plans to revamp hospital scryices in
Durham Region, as only about 20
people showed up at a Tuesday
public meeting on the proposals at
the Pickeiim: Recreation ('omplex.
A fey% of those 20 were local
hospital officials. and a handful were
from NN'hitby. On Monday night in
Whitby. 6i0 residents showed up for
a public meeting on the plauis. many
of them to protest the proposed
conversion of %%'hithy General
Hospital to a rehabilitation centre
that would no lonecr offer
emergency and other services.
The conversion is one of the
major changes proposed in a health
care study discussion paper released
recently by the Durham Region
District Health Council. The paper is
supposed to form the basis of a
public discussion on the future of
hospital sol ices in the Respon. After
the public input. the study is to be
reviewed by a committee of the
health cour►cil and submitted to the
Province in late fall for approval. If
the Province ^_ives the eo-ahead. the

acute care beds." she said. adding_
rehab patients often have blood clots
and heart attacks and can't wait
through a long trip to another
hospital for emergency treaanent.

Mr. Atkinson added that health
care in Durham is already under-
funded compared to the rest of the
province, and he's afraid this now
plan is "simply going to move
around the underfunding". But. he
said. "this will make a better
situation of a bad situation."
In a later interview. health
council executive director Lynda

change some of the study plans or
allay residents' fears about certain

on new schools, additions

DURHAM - A flurry of
construction will be under way
over the next few years after the
Province announced funding for
several new schools, additions
and renovations here.
In Ajax, a new public
elementary school and child care
centre will be built in the
Applecroft subdivision north on
Harwood Ave. between Magill
Dr. and Rossland Rd. Funding
has also been approved for an
addition at St. Patrick Catholic
School.
In Pickering, Highbush and
Maple Ridge public schools will
each get additions.
Meanwhile, dozens of
elementary schools will undergo
renovations as the public board
phases in junior kindergarten.
which must be offered at all
schools by 1997.
In Ajax, that construction will
take place at Lord Durham,
Westney Heights, Applecroft,
Cadarackque and Duffin's Bay.
In Pickering, renovations will
take place at Valley Farm,
Elizabeth B. Phin, Fairport
Beach, Gandetsetiagon and
Glengrove.
In total, the Province and the
public and separate boards will
spend $23 million on the
construction of new schools and
additions throughout the region.
The Province picks up about 65
per cent of that tab through
jobsOntario funding, while
boards fund the remainder.
Boards will receive money for
new schools and additions in
1996-97, while the funding of
renovations for junior
kindergarten will kick in this
year and continue through 1996.
(The cost of renovations to
accommodate junior kindergarten
wasn't available at press time
yesterday.)
Last fall, boards submitted to
the education ministry capital
expenditure forecasts which
prioritized the need for new
schools and additions. That
annual forecast is based largely
on subdivisions planned in each
municipality.
This year. 500 portable
classrooms — the equivalent of
33 elementary schools — sit on
public board grounds.
Meanwhile, the separate board
has about 160 portables.

Joe Dickson wins Civic Award

AJAX - Joe Dickson is the recipient of the
1994 Ajax Civic Award.
He's been active in the community for
more than 40 years, as both a volunteer and a
politician.
Mr. Dickson is one of the founders of
Ajax Home Week, which is now in its _'-nth
year, and of the Ajax Family Festival, a trade
show held in September that has raised
thousands of dollars for the community,
including Ajax -Pickering General Hospital.
He was bestowed the honor Wednesday
during a ceremony also recognizing Ajax
Recreation Advisory Council Award winners.
About 150 people attended the event at the
Ajax Community Centre.
Mr. Dickson is the eighth recipient of the
award. Six of the previous seven winners
were at the ceremony.
"1'm extremely honored and humbled
being here with past recipients," he said. "I
believe there are hundreds, if not thousands,
in the community more deserving of this than
myself."
The award is presented annually to an
individual who has made a continuous and
outstanding contribution to the Town.
Nominations are solicited from the
community and an anonymous panel of
judges, none of whom are Town employees
or elected officials, selects a recipient
For 25 years, Mr. Dickson's company,
Dickson Printing, has sponsored a variety of
sports teams. He's also a member of the Ajax
Waterfront Advisory Committee, and a co-
ordinator of the Town's Waste Reduction
Week and Environmental Affairs Week.
During the 1980s, Mr. Dickson spent
seven years on Ajax council as the Ward 5
representative and then two years as the
Wards 3, 4 and 5 regional councillor. He left

mind who are more deserving of this award."

Local residents have proven once again they aren't overly
concerried with proposed changes to health cane in the region.
Last week, the News Advertiser offered a chance for
residents to put forth their concerns and questions about a
health care study discussion paper released by the Durham
Region District Health Council. Few people took the
opportunity to do so.
Tuesday evening, a public information night was held to
discuss the proposals, which include turning Whitby General
Hospital into a rehabilitation centre. Whitby residents would
go to either Oshawa General Hospital or Ajax -Pickering
General Hospital for emergency and other services. Only
about 20 people showed up at the meeting.
lllc meeting was a dull one compared to others held in the
Region to discuss the issue.
When health cure workers who attended last Thursday's
meeting in Bowmanville asked questions of consultant Barry
l,ewis. they were told to let members of the general public
speak. When Mr. and Mrs. Public asked a question, Mr.
I.cwis's answers were laced with medical jargon and buzz
words so they could only be understood by other consultants.
Monday evening, about 800 pcxlple including firefightes,
lx)liue officers, nurses, doctor, business people, homemakers,
senior citizens and students lined up in front of the
microphones in Whitby to tell government officials to keep
their paws off Whitby General.
So while all is quiet on the western front to date in Ajax
and Pickering, the final chapter on health care in Durham
Region is far from complete. Concerns by fellow residents to
the east of us could very well change what is currently being
proposed. And those otatiges may very well alter the future of
our local hospital.
Until the health minister signs the final draft, residents mt>st

movement towards exclusion mid

root of Canada's multifaceted
identity. The French culture is a
hallmark of this identity and it stops
urs from sliding into a `melting pot'

children to view the world from as
many different perspectives as

our way to accomplishing that goal.
In closing, I ask that you refrain
from referring to the ethnic groups
other than your own in
condescending terms such as "the
French". Not only because they are
an essential part of Caii..d.-a. but .dsol
so that you do not pass your

While Mr. Read admits 40 -day suspensions "can be
unreasonable" if used by principals to simply avoid dealing with
troublemakem, he believes "more kids are icing lost" by limiting
a board's choice to 20 -day suspensions or expulsions.
"Expulsions make it difficult for any other school board to
want to accept him," Mr. Read notes. "With 40 -day suspensions,
you have a greater opportunity to keep him in the system."
Suspensions are usually handed out by principals in
consultation with superintendents. It's up to the board of trustees
to decide whether a student should be expelled.
The board expelled four students between December 1991 and

Beaches safe for swimming: health department

DURIIAM - Go ahead, take
the plunge.
Beaches across the region arc
satisfactory for swirnming,
according to recent test results
taken by Durham's Department
of llealth Services.
The first water tests of the
summer were conducted last
week on the region's 16 beaches.
The health department checks
for Escherichia coli bacteria by
taking five water samples from
each beach. The standard is 100
E. coli per 100 millilitres of
water. E. coli is an intestinal
bacteria found in man or animal
and is an indicator of sewage
pollution.
Last surniner. eight beaches
across the region were posted as
unsafe for swimming, including,
Frenchman's Bay West in
I'ickerinL, (nub,. 4). Rotary Park
Beach in Ajax (July 5),
Lakeview Beach East in Oshawa
(July 23), Port Darlim-non Beach
West in Clarim-non (Aub,. 4).
Kinsmen Beach in Scugog (July
23). Elgin Pond in Uxbridge
(July 23), Beaverton North
Beach in Brock Township (July
23) and Beaverton South Beach
(July 5).
"We're never sure what the
reasons are (for contamination),"
says chief health inspector

AJAX-PICKERING - A former
NBA and Canadian Olympic
basketball player will teach the
finer points of the game to area
youths next month.
Anthony Simms, who's played
in the U.S. collegiate system, the
NBA, the Canadian Olympic
program, as well as European pro

hoops, has founded the Blue Chip
Basketball Camp, which will
operate in Ajax, as well as
Mississauga and Toronto, this
summer.
Simms says the purpose of the
VBASEBALL
non-profit camp is to teach
youngsters the fundamentals of
basketball at an affordable cost.
"We wanted to have the
grassroots of the game involved
with a quality camp." says Simms,
who lives in Ajax. "The best way
to accomplish this is to make it
affordable. Now we just have to
get it out there so the parents will
see the value. I've had a lot of
success in basketball. What I want
to do is share the experience."
The camp will operate at
Pickering High School from 9
a.m. to 3 p.m. Monday to Friday
throughout July. It's open to
males and females 10 to 18 who
can sign up for one or two-week
sessions.
Ball handling, shooting.
passing, and offensive and
defensive principles will be
covered at the camp. At the end of
camp, each player will receive a
profile, outlining strengths and
meas needing improvement.
Simms played NCAA Division
I basketball in the U.S. at Boston
University in the early '80s, and
was named the captain and most
valuable player of the team in
1983. He was drafted in the fifth
round of the NBA draft by the
New York Knicks in 1983. He
joined the Canadian Olympic
basketball team in 1984 and
played in that year's Summer
Olympics in Los Angeles. He
played with the Knicks in the pre-
season prior to the 1984
campaign. but a knee injury ended
his stint. In 1985, he moved to
Spain where he played two years
of European pro basketball. He's
also played in pro leagues in the
Philippines and Mexico.

president was presented a
prestigious award at the Ontario
Minor Hockey Association's
(OMHA) 60th annual banquet in
Toronto Saturday.
Len Quigley. 60. who's been
involved with the PHA for the past
20 years. eight of those as
president. was given an OMHA
Honor Award for his -outstanding
involvement. commitment and
leadership" to minor hockey in
Pickering.
"To be honored by your peers is
a great thing.- says Quigley, who
received the silver tray at the
Constellation Hotel in Toronto.
"I've always liked working with
the kids over the years. but to win
an award like this is a great
honor"
The OMHA annual banquet and
general meeting was attended by
more than 1.000 people.
In a nomination letter to the
OMHA, members of the PHA
executive said Quigley is "a vital
part of the prosperity of the
Pickering Hockey Association and
hopefully will continue to be a
principal participant for many
nears to come. The Pickering
hockey executives and their
membership hold him in high
regard and it is for this reason that
this nomination has been put
forward."
Quigley began in the PHA as a
volunteer coach. instructing at the
peewee and bantam house league
levels for 10 years until 1983.
Along with his coaching duties, he
also served as a convenor for the
select (house league all-stars)
division, and helped organize
tournaments for those teams.
He became the PHA's house
league director in 1983 and served
in that capacity until 1987. During
that time, he organized the first
house league tournament and ran
the tourneys for the next four
years -
In 1978, Quigley was elected
PHA president, a position he still
holds. Over the years, the
association has grown by leaps and
bounds under his leadership,
providing hockey for more than
1,200 players at the representative
and house league level. In the past
two years, he worked closely with
the Town of Pickering in getting
an extra ice pad at the Pickering
Recreation Complex.
Quigley says he will continue to
serve as PHA president in the
future "until I get to a point where
they figure they don't need me or
don't want me. I have a good
working relationship with the
people:' -
