In Ajax, the Durham Board of Education will begin phasing in the program in January at Lord Durham and Roland Michener schools and the Aldon Early Years Learning Centre. In Pickering, the program will be offered at Rosebank Road and Woodlands Centennial schools. Only those students who live within the enrolment boundaries of each of those schools will be offered access to the program. Youngsters signed up last will be excluded if enrolment exceeds maximum class sizes — since those children would normally he bused to another school and the program isn't yet offered at all schools. When the ministry of education and training turned down the board's request to be exempt from setting up junior kindergarten olio ses until 1997, it approved an alternate plan which will see up to the two classes established in January in board's six learning areas — Pickering, Ajax, Whitby, Oshawa (which is divided into two areas) and the northern community. ata learning centre By establishing the program in Ajax, the board will keep its options open in the event the Province allows junior kindergarten to be offered at sites other than schools in the future. Under the junior kindergarten phase-in, the board plans to offer the program at up to eight schools in each learning area in 1995-96, in up to 15 in 1996-97 and in all schools in 1997-98. The program will be offered on an all -day, every -other -day schedule. The board has asked the ministry to re -arrange the time traditionally spent in junior and senior kindergarten. Instead of spending one-half day for a full year in each, it proposes to offer senior kindergarten classes for a full day on Monday, Wednesday and Friday and junior kindergarten for a full day on Tuesday and Thursday. An alternate junior kindergarten schedule hasn't yet been put forward should the ministry turn down that proposal. Parents say the P y 'll y FROM PAGE Al from alternate -day plans because their students could continue going every day for half the day since they five nearby. While she recognized the move will save money in northern communities where bus routes are longer, she criticized it for costing money in those schools where busing isn't tneeded but where lunch-hour supervision will .be required. New round i*n dump fig U Pickering council demands Province review search process, probe other options By MARIANNE TAKACS STAFF REPORTER PICKERING — Pickering politicians have fired off yet another salvo against Queen's Park in their ongoing battle against the EEI I landfill site proposed here. Only this time, they have a few more troops lined up on their side. At their Monday night meeting. Town council members approved a resolution calling on the provincial government to make changes to the dump search process that would allow consideration of options such as hauling garbage outside the Greater Toronto Area (GTA) to a "known safe site" like Kirkland Lake, exporting it to the U.S.. or incinerating it. Thev also called on the Province to return responsibility for waste management to the Regions. (The task of funding dump sites for the GTA was turned over by the Province to the Interim Waste Authority (IWA), created for that purpose.) The motion is similar to resolutions passed recently and sent to Queen's Park by the GTA mayors jointly and the municipalities of Vaughan and Caledon, which also are fighting landfill sites proposed within their borders. Pickering mayor Wayne Arthurs said the goal of the resolutions is to bring as much pressure as possible to bear on provincial politicians of all parties, and from as many municipalities as possible. "We need to have their continued interest. involvement and support," he explained in an interview. "To keep the issue firmly in the public eye, it has to be seen as going beyond a local issue" Waste crisis handling election issue: mayor From the point of view of municipalities which will not have to host dumps, explained the mayor, the government's poor management of the GTA's waste handling crisis is still an important issue, especially when they are trying to attract business and industry to a province that seemingly can't even figure out where to put it-, garbage. "I expect it to be an issue in the next provincial election.- said Mr. Arthurs. Ile added the focus during the election should be on forcing candidates of all parties to clearly state their waste management policies. The mayor agreed some municipal politicians in the GTA are counting on a change of government to solve the problem. S70 School"s Still Out Revamped kindergarten is fait accompli in Durham's public schools, it would seem. Baring an unlikely change of heart by Durham Board of Education trustees and an even more unlikely court Vk" by angry parents who've threatened to seek legal advice on whether Monday's decision by the educators was reached fairly, alternate -day kindergarten will be introduced at all public elementary schools here beginning in September. That means half the kids entering kindergarten in the fall will attend school all day Mondays and Wednesdays and every Friday morning while the remainder will spend a full day in class Tuesdays and Thursdays and a half day Friday afternoon. While we continue to agree with many parents who believe most children of kindergarten -age will have difficulty coping with a full day at school let alone concentrating when they're there, we think the trustees were at least well intentioned when the plan was first proposed and when it was passed Monday. It will save taxpayers money on noon -hour busing four days a week. School's still out on whether or not those fiscal savings will come at the expense of our children's well-being. Only time will tell. But, surely the board had its qualified staff of experts in education research that subject before even broaching the idea of all -day kindergarten. If not and our children do indec d suffer as a result of the trustees' decision, then well raise the roof. But, for the time being, we might as well get used to the concept. Parents of children about to enter school can take the time between now and that traumatic day after Labor Day to plan for the change. After all. our little babies who are about to leave home for the fust time in the fall prove to us time and again that they're more flexible than we are. If not and they can't adjust to spending all day in school. we can kick the trustees out of class during November's municipal election. The Mews AdveftLw 2-4 To the editor, As a parent and a teacher. I would like to express some concerns about the all day, every - other -day kindergarten which is scheduled to begin September 1994. This decision was obviously made for financial, not edua" reasons: to save approximately 5500,000. This decision was not made with children's education in mind — it was made to eliminate noon hour busing, and is therefore a cost-saving device, not an educational tool. Kindergarten lays the groundwork for putting routines in place; in order to be consistent this must be done every day, not every other day.
