PICKERING - Council's 1994 budget
plans to drastically cut the Town's bus
service brought out angry residents at
Monday night's executive committee
meeting.
Jennifer Walton presented to council a
petition with over 1,000 names protesting
the cutbacks.
A half-dozen protestors spoke at the
meeting, all saying they'd gladly pay a
fare increase of 70 cents to maintain the
current level of service.
Miss Walton and employees of other
Pickering Town Centre businesses feel the
current bus service which drops people
off at the door ensures safe arrival at work
and back home.
The cutbacks will eliminate the 1 a.m.
bus that leaves the centre. The last bus
would run at 10 p.m. but that's no good
for the many food handlers who work past
that time cleaning appliances.
"Working for minimum wage to then
spend it on a taxi to get home from work
at night because the buses are not running
is hardly worth it," Miss Walton said.
Pickering Transit bus drivers "really
watch out for you. They make sure you
get safely to your door every night."
She also fears decreased bus service
will reduce the number of people able to
work and shop at the centre.

projects create
work for 700
area residents
DURHAM - Over S70 million will he spent on Durham
infrastructure projects aimed at giving immediate work to
approximately 700 region residents.
The federal and provincial governments are contributing
$472 million to Durham municipalities in the Canada Ontario
Infrastructure Works Program, it was announced Tuesday.
Across the province, S1.23 billion will be spent on such projects.

Mr. Pokey claims it's difficult to estimate how many people
will be provided work in Durham alone but speculates the pro-

Police use -of -force rules lauded

DURHAM - New provincial police fuse -of -force rules
that once drew fire are now winning accolades.
'lie new standards have only been in place for 16
months and already they have been praised across the
country and in the United States," James Ridge of the
Ministry of the Solicitor -General and Correctional Ser-
vices told a recent luncheon meeting of an Oshawa
Rotary Club.
Some provinces are looking at similar changes.
"Britain is also looking at Lie Ontario model, and it's a
hot topic of discussion in the United States," reported
Mr. Ridge, manager of policing standards at the Solici-
tor -General's ministry.
The ground -breaking changes were initiated by the
death of Raymond Lawrence, who was shot by Metro
Toronto Police Const- Robert Rice in May 1992. Const.
Rice was cured in an investigation but resulting dismay
in the black community led to a probe into the use of
force by police officers in general.
After reading the report_ then Solicitor -General Alan
Pilkey recommended action.
The resulting changes to the
Ontario Police Services Act —
which sets out where, when and
what kind of use of force is appro-
priate — ensure evm, cop be pre-
pared to deal with the potential for
violence while cam,ing out duties.
"'dew recruits will be among the
best prepared in the world. There
will still be shootings — the new
standards are not a panacea for all
police shootings — but at least it
will reduce those shootings," Mr.
Ridge said
He noted the new rules were
neNer meant to limit police powers
in nsk\ situations. Officers in fact
ha"e "exact! the same latitude"
they had betore.
He added that misunderstanding
has surrounded the controversial
reporu required from officers who
dray. their guns. The repcyts simpl}

happening" in such situations.

and that was out of 4,000 high-risk

The most fundamental changes
have involved the training of cops.
"One thing wv heard extensive-
ly was that police officers' training
had to be improved and their trun-
ing time be extended. -
As a result, there have been
some ke\ changes to the training
procedure. It's become more all-
encompassing, and includes more
than just technical instruction on
how to use specific weapons. "We
had to go into psychology, ethics
and legality of the use of force."
Recruits must now undergo a
minimum of 120 hours of use -of -
force training. That includes verbal
and non-verbal ways of dealing
With high stress situations, and
Judgment training where actors are
hired to play out a scenario.
In addition, state-of-the-art tech-
nology is being used to help
recruits improve their judgment
calls, reacting to scenarios that
unfold'on video.
They're also instructed on when
use of force is appropriate and
which methods are best; how to
make decisions under stress; and
ways to improve race relations.

Recruits are also taught to disengage from potentially -
explosive situations.
"Sometimes the sensible thing to do is draw back and
give yourself some breathing room and some time,"
pointed out Mr. Ridge.
Retraining for officers already employed is also vital.
Under the new regulations, they must undergo a mini-
mum of 12 hours of retraining every year, including
judgment training and tests on use of guns and batons.
And trainers themselves have to be refreshed every
year to keep them up to date on all aspects of the pro-
gram they teach.
Mr. Ridge said putting the new regulations in place
carries a price tag of approximately $15 million, SIO mil-
lion of which has been promised by the Province.
The bottom line, he said, is that the old system has
been overhauled. 'Basically we scrapped everything in
place in the past and started from scratch."
The end result, he said, will be police officers better
equipped — not just with weaponry but mentally as well
— to deal with the dangerous situations they occasional-
ly find themselves in.

their families could be split
between two schools — one for
children in kindergarten and
another for older siblings enrolled
in French immersion.
Those concerns were support-
ed by Ajax trustee Cindy Dudley.
"What is the rush to make this
decision?" she asked, critical of a
move that will cost the board
S37,224 in provincial grants.
But "children are very resilient
and open to new concepts,"
argued Pickering trustee Louise
Farr, an early advocate of French
immersion.
But the debate on French
immersion is not over yet.
Trustees will soon have to decide
whether busing to the program
should be dropped altogether in
order to save $437,000 a year.
(When it comes time to make
that decision, trustees will have to
determine whether budget cuts
already recommended have low-
ered the estimated tax increase of
6.7 per cent to what they deem an
acceptable level.)
French immersion accounts for
about seven per cent of elemen-
tary enrolment, with 2,655 stu-
dents. This year, there are 387
youngsters in French immersion
kindergarten. Almost 700 high
school pupils are immersed in
French studies.

The idea of not having to pay taxes on something is a powerful moti-
vator.
That's why the underground economy has grown by leaps and
bounds across the country over the last number of years. And when it
comes to cigarettes, which are taxed to the filter. the temptation to buy
contraband or stolen cigarettes must be a particularly hard one to resist.
That's the reason smuggling has become such big business in
Ontario — because there's a willing market out there. And its not only
happening here. In Quebec, there are so many people buying contra-
band that the provincial government is actually looking at reducing
taxes to try and win some people back to buying legitimate cigarettes
again.
But whether you agree with the high taxes on cigarettes or not, buy-
ing smuggled or stolen cigarettes is against the law. That in itself should
make you think twice. not to mention the fact that it encourages a rather
unsavory pan of the underground economy.
...and furthermore
Thin -two cents is not rcall, a lot to ask to ensure 911 service
around the province.
All Bell Canada customers in Ontario and Quebec may soon be
charged that amount to enable the company to extend the sen ice — at
this point cities such as Barrie still have to dial seven digits when they
creed help.
N47file you may balk at the idea of giving still more money to %1a
Bell each month than you do already. you have to admit this particular
raise in rates couldn't serve a better cause.

Reader blows off some smoke
To the editor:
Please accept my commentary on the subject
of Mr. Gordon Potts and the Smokers' Defence
League, The News Advertiser, Wed., Dec.
29/93.
1 would like to take this opportunity to voice
my opposition to Mr. Potts and his Smokers
Defence league. Mr. Potts speaks of rights
infringement, laughs in the face of science and
implies a conspiracy of propaganda going on
among the medical profession, the World
Health Organization and other such groups. My
poor dear Mr. Potts who believes that the com-
mon air is his to pollute with his pathetic and
costly addiction! There are a number of reasons
why your arguments do not hold water. First, it
is a fool thing to assert that if the government
of the world believed it was a health hazard it
would ban it. The Western World was founded
on tobacco, on plantations that enslaved the
aboriginals of many countries, and became a
number one trade good. The government con-
tinues to levy a tax on this product, and makes
millions in tax revenues. Thus, to on one hand
assert your rights and at the same time allow
yourself to be an economic slave to the state,
and a slave to your addiction is contradictory. I
fail to see the freedom in that.
Secondly, it is most definitely an infringe-
ment on the rights of non-smokers to be forced
to endure your loathsome, health damaging
addiction. If you insist on destroying yourself
in this mariner, you had better to do it on your
own time, without endangering the health of
others.
Thirdly, it is quite obvious the way in which
smoking ravages the body, and I need not look
further than at my family smoker roster with its
growing number of dead and those in wait. It
doesn't take a medical degree to figure out why
my brother, an otherwise healthy (formerly ath-
letic) 17 -year-old hacks and gargles phlegm in
his sleep. Nor does it take any scientific bril-
liance to see the correlation between the num-
ber of smoker parents who have asthmatic chil-
dren. I count my blessings that my parents had
the good sense to be non-smokers.
So, Mr. Potts, practice what you preach.
Respect the rights of others and do your smok-
ing out of lungshot of the rest of us, and when
the Grim Reaper is chasing after you in wheezy
pursuit, don't even think about the getaway car.
Shine up your horse-drawn carriage `cos the
crackdown on "vehicular pollution" is still to
come.

could be paying more to sell their
wares in Town.
Proposed changes to the hawk-
ers and peddlers bylaw will
require vendors to pay an annual
S200 fee for each location where
they operate and an additional
S50 for each day they do busi-
ness.
The current fee under the
bylaw is 5100 a year, which
allows a vendor to set up am -
where in Aiax.
Town clerk Joe Tiernay told
council's executive and develop-
ment committee Thursday that
changes to the bylaw are needed
because of complaints from local
florists about vendors selling
flowers at roadsides.
While aimed primarily at flow-
er vendors. the fees also apply to
all people selling am item, such
as paintin s or flags. from curb-
side.
The new system v, ill license an
individual as opposed to a compa-
n%. Also, the vendor w ill be
licensed to a specific location for
a specific day.

on Kingston Rd. was robbed
late Friday night by three
males, one brandishing a
handgun.
Three black teens entered
the Penny Gas Bar around
10:30 p.m., demanding
money, Durham Regional
Police say.
After receiving a small
amount of cash, the three
fled on foot.
One of the bandits had a
black automatic -style gun,
police say.
The three were in their
late teens and were wearing
hooded sweatshirts.
Two of the sweatshirts
were light in color and one
was dark.

tabs since September to help purchase wheelchairs after secre-

(WEA): Another Canadian band
in transition, SOTW continues to
distance itself from its Celtic folk

faithful, but a harder edge on some
songs, as well as carefully -placed
strings and horns, add texture and
show off the band's versatility and
ability to craft a sound that can
work commercially, while remain-
ing true to its own unique roots.

Kate Bush - The Red Shoes
(EMI): The entire Red Shoes pro-
ject — an album and 50 -minute
film directed by Bush — is based
on the 1948 film of the same name
and clearly takes the British pop
diva in a new direction. Unfortu-
nately, the music — her first stu-
dio album since 1989 — is not her
best. There's definitely some ter-
rific material, including a couple
of ballads in the "Don't Give Up"
style, but many of the 12 songs are
mediocre at best, lacking Bush's
usual creative genius, and more
importantly, memorable melodies.
The cast of guests is impressive,
but in this case, it may just be a
substitute for over -the -top songs.

Perrin midget 'BB' rep hockey
team returned as 'B' champs from
the Brighton Hocke- Tournament
on Sunday.
In the championship game
against Port Perry, Pickering pre-
vailed with a'+victory to claim
the 'B' title.
The Perrin midgets jumped onto
the scoreboard first when Grant
Rodgers tipped in a shot by Colin
Kaye from the point. Rodgers
scored his second of the game
from Brian Vickers and Jeremy
Blois to put Pickering in front 2-0.
Pon Pem tallied with seconds left
in the first period to cut Picker-
ing's lead to 2-1.
Rodgers scored eariy in the sec-
ond period to record a hat trick.
Blais and Vickers again drew
assists. Bert Booker gave Picker-
ing a three -goal edge mid%yay

Ultramar petite 'B' ringette team
won a medal of another color at
the recent Richmond Hill Tourna-
ment.
After two consecutive gold -
medal victories at tournaments,
the Pickering petites had to settle
ringette petites win tourney silver
for silver at their most recent out-
ing.
Facing Whitby in the title
match, Pickering stayed close in
the first half of the game, but
Whitby scored three times in the
second half to win 6-3.
In the tourney opener, Picker-
ing bounced Barrie 9-1. The Ultra-
mar petites earned a 5-3 win over
Whitby in the second game, then
ran roughshod over host Rich-
mond Hill 7-3 in the final prelimi-
nary -round game.

Pickering `BB' novices split last two season games
PICKERING - The Pickering novice 'BB' Pan-
thers rep hockey team finished the regular season in
the middle of the pack in the York/Simcoe league.
The Panthers placed fourth in the seven -team
league, and will likely face fifth -place Markham in
the first round of the upcoming playoffs.
In recent games, Pickering nipped Orillia 2-1.
Mark Gosse and Kevin Krasnowski, with the game
winner, scored for Pickering. Eric Ranta, Brian
Campbell, and Adam Murray drew assists. Goalie
Matthew Guyett turned in a strong effort in net.
The Panthers also edged Markham 2-1. Scoring
for Pickering were Jonathan Horobin and Darryl
Flowers with the game winner. Gosse and Daniel
Forester picked up assists.
The local novices dropped a 7-4 game to the
Vaughan Rangers. Scoring for Pickering were Flow-
ers, one goal and two assists; Horobin and Nicholas
Vieira each with a goal and an assist; and James
Emslie with a single marker. Campbell, Shawn
Dubeau and Mark McAlister had helpers.
Pickering also lost 3-2 to Orillia. Emslie and For-
rester scored for the Panthers, with assists to Horobin
and Gosse.

for the public's heap in solving an
armed robbery in Oshawa Jan. 15.
At 8:50 p.m., a man entered the
Rave Convenience Store at 433
Simcoe St. S., made his way behind
the front aunter, pointed a six-inch
hunting knife at the clerk and
demanded all the money the store
had. "I'he victim complied and put
the cash into a grey cloth hag that
the bandit was hoiding.

The Kwon Do is the Korean
Art of Self Defense. Founded
in 1946 by a Korean army
general, it has since become the
fastest growing sport in the
world.
Aside from self defense, its
objective is to instill discipline,
respect, self-confidence, pride,
coordination.
Three years ago, Colin James
and Charles Wiltshire decided
to open a The Kwon Do club in
the Pickering area.
Since that time, the club,
which recently moved to
Premier Gym in Ajax, has
earned quite a reputation for
itself. On the tournament
circuit, Colin James School of
The Kwon Do has become 'the
club to beat'. This has been
demonstrated in countless
tournaments. The students train
and compete very hard.
Mr. James, the club's
instructor, has earned
numerous trophies through
competition at all levels. And it
seems his experience is now
starting to rub off on his
advanced Black Belt students.
Three of the members of the
club recently made the Ontario
Team and will be going to the
Canadian Team Trials at
Sheridan College in Oakville
on Feb. 27, 1994. The members
are Ian Thomas, Friedel Aristyl
and Rommel Cabanatan.
Richard Allen also competed.
On Apr. 16, 1994, the club
will be hosting its own
tournament at Centennial
College, Scarborough Campus.

A beautifully decorated baby's room is
always a perfect welcome home for a
newborn. But, if you're at the point where
it's time to replace the cradle with a bed
and pass the changing table on to someone
else, you may want to consider converting
your baby's room into a multi-purpose
roots that will keep your child occupied as
he or she grows older.
When decorating a child's room, it's
important to think ahead to make certain
the room will accommodate his/her
changing needs. Planning ahead is
particularly important when choosing a
color scheme. For example, consider
selecting neutral background colors for
walls and carpets. You can then use accent
pieces such as cushions, comforters and
curtains to brighten the room. This
approach makes it much easier and Iess
expensive to adapt the room to your child's
changing tastes.
If you choose to use wallpaper, it can be
a wonderful way to add warmth and
character to a child's room. But, keep in
mind that depending on the pattern you
select, you may have to re -decorate more
frequently than if you stick with painted
walls. when selecting wallpaper, make
sure it is washable, durable and can be
easily removed if necessary.
Wallpaper borders have also become a
popular way to liven up a room. Bold
stripes, cartoon characters and zoo animals
are just a few of hundreds of fun patterns to
choose from. Once again, you may have to
change the borders frequently if you
choose patterns your child will outgrow
quickly.
Flooring Options
More than likely, your child's room will
serve as both a playroom and a bedroom.
So, keep durability and comfort in mind
when selecting flooring. if you decide to
carpet the room, avoid course carpeting
that can be abrasive to children who are
still crawling or who will spend most of the
time playing on the floor. In addition, make
sure you choose a dark color since stains
are more visible on light-colored carpeting.
Cork tiles are ideal for a playroom since
they are warm and easy to maintain. Vinyl
floors, made of a thick, cushioned grade,
are also durable. If you opt for wooden
floors, keep an eye out for loose boards,
splinters or protruding nails that could
cause injury.
Choosing Furniture
Planning ahead is also important when
selecting furniture. Whether you're buying
a whole new set of furniture or just adding
to existing pieces, it's best to select
furniture that can be adjusted as your child
grows.
For example, there are many shelving
systems and desks that can be elevated to
keep pace with your child's growth. If you
plan to install a shelving system, make sure
you secure it against a wall so there's no
chance of it falling over.
Sturdy and durable pieces of furniture are
ideal for children's rooms since they don't
chip easily and can stand up to heavy use.
Even though this furniture may be more
expensive, it's worth it to spend a little
more money on pieces that will last longer.
Avoid furniture with sharp or rough edges
that can injure your child. Special
protective corner guards can be purchased
for added protection.
Maximizing Storage Space
If you're tight on storage space, beds
with storage bins underneath are an
excellent buy. Younger children usually
need a lot more storage space for toys than
clothes. So, keep an eye out for large
plastic or wooden toy bins which are sure
to come in handy. Stacking storage baskets
and low-level cupboards will also help
maintain order in the room.
Safety Precautions
As with every other room in your home,
make sure all electrical fittings are
shielded. Safety socket covers are an
excellent way to ensure inquisitive little
ones don't poke small metallic objects into
unused electrical outlets. You should install
safety latches on windows as well.
