The Durham Board of Education will receive $5.85 million and the Durham Region Roman Catholic Separate School Board will collect $2.15 million under the Canada Ontario Infrastructure Works Program announced Tuesday. It's been suggested boards use the money to repair or expand existing facilities, fund energy and conservation projects and provide handi- capped access to buildings. The separate board, meanwhile, is hoping to carry out renovations, replace boilers, remove asbestos and restore and replace roofs at schools with the money it receives. Boards will have to chip in funds to cover a portion of approved projects. The amount will vary from one board to another, depending on their operating costs and how much each .receives in tax dollars. "Quality is what the customer says it is," believes Dick Hadden, the bureau's executive director. "Ibe purpose of being in business is to serve customers. Those principles also apply to government, health services and edtucation, which should be equally committed to the development of high quality products and services, Mr. Hadden cooteads. To help meet the needs of its "customers", the school has built four new science labs and made $600,000 worth of technological renovations. JANUARY 2A 119944%= i Committed toquality Bureau for Excellence helps firms strive for the very best By MAU UCE S'MMS Special to the News Advertiser DURHAM - Dick Hadden has worked on both the shop floor and in the executive offices and has no hesitation in saying that the fight to be competitive in the 1990s will be decided on the shop floor. "When people have done a job for 20 years they know what the problems are and chances are they know what the solutions are," he says. "All they need is help in defining the problem and reporting the data. Once they know how to do that, they'll come up with the answers." Mr. Hadden is executive director of the new Bureau for Excellence in Durham Region (BEDR), a non-profit organization dedicated to helping local businesses improve the quality of their products and services. Since graduation from high school in his native Glasgow, Scotland, he's worked in the metal- lurgy field for more than 25 years, including stints with Energy, Mines and Resources in Ottawa and Lasco Steel in Whitby where he eventually became a vice-president. Mr. Hadden's also been chairman of the Canadian Steel Industry Research Association and the Materials Engineering Technology Transfer Network "The idea for BEDR came out of a meeting two years ago when a number of community leaders from business, industry and academia got together to brainstorm some ways to provide an economic boost to the region," he explains. "We saw some things happening that we didn't like. We saw businesses closing and downsizing and everything going in the wrong direction. "We decided we had to change the trend, to do something to attract new business, to help existing businesses survive and expand and to create new jobs-" They looked at what advantages Durham offered and saw that several local companies had a reputa- tion for quality products and services by using a business concept called Total Quality Management MW This not only included General Motors, Ontario Hydro and Lasco but smaller companies throughout Durham Region. Mr. Hadden points to Eco -Tec in Pickering, which makes industrial filters. 'bey won a federal government award for excellence. That means they're the best" Other examples are Cametoid in Whitby and Ajax, which makes surface protection equipment for space vehicles among other things; Jet Moulding Compounds to Ajax, in the automotive industry; and DuPont in Ajax, "a shining example of how a company has used TQM to increase its market share in paints, plastics and films, has increased profitabili- ty and actually hired people despite the recession." This was a great starting point to make Durham Region known as a centre of excellence and as a leader in TQM. The federal government came up with seed money in the form of a diminishing grant ending in five years, at which time BEDR will be self-supporting by putting on semi- nars, workshops and conferences, and build- ing an extensive library of reference material. The financial benefits of quality products and services should not be underestimated, Mr. Hadden says. "Results from TQM, and the philosophy of continuous improvement that goes with it, go straight to a company's bottom line if they reduce waste, reduce cycle times and do things right the first time. "We talk about the role of the chief executive officer in TQM, how to go about putting quality and continuous improvement programs in the plant and why it's important to listen to the customer." BEDR also gives members a chance to learn from one another, he notes. "When a company joins BEDR they are saying they are willing to share their experience. They are willing to tell others how they went about it, the problems they had and, if they did it again, what they would do differently. That's invaluable because peo- ple learn best from each other." While at Lasco, Mr. Hadden went to Japan to see how the Japanese had used quality products to cap- ture world markets and how they had turned quality - control techniques into what is now known as TQM. "It was a revelation to see how they controlled quality," he says. "We brought a lot of ideas back with us and the results were just amazing.- But mazing "But while Japan is the acknowledged world lead- er in TQM, North America has not simply adopted Japanese methods. "They developed the concept from the mathemat- ical side but the approach in North America has been to expand the human side," he says. "You get incredible power when you involve people in solving problems, when you move from the old style of management in which people are the problem to the new style of management where peo- ple are the solution." And as the Liberal government faced its first major moral dilemma since coming to power, that controversy grew to outrage as it accepted a "simple" apology from a man who "scares" many, especially those fighting for increased rights for victims of violence. "This is unacceptable," Dianne Lupton, a victim of unwanted harass- ment and founder of the Durham -based Victims' Action Coalition says of the government's handling of Jag Bhaduria. We agree. It is indeed scary that a man who wrote letters to former bosses accusing them of denying him promotions because of racism and wish- ing they could be shot by mass murderer Marc Lepine now sits in our country's highest political chamber. It is frightening that anyone can be anything but horrified -- years later -- by a man who rampaged through a Montreal university with a rifle in 1989 and took the lives of 14 women. "If the government is sincere in promising to end violence against women and if (it) is asking that we as victims trust our MPs to work on our behalf ... then we must not have this type of behavior tolerated." Mrs. Lupton aryues. Nkiiile we realize the controycrsial letters were written before titr. Bhaduria was elected to represent the residents of Markham, Whitchurch and Stouffville, his history of making violent threats dates bark to at least 1977. That's when he made a statement to Maclean's mag;vine about buying a high-powered rills to "combat Palo bashers." Recent evidence suggests the Liberals knew about Mr. Bhadara's let- ters before the election. Though they chose to ignore his actions then. thcv should not be allowed to ignore them again. The govcnuncnt must ask the man to resign. At the very least, give his constituents a chance to decide whether they can ignore his actions and hold a byelection. Attend a meeting and learn To the editor: 1 am saddened by Terry Hayes' letter in the Dec. 10th News Advertiser and I hope that the many families living in Ajax/Pickering who have been afflicted with an environmental cancer don't feel abandoned because there are concerned and caring people like the Willards out there fighting, in some small way, to improve our situation. 1 would invite Terry to attend a waterplant committee meeting, like ourselves and other members of the public, to enlighten your- self of the situation. Perhaps you can hear for yourself Hydro saying we should build the plant farther away. Or perhaps you would find out about the hidden costs to this plant like road repairs and water main improvement after the con- struction is over. Or perhaps you will learn that the Region canceled a test run of the new emergency procedure response for radio active liquid emissions from the nuclear plant. Or perhaps you would learn that the consulting engineering contract was not tendered out but given to Simcoe Engineering. Terry, your solution to these cancers is to build a bigger and better plant, but unfortunately you could build the Taj Mahal of waterplants and it still will not solve the problem because you cannot filter tritium out of the lake water. But thanks to today's advanced polyurethane finishes, more and more homeowners and home remod- elers are realizing the charm, warmth and long-lasting beauty of hardwood flooring is available with simple, easy -maintenance; proce- dures. In fact, day-to-daj, maintenance of prefinished hardwood flooring is as easy as many other "easy care" flooring types, according to Vicki A. Dryden, vice president of sales and marketing for Harris-Tarkett, Inc., a major manufacturer of prefinished wood flooring. "It's the many coats of top-quality polyurethane, manufactured with an advanced ultraviolet curing system, that really make the difference in new types of flooring," says Dryden. The finish on sonic of today's hardwood flooring products are sim- ilar to finishes found on many high- end sheet vinyl — hence, the "easy care" characteristics. This is one of the primary reasons wood is being used more and more in every room of the home, even in kitchens. Homeowners must be alert, how- ever, says Dryden. They must realize that "easy care" and "no wax" do not mean the floor is care -free. "Every household surface, partic- ularly flooring, which takes the most abuse from daily living, requires regular upkeep." she says. Tracked -in dirt is like sandpaper on a hardwood floor's finish. Vacuum regularly to remove dirt and grit that can scratch the surface fin- ish, if left unattended. It is also a good idea to place floor mats or a small rug at every outdoor entrance to catch the grit. Be sure to vacuum or shake them out regularly. Thoroughly clean the floor about once a month using a good wood floor cleaner recommended by your flooring manufacturer. The best policy. of course. is to wipe up spills as soon as possible in order to k,, -,p the flooring unmarked, smooth and level, she notes. In addition to cleanine. you should also use a refresher product on the entire floor. Depending upon foot traffic within the home. the refresher should be used one ;)r two times per year to enhance and restore the finish. Drn-den cautions homeowners never to pour cleaners or water directly on a wood floor and, at all costs. avoid oil soap or ammonia - based cleaners. "Use of these types of products. especially off-the-shelf oil soap products, may damage the flooring so severely that sandine and refin- ishing of the entire flooring is the only repair." she says. Dryden advises homeowners to be sure they know what type of finish is on their floors before using any maintenance product, and always follow the manufacturer's sugges- tions to assure proper care. "Using maintenance products not specifically intended for the flooring will invalidate the warranty and negate the positive effect a warranty should have," she adds. Homeowners also should avoid wearing spiked heels on their hard- wood floors, since they strike the wood floor with more force per square inch than an elephant's foot. Also, avoid round -headed chair glides and narrow wheels on furni- ture legs, as they can permanently scratch or dent your floor. Dryden suggests using commercially made felt protectors to spread the weight of furniture and help prevent scratches and dents in the floor. Even with careful attention and proper preventive measures• occa- sional accidents can and will hap- pen. In these cases, most manufac- turers offer repair kits in a variety of colors to match the flooring, so that the homeowner can quickly and eas- ily repair scratches, gouges, burns and other minor problems. According to environmental experts. one thing every- one can do to help save the planet is to look for products that are not harmful to the environment, and buy from companies with good environ- mental records. Almost all foam cushioning contains CFCs or methylene chloride (probable car- cinogens). -When buying groceries or personal products at the supermarket or drug- store, look for products made from recycled materials and packaged in recyclable or reusable containers. Veneer plaster delivers many of the strengths and aesthetic advantages of traditional plaster at a significantly reduced cost. As the name implies, veneer plaster is actually a thin veneer of plaster applied over special gypsum base pan- els and attached to framing like standard gypsum board. The base panels are sim- ilar to conventional gypsum panels, except for the face paper, which is made absorptive for proper plaster application and bonding. Veneer plaster can be applied as either a one- or two -coat system. A one - T 7T coat system is achieved by applying a layer of veneer plaster such as United States Gypsum Company's Diamond Interior Finish directly onto the face of the gypsum base panels. First, the board joints are covered with reinforcement tape, then the veneer plaster is troweled over the entire sur- face and worked to either a smooth or textured finish. A two -coat veneer plaster system features a base coat of plaster troweled over the gypsum base panels prior to application of the finish coat. "The advantages of the two -coat sys- tem are that it is much stronger and more durable than the one -coat system, and the finish is easier to apply and trowel to the desired smoothness or tex- .:'tom ture," says Jim Hufnagel, author of The New Illustrated Do -It -Yourself Manual. "The two -coat system is perfect for hiding serious imperfections like dry- wall joint deformation or wavy walls," he says. While veneer plaster doesn't cost as much as actual lath -and -plaster jobs, it is more expensive than finished drywall walls, Hufnagel notes. "Homeowners can expect to pay about 25 percent over the cost of installing drywall walls for a one -coat veneer plaster system, or about 50 percent over the cost of the two -coat system."
