He doesn't know when it will go before cabinet. He also says the ministry is try- ing to schedule a meeting between DNA representatives and current Solicitor General Dave Christopher- son some time in April "to discuss their concerns". Ms. Kock is pleased with that news, noting DNA has been trying to meet with him since April, 1993. Durham West MPP Jim Wise- man says there is "no great conspira- cy" to block improvements in the emergency plan. "Basically there are some differ- ences of opinion between staff in the ministry of the environment and energy and staff at the ministry of the Solicitor General about how best to do some of these things.' he explains. When asked why it has taken six vears to come up with a response to the recommendations made in the }fare and McNeill reports, the MPP notes that "on a major issue some- times it takes a long time.• Mr. Wiseman says some improvements have been made since the reports. such as a major evacua- tion test in Durham Region, the pub- lication of pamphlets on how the area would be evacuated, and the distribution to local pharmacies of iodine tablets, which protect the thy- roid gland from absorbing radioac- tive iodine. But councillors did leave the door slightly open to other plebiscite proposals in the future. Ward 2 councillor Kip Van Kempen proposed the referendum ask Town residents whether they want another landfill in Pickering as has been proposed; whether the Town should use tax revenue to pay for the legal costs of fighting the new dump; whether various municipal services such as hydro and the fire department should be merged with those of other munic- ipalities to save money; and how much staffing and service should be provided at the new firehall at Dixie Rd. and Finch Ave., which is now destined to function only between 9 a.m. and 5 p.m. week- days. Councillor Van Kempen main- tained the Nov. 14 election pro- vides a "wonderful opportunity" for a plebiscite that municipalities rarely make use of. "This would cost us virtually nothing.' he said, noting the ques- tions could simply he added to the ballot. "I think it would provide some great guidance for councils of the future. Often there's a silent majority out there that we do not hear from." But other councillors argued thev already know citizens don't want a new dump, and that some of the other questions are very complex. "I'm not sure it's democracy." said Ward 1 councillor Doug Wellman, pointing out that only about 35 per cent of residents vote in municipal elections so the voice of the majority wouldn't he heard. Kirk Williams Pickering Give full-daykindergarten a try To the editor, This may not be a very popular thin, to say in Durh'un Region right now, but here goes. I'm glad about all -day, every -other -day kinder- garten. Yes, glad. As a mother who works part-time out of the house. I will no loner have to pay day care at all. I'm not worried about lunch time because the fantastic staff at our school is already talking about how to provide a quality program. My son will be one of the youngest in his class, but I'm not worried about him lasting all day. Young children adjust to change very well and teachers will simply adjust their programs to suit the energy level of the class. My two nephews have attended all -day kindergarten in Frontenac County and they love it. I fell this is a relatively painless way to save 5432.000 of (local) tax dollars. I'd rather have this than see some valuable programs cut. I would encourage i arew, to he open about this program and if, after a trial period you still feel your children are too young for a full day at school, be reminded that kindergarten is a voluntary pro- gram. The age that a child must legally start school is six. During these times of governments slashing our budget, the Durham Board of Education may not always make popular decisions. However, we may yet benefit from their practicality. Jill Hamilton Pickering Child forgives thief Dear Editor, On Friday, Feb. 5, my sons and I went to the Pickering Town Centre. Our goal that evening was to buy a Bible for their Sunday school class and for my sons to spend the money they had earned. They had worked hard for their money. They had laid the dinner table, helped to wash dishes, helped to vacuum, make their beds and fold laundry with me. My four-year-old son Mitchell had a total of five dol- lars: a $2 bill, two loonies, and four quarters. Mitchell clutched a little red zippered child's purse throughout the mall. It contained his savings for the last SiX weeks. At some point in the mall, he either put his wallet down or dropped it. When he realized this - less than five minutes later - he was devastated. His cheeks turned red, his bottom lip started to quiver and tears welled up in his eyes. I reassured him, we would find his wallet. We did find it. There was such joy and relief in his little face I However, the money was gone. His little face dropped. I had to find a seat and explain to him how someone had taken his money. That a small child should have to learn about dishonesty, thievery, and selfishness is heart breaking. A very sad and expen- sive lesson for a four-year-old child. If you are the person who stole my child's money, I thought I would let you know that i replaced his $5 and he was able to buy his well-earned treat. I truly hope you needed this money; money found in a child's purse. I hate to think you did this for greed. That night before going to sleep my son included you in his prayers.
