DURHAM - Road work and a $10.8 -million
underpass bridge on Pickering's Brock Rd. are
among infrastructure projects the Region is con-
sidering financing with money from three levels
of government.
Durham Region chairman Gary Herrema told
his colleagues Wednesday, "I believe we're on
the proper track to put 1,0(X1 people to work."
The federal and provincial governments
announced last week an agreement on the infras-
tructure program, a key plank in the Liberal
party's election platform.
The feds and Province are giving Durham
S2' .5 million, with the Region chipping in $11.75
million.
Works committee chairman John Aker said, "I
expect we'll take advantage of every cent of that."
Durham is in an "excellent position to take
advantage of the program" because it already has
$147 million in cash on hand, Mr. Aker said.

'realistic choice'

such academic choices as whether to go to university or
college, they also need assistance deciding when to

uture. Most have a good idea of

gram facilitator for the Durham`
Board of Education. z1 `
"But we have to spend just as
much time on their sexual future. Mike Brousseau
:after all, an unwanted pregnan-
cy, an abortion or AIDS can have a more devastating
effect on a student" than a wrong academic choice,
which can often be rectified, even if it means repeating
a course or spending another Near in school.
That's why the board believes it's important to dis-
cuss both abstinence and the correct use of condoms
when it teaches students about AIDS, an issue the min-
istry of education and training says must be introduced
in Grade 7 or 8.
"We are the only board in Ontario that makes the
teaching of abstinence mandatory," reports Mr.
Brousseau, author of Postponing Sexual Involvement, a
teacher resource guide on abstinence. .
The document, introduced three years ago, was
recently revised to include current statistics and incor-
porate tips from teachers on how it could be improved.

AJAX-PICKERING - When Cynthia
Carmichael was admitted to Ajax -Pickering
Hospital last week to recover from a blood
disorder, she expected a quiet stay.
Instead, a jack hammer intruded on her
peace. "It made me feel sick," she says.
Since June 1991, the 30 -year-old hospital
has been undergoing a much-needed expan-
sion. The population bass: has tripled since
the original institution was built in 1964,
according to hospital president Bruce Cliff.
"We're tying to provide modem facili-

Mr. Cliff says the expansion should be com-
plete by June.
In the meantime, Ms. Carmichael is stay-
ing in a room beside a former room that's
presently being gutted by jack hammers and
sledge hammer,,. "Our heads are pounding:'
she says.
In an effort to
minimize noise
problems, nurses
are given three
days' notice of

used. Thev can

mation on to
patients who
could arrange for
visitors to bring
ear plugs. And,
workers are told
to limit the
amount of ham-
mering to a few
hours at a time,
stretched over
several days.
Another concem of Ms. Carmichael's is
the dust that's being raised. "A hospital is
supposed to be the clranest place," she says.

reports the new tower is finished and some
facilities and patient_~ have been relocated.
Still to be accomplished, however, i` an

However, community relations
spokesperson Tracy Paterson says, "There
isn't enough beds" to move everybody to the
new wing. As well, the new tower will house
a psychiatric ward due to open this week.
Ms. Carmichael is enthusiastic about the
expansion of the hospital. "It's something
for everybody to be proud of, but it's going
bad."
Heather Halpenny, spokesperson for the
nurses' union, says, "The situation is diffi-
cult but are there any other alternatives'!"
She admits staff have had to "endure a
lot," but they "realize changes are a necessi-
ty.
"We are pushing to the limit to make the
situation work.

Oshawa councillors Brian
Nicholson and Jim Potticary both
suggested Durham look at using
some money to build a new
regional headquarters in Oshawa.
When Mr. Nicholson made
the proposal, Mr. Herrema shot
back, "Let me be factual. Sit
down. We're not building admin-
istrative buildings. Let's cut the

Mr. Aker said the preference
is for "simple stand-alone pro-
jects, like a bridge or an addition
to the (Durham Regional) police

building."
Municipalities had until today
to submit lists of regional pro-
jects they want undertaken in
their respective communities.

AJAX-PICKERING - All blood types are urgently
needed at a donor clinic being held next week.
This clinic isn't pan of the Red Cross Society's
recent emergency appeal, but the need for blood is
still urgent, says Ajax -Pickering branch spokesman
Carolyn Scandrett.
The target is 300 units.
People must have waited 70 days between dona-
tions. Red Cross identification cards and a photo ID
are needed.
The clinic is being held at St. Bernadette's Church,
corner of Harwood Ave. and Bayly St., Ajax, on
Tuesday, Feb. 8, from 1 p.m. to 8:30 p.m. There's no
babysitting available.

'We have to reduce risks to our students'

aimed at Grade 8 students but can be used
beginning in Grade 4 through to Grade
12.)
"We have to reduce risks to our stu-
dents, whether that means postponing sex-
ual involvement or the correct use of con-
doms," says Mr. Brousseau.
"Whatever their decision is, they have
to be able to convey it to their partner in
an assertive way...If they've decided not
to become sexually involved, we don't
want them to get swept off their feet
because of drinking or because they're
in the back seat of a car."
The document encourages teach-
ers to help students examine how
they make such personal decisions
as choosing clothes and friends.
Students also learn strategies to
help them stand up for themselves.
In a series of activities designee ..
improve communication skills, students
learn that body language and how some-
thing is said can be even more important
than what is said. They also learn tech-
niques for saying 'No' and questions to
--k a friend who's trying to make a
lifficult decision.
While those skills may help a
student determine whether they're
ready to have sex and how to
stand behind their decision, they
an also be applied to several other
____ices, including whether to smoke
and drink.
Many activities also encourage class -
room discussion of such issues as the dif-
ference between infatuation and love. Mr.
Brousseau believes such discussion may
help students realize that abstinence is a
"realistic option and they're not the only
person" not involved in a sexual relation-
ship.
Mr. Brousseau is now working on a
document called Reduce the Risks for stu-
dents in Grades l I to OAC. All docu-
ments must be approved by the board's
Family Life Education Advisory Commit-
tee before being distributed to schools.

Vandalism
costs us all
Vandalism to public property costs us all.
Every year, taxpayers in each Durham Region municipality shell
out thousands of dollars to repair ruined playground equipment,
broken light fixtures, damaged trees, and graffiti -stained buildings
and to pick up litter. It's an ongoing.
guaranteed expenditure for which municipalities plan and budget.
But it isn't necessarily a fixed cost. Ale can. by working togeth-
er, lower the high price of vandalism, much of it perpetrated by our
children. These days. no one has extra tax dollars to throw around
fixing things that needn't have been broken in the first place.
The Town of Whitby got tough with vandals and the cost of
cleaning up after them dropped 14 per cent in one year, taxpayers
in the Town paid $38.000 in vandalism bills last year compared to
515.0(10 in 1992.
In Pickering, an adopt -a -park program encourages schools, ser-
vice clubs and other organizations to regularly care for a park
through activities such as picking up litter and planting trees. In
retum, the "adopting" group gets a plaque in the park and some of
the strain is taken off the Towri s budget.
Since it's our money youths are wasting when they damage pub-
lic property, and our money officials are spending when they repair
the damage, we owe it to ourselves to report acts of vandalism.
Schools are becoming involved in the issue, and parents should
ensure that children understand destruction of property isn't a
harmless prank.
Our pocketbooks notwithstanding, the dream our children will
grow into responsible adults is the biggest price at stake.

To the editor,
Re: Brenda Buinvi's story: Pick-
ering fire hall open during office
hours.
Oh ye of little faith. You're look-
ing at this the wrong way, Brenda,
the fire hall isn't closed, it's just a
gold mien in repose. Can't you see
what a cleverly contrived opportuni-
ty Mayor Arthurs and Council have
inadvertently bestowed on Picker-
ing? An ingenious master plan to
fund it.
We can rent out the fire hall dur-
ing the off hours!
Picture it now, in large print

AM weekdays and all weekends.
In the evenings it could be used
for local ratepayer meetings, a bingo
hall or maybe a theme room for chil-
dren's parties or sleepovers. Maybe
adults would enjoy a romantic get-

love a man in uniform)?
On the weekends there could be
theme weddings, dance or casino
nights. How about neighborhood
garage (fire?) sales or barbecues?
Remember when you used to get
your picture taken sitting on a pony?

PICKERING - The public library here is now
accessible 24 hours a day — to people with home or
office computers, that is.
If you have a computer, modem and communica-
tions software, you can search the library's cata-
logue to find out what items the library owns.
If you're a registered user, you can put reserves
on items you'd like to borrow, find out what items
you have on loan and when they're due back. You
can even find out if you owe any fines.
There's no charge for the service, which is avail-
able around the clock, except for computer mainte-
nance periods.
"Dial -in service makes us accessible outside nor-
mal opening hours, thus extending our services and
offsetting some of the pressures on the library facili-
ties," notes chief librarian Sandy Cameron.
Information packages on dial -in service are now
available at all library branches.

DURHAM - Amy Rae knows
she'll have somebody in her cor-
ner when the Ford Supermodel
contest rolls around.
The Pickering resident and
Whitby's Nicole Vogelzang
belong to the Harlow Image Cen-
ter in Whitby and were chosen a -e
local representatives in the Ford
Supermodel search slated for
March.
-I'm actually glad we are there
together,' says Rae, 18. "1 don't
look at (Vogelzang) as competi-
tion, I look at us being support for
each other.'
"So do I." says Vogelzang. I �.
The two were selected by the
Ford 'Modeling Agency's Alex
Thomas to represent their home-
towns after a recent interview ses-
sion.
"At first I was freaking out."
says Vogelzang. "He was just
there to judge us and I was ner-
vous- You just have to look % our
best.
Actually, it's more than that. -
the Ford Supermodel competition
looks for well-rounded models not
just pretty faces.

to him I realized he was human

were extended invitations to the
Canadian finals of the Supermodcl
event.
Now the two are preparing for
the big week. It will be plenty of
runway work, exercise and posing.
"Modeling is completely differ-
ent than I thought it was," says
Rae, who's only been modeling
for a year. "There is so much that
goes into it. 1 saw all those models
before and I just thought they all
looked like that. Now, I know a lot
of work went into the pictures you
see.
She realizes the end result of
the makeup person, hairstylist and
photographer have as much to do
with a model's success as the
God-given looks of the subject.
Rae's time with Harlow Image
Center owner Viveca Rupa has
helped her self-esteem. Before she
won a contest at a local bar, Rae
never really considered taking up
modeling seriously.
"I had to think about it. I
wasn't sure if I wanted to do it,
but I decided to give it a shot."
And now she's seeing the fruits
of that gamble.
"Amy and Nicole are two of
the shyest girls I've ever had,"
says Rupa. "They were both afraid
to look up when they got here."
To help the duo overcome their
modesty, Rupa had them practise
their runway walking on the side-
walk at the four corners in Whit-
by. It wasn't long before Rae and
Vogelzang had gained the nc.:es-

able to report, in the: midst of contin-
uing.kports of economic problems,
a sign of confidence in the future
and in the theatre.
The Scarborough Village Theatre
reopened earlier this month, after
major renovations. Our neighbors in
Scarborough are to be congratulated
and all theatre goers in the area can
enjoy this 'like new' theatre.
The main changes visible to the
audie,8ce are in the new lobby area,
which is bright and spacious. There
are also major changes inside the
performance area and backstage.
The show currently in the [he-
ave, produced by the Scarborough
Theatre Guild and directed by Larry
O'Lza y, the News Advertiser's reg
ular theatre reviewer, is Crossing
Delancey, a light-hearted romantic
comedy and a sweet story. You may
know the story from
the movie by the r.:N
same name. If
you like a lot of con-
flict in your theatre, this
show may not be for you.
In fact, it is rather an old-
fashioned story, though the
play is quite recent and is set
in the present.
It would be easy to watch this
show without noticing the set or the
props, because they are right for the
play without being obtrusive.
I saw the opening night perfor-
mance. It was, to be blunt, a bit
slow. The show was interesting and
involving, but it could have been
much more entertaining if the pace

problem that, in many shows, goes
away after opening night. It is disap-
pointing when players cannot
reach a good energy level
for the opening night
show.
i) Aside from the energy
(� level, the players gave
^\ solid, believable perfor-
mances. The relationships
between them are interest-
ing, which is vital since this is very
much a play about relationships
between people.
This show is a group effort and
to single out one player is perhaps

concerned, Catherine Crofton gave
an outstanding performance in the
role of Isabelle. I was told, to my
surprise, that this is her first acting
role.
I recommend this show as a play
of relationships and a happy play.
The attractive new Scarborough Vil-

in New York while Rae has yet to

product. The two are heading to
Montreal for interviews with
Specs Model Management to meet
clients and do agency photo
shoots.
The two aspiring models find
comfort in the fact Shalom Harlow
of Oshawa has been able to carve
out a niche for herself in the high-
ly -competitive world of high-fash-
ion modeling.
Harlow's success is " encourag-
ing," says Vogelzang. "You would
never think somebody from Whit-
by or Oshawa would be a big
model... When you see somebody
from around here doing well, you
think there's hope for you."
Rae says, "I'm encouraged to
see some more people from Cana-
da doing aeii. A lot of people
d;,n't think of Toronto (or Canada)
when they think of the fashion
world, but there are a lot of mod-
els from Toronto."

ation Complex Sunday, pro-
duced a heartbreaking 4-3 loss
to the Wolves. The Raiders sur-
rendered two powerplay goals in
the second period.
Sheehan, Horne and Reed
scored the Raiders' goals. Reed
also had two assists, with Shee.

Local swim meet draws top athletes
PICKERING - The Pickering Swim Club will host the annual Pick -Cup
Swim Meet at the Pickering Recreation Complex Saturday, Feb. 12 starting
at 2 p.m.
The meet will attract more than 150 competitive swimmers from nine
local clubs. A high -point trophy will be awarded to the club with the most
top eight finishes. Several of the best swimmers in all age groups wall be
here, with some ranked in the tap throe in Canada.
