DURHAM - Political grandstanding is holding up 56
billion in federal infrastructure funds to municipalities, which
could delay contracts and increase the cost of some projects,
Durham chairman Gary Herrema says.
He told regional council Wednesday an administrative
committee overseeing the program has approved projects. but
"political interference is giving us more problems."

told by Town of Pickering officials he can no longer park his vehicle
in the driveway of his home because of complaints by neighbors.
And, municipal bylaws prevent him from parking it on the street for
any longer than three hours.

PICKI RIN(i - How would you
feel if you just moved to a new
house and discovered you weren't
allowed to park your vehicle in the
driveway?
Well that's exactly how
Marilyne and Jim McCarthy feel
after moving here from
Scarborough last November. Town
bylaw officers have dropped by to
tell them neighbors have
complained so Mr. McCarthy can
no longer park his cube van in the
driveway of their Meadowview
Ave. home. The couple say they
never had any parking problems
before when they lived in a
Scarborough townhouse and
parked the same van in the front
driveway.
Pickering bylaws prohibit the
parking of co ntnercial vehicles in
residential driveways, and
anything over a half ton is
considered a commercial vehicle.
(There's no such rule in
Scarborough.) Mr. McCarthy uses
his one -ton van in his work as a
carpet installer.
"It's my husband's truck, his
own personal truck," says Mrs.
McCarthy. "He needs it for his job.
A lot of people need their truck for
their work. What's he supposed to
do with the thing?"
The Town has told the couple
they have to get the van out of the
driveway by today or face a floe of
up to $10,000. Leaving the van on
the street is out of the question
because parking there for over
three hours is prohibited.

that vehicles over a half ton can
not be kept on residential
driveways.
If you've got a cube van
you've definitely got a commercial
vehicle,- be explains. The bylaw
exists because homeowners want
to live in a residential area without
commercial vehicles parking or
constantly driving through.
Mr. Howard also notes Town
bylaw officials only take action on
a private property parking
violation when someone files a
complaint.
When Mrs. McCarthy told the
officer who visited her that she
didn't understand why her husband
shouldn't be allowed to park his
van in the driveway when others in
the neighborhood can. she was told
she should file a complaint against
them if she thought it was wrong.
But Mrs. McCarthy doesn't
want to complain about the others
and believes the Town should
either enforce the bylaw
consistently or forget it.

Report cards revamped

The review was undertaken largely in response
to the ministry of education and training's
Common Curriculum, a new guide to developing
curriculum for Grades 1 to 9, reports
superintendent Dave Snodden.
(Under the old curriculum, teachers were
expected to focus on objectives arta
opportunities for students to learn. The nev
curriculum sets out what students are
expected to know and what they should
be able to do at key stages of their
schooling.)
The board's report card review
committee surveyed both parents an
teachers of studdrits in Grades 1 to 9. as
as students in Grades 7 to 9.
Of the 4.000 surveys returned to the board, most
agreed report cards should comment on social
skills, work habits, skill development, a student's
performance in relation to expectations, and
attendance and lateness.
Parents and students want a clear explanation of
how marks are derived and if a program is

modified for particular children. Most are also
looking for a comment section for parents and
students to complete, recommendations for
improvement, and suggestions on how parents can
help their children at home.
The committee has suggested a common report
card be used by all teachers in each division:
Grades 1 to 3 (the so-called Formative Years),
rades 4 to 6 (also part of the Formative
Years), Grades 7 and 8 (Transition Years),
and Grade 9 (also referred to as one of the
Transition Years).
The committee has also
recommended all schools use the formal
.port cards now under revision. It suggests
ols be given the option to use an interim
report card developed by the committee or one of
their own design, provided it meets board
requirements.
Report cards have changed little in the past 10
years, though some revisions were initiated five
years ago. Mr. Snodden notes. If approved, the
revised report cards could make their way to
schools this fall.

So, for the record, we're grateful.
But why should these projects be scheduled around the

To the editor,
On Saturday. March 26 my
wife and I attended a concert
organized by the Pickering Arts
Council at the Pickering
Recreation Complex.
Unfortunately it turned out to
be a disaster!
In the next room a 50th
wedding anniversary was being
celebrated so the performers at
our concert had to compete with
noise coming from the
celebration.

It was so bad that when the
MacDonald Singers came on to
perform they had to wait nearly
five minutes for that noise to
subside before being able to start!
Other performers also had to
wait until it was quiet enough.
All the artists valiantly tried to
overcome the distraction and I
would like to congratulate them
on the way they managed to
perform under such- adverse
I feel whoever organized this
concert should have realized that
these two events should not have
been booked for the same night.
As the mayor and various
other dignitaries of Pickering
were present I am hoping this
experience will make them
realize the necessity for this town
to have a theatre for the
performing arts especially as we
now have among many other
excellent performers the
Pickering Philharmonic
Orchestra.
Some time back when the
recreation complex was being
built I asked about the possibility
of a theatre and was given to
understand that the population of
Pickering was at that time, too
young and too sports oriented to
want a theatre.
Hopefully this segment of the
population has matured enough
now to appreciate the need for
such a place.

DURHAM - Students can say
goodbye to cooking, sewing and
woodworking lessons as the public
school board makes way for
leading-edge technology.
The traditional family sullies and
design and technology program for
Grade 7 students will be revamped
in Selxember to include such topics
as computer-aided drafting design,
desktop publishing and electronics.
We hope it will open up careers
and spark a student's interest in
(leading-edge technology) at an
earlier age," says Durham Board of
Education curriculum officer Brian

The change is in response to the
ministry of education and training's
Common Curriculum. a new guide
to developing curriculurn for Grades
1 to 9.
Under the old curriculum,
students concentrated more on
specific subjects, such as history,
geography. inwhematics and family
studies as they progressed from
grade to grade. The new curriculum
emphasizes connections between all
sut*xs, in a0 grades -
Classroom teact>ers will therefore
wet with design centre teachers to
ensure the program is an extension
of the regular classwon program.
The hone school teacher will also
accompany their class to the design
tete.
In Pickering, the centre will be
bcared at Bayview Heights Public
School. In Ajax, it will be at
Duffru's Bay Pudic School.
Under the current model, every
Grade 7 class makes 15 quana-day
visits a year to a local family studies
and design and wcbnoiogy site. The
board win save almost $9.000 a yea
in busing costs beginning in
September, when each class visits
new design cenutes for 10 half -days
at a cost of about $60,000.

be used at schools which would
otherwise need additions when the

young adults being sought
AJAX-PICKERING - Wanted: young adults
with an adventurous spirit and an interest in global
development.
Youth Challenge International is looking for
Canadians aged 18 to 25 to work on projects in
Costa Rica late this year and early next year.
Those accepted will work with people from
around the world on a variety of community
development, health and research projects for three
months beginning in December or February. They
are responsible for raising money needed to cover
their travel expenses.
Youth Challenge, a non-profit organization,
works with scientific institutes, universities,
government agencies and service groups as it
tackles recognized problems in developing regions
and remote communities around the world.
Last year, Dunbarton High School graduate
Stephanie Bush of Pickering travelled to Costa Rica
with Youth Challenge. Next month, Elise de
Villiers of St. Mary Catholic Secondary School in
Pickering will participate in a project in Guyana.

programs at two centres.
Children's Services Council
executive director Joan Higginson
says the changes took effect
Monday, with Durham House
programs and clients transferred to
either Frontenac Youth Services or
Kinark Child and Family Services.
The changes are being done to
"get the most service out of the
resources available," Ms.
Higginson says_ A recent study of
children's mental health services in
Durham recommended the
changes.
All progrartns now offered by the
centres will still be available and
the changes will "improve
accessibility" for children, she says.
The centres provide treatment
for children with social. emotional
or behavioral problems.
Restructuring will "reduce
administration and overhead costs..
so more money can be directed to
programs. Ms. Higginson says.
Putting the savings back into
programs is "essential because of
the waiting lists. The length of
waiting is too long". averaging
about six months, she says.
Frontenac and Kinark are all
funded by the provincial minis"
of community and social services•
as was Durham House.
Staff at Durham House will
become employees of either Kinark
or Frontenac, she says.
Kinark will take over Durham
House day treatment, family
therapy, sexual abuse treatment and
Family Education Resource Centre
programs. Also, Kinark will be
responsible for the Durham House
building on Simcoe St. N. in
Oshawa.

TV auction raises $45G for hospital
AJAX-PICKFRING — A TV auction Sunday raised
$45.470 for Ajax -Pickering General Hospital's new
maternal and newborn services department. That total
surpassed by far the hospital's $25,000 goal for the
evert.
The auction was presented on community cable TV
channels in Ajax and Pickering and featured items
donated by local busunesses. The hospital thanks all the
volunteers, cable TV staff, donors and citizens who
helped make the event a great success.
Funds brought in by the auction will go to the
hospital's "Make Room for Baby" campaign to raise
5221 million to pay for equpnennt and facilities in the
refurbished maternal and newborn saviors department-

stone was throwr at the Annandale
Curling Club's .manual Last Chance
Bdnspiel Sunday.
The 'spiel attracted 22 entries
from eight curling clubs April 9 and
10. Teams came from as far away as
London, Chinguacousy and
Uxbridge.
Annandale's Jon Payne rink
captured the 'A' championship and
received the top prize of $500. His

One of the unique
aspects of Basket
Kase is that Marion
operates it out of her
home. What is most
surprising to first-time visitors is that the Victorian
craft shop occupies her entire basement, and not
just a small comer.
As you enter the basement hallway, there are
various displays on tables and stands, in baskets,
and showcases. To the right, is one bedroom,
with all the femme Victorian accessories: ruffles,
frills, flowers and lace. Huddled at the rear of the
hallway is her small office.
In the room directly facing the stairs is the

Special occasion baskets are also available for
both bridal and baby showers.
Aside from the retail operation of Basket Kase,
the business also provides corporate gifts as well
as craft classes. And, since 1987, it has been
shipping orders throughout Canada and the
United States.
Although the six-week classes are currently
filled (most students regularly sign up for each
new class) Marion is offering an assortment of
seminars lasting 2 1/2 to three hours long. The
next seminar is scheduled for April 26. Students
will make a wood bow.
Seven other seminars are planned throughout
May, with a different item being made at each
one. Each costs $7 plus GST, plus extra for the
supplies. Depending on the seminar chosen,
supplies will cost from $22 to $35.
Marion also plan to have chkken's classes in
the summer.
