While that alerts schools to a student's past behavior, it also allows them to "arrange special counselling if necessary," reports Durham Region Roman Catholic Separate School Board chairman Kevin Ashe. Meanwhile, the requirement, announced last week by the provincial government, is lauded as "another precaution" by Durham Board of Education chairman Patricia Bowman. She applauds plans to maintain those records for three years because "a student may redeem himself with good behavior. It's not saying. `If vou've made an error in judgment, you're marked forever." But she's concerned school boards have been handed too much responsibility in dealing with violence. "If you have a violent culture, you're going to have violence in schools," she explains, believing the "whole community" must play a role in "preventing" violence. Region and Toronto area PICKERING - Council has put a conditional stamp of approval on the newest "rail haul" solution being proposed as the answer to the garbage crisis in the Town and throughout the Greater Toronto Area. WMI Waste Management of Canada proposed to council May 24 the firm haul trash from Pickering, Durham and Toronto to Ohio by rail to a host community that'd he happy to receive it. Councillors made no commitment to the proposal then but on Monday they approved a resolution supporting the concept of "rail haul" as an alternative to landfill that Durham Recion and the Province should consider. Similar resolutions have already been passed by York and Peel Regions. In its resolution. Pickering included the conditions that the site to which the garbage is to be hauled meet required environmental approvals, that it be in a "willing host" community, and that the plan be economically viable. Councillors said Pickering must suggest alternatives for garbage disposal if its opposition to location of a new landfill here is to he taken seriously. "teaching is still a very, very rewarding occupation. - That's the consensus among a dozen secondary teachers who, in the final weeks, of classes have been sharing with the News Advertiser their experiences in the classroom. "Many have suffered nervous breakdowns. The News Advertiser regularly uses recycled newsprint rl'ryi ng to teach The rosy picture of a smiling teacher at the blackboard, with an apple on her desk and students eager to learn in their seats has changed dramatically. A more realistic picture might be one of a teacher whose face is the very definition of stress, whose desk has more than one psychology book on it, whose nervous twitch indicates worry that someone in the class might have a weapon. You have now heard from the horse's mouth, pardon the expression, what teachers are facing in schools. The News Advertiser's three-part special report on teacher morale is complete. If you've been following the series, you'll know there are some serious concerns among teachers about what's happening in the schools and to the students. We've listened to the teachers' complaints. We don't think they're whining. Those interviewed for our series are genuinely committed to giving students quality education. "They love their job -- they hate feeling helpless about kids' problems which stem from outside the classroom. Teachers claim principals are unwilling to tackle the problems of drugs and violence, for fear of putting a negative light on that school. We urge school board officials to act immediately on this appalling practice. Bill Butcher, president of the Ontario Public School Teachers' Federation, says more and more younger teachers are looking for other careers. What do we do when people no longer want to teach our children? We have to start making changes now. The responsibility for children's education lies in the hands of teachers. It's the responsibility of parents to ensure the child they send to school is not disruptive and does not pose a threat to others. An(, school officials must ensure their principals send the message loud and clear that drugs and violence will not be tolerated. Now that everyone knows their role, let's get going. AJAX LIS 2H5 oR FAX us AT 683-7363 RIPE TO T iE N , , ♦ LANDLORD/TENANT Landlord wants tighter laws To the editor, I recently rented out my basement apartment to a single woman who was receiving social benefits and although I had second thoughts about her application 1 was convinced to give her a chance. She informed Social Services to pay the rent directly to me, at the scan of her lease, and then she informed them to stop the payments shortly thereafter. I feel that the landlord should have some protection of continued rental payment by Social Services since part of this lady's benefit cheque includes a shelter allowance. The Landlord/Tenant Act allows you to take this lady to court for arrears in rent but does not protect future landlords from being faced with a similar situation nor does it guarantee that you will ever be paid the outstanding rent. During the months that she occupied the premises, members of her family cohabited the same small premises with her, which increases all the costs of utilities and repairs and no increased compensation to the landlord. The noise volume also increased to a level that no longer allowed us to have a quiet and peaceful enjoyment of our own home. The Landlord/Tenant Act makes it almost impossible to evict a tenant for disruption of your peaceful home and does not provide for eviction due to increased number of occupants. The landlord again has no protection against a disgruntled tenant. When the police were summoned to the premises by the landlord, nothing was solved and even they were powerless at helping the landlord. Can anything be done to help the landlords of the future, since all the laws only protect the tenant? Can Social Services be forced to send the shelter allowance directly to the landlord? Can the police have more power in lanMord/tenant problems? I feel these are questions that should be answered and that new laws should be passed to protect the landlord. The federal government is seeking public input on a new immigration plan before a September conference is held. Ontario Riding MP Dan McTeague says that, other than how refugees are dealt with, the Immigration Act hasn't changed since 1975. "Immigration policy hasn't changed in a generation, but a lot has changed since then," he says. During the summer, he plans to hold public meetings so "people with an interest in or a stake in immigration will have a forum" to speak on the issue. "There's a broad need for public involvement. You can't have a system of representation if you don't know what you're representing," Mr. McTeague says. In 1994, about 250,000 people will immigrate to Canada. (CCI) proposal to build a waste processing plant in the south end of town. Sherman Cres. resident Sherry Senis appeared once again before Pickering council Monday night to say she's added 204 names to her petition against the plant, which brings the total number of signatures she has collected to 451. (She surveyed residents on the basis that up to 90 per cent of waste processed at the plant could come from outside Pickering.) Ms. Senis said only one per cent of the residents she has surveyed are in PICKERING IN BRIEF Council meeting June 6 Brenner wants Pickering to push for lower tritium levels in water PICKERING - The Town should threw its weight behind the push to improve standards for tritium levels in drinking water, according to Ward 1 councillor Maurice Brenner. Mr. Brenner told council Monday he'll soon ask colleagues to declare their support for the 12 recommendations made recently by the Advisory Committee on Environmental Standards (ACES), which wants the maximum tritium levels in drinking water be lowered to 100 becquerels per litre immediately and to 20 b/1 in five years. The current Canadian and Ontario standard is 40,000 b/l. Mr. Brenner also wants the Town to ask the provincial environment minister to withdraw approvals for the new water supply plant planned in Ajax, which would also serve Pickering. He suggested the plant might have to be moved to a location farther away from the Pickering Nuclear Generating Station. Garbage fight costing big bucks PICKERING - The Town has been presented a bill of $63,822 for the March and April costs to pay for consultants hired to help Pickering fight a new dump proposed here. The money would pay for the services of 10 consulting and legal firms. There's an additional February and March bill of 523,922 to pay consultants helping prepare the Town's legal action to have the existing Brock West dump closed. Councillors approved the expenditures Monday night, with the exception of a $12,215 fee to one firm, which they want more thoroughly explained. Council removes muzzle from mayoralty candidate Richard Ward PICKERING - Past and present mayoralty candidate Richard Ward, a council meeting regular attendee who's been denied the opportunity to speak on several occasions, had his say Monday night. Mr. Ward was on the list to speak on a development matter. But before he could begin talking, a motion was made to deny him the opportunity. (Reportedly, a municipal council is legally not obligated to hear everybody who wants to address it, other than at statutory public meetings such as those forums held on development proposals.) Ward 2 councillor Eileen Higdon maintained Mr. Ward should not be allowed to speak because he has verbally abused council and Town staff in the past. Some councillors pointed out Mr. Ward has not submitted the written apology for his past behavior requested in a letter to him from the mayor. But others maintained Mr. Ward had as much right to speak as other members of the public who are allowed to address council, and noted politicians are only ejected for the duration of the meeting at which they misbehave. Those who wanted to hear Mr. Ward prevailed, and Ms. Higdon stomped out of the council chamber. Mr. Ward spoke in opposition to a rezoning which would allow retail warehouse stores to be located at the Pickering Home and Design Centre.
