The former Progressive Conser- vative federal government was proceeding with the sale and had announced that other levels of gov- ernment would get the fust chance at buying land. During the federal election campaign, the Liberal party announced it would review the sale. On Friday, federal transport minister Doug Young announced the sale of some 5,100 acres had been shelved until a review can be conducted. The CPAC represents about 450 families, a drop of about 100 since the group was founded in 1987, Mr. Hurrle says. One weak point in the Tories' plan was the lack of a social impact study, Mr. Hurrle says. For example, the Conservatives should have asked "Do people want to buy their home? Drivers travelling too fast for snow and icy conditions are being blamed for 37 minor accidents attended by Ontario Provincial Police, Whitby detachment, between 10 p.m. Sunday and 10 p.m. Mon- day. Most of those mishaps occurred from 7 a.m. to 3 p.m. Monday, and" 60 to 70 per cent took place between the eastern border of Whitby and the wet end of Pickering. Durham Regional Police report 66 accidents Monday from 6 a.m. to midnight. Five involved minor personal injuries. No cases of frostbite, hypothermia or other prob- lems associated with the frigid weather were han- dled at the Ajax -Pickering General Hospital. It sus- tained a broken pipe in its new main lobby, though it didn't affect services or patients. The Durham Board of Education reports few problems here, though Bayview Heights Public School on Garvolin Ave. in Pickering experienced minor difficulties due to burst pipes. Because it was confined to one area of the school, some classes were shuffled around, but Bayview Heights operated on a regular schedule. At the Durham Region Roman Catholic Separate School Board, only St. Leo Catholic School in Brooklin experienced problems. That school also shut Monday because of burst pipes. Pickering Hydro experienced one power interruption during the bitter cold on the weekend. A broken hydro wire at Liverpool Rd. and Finch Ave. caused by extreme ten- sion on the wires associated with the cold msulted in a four-hour power outage for 300 Hydro customers Saturday morning in a large area north and south of Finch Ave. in the Liverpool Rd. area. The utility received a number of phone calls regarding the power interruption as several homes in that area rely on electric heat, according to general manager John Wiersma. Electrical demands were "quite high" during the weekend, he adds. Ajax Hydro didn't have any p during the cold gyp, says general manager Aud Starck. "Everything went quite well" for the Ajax works department, says deputy director Chris Bradley. The biggest problem was cars parked on streets, which forced plows to go down some roads twice. Crews were out Sunday night spreading sand and salt. Plowing began at 2 am. Mon- day and continued into late evening. Durham Region's works depart- ment was busy between Saturday and Monday with six watermain breaks in Ajax and Pickering, two severe enough to require emergency crews to repair the damage. Mainte- nance operations manager Gerry Hames says workers were out Sat- urday to repair a broken watermain on Krosno Blvd. in Pickering and one on Sherwood Rd. in Pickering Village. The four other watermains were repaired Monday. The cause of the breaks hasn't been determined, but Mr. Harness says "the weight of the frost" is a factor. The works department received "a number of calls" from homeown- ers with frozen pipes. He says those residents will have to thaw frozen pipes themselves or call a plumber. Ajax Fire Department was also busy with burst water pipes in homes and businesses, says deputy chief Mal Wadsworth. Firefighters mopped up at a number of firms. Pickering Fire Department received no calls regarding burst water pipes, says chief Rick Pearsall, who expects that to change when the warmer weather thaws frozen pipes, causing a real mess. Consumer's Gas was kept hop- ping all weekend as pilot lights on furnaces turned to high temperatures went out, especially in older homes. The utility was able to service all customers who reported problems. About the only people who enjoyed the winter blast were tow truck operators. "It's been hectic, (but) great fix business," says Brad- shaw's Towing co-owner lean Bradshaw. Following that advice Should keep you warm and safe, says Durham Region's associate medi- cal officer of health Dr. Linda Panaro. Some tips from the doctor: J Bundle up and cover every- thing. Put on a heavy coat, gloves, scarf, hat and boots. "It's really important there's no exposed skin. Now's not the time to think of fashion." J Decrease alcohol consump- tion. "The body's normal response to the cold is to shut down blood flow to the extremities — fingers. toes and ears. Alcohol flushes blood to the extremities. That cools the blood and it goes back into the body cold, decreasing the body's temperature." Alcohol also clouds thinking, so you may believe you're warmer than you actually are. J The elderly and children under one are at "high risk of dying from the cold. It's a good idea not to take a baby out into the cold." If you have to, bundle the baby up and cover the face with a scarf, leaving no skin exposed. J Wear sunglasses to protect eyes from ultraviolet rays. Anoth- er reason to cover all skin — pro- tection from sunburn, as the sun's rays reflect off the snow. If you're suffering from frostbite, get inside and let the body warm up gradually. Frostbit- ten skin has white patches and feels very cold to the touch. Don't try to warm frostbitten skin by rubbing something too cold or too hot over the area. "If you're out in the cold and can't come in, leave it be. It's hard on the tissue to freeze it, warm it and freeze it. If you're home, it's best to come in and gradually thaw it out." The frigid weather also poses a danger to animals. The Ontario Society for the Prevention of Cru- elty to Animals reminds people to make extra efforts to see to the well-being of pets. Any animal normally kept out- doors should have proper weather- proof shelter with dry bedding and adequate food to enable the pet to keep warm. 'lite Ajax trustee recently had a first-hand look at the concept in Simcoe County, where the separate board and parents are reportedly "raving about" the revamped pro- gram introduced two years ago in an effort to save money. The public board here estimates it would save $895,000 a year by cutting noon -hour busing to and from kindergarten classes. (About $432,000 of that is picked up by local taxpayers, while the Province funds the remain der through grants.) It has considered introducing all - day, every -other -day kindergarten for the past three years, and will vote on it again this year as it struggles to trim an estimated budget of $380.4 million. Without cuts, its sulTwers will be hit with a tax increase of 6.71 percent. But fears that youngsters would tx unable to cope with a full day at sdxx)l am unfounckxi, believes early years education officer Pat Prentice, who also visited Simcoe county. "We were also concerned that children would be tired' and there- fore visited kindergarten classrooms late in the afternoon, reports Ms. Prentice. Though "no children appeared tired," they had access to a "quiet activity area' where they could read or listen to tapes on their own if they needed a break from regular class- room activities. Full-day kindergarten wasn't a drastic change for many children who had already attended such full- day programs as nursery school or day care. Admittedly, the Simcoe board "had a number of parents very resis- tant to the change" when the revamped program was first intro- duced, Ms. Prentice notes. But a sur- vey conducted by that board at the end of the fust year indicated most parents "are quite pleased with the change," she reports. The Suncoe board recommended the program be offered on the same days each week, such as Monday and Wednesday or Tuesday and Thursday, and every second Friday. That eliminates confusion associated with such cycles as attending school on even or odd calendar days and makes it easier for parents to arrange recreational programs. "We'd be offering the same ser- vice, but in a different way," says Ms. Prentice. The board's program and finance committee will kook at 34 cost-sav- ing options at upcoming budget meetings. It could vote on full -lay, every -other -day kindergarten as early as this evening, though any cost-cutting measure it endorses must still be approve by all trustees at a full board meeting following delibembous. The discovery of the St. Lawrence fault is of particular concern to this area because of the nuclear plant, says Prof. Mohajer. In light of the new evidence, both university professors say the power station design may not withstand an earthquake measur- ing seven on the Richter so -ale and have since reported their claim to Dr. Joe Wallach. Dr. Wallach has con- firmed through simulated comput- er testing that this area's earth- quake magnitude is closer to seven than five on the Richter sole. The AECB is continuing its research to determine the maxi- mum ground shaking the nuclear plant could tolerate and still be safe. "It was built to withstand a maximum earthquake magnitude of five, an assumed safe level for Pickering." says Prof. Mohajer. Nlaking presentations were nine persons for k ming stmtcv\ classes. two persons for gifted education, one person for kindergarten and two persons for French immersion. Eight% per cent of the students do not fit into anv of these catecones but no one was there to make a presentauon on their behalf. Possible reductions which would affect 100 per cent of students are: 1: Outdoor Education Program in its entirety (S-441.985) or transportation (S137,800) to and from the Outdoor Education Centre. 2: Family Studies & :ksivn Technolocv Pr(-)-- gram ro-cram for Grade 7 and s i-ihis wa; reduced by 50 per cent in 199? � (5' instrumental music for Grades 7 and 8 These programs put into practical use the edu- cation which our children are recei%ine in the classroom. When students make a wooden trivet, pias a recognizable sone on the trumpet or complete an orienteering course; at Claremont, they feel good about themselves. Thee have taken their education and used it successfully. All children, whether the% be eifted, learning disabled, physically handicapped, French immersion students or "average, boring and docile", benefit from such an experience. Other proposed cuts involve transportation to French immersion (S 1,214,000) and gifted pro- grams (5915,000). These cuts would riot affect the education of the child, the class size, staftins. or programs. It would only affect the means be which the child gets to school. There wa< no one to represent the 'normal' student at this hudeet information meeting. If we do not make our voices heard our children will lose cull more of their education. He believes immigration should be trimmed to 150,000 a year and should be based on the economy and humanitar- ian reasons (reuniting 7 families and "bona fide" refugees). However, MP McTeague says, "At no time has an increase in the population led to an economic downturn. The Liberal Party believes immigration has been good for the country, by and large." There are "always black eyes to the system. A lot of people say it's failing." Mr. McTeague feels most people are upset with the system because it's complex and "bogged down with hun- dreds of rules." The recent poll shows 45 per cent of Canadians believe immigration should be cut. Eleven per cent of respon- dents feel the level of immigra- tion should be increased, while 40 per cent think the current rate should be maintained. Five per cent expressed no opinion. The 1 I per cent who supported increased immigration is the low- est figure registered by Gallup since the recession of 1982, when only seven per cent of Canadians favored an increase. "Canada has Sot to use new cultures to its economic advan- tage," argues Mr. McTeague. "There's scant trade outside north/south (with the United States)." The new Liberal government is reviewing the immigration sys- tem, including the number of peo- ple allowed in each year, he reports. According to the Liberals' 'Red Book', immigration should be at one per cent of the popula- tion, established by the 1991 cen- sus as 28.7 million people. Durham Region has seen a big increase in the number of people claiming a mother tongue other than English or French. From 1986 to '91, people living here with a 'non -official language' tongue rose to 36,675 from 26,115. The biggest increases were in residents speaking Chinese, Ital- ian, Polish, Portuguese, Spanish and Tagalog (Filipino). Both school boards report more students registered in English -as -a -Second -Language (ESL) programs. The Durham Region Roman Catholic Sepa- rate School Board start- ed keeping track of ESL students in 1988, when it registered 129 pupils. By September 1993, that number had jumped to 1,665. In 1991, it had eight ESL teachers, which increased to 26 this year. At the Durham Board of Education, the number of ESL teachers rose from three in 1982 to I 1 in 1989 to an all- time high of 26.5 this year. It now has 725 ESL students. As principal of St. Isaac logues Catholic School in Pickering. Brian Vrebosch has first-hand knowledge of the impact of young immigrants on the education system. "I see kids who are new Cana- dians and they work hard. I just admire them," says qtr. Vrebosch, who's also president of the `lulu - cultural Council of Oshawa/Durham. He contends that Canada needs to continue its current level of immigration in order to maintain the present population base. "You need a 2.1 factor in peo- ple haying children in order to sustain the population base you have. You need immigration to keep the population at a produc- tive level. Right now, Canadians are not having enough children to keep that population without the population being in decline." He refutes the argument that immigration is a detriment to eco- nomic growth. "They have not determined that immigration has caused the recession. In fact, most would agree that immigration is a healthy factor in the economy." Mr. Vrebosch ,ays most immi- grants to the countn are well edu- cated and have finances that are ..as good as the average Canadian or better". He concludes, "I value those who have the courage to immi- grate to a new country. I've per- sonally observed that immigrants work hard and love being here.
