans." Ms. Kock maintains that, although many ofl9eaials might behave in an exemplary manner during a nuclear accident. on the whole they're simply not equipped and trained to deal with such a crisis. DNA believes emergency plans should involve military people b manage any evacuation which might be required, beruuse the military has experience with crisis situations and soldiers are trained to stay at their posts and Mow orders. Ms. Kock also believes the public would be more 10mly ID obey soldiers during a crisis because they trust them over hydro or municipal officials. According to Ms. Kock, the public's lack of faah in officials and cynicism about the emergency information they've received are major problems in the area of Camels'y pig. She explains, for example, that the emergency Preparedness information booklet trailed out b residents paints too rosy a picture of the local nuclear station and the effectiveness of exisft emagenq Plans. " they've got to take that kind of language out because it's leading to that cynicism and miscast among people who know better." It's this cynicisms, she says, that keeps lei fiom takitig seriously the emergency pians that have been prepared for them, and which leads them to talon an unnecessarily gay view of what might happen during a nuclear aocideot. While various wast -case scenarios arch out of the question, Ms. Kock says it's also Possible that an efficient evacuation or other handling of the stnabort world keep most people sm emergency officials are going out into the community to talk to groups and organizations rather than depending solely on the mail -out of information booklets to get their message across. It has proved difficult, however, to get the public's attention. For example, in response to the Decima poll evidence that a lot of people didn't receive the emergency booklet, public information sessions on the emergency plans were organized. But according to Mr. Ahmad, the turnout was "disappointing.. On the issue of involving the public in nuclear emergency drills, Mr. Ahmad says that is already being done as much as possible, but that any major rehearsal with large-scale public involvement is impractical because it's too disruptive. Next January, there'll be a test of the plan which will involve the actual evacuation of some schools and the processing of volunteers through evacuation reception centres. HAM radio operators, various agencies and the media have also been involved in test runs. Bringing the military into any evacuation, as suggested by Durbarn Nuclear Awareness, will only be done if "something completely out of the ordinary happens', says Mr. Ahmad "If need be they are on call and they will respond," But he maintains the military would not be needed in most situations, because planners have tremendous resources" available to them through all the police forces and other emergency organizations in the area. Tbeee are detailed plans in place, for example; for evacuation traffic io be managed by the joint forces of Durham, Metr0. and York Region Police, the OPP, and Ministry of Transportation staff In most nuclear accident scenarios, Mr. Ahmad says, a period of 12 iD 36 hutnrs wloold be available for evacuation before release of radioactivity ham the Pickering station. The CANIXJ reactors there are designed with containment systems to hold radioactive material for a time before it is released into the The -case scenario of a that people fear err couldn't happen, says Mr. Ahmad, though Other types of explosions are conceivable but roc likely. "For a nuclear explosion to rake place you need a certain type Of plutonium in a certain concentration. That material is just not there in the rtaexor." THE NEWS ADVERTISER SUNDAY, JUNE 19,1994 -PAGE 11 What you should do AJAX-PICKERING - If you're among those who haven't received an emergency information booklet, here are some of the basics you should know about what to do if there's a nuclear accident at the Pickering station. For more information or a copy of the booklet, phone the Pickering Nuclear Generating Station at 839-0465, or Emergency Measures Ontario at (416) 314-3723. These tips come from the booklet: -Stay calm. -Get people and pets indoors. -Close doors and windows. -Turn on the radio or TV and find a station carrying emergency instructions. -Minimize air entering from outside by turning off any heat recovery unit or air conditioner, or turning the thermostat down to 15C or 60F during heating season. -Turn off stoves and put out fires in fireplaces. FAMILY NEEDED MONEY TARN FROM WALLET My beef is when people are not honest. During an outing on Saturday, June 4 at R am., I lost my wallet which coxuained S90, a con - 0 venietice card and a Priceco card I was thrilled when I received a mes- sage from a bank on Monday say- ing someone had put it into the night depository. I couldn't believe my luck. But, when I called to get the information, the lady said the cards were there but there was no money. So much for my honest -citi- zen theory. Being unemployed with two children under the ago of two, the money means a lot to my family and is very much needed. I appreci- ate the person returning my wallet but whoever took the money I hope you need it more than we do. I hope when my children are growing up they know right from wrong and what's hon- est and dishonest because it's inside of yourself that knows whether you did the right thing or not. Did you? Ruth Cunningham, Pickering (f I SETTING THE SCENE: Durham Region's teachers feel the odds are stacked against them in dealing with violent students. They say the system, and some of the key players who make it run, are unwilling to adequately deal with tough issues like drugs and violence in our schools which is detrimental to the majority of kids who are there to learn. Consequently, say teachers, decisions are being motivated by a fear of looking bad in the public's eye.
