Region chairman charges By KEITH GILLIGAN STAFF REPORTER DURHAM - Political grandstanding is holding up 56 billion in federal infrastructure funds to municipalities, which could delay contracts and increase the cost of some projects, Durham chairman Gary Herrema says. He told regional council Wednesday an administrative committee overseeing the program has approved projects. but "political interference is giving us more problems." Federal MPs across the country want to space out project announcements for publicity, he charged. .� "Local MPs now want to '`i, schedule the calendar as to when lea: announcements will be made. And, municipal bylaws prevent him from parking it on the street for any longer than three hours. All moved i*n and no place to park D Van owner told his Pickering driveway's off limits By MARIANNE TAKACS STAFF RFPORT• -R PICKI RIN(i - How would you feel if you just moved to a new house and discovered you weren't allowed to park your vehicle in the driveway? Well that's exactly how Marilyne and Jim McCarthy feel after moving here from Scarborough last November. Town bylaw officers have dropped by to tell them neighbors have complained so Mr. McCarthy can no longer park his cube van in the driveway of their Meadowview Ave. home. The couple say they never had any parking problems before when they lived in a Scarborough townhouse and parked the same van in the front driveway. Pickering bylaws prohibit the parking of co ntnercial vehicles in residential driveways, and anything over a half ton is considered a commercial vehicle. (There's no such rule in Scarborough.) Mr. McCarthy uses his one -ton van in his work as a carpet installer. "It's my husband's truck, his own personal truck," says Mrs. McCarthy. "He needs it for his job. A lot of people need their truck for their work. What's he supposed to do with the thing?" The Town has told the couple they have to get the van out of the driveway by today or face a floe of up to $10,000. Leaving the van on the street is out of the question because parking there for over three hours is prohibited. If you've got a cube van you've definitely got a commercial vehicle,- be explains. The bylaw exists because homeowners want to live in a residential area without commercial vehicles parking or constantly driving through. Mr. Howard also notes Town bylaw officials only take action on a private property parking violation when someone files a complaint. When Mrs. McCarthy told the officer who visited her that she didn't understand why her husband shouldn't be allowed to park his van in the driveway when others in the neighborhood can. she was told she should file a complaint against them if she thought it was wrong. But Mrs. McCarthy doesn't want to complain about the others and believes the Town should either enforce the bylaw consistently or forget it. (Under the old curriculum, teachers were expected to focus on objectives arta opportunities for students to learn. The nev curriculum sets out what students are expected to know and what they should be able to do at key stages of their schooling.) The board's report card review committee surveyed both parents an teachers of studdrits in Grades 1 to 9. as as students in Grades 7 to 9. Of the 4.000 surveys returned to the board, most agreed report cards should comment on social skills, work habits, skill development, a student's performance in relation to expectations, and attendance and lateness. Parents and students want a clear explanation of how marks are derived and if a program is A modified for particular children. Most are also looking for a comment section for parents and students to complete, recommendations for improvement, and suggestions on how parents can help their children at home. The committee has suggested a common report card be used by all teachers in each division: Grades 1 to 3 (the so-called Formative Years), rades 4 to 6 (also part of the Formative Years), Grades 7 and 8 (Transition Years), and Grade 9 (also referred to as one of the Transition Years). The committee has also recommended all schools use the formal .port cards now under revision. It suggests ols be given the option to use an interim report card developed by the committee or one of their own design, provided it meets board requirements. Report cards have changed little in the past 10 years, though some revisions were initiated five years ago. Mr. Snodden notes. If approved, the revised report cards could make their way to schools this fall. We protect our family from what might happen. Shouldn't we prepare for what we know will happen? N We're happy that new infrastructure projects are 'n providing employment in a job market that is still in a z�> slump, even if they aren't long-term jobs. We're all hoping �6r they will have a ripple effect in other fields of employment, thereby prod ucing that `kick start' to the M economy that the Liberals have been promising. So, for the record, we're grateful. But why should these projects be scheduled around the .: public relations efforts of various local members of parliament`' Regional chairman Gary Herrema pointed out this week a that a regional administrative committee has approved the local infrastructure projects and that, now, the only thing really standing in the way is the grandstanding of MPs. March 26 my wife and I attended a concert organized by the Pickering Arts Council at the Pickering Recreation Complex. Unfortunately it turned out to be a disaster! In the next room a 50th wedding anniversary was being celebrated so the performers at our concert had to compete with noise coming from the celebration. or an arts centre It was so bad that when the MacDonald Singers came on to perform they had to wait nearly five minutes for that noise to subside before being able to start! Other performers also had to wait until it was quiet enough. All the artists valiantly tried to overcome the distraction and I would like to congratulate them on the way they managed to perform under such- adverse I feel whoever organized this concert should have realized that these two events should not have been booked for the same night. As the mayor and various other dignitaries of Pickering were present I am hoping this experience will make them realize the necessity for this town to have a theatre for the performing arts especially as we now have among many other excellent performers the Pickering Philharmonic Orchestra. Some time back when the recreation complex was being built I asked about the possibility of a theatre and was given to understand that the population of Pickering was at that time, too young and too sports oriented to want a theatre. The traditional family sullies and design and technology program for Grade 7 students will be revamped in Selxember to include such topics as computer-aided drafting design, desktop publishing and electronics. We hope it will open up careers and spark a student's interest in (leading-edge technology) at an earlier age," says Durham Board of Education curriculum officer Brian Dunford_ The change is in response to the ministry of education and training's Common Curriculum. a new guide to developing curriculurn for Grades 1 to 9. Under the old curriculum, students concentrated more on specific subjects, such as history, geography. inwhematics and family studies as they progressed from grade to grade. The new curriculum emphasizes connections between all sut*xs, in a0 grades - Classroom teact>ers will therefore wet with design centre teachers to ensure the program is an extension of the regular classwon program. The hone school teacher will also accompany their class to the design tete. In Pickering, the centre will be bcared at Bayview Heights Public School. In Ajax, it will be at Duffru's Bay Pudic School. Under the current model, every Grade 7 class makes 15 quana-day visits a year to a local family studies and design and wcbnoiogy site. Children's Services Council executive director Joan Higginson says the changes took effect Monday, with Durham House programs and clients transferred to either Frontenac Youth Services or Kinark Child and Family Services. The changes are being done to "get the most service out of the resources available," Ms. Higginson says_ A recent study of children's mental health services in Durham recommended the changes. All progrartns now offered by the centres will still be available and the changes will "improve accessibility" for children, she says. The centres provide treatment for children with social. emotional or behavioral problems. Restructuring will "reduce administration and overhead costs.. so more money can be directed to programs.
