Bell bills you for province -wide 911
DURHAM - Local phone users may soon have to pay
more so province -wide 911 systems can be installed in
Ontario and Quebec.
All Bell Canada customers here and in Quebec will be
charged 32 cents a month to pay for the province -wide sys-
tems, approved in September by the Canadian Radio -televi-
sion and Telecommunications Commission (CRTC). The
commission is still reviewing Bell's proposal and final
approval is pending.
Durham Regional Police Inspector Derek Denson says
the final OK is expected anytime.
The new charge will be added to phone bdIs soon after
faial approval is given.
While Durham Region has had the 911 system m place
since May 1, 1991, not all municipalities in the province
are plugged into the emergency service. In communities

priorities straight," says coun-
cillor Van Kempen. "In my
opinion there should be no
higher priority with this coun-
cil than fighting a Pickering
dump and staffing a fire hall."
He pleaded with fellow
politicians during budget dis-
cussions lastThursday and Fri-
day at the Town hall to set
aside at least $250,000 in legal
fees he feels will be needed to
fight the Interim Waste
Authority's proposed landfill
next to the Brock West dump.
Council approved S100,000 for
that purpose.
And, councillor Van Kem-
pen failed to convince col-
leagues against slashing
S90,000 from the fire protec-
tion budget, a move that will
mean the new station can only
be staffed from 9 a.m. to 5 p.m.
weekdays.

night's council meeting Town
departments have slashed pro-
posed 1994 expenditures by
W3,967 as ordered by politi-
cians in order to freeze taxes at
the 1993 level.

"If large sums of money are
being used to run a department,
I have to look at how that
department can run (more
cheaply)," Nit. Quinn says.
He explains that, in slashing
their budgets, senior staff eval-
uated the services their depart-
ments provide and decided to
continue those "being used to
the max" by the public.
Following are some of the
larger budget cuts: (Details of
their implications aren't avail-
able because departments
haven't finalized bow they'll
slash expenditures.)
- Pickering Transit will get
$210,379 less than it had ofigi-
nally asked for. Mr. Quinn
notes bus service will be
reduced at non -peak times and
routes being travelled by few
passengers will be eliminated.
. The public works depart-
menL's proposed budget was
slashed by S 139,500.
- Another S126,405 was
stripped from the budget for
roads.
Few departments received
more than what they'd request-
ed. Legal services got the addi-
tional S100,000 to fight the
new dump. And S153,000 was
added for more sidewalk con-
struction.
The budget w 1 11 come
before the politicians for dis-
cussion at next week's execu-
tive committee meeting and for
final approval at the Feb. 7
council meeting.
The public is welcome to
attend the 7:30 p.m. meetings
and question council members
or express their concerns. The
Town hall, One the Esplanade.

service outside their areas is a change
from the current system of charging tax-
payers in benefiting regions.
Durham Region chairman Gary Her-
rema notes there's no appealing a CRTC
ruling.
Insp. Denson assures there won't be
any change in the operation of the local
911 service.
Durham has an enhanced system
which displays to Ql I operators the
address and telephone number of the
caller so help can be dispatched even if a
person in distress is unable to communi-
cate their problem and location. Commu-
nities such as Port Hope and Cobourg
have 911, but not the enhanced version.
The province -wide system will be
enhanced, Insp. Denson points out.
Durham manager of supply and ser-
vices Jack Lorne told regional council
Wednesday the Region will no longer
have to pay S400,000 annually for dedi-
cated 911 phone lines. Durham will still
have to pay to staff and equip the local
system, which cost the Region $846,850
in 1993.
Durham will get a one-time rebate of
about $300,000 from Bell to cover the
costs of setting up its 911 system.
It will take about six years to have the
province -wide system in place.

cial rent controls. overhaul the
Workers' Compensation Board,

at the builders' association lun-
cheon in Oshawa Tuesday. from

The building industry,
described as the second largest in

member Wayne Jeffery. He
claimed the public would be more
understanding of the plight of the
builder if they were aware of how
hard the industry is hit by the tax. -

'With the below -normal temperatures wc've been suffering
through exrvcted to last another month, people are beine remind-
ed to take extra care of house pets and other animals.
The Oshawa and District Humane Society has received a
record number of calls from concerned residents this week. Most
callers were questioning the adequacy of outdoor dog shelters.
"Even though dogs have a nice coat of fur, they can still get
frostbile on their ears and suffer hypothermia." notes Humane
Society inspector Brenda Gilfillan. who points to warnings
reminding people their skin can freeze in just minutes. "It doesn't

quate for the current deep Freeze, predicted to last another month.
The Humane Society recommends insulated shelters which contain
hay to keep dogs warm. The smaller the shelter. the easier it is for
dogs to maintain their body heat.
Of course. the luckiest dogs will spend their nights inside a
warm home with their owners.
Road salt can be painful on a dog's paw pads. which is wh,,

Be careful where you park
To the editor,
On January 5, a six-year-old
boy was run over by a car .%hile
crossing Chatfield Dr. on his
way home from Westney
Heights Public School.
The boy was struck down and
trapped under the car for a half
hour. Nothing short of a miracle
saved him from suffering seri-
ous injuries.
Nobody is pointing a finger
at anyone.
Children will be children and
this is exactly why adults must
take responsibility for their safe-
ty.
Where the children cross the
st.reet is also where several park
their cars to pick-up their own
children.
Unfortunately this situation
results in an obstructed view of
traffic for the children crossing
the street.
Drivers traveling along Chat-
field Dr. also are unable to see
the children until tl�ey pop out
from between the parked vehi-
cles.
Crossing a busy street under
the best of circumstances is an
adventure for most school age
children.
Coming out from between
parked cars is a traffic rule we
were all taught as children not to
violate.
Unfortunately these children
are not even being offered a
choice.
One solution that would go a
long way in resolving this prob-
lem would be to leave an unob-
structed view of at least 50 to 75
feet where the children cross the
street.
I hope the responsible adults
will see that this takes place.

"Never in our existence have we had so many calls,- reports Oshawa and
District Humane Society inspector Brenda Gilfillain.
Most of the 52 phone calls received from Monday morning until noon
Wednesday questioned the adequacy of dog shelters. "Even though dogs have
a nice coat of fur, they can still get frostbite on their ears and suffer hypother-
mia," notes Ms. Gilfillan, who points to warnings reminding people their skin
can freeze in just minutes- "It doesn't take much longer for a dog."
How can you tell if a dog is suffering effects of the coW. It's likely shiver-
ing, prancing around on its paws because of frozen pads� and the bps of its
cars may be crusty or hard. In severe cases of frostbite, the tips of its cars may

But this weather is too cold for
cam which should be kept indoors,
warns Ms. Gilfillan. Because they
"instinctively go where it's warm
and can get into miall places,- cats
often find refuge under the hood of
a warm vehicle. She encourages
residents to tap on the hoods of their
vehicles before starting them.
One Cat found wandering the
streets was taken to the Ajax Am -
mal Hospital suffering seizures
because of hypothermia. 11r hospi-
tal doesn't know if the cat is a stmy
or a family pet which wandered
away frorn home. If you suspect it
may belong to you, call 683-6430.
While the Humane Society is
able to alleviate some coricems over
the telephone, it will inspect shelters
if it beliem the animal is in danger.

Skeeter's Peter wins the battle
Pine Ridge High friends take on
the best of Durham bands

PICKERING - The first time
on stage for the Pickering -based
band Skeeter's Peter proved to
be a winning one.
The newly -formed six -mem-
ber group, which features an
eclectic mix of punk, funk and
dance music, won the recent
Durham Region Battle of the
Bands contest at the Spectrum
nightclub in Toronto, beating
Out I I Other more experienced
bands in the process.
"It was absolutely over-
whelming. All the people in the
band were simply overwhelmed
because we had been together
for such a short time," says
Jesse Keeler, 17, guitarist (or
Skeeter's Peter. which was
formed by a roup of Pine Ridge

High School friends in July.
The band also features the
talents of Scott Henderson, 18,
on vocals and bass guitar, Jeff
Clarke. 16, on drums, chief

dancer Scan Chamberlain, !8,
and dancers Troy Zigomanis,
18, and Mike Kipp, 15.
As winners of the contest, the
band gets 10 hours of recording
time at Quest Recording Studios
in Oshawa.
Quite a feat when one consid-
ers the fact that Skeeter's Peter
got into the Durham Region Bat-
tle of the Bands almost by acci-
dent.
"Rawl Chan, a former mem-
kr of the band, mentioned us to
Ari Huber, the producer of the
show, at the last minute," says
Keeler.
The band first had to attend
an audition at Pseudo's Studios
in Scarborough with 20 to 30
other groups vying for the 12
spots in the contest final. "We
were the second last band to
audition," notes Keeler.
He suspects it was the origi-
nality and sheer energy of
Skeeter's Peter which locked up
first place for the group.
"We had a good visual show
and I think the crowd really
liked it. Our three dancers wore
40 layers of clothing. Our chief
dancer, Scan Chamberlain, kept
taking off different layers of
clothing and the other guys were
putting them on. It had a big
visual effect."
Keeler says the band plans to
continue playing live shows,
while expanding its repertoire of
original music.
"Right now, we're happy to
play and get through high
school. I think, for everyone
right now, school is more impor-
tant," he says.

Bobby Baun oldtimers tourney scores for charity
PICKERING -The 13th annual
Bobby Baun Hockey Club Old-
timers Hockey Tournament proved
to be a big success again this year.
The event, one of the largest of
its type in North American,
attracted 40 teams from across
Ontario to the Don Beer Arena last
weekend.
And, as in past years, the tour-
ney raised money for a worthwhile
project. Tournament spokesman
Frank Schmidt says the hockey
club can now pay off the final
S5,000 installment for the time
clocks it bought for the Don Beer
Arena.
"It was very successful this
year," says Schmidt. "We had 67
applications for the 40 spots in the
tournament. This Is the 13th year
for us and some of the teams have
been in it for 10 years."
The tourney featured 10 divi-
sions of four squads each. The
Malvern Elbow Bcnders defeated
the Scarboro Silver Devils 5-1 in
the Molson Division final; The
Brampton Bald Eagles beat Aps
Chaps 3-1 in the Anderson Neal
Design Division; The Markham
Millionaires edged the Ajax Old
Boys 3-2 in the Stonebridge Mar-
keting 45's Division; The Monday
Night Selects cruised past the Rin-
kles 5-1 in the Durham Painting &
Decorating Division; the Mild
Runch nipped the Palgrave Dig-
gers in the Bay Sports Division;
The Recycled Relics breezed past
the Scarboro Guzzlers 6-1 in the
Roussell Eavestrough Division;
the Scarboro Bluffers beat the
Chatters Oldtimers 5-2 in the Tim
Horton Division; The StouffvIlle
Classics squeaked by Team Sher-
wood 2-1 in a shootout in the All -
temp Division; The Buds defeated
the Old Blues 6-4 In the Bob Baun
Division; and the Lambeth Blues
got past the Scarboro Stingers 3-1
in the McGinnis Landing Divi-
sion.
Former Toronto Maple Leaf
great and area businessman Bob
Baun presented the prizes to the
division winners on Sunday.
The tournament also estab-
lished an annual humanitarian
award to honor Ajax resident
Timo Kruusi who died of cancer
in December. Mr. Kruusi had
played in the tournament for six
years, the past two with the Scar-
borough Sudzers oldtimers. The
award, to be given annually start-
ing next year, will honor a player
in the tourriament for their conLri-
butions to the community.
The Bobby Baun Hockey Club,
through hosting the hockey event
and an annual golf tournament,
has raised more than $75,000 over
the past eight years for the Tim
Horton's Children's Foundation.
The charity sends underprivileged
children to one of four Tim Hor-
ton's camps in Canada each sum-
mer.

Ajax won two of thr-ce gamies it
played, but a total goals tie -break-
ing formula to determine tearns; to
advance to the final hurt the Aja-
cians.
Ajax blasted Brampton 7-3 in
the fiust game. Greg Bird and Justin
Turner scored a pair each, with sin-
gles to Jason Turner, Mike May-
hew and Keith Ryan. Ian Lclacheur
had three assists, Tim Clark two,
Ryan Brown, Dan Shaw, Jason
Turner, Randy Verdoch and Darryl
Assinck one each.

More and more, emergency
and after-hours medical clinics
are opening up in communities,
in response to the ever-
changing needs of society in the
1990s.
Out of necessity, people are
requiring hours of
'convenience', not to mention
locations that are accessible by
public transport or within
walking distance of their homes
and businesses.
That said, there are walk-in
clinics, and there is the
Pickering Medical Centre walk-
in clinic.
Staffed by Dr. Michael
Semoff, Dr. Brenda Chartier,
Dr. Bernard Farber and Dr.
Howard Petroff, these four
doctors are already known
locally, having their own family
practices here and working out
of the Ajax -Pickering Hospital.
It isn't a case of doctors driving
in to town two or three times a
week to attend the clinic.
Another advantage to this
partnership is that these doctors
know each other well.
When people attend the after-
hours clinic, they go there
primarily because of its
convenient location at
Glenanna Rd. and
Hwy. 2, or because
they normally go there
for their regular
family doctor.
Because the four
doctors run their own
practices out of the
same building, just
steps from Pickering
Town Centre, the town
hall and library, many
of the patients who go
to the after-hours
clinic are patients of
one or other of the four, or thcy
live or work in the immediate
vicinity.
According to Dr. Chartier,
there is a greater accountability
factor in the system established
by Pickering Medical Centre,
since each of the four doctors
have a personal relationship
with each other and with their
colleagues in the community.
The after-hours clinic
physicians are an integral part
of the community.
Consequently, they do
everything necessary to ensure
the after-hours clients are well
served and the clients' own
family physician is aware of the
individual's particular
emergency situation.
Dr. Semoff says, "There's a
continuity of care - which
decreases overall use of the
(medical) system.
"It's important that patients
have one family doctor."
When a patient sees one of the
four at the after-hours clinic,
that patient is assured that
information will be passed to
his own doctor, to ensure
immediate and continuing
follow-up.
Individually, the family
physicians offer a broad range
of services, from pediatrics to
geriatrics, as well as counselling
for stress, smoking cessation,
obstetrics and gynecology.
Among other things, the after-
hours care provides for minor
emergencies, infections and
stitches for lacerations.
For added convenience, a
pharmacy serves the building.
And there are x-ray and ultra
sound lab facilities, as well as a
chiropractor and eye doctors.
It's nice to know that when
you visit an after-hours medical
clinic, you're not just a face and
a number in the crowd. It's
comforting to know that the
professional attending to you
really does have a vested
interest in your welfare.
Currently, the clinic is open on
Saturdays from 9 a.m. to 4 p.m.
and Sundays from 10 a.m. to 3
p.m. The clinic will soon be
relocated to the ground level of
the building with expanded
hours throughout the week. The
expanded hours is expected to
take effect during March, 1994.
