That project, combined with a sewage pumping station that's to be built soon, will open up more than 1,000 acres of land for industrial development Realigning Harwood from Hwy. 2 to Rossland Frank Rd. will cost about $4.65 million, with four development companies paying a total of S4.04 milliotn. Loblaws 5300,000 and the Town $310.000. Work will start in August and should be completed by the end of the year. It'll be four lanes wide — two each way. — with a boulevard mmning down the middle. The exictin, Harwood north of the highway will remain open but will be turned into a dead end near Hwy. 2. A staff repcxt on renaming the existing Harwood will go to council soon. Ajax council voted 6-0 Monday to approve a bylaw that paves the way for the realignment. Ward 1 councillor Frank Schaper said realigning Harwood is "an excellent thing that the Town is Schaper doing " Construction will begin later this year on a S16-million t pumping station south of Bayly S between Pickering Beach Rd and Shoal Point Rd., Ajax business development director Grant V%'hittington reports. The plant will provide sewage service for undeveloped lands near the new Harwood and the area between Bayly and Hwv. 401, east of Pickering Beach Rd. Construction, including installing pipes underneath the 401, will take about a year. Developers will cover S10.6 million of the cost, while Ajax and Durham Region will use federal/prov- incial/municipal infrastructure money to pay the remaining $5.4 trillion. The new Harwood, the pumping tn station and infrasuanre program projects mean the Town is "really moving forward," Mr. Schaper said. se "We're going to creaa lot of jobs and not just for six months tU a year, but for a lot of years." Roadside petal peddlers "have been cutting into our business," says Al Severs, owner of Bay Ridges Florists on Bayly St. He also notes the vendors don't have to pay the taxes and rent that store owners must fork out. "We pay our business taxes;' says Mr. Segers. "We pay our realty taxes. We hire local people. We support the community. Most of (the roadside vendors) are from out of town. They don't hire local people. These people don't bring anything into the corrununity. They just take out. (It will still be illegal to sell from streets and roadsides on Town property.) Vendors can now only operate with a licence from the Town, which costs $200 a year per location, plus $50 for each day of operation at each site to a maximum of $2,000 (which limits the [lays of operation to 36 at a single spot or combination of locations). While much of the problem has been with vendors who operate on Town property, it is hoped the new licensing provision will encourage peddlers to move off the roads and on to private property. Mr. Segers believes the licence fee should probably be higher — in the range of $100 a day per site. That's because the vendors often take the prime locations in town only on the best days such as weekends and Mother's Day, when he estimates they can make as much as $2,000 or $3,000 a day. John Marchand, owner of Trillium Florist on Liverpool Rd., believes the new bylaw will at least make the situation fairer to shop owners. "I guess it will be somewhat more of a level playing field, if nothing else," he says. He notes it's not just florists who are affected, since everything from jewelry to shoes is often sold by strex;t vendors. 'Vendors should contribute to the Town' Mr. Marchand believes the effectiveness of the new bylaw will depend on how vigorously it is enforced. He doesn't think roadside vendors should be banned completely and requiring a licence and a fee is a "reasonable approach" by the Town. "I think (vendors) should contribute to the operation of the Town in some way or another." Holding a licence will not give the licensee the right to operate in any area where it is prohibited by a zoning or other bylaw. Violators of the new bylaw can be fined up to $5,000. The bylaw will not apply to door- to-door salespeople, flea market vendors or organizations approved by the Town to sell items for the purpose of raising funds for charity. Well, those who attended an Ontario Traffic Conference recently, including police chiefs and Durham politicians, along with technical people and government staff, would like the Weed limits to reflect the fad that there are far more maniacs on the road than idiots. Pickering councillor Rick Johnson attended the meeting and says speed limits, especially on 400 -series highways, are often set artificially low and that creates safety and enforcement problem. The safety problem is that some people stubbornly (though correctly) insist on staying within the speed limit, while the majority of drivers stick to speeds they consider to be more reasonable — even though they're over the speed limit. Such a great difference between the velocity people are travelling ictuses the chance of accidents occurring. Councillor Johnson says it would be more reasonable to set a limit near that which 85 per cent of people travel. If the limits were pushed up slightly, conference attendees argued, it might bring the speeds people are travelling into closer alignment. Four -hundred -series highways were actually designed for faster speeds. Things go wrong, however, when frustrated drivers start tailgating and/or weaving through slower traffic. Raising the speed limit to that which the highways were designed for will make enforcement of speeding laws easier. We back the idea for that reasar. But we're not convinced it will reduce accidents significantly. Driers do now, and will continue to. drive the speed they're comfortable with. Greater attention should be given to an education program on how to me the highways ptupedy, .qx-cifically the rule `left to pass'. I was very upset and angry that the residents on Meekings Dr. were not informed of the meeting so that we could attend and voice our view points. Another statement was that one third of the people who use this road speed and that they are mostly high school students from Pickering High School. Except for a moustacbe, I feel strongly that police officers should have not a stubble of hair on their face. I know police officers have 'won the ngbe to grew hair on their face. Something about freedom of what's on the skin I think. I gum rm a bit old-fashioned rve always associated people in uniform with being clean-cut. Hair crit around the ears, above the neckline, and a clean-shaven face. It seemed to go with the uniform, which of course, always had to be ironed to perfection. If you were to get really deep into my head, I'm sure you'd find out that I think people with beards have something to hide. Not on their face mind you, but in their life. I have no proof of that, and I certainly don't cast a shadow of doubt on those who do grow facial hair, not consciously anyway. My visions of beards are connected with long hair, motorcycles and Harley Davidson. Rarely a biker I've met who doesn't have a beard. Hmmm. Do bikers ever have anything to bide? I'm also disturbed that more and more cops are deciding not to wear their hats. While police officials maintain that police policy calls for the wearing of hats, the rule isn't being enforced. As one police officer says, it's becoming a more 'relaxed" policy with respect to appearance. I have contact with some of the 'old boys' in the Durham Regional Police who used to be my contacts when - I was a reporter. Most tell me they dodt like beards on the offrcem Can you imagine the chief of police getting up to speak at a conference, sporting a beard? Except for old pictures of presidents and prime ministers from the 1800s, when was the Last time you saw one with a beard? How many presidents of companies do you know who have beards? I know men will argue they don't like having to go through the hassle of shaving everyday. Nor do I enjoy attempting to put nylons on without getting a run every morning. Or, binding myself up with a bra everyday. However, going bare -legged and braless doesn't suit a professional image, one I attempt to display because I deal with the public. Police officers also deal with the public. Hatless and hairy isn't my idea of what a police officer should look like. I still am thankful for the job police officers do, whether they have a beard or not. But I'll bet once the hot, humid weather hits, you'll see more bare -faced boys in blue. A total of 450 of Canada's top young swimmers from 80 clubs competed at the meet. In the girls' relay events, Ajax's team of Michelle Bricknell, Tara Brooks. Sarah Lo and Robin McCulloch placed fourth in the 400 - metre medley relay finals and the 200 -metre medley relay fumis. Individually, Bricknell finished sixth in the finals of the 100 -metre butterfly event and sixth in the consolation event of the 400m individual medley. Lo was sixth in the finals of the 100m breaststroke and Marie -Eve Tremblay sixth in the consols of the 200111 breast. In an interview following the Wednesday meeting of Durham council, Mr. Herrema said he plans to "complete this term and start the next term" He's been battling cancer for years, but Mr. Herrema was told by his doctor last week that his cancer cell count has "dropped significantly." The chairman is selected by regional councillors at the beginning of each council term. The next municipal election is Nov. 14. Mr. Herrema has been regional chairman since the early 1980s. There are some issues "haunting the Region" he'd like resolved before stepping aside, including settling a lawsuit with Oshawa and getting Hwy. 407 extended through Durham as quickly as possible. Gary Herrema Oshawa has sued Durham over ownership of the building which houses the regional headquarters and a provincial court. The matter should be settled by the two parties and not end up in court, Mr. flerrema said. "I think there's a solution, some kind of a compromise." Saying downtown Oshawa "looks like Beirut, let's be honest," Mr. Herrema believes the City and the Region could put together a plan to locate some regional offices there. IL INr•Av it It',I %Tall.•,., Relocating French child-care 40 facility serves west region By CHRIS BOVIE DURHAM STAFF DURHAM - An increased demand for francophone child care here will be met in the fall of 1995. Les Lucioles Inc., a non-profit child-care centre operator, has received $560,000 in jobsOntario funding to build a new 55 -space Francophone child- care facility. Les Lucioles Inc. currently operates the only centre of its kind in Durham Region, at Ecole secondaire catholique Saint -Charles -Gamier in Whitby. The new facility will be constructed at Ecole catholique Corpus - Christi in Oshawa. Because Charles Gamier will move from its shared location with Father Leo J. Austin Catholic Secondary School, the Francophone child-care facility will also be relocated. The facility will move to Notre-Dame-de-la-leunesse in Ajax and will serve the west -Durham francophone community. The Oshawa site will serve residents from Whitby to Clarington. The new centre will be able to provide child rare for up to six infants, 10 toddlers. 24 preschoolers and 15 school-age children. The school-age program will be provided before and after classes. Michel Boileau, chairman of the board of Les Lucioles Inc., says there currently is a waiting list for francophone child care. "We're confident that we can fill up spaces quickly," says Mr. Boileau. "We did a survey of the Oshawa area and found there was a demand to put the facility on the eastern side of the region." The funding announcement was made recently by Oshawa MPP Alan Pilkey on behalf of community and social services minister Tony Silipo. "Providing non-profit, quality child care is a priority Of our government," said Mr. Pilkey. "This project is also an example of the government's commitment to job creation, economic restructuring and promoting community and social progress." The construction of the facility will provide 15 jobs for about an eight-month period. Permanent education and caregiver jobs will also be created. Barring unforeseen complications, both projects are expected to be up and running by September 1995. Tony van Dinther, who's seeking the Ward 3 local council seat, is a field sales manager for a Fortune 500 company, according to a press release announcing his candidacy. He's been trained extensively on the principles of total quality management and considers this an integral part of public sector development in order to ensure efficient management of resources, and secure balanced and sustainable long-term economic growth. "The time has come for leaders in the business community to take a more active role in municipal politics to ensure that residents are treated as customers throughout the entire term of office, rather than taxpayers who are manipulated in election years," ' says Mr. van Dinther, 34. He believes the major issues facing the next council include landfill battles, community safety and crime prevention, tax reduction Tony van and government efficiency, and Dinther economic development. Hwy. 407 'can't wait': transport minister Residents' concerns taken into account before `relieving one of world's worst traffic bottlenecks' DURHAM - The push to build Hwy. 407 and relieve "one of the worst traffic bottlenecks in the world" will not steamroller residents' concerns, Ontario transport minister Gilles Pouliot says. Speaking at a transportation trade show at the Metro East Trade Centre in Pickering recently, he said he'd like to see construction of the 407 begin soon and gave assurances there'll be further discussions with municipalities across Durham Region before the final route is picked. The route of Hwy. 407 has become a hot political issue as a number of residents' groups have voiced opposition. "The original plan was to build the 407 by the year 2010 or 2020 but when 1 looked at the plan I realized we can't wait," said Mr. Pouliot. "If 1 had my way it would be done within a year. Carl Vervoot, assistant deputy transport minister, said planning is now "zeroing in on some technical issues" to prepare for environmental hearings. The minister also defended the use of photo radar to catch speeders. "Every year more than 1,100 die on our roads and more than 90,000 are injured. Collisions cost taxpayers $9 billion for health and emergency services, property damage and lost time from work. "One of every six accidents is a result of excessive speed.
